    Republican in-fighting gets heated in the most important governor’s race in 2023

    “Craft has bought herself into a two person race,” said Scott Jennings, a well-known Republican operative in the state who has remained neutral in the contest. “The question is ‘is there enough runway left?’”

    But the brutal primary between the two could also come at a cost. The Kentucky governorship is a prime target for Republicans this year — with Democratic Gov. Andy Beshear occupying the governorship in a state Trump won by 26 points in 2020. The circular firing squad now unfolding in the GOP primary is giving an already popular Democratic incumbent an opening to peel off at least a sliver of Republican voters turned off by the in-fighting.

    Public polling for the primary has been incredibly sparse in the race — a recent poll from Emerson College/Fox56 released last week had Cameron at 30 percent and Craft at 24 percent — but Republicans believe the race has tightened since the beginning of the year, when Cameron was broadly believed to have a yawning lead.

    Republicans point to two big inflection points left on the calendar: The lone debate where all three of the top-tier candidates will share a stage — a May 1 faceoff hosted by Kentucky Educational Television — and arguably the biggest event all year in the state: The Kentucky Derby. It falls just 10 days before the primary election.

    Craft has loaned her campaign $7 million since the start of the year, according to campaign finance reports filed on Tuesday night, with an additional $260,000 coming from other donors. Cameron, by comparison, raised just over $400,000 in that same time period.

    Ryan Quarles, the state agriculture commissioner, is a possible viable third candidate in the race — especially if the fight between Cameron and Kelly becomes hotter. Quarles was at 15 percent in the Emerson poll, the only other candidate sniffing double digits, and has touted a deep bench of endorsements from across the state’s 120 counties.

    Craft’s campaign and Commonwealth PAC, a super PAC supporting her bid, have been throwing most of the haymakers, with Craft until relatively recently having the TV airwaves all to herself.

    A pair of ads from her campaign looked to tie Cameron to President Joe Biden, Beshear and Obama on the future of a West Virginia coal plant — a deep blow in a state that has historically been the home to the coal industry.

    And in a series of ads, the super PAC has used an extended motif of Cameron being a “soft establishment teddy bear,” literally transforming Cameron into a stuffed bear in a suit at the end of the ads. The most recent one is the Bragg ad, going after Cameron for at one point supporting cash bail reform. (“Prosecuted Trump!” the ad declares as a video of Bragg talking about bail reform plays.) It ends by morphing the two men into teddy bears.

    Cameron’s backers have just started hitting back on the airwaves. On Tuesday, a pro-Cameron super PAC Bluegrass Freedom Action launched a new ad saying a “desperate Kelly Craft falsely attacks” Cameron, while noting that Trump has endorsed Cameron, not Craft. And in a statement to POLITICO, the super PAC’s general consultant Aaron Whitehead questioned if she was eligible to run for office under the state’s residency requirement.

    “Absentee Ambassador Kelly Craft was a no show for her previous job — and now she’s pulling the same trick on Kentuckians by trying to buy her way out of a scandal,” Whitehead said. “No one knows if she actually lives in Kentucky or still lives in Oklahoma — which could disqualify her from the ballot.”

    The group’s charge relies on reporting from POLITICO in 2019 that found she spent roughly a third of her time as U.S. ambassador to Canada in Kentucky or Oklahoma, along with federal and state political donations she has made through the 2022 cycle with an Oklahoma address. State law requires gubernatorial candidates to be a “citizen and resident of Kentucky for at least 6 years next preceding his [sic] election.”

    Craft’s campaign was dismissive of the broadside from the super PAC. “The only thing more palpable than the momentum behind Kelly Craft is the Cameron team’s desperation,” Kristin Davison, a senior adviser for Craft, said in a statement.

    Cameron could also lean more into Trump — who endorsed his campaign last summer, shortly after Craft and her husband, coal magnate Joe Craft, were prominently pictured with the former president at the Kentucky Derby but months before her own campaign launch.

    Kentucky’s most powerful Republican in Washington, Senate Minority Leader Mitch McConnell, meanwhile, has not publicly weighed in on the race. But he has close ties to both candidates.

    Craft and her husband have been longtime financial supporters of McConnell and the Republican Party more broadly. The then-Senate majority leader was instrumental in getting Craft nominated and confirmed to be U.N. ambassador.

    Cameron has perhaps even deeper ties. He worked in McConnell’s office for two years and was widely assumed to be the successor-in-waiting for McConnell’s seat in the Senate when he eventually retires. Cameron’s decision to run for governor caught many by surprise, both in Washington and Kentucky.

    Davison, the adviser to Craft, took a swipe at that close relationship between the two men in her statement, saying Cameron’s team was “having a bad morning after finding out their Mitch McConnell-groomed candidate has fallen a net 19 points over the last few weeks.”

    Senior Republicans say they ultimately have the votes to pass both the energy and education bills on the floor. But that’s only after an aggressive whip operation by McCarthy’s leadership team, including Majority Whip Tom Emmer (R-Minn.), to assuage concerns about the flood of amendments.

    That kind of last-minute scrambling to lock down votes is likely to be the norm for Republican leadership over the next two years, as the party fights to tether its disparate wings together on broad promises the GOP focused on in its push to reclaim the House majority. And none of it will be easy, given that the party has just four votes to spare on any measure coming to the floor — not to mention a Democratic caucus eager to exploit the fissures across the aisle.

    Republicans’ worries are particularly acute when it comes to the education measure they have dubbed the “parents’ bill of rights.” A bloc of House moderates, for example, privately raised alarms about a proposed amendment to the education bill from Rep. Thomas Massie (R-Ky.) that would effectively gut the Department of Education, banning it from handling “any office or program related to elementary or secondary education.”

    But just before the bill came to the floor on Thursday, Massie’s amendment got tweaked to mollify those moderates’ concerns.

    The GOP’s balancing act doesn’t apply only to amendments. House Republicans are facing headwinds on another major priority: how to frame their underlying bill designed to address boosting security at the U.S.-Mexico border.

    On one side, there’s Rep. Chip Roy (R-Texas), a member of the conservative House Freedom Caucus who’s pushing a bill to severely restrict migration into the U.S. But on the other side are Reps. Tony Gonzales (R-Texas), Mario Diaz Balart (R-Fla.) and their allies — who are more moderate on the issue and fear Roy’s bill could ultimately bar asylum claims.

    Roy and Gonzales’ feud has appeared to devolve from policy disagreements to personal grudges, enough so that GOP leadership has spoken to both Texans to try to smooth other matters, according to one senior House Republican who was granted anonymity to speak freely about internal conversations.

    And with that border bill in flux, so too is the Judiciary Committee’s long-anticipated hearing on it.

    Roy, who sits on Judiciary, said he still expects the panel to take up his bill next week.

    “There have been some conversations about figuring out timing. But look, the bill’s been ready. It continues to be ready. We ought to bring it up next week,” Roy said in an interview. While he declined to speak about his conversations with Gonzales, he said he believed GOP leaders would ultimately back him.

    “I expect leadership to get fully behind it, and do what they need to do,” Roy said. “I expect we’ll vote on it next week. This is why leadership gets paid the big bucks. It’s their game now.”

    While Roy and Gonzales have seemingly hit pause on their recent Twitter brawling, Republicans are skeptical that the two have closed the gap on their policy differences.

    “I don’t think it changed anything. I mean, they are on different ends of the spectrum,” the senior House Republican said, adding that one possible solution getting discussed is to pursue “separate bills, and see which one has more support.”

    Gonzales indicated that his colleague was correct, declining to confirm that leadership has intervened in his dispute with Roy and responding: “I try not to waste my time with people that try to waste my time.”

    “Look, I have spent a lot of time being a reasonable actor in this whole deal. And I’m dealing with people that aren’t reasonable actors,” Gonzales added. “So guess what? The rules of the game have changed and the border security package that’s in Homeland Security has a long way to go before it gets my support.”

    This undesirable option comes as the timeline to move on border policy is narrowing, with Republicans saying they need to start moving. The more pressing matter, though, is the GOP’s education bill, which will hit the floor later Thursday.

    Days before that floor debate, McCarthy and his leadership team privately fielded concerns from multiple conference members about possible “poison pill” amendments, such as those relating to LGBTQ students or banning books. Some of those Republicans were under pressure from groups like the National Education Association, the nation’s largest teachers union, which opposes the “parents’ bill of rights” proposal and supports some centrist GOP lawmakers.

    Another House Republican, this one closely allied with leadership, said members threatened a potential “jail break” before leadership addressed worries among various members had that the bill would disrupt the principle of federalism. This GOP member said leadership “substantially” reduced members’ concerns, particularly by telling them that the bill was designed to give parents information about theoretical rights rather than to directly interfere in local matters.

    “Leadership has been aggressive in beating back the substantial concerns members had about federalism,” this Republican said, also addressing internal discussions candidly on condition of anonymity.

    As the vote nears, GOP leaders believe they have resolved many of their internal concerns with the roughly 20 amendments from both parties that are expected to receive floor votes.

    Still, Republicans will be watching a pair of amendments closely, both from Rep. Lauren Boebert (R-Colo.): One states that parents must be informed if a school’s athletic programs allow transgender girls to play on a gender identity-aligned sports team, while the other requires parents to be informed if a transgender girl is allowed to use gender identity-aligned bathrooms.

    Bengaluru: The infighting within Karnataka’s ruling BJP came out in open as Housing Minister V. Somanna, who is reportedly miffed with former CM B.S. Yediyurappa and his son B.Y. Vijayendra for meddling, reached New Delhi on Wednesday to meet senior party leaders.

    The minister, who is in-charge for Chamarajanagar, remained absent from the ‘Vijay Sankalp Yatra’ in the district attended by BJP national President J.P. Nadda and also kept distance from the party activities. His son Arun Somanna, without taking his name, attacked Vijayendra on a public platform.

    Somanna is likely to meet Union Minister for Mine, Coal and Parliamentary Affairs Pralhad Joshi and other senior leaders. Sources said that he is going to seek clarity on his position and seek a stop to interference by Yediyurappa and his son Vijayendra.

    A Lingayat leader and brought to the BJP by Yediyurappa, Somanna did not back Yediyurappa when he left the BJP to form his Karnataka Janata Party (KJP) and since then both leaders are at loggerheads.

    “Straight talk will land you in trouble. I am not here to plead before anyone. I know how to behave appropriately and I can’t giggle simply. I have practised direct politics. The truth is bitter under present circumstances.

    “Yediyurappa is a big leader. I won’t talk about him. You ask him how the situation was 15 years ago? He should also notice who is contributing to the party,” Somanna told media persons.

    Asked if he is in New Delhi to complain on Vijayendra, Somanna said that Vijayendra is just the son of Yediyurappa. “What is his age to compare him with me? There are many leaders of his age with me. Yediyurappa has not spoken to me. If he wants to talk, I will go to him. I don’t hate Yediyurappa,” he said.

    Sources claim that Somanna is all set to join the Congress as the BJP is not giving concrete promises about his future. The Congress has, on the other hand, given him the offer of a prominent post for him and his son Arun Somanna if he quits the BJP. The Congress is thinking of gaining upper hand in at least 10 assembly constituencies in Bengaluru if it manages to lure him to its side.

    Yediyurappa has stated that he would talk to him and ensure that Somanna remains in BJP. But, after Somanna’s statement, he has not made any attempt to talk to him, sources said.

    Bank failures revive bitter Senate Democratic infighting

    The current Senate Democratic discord is especially acute because the caucus had the numbers to block the 2018 effort — but under heavy pressure to cut a deal to help community banks in an election year, 17 of them supported it. The collapse of two banks with roughly $300 billion in total assets over the past week has animated those internal divisions among Democratic senators, who usually pride themselves on policy unity. And it starkly contrasts with Senate Republicans, who uniformly supported the last big banking bill.

    Asked whether he regretted his vote, Sen. Michael Bennet (D-Colo.) told reporters: “No. I voted for a bill that was a bipartisan compromise.”

    “Sometimes members choose policy positions and wait to see if history serves them,” said Senate Majority Whip Dick Durbin (D-Ill.), who opposed the legislation. “Sometimes it does, sometimes it doesn’t.”

    In case it was unclear, he added: “I was on the right side of it.”

    Republicans instantly ruled out passing new bank regulations on Tuesday, arguing federal regulators are already empowered to increase scrutiny of those banks. So Democrats will have to decide whether it’s worth taking their internal fight to the Senate floor again.

    Several Democrats said they want to see either repeal of the 2018 legislation or other tougher laws. But at the moment there is no apparent solution that would get 51 Democratic votes, much less the 60 senators needed to vault a filibuster.

    “We’re going to try,” Senate Banking Committee Chair Sherrod Brown (D-Ohio) told reporters. But he added that “I don’t know how we do a legislative fix.”

    Exacerbating the internal fight: Democrats don’t agree whether the rollback was actually to blame for the present bank failures. Sen. Jon Tester (D-Mont.), who cut that 2018 deal with Republican Sen. Mike Crapo (R-Idaho.), said in an interview Tuesday that he stands by his vote and disagrees with those blaming his legislation: “I don’t see it the same way. If you read the bill, you’ll know that it doesn’t let them off.”

    “Would I vote the same way [today]? Yes,” said Sen. Angus King (I-Maine), who caucuses with Democrats and voted in favor of the 2018 legislation. “Because of the important help to smaller banks and community banks; that was my mission.”

    The 2018 law peeled back parts of Dodd-Frank to exempt smaller banks from federally administered “stress tests” that weighed their ability to weather economic downturns. Its enactment meant Dodd-Frank’s stricter federal oversights only applied to a handful of bigger banks.

    And the issue is already becoming a cudgel in Senate races. Rep. Ruben Gallego (D-Ariz.), who is running for the Arizona Senate seat, went after Sen. Kyrsten Sinema (I-Ariz.) for her vote in support of the 2018 law, calling the votes the “most salient example of how we’re different.” Of the most vulnerable Democratic senators up for reelection next fall, Brown, Tammy Baldwin of Wisconsin and Bob Casey of Pennsylvania opposed the 2018 law, while Sens. Joe Manchin of West Virginia, Tester and Sinema supported it.

    “It was obviously a mistake,” said Sen. Martin Heinrich (D-N.M.), another incumbent senator, who missed the 2018 vote but criticized the bill then. “It was ill-advised, these are big banks … and they need to have some backstops.”

    Asked whether he sensed a divide among Senate Democrats, Sen. Tim Kaine (D-Va.) replied: “That question answers itself. Because there were some in 2018 who thought it was a good idea … and I put myself in that category; I was listening to my community banks.”

    Silicon Valley Bank and Signature Bank, both of which qualified for the 2018 exemption, had lobbied hard for the measure by assuring lawmakers they were not big enough to pose systemic risk. Yet federal authorities cited that exact problem on Sunday when they announced they would backstop all of Silicon Valley Bank’s deposits after it collapsed thanks to a large-scale run.

    “Working together, a good job — a miraculous job — has been done to stem the possibility of systemic risk,” Rep. Maxine Waters said in an interview. The Californian is the top Democrat on the House Financial Services Committee and opposed the 2018 law.

    She also warned against jumping to conclusions on whether congressional action had prompted the bank failures: “I don’t know what could be said about what has happened here with this; the collapse of Silicon Valley as it relates to Dodd-Frank.”

    As it stands, the toughest regulations apply only to banks with more than $250 billion in assets. Silicon Valley Bank and Signature Bank held around $209 billion and $110 billion, respectively, when regulators took over. Summing up the back and forth, Warren said midsize banks were acting like “little community banks, and should be only lightly regulated. That was laughable on its face.”

    It’s made a painful issue for Democrats for years now, ever since a group of party centrists went around Brown, then the top Democrat on the Banking Committee, to cut a deal with Republicans. Brown said on Bloomberg Radio on Tuesday that some Democrats “don’t fight hard enough,” but then he went into peacemaking mode.

    “I think that it’s been illuminating to a lot of people,” Brown told reporters later. “I think all the Democrats [now] realize we need stronger rules.”

    Even with their entrenched positions, Democratic senators are trying to avoid a replay of the backbiting five years ago when Warren called out her colleagues that supported deregulation in a fundraising email. That move prompted a contentious meeting among Democratic chiefs of staff in which Dan Geldon, then Warren’s top aide, cited nonpartisan Congressional Budget Office warnings that more bank failures could result from rolling back Dodd-Frank, according to three people familiar with the meeting.

    Geldon argued at the time that Warren was fighting on principle and not just to target other senators, while aides to senators that supported the bank bill blanched at her tactics and said they were merely reacting to banks back in their states, according to those three people.

    Now Democrats can at least face that dispute from the majority, when they’re able to choose what comes to the floor. Senate Majority Leader Chuck Schumer has been careful about how he characterizes a potential congressional response, saying Capitol Hill will “look closely” at next steps. He opposed the bank bill five years ago.

    New Hampshire Democratic Sens. Maggie Hassan and Jeanne Shaheen both said they’d be willing to reexamine the 2018 law, which both supported, if investigations find that was the cause of the failures. But they evinced no regrets about their position.

    “The reality is, it was very bad management at SVB. And you can’t fix that with any regulation,” Shaheen said.
