    RBI imposes Rs 3.06 cr penalty on Amazon Pay (India) for violation of norms

    Mumbai: The Reserve Bank of India on Friday said it has imposed a penalty of over Rs 3.06 crore on Amazon Pay (India) Private Limited for non-compliance with certain provisions related to Prepaid Payment Instruments (PPIs) and Know Your Customer (KYC) direction.

    “It was observed that the entity was non-compliant with the directions issued by RBI on KYC requirements,” the RBI said in a statement.

    The RBI had issued a notice to Amazon Pay (India) advising it to show cause as to why penalty should not be imposed for non-compliance with the directions.

    “After considering the entity’s response, RBI concluded that the aforesaid charge of non-compliance with RBI directions was substantiated and warranted imposition of monetary penalty,” it said.

    The central bank, however, added the penalty is based on deficiencies in regulatory compliance and not intended to pronounce upon the validity of any transaction or agreement entered into by the Amazon Pay (India) with its customers.

    Amazon Pay is the digital payment arm of e-commerce giant Amazon.

    Ahmedabad: The International Financial Services Centre Authorities (IFSCA) on Friday said it has given approval to Deakin University of Australia to set up its campus in Gujarat’s GIFT City.

    With this approval, Deakin has become the first foreign university that will set up its campus in India.

    “We have given approval to Deakin University to set up its campus in GIFT City,” chairperson of IFSCA Injeti Srinivas told PTI.

    Australian Prime Minister Anthony Albanese will make an official announcement about it during a function to be held in Gandhinagar on March 8.

    With the inspiration of Salumarada Thimmakka, Sabharwal called upon every woman to plant a sapling on International Women’s Day and make big success the ‘Green India Challenge’ programme.

    OSD Priyanka Varghese said, “The ‘Green India Challenge’ programme is a selfless programme embarked for the benefit of the next generation.

    She suggested that every woman should be a partner in the ‘Green India Challenge.’
    In February, in support of Chief Minister K Chandrashekhar Rao, MP Santosh Kumar announced the adoption of more than 1,000 acres of the Kodimyala forest area in Kondagattu under the ‘Green India Challenge initiative’.

    The MP announced the adoption in the wake of CM K Chandrasekhar Rao’s birthday on February 17.

    Notably, Chief Minister K. Chandrasekhar Rao has announced to rebuild the famous Kondagattu Temple which is placed in the midst of dense forests and mountains. In this regard, MP Santosh Kumar took the key decision.

    Kondagattu in Jagityal district is synonymous with Lord Hanuman.

    MP Santhosh Kumar revealed that KCR, who fought tirelessly for a separate state, has been developing Telangana in all fields for the last eight years after the formation of Swarashtra, and he has taken this decision as a person who has seen his quest from the closest.

    New Delhi: Foreign Ministers of Saudi Arabia, China, Indonesia, Spain and Croatia on Thursday arrived in India to participate in the G20 Foreign Ministers’ Meeting being held in New Delhi from March 1-2.

    Saudi Arabia’s Minister of Foreign Affairs Prince Faisal bin Farhan, Chinese Foreign Minister Qin Gang, Indonesian Foreign Minister Retno Marsudi, Spanish Minister of Foreign Affairs Jose Manuel Albares Bueno, and Croatian Foreign Minister Gordan Grlic Radman on Thursday arrived in India for the meeting.

    The Director General of World Trade Organisation (WTO) Ngozi Okonjo-Iweala, also arrived for the foreign minister’ meeting on Thursday.

    “Welcome to India, FM Sameh Shoukry of Egypt @MfaEgypt, FM @ABZayed of UAE @MoFAICUAE and @SecBlinken of USA @StateDept. Looking forward to deliberations at the #G20FMM. @SecBlinken & FM Shoukry will also participate in #Raisina2023,” Ministry of External Affairs Spokesperson Arindam Bagchi said in a tweet on Wednesday.

    Earlier on Wednesday, Foreign ministers of Canada, Argentina, Netherlands, Singapore and Bangladesh also arrived in Delhi for the meeting.

    The G20FMM will be held at the Rashtrapati Bhavan Cultural Centre and nearly 40 delegations are expected to participate in the meeting.

    This will be second ministerial meeting being held under India’s Presidency so far. The first ministerial meeting of Finance Ministers and Central Bank Governors was held in Bengaluru.

    Foreign Secretary Vinay Mohan Kwatra said it is one of the largest gathering of Foreign Ministers hosted by any G20 presidency.

    New Delhi: Meta-owned WhatsApp banned more than 29 lakh accounts in India in the month of January, a figure that is drastically lower than 36.77 lakh accounts it blocked in the country in December last year, in compliance with the new IT Rules 2021.

    Between January 1 and January 31, “2,918,000 WhatsApp accounts were banned. 1,038,000 of these accounts were proactively banned, before any reports from users,” the company said in its monthly compliance report.

    The most popular messaging platform, which has nearly 500 million users in the country, received 1,461 complaint reports in January in the country, and the records “actioned” were 195.

    “This report contains details of the user complaints received and the corresponding action taken by WhatsApp, as well as WhatsApp’s own preventive actions to combat abuse on our platform,” said a company spokesperson.

    Meanwhile, in a bid to empower millions of Indian social media users, Minister of State for Electronics and IT, Rajeev Chandrasekhar, on Tuesday launched the Grievance Appellate Committee (GAC) that will look into their concerns regarding content and other issues.

    The newly-formed panel, a move to strengthen the country’s digital laws to tame the Big Tech companies, will look into appeals by users against decisions of social media platforms.

    The IT Ministry last month notified to establish three Grievance Appellate Committees (GACs) as required under the recently amended IT Rules, 2021.

    In a major push towards an open, safe, trusted and accountable Internet, the Ministry of Electronics and IT has notified some amendments aimed at protecting the rights of ‘Digital Nagriks’.

    India ranks 2nd on list of data breaches exposed worldwide in 2022

    New Delhi: Around 2.29 billion records were exposed worldwide in data breach incidents in 2022, with India accounting for 20 per cent of the total, taking it to the second position, a new report revealed on Wednesday.

    About 1,335 breach data incidents were publicly disclosed between November 2021 and October 2022. Of the 1,335 breaches analysed globally, 143 breaches occurred in Asia Pacific and Japan, resulting in a whopping 68 per cent of total records exposed globally, according to the report by Exposure Management Company Tenable.

    In comparison, organisations in North America, Europe, the Middle East, and Africa accounted for a combined 31 per cent of records exposed.

    “We issued this same warning in 2020 and 2021. Yet, two years later, such flaws remain one of the biggest risks in the vulnerability landscape. Unpatched vulnerabilities provide attackers with the most cost-effective and straightforward way to gain the initial access into or elevate privileges within organisations,” said Satnam Narang, senior staff research engineer at Tenable.

    Moreover, the findings showed that the threat actors continue to find success with known and proven exploitable vulnerabilities that organisations have failed to patch or remediate successfully.

    Organisations that failed to apply vendor patches for these vulnerabilities were at increased risk of attacks throughout 2022.

    Further, the report said that about 33 per cent of the attackers were a result of ransomware, while 17 per cent of cyberattacks were due to unsecured databases in India.

    Healthcare (11 per cent) and retail (11 per cent) sectors were the most targeted sectors in India, followed by financial services (6 per cent), education (6 per cent), professional and technical services (6 per cent), and public administration (6 per cent).

    In the Asia-Pacific (APAC) region, 29 per cent of the breaches were a result of ransomware attacks, followed by attacks that weren’t categorised (28 per cent), phishing/email compromise (9 per cent), unsecured databases (8 per cent) and exploitation of known and existing vulnerabilities (6 per cent).

    The arts, entertainment and recreation sectors witnessed the highest number of attacks in APAC at 11 per cent, followed by retail (10 per cent), public administration (10 per cent) and healthcare (9 per cent) sectors, according to the report.

    The Foreign Correspondents’ Club in Delhi has done three surveys with a foreign journalist based in Delhi that has some startling revelation that reflects on the freedom of the press in India.

    The three surveys conducted from 2020 to 2022 were shared with the Ministry of External Affairs but there was no response from the ministry that further puts a question mark on press freedom in India.

    Even though the foreign correspondent club did not make their survey public but it somehow got and now has come into the public domain.

    The first survey was carried out in January 2020, in which 40 journalists participated. This was in the aftermath of August 5, 2019, when Jammu and Kashmir were made a Union Territory. This was also the time when National Citizenship Register was released in Assam.

    The foreign journalists who wanted to cover these two momentous events in India were denied travel permits to travel to J&K or Assam.

    In the first survey, the foreign journalists allege they have been facing problems such as denial of travel permits, visa uncertainty, and deportation threats, etc. Many respondents attributed their harassment due to their critical reporting of the government on several issues in India.

    One of the respondents told that the government wanted to suppress coverage of the persecution of Muslims in India. A journalist said the Indian Embassy 2020 emailed to his publication in his home country “not to cover Muslim persecution.

    Many in the survey stated that they had been “summoned” by officials in the ministry and were shown “files” and “spreadsheets” detailing their “negative coverage.” The government officials accused the foreign journalist of “having an agenda”.

    The second survey was conducted in April 2021 when 41 journalists participated. Here also the visa issue was the main handle to harass the journalist. The journalists who were critical of the government were given two to four months’ visas and for its extension, they had to run from pallor to post.

    One journalist was told that he will get a visa extension only if he writes positive stories on Narendra Modi. In the year 2021, 96% of the foreign journalist who applied for the permit for Assam and Jammu and Kashmir were denied a such permit.

    Of the 30 foreign journalists who had applied for travel permits in 2019 to report from Kashmir and Assam, only 9 got any response.

    Several journalists told that they were summoned by officials for their “coverage of “Kashmir”. A foreign journalist alleged that he was put back on a plane by Assam authorities in September 2019, when he went to report from there.

    A third survey was conducted in February 2022 in which 21 foreign correspondents participated. The thin attendance was due to poor response from the government to improve the working conditions of foreign press reporters in India.

    The third survey mirrored the previous two surveys. Not a single participant who applied for a special reporting permit in 2021 got the permit to travel to troubled places.

    Further, the level of intimidation rose from the first survey to the third. A journalist claimed to have been “followed, interrogated”, and their “interviewee threatened” while covering a story on the persecution of Christians in Karnataka.

    Another journalist alleged “physical threats” and “threats of deportation” along with Visa extensions intimidation remain common methods to harass foreign journalists in India.

    According to the latest guidelines of the external affairs ministry shared with foreign correspondents, the restricted and protected places now include all eight North Eastern states, the whole of Jammu and Kashmir, Ladakh, Andaman and Nicobar Island, Lakshadweep, and “international border areas” in Himachal Pradesh, Uttarakhand, and Rajasthan.

    New Delhi: The Supreme Court has directed that highest Z+ security cover should be provided to billionaire businessman Mukesh Ambani and his family across the country and also while traveling abroad.

    A bench of Justices Krishna Murari and Ahsanuddin Amanullah said: “Highest Z+ security cover provided to respondent nos. 2 to 6 (Ambanis) shall be available all across India and the same is to be ensured by the state of Maharashtra and Ministry of Home Affairs. Highest Level Z+ Security Cover, as per the policy of Government of India, be also provided, while respondent nos. 2 to 6 are traveling abroad and the same shall be ensured by the Ministry of Home Affairs.”

    The bench added that the entire expenses and cost of providing highest level Z+ security cover to the Ambanis within India or abroad shall be borne by them.

    The top court passed the above directions noting that “the security cover provided to the respondent nos. 2 to 6 has been the subject matter of controversy at different places and in different high courts”.

    Senior advocate Mukul Rohtagi, appearing for the Ambanis, contended that the highest level of Z+ security cover was provided to them, in view of continuous threat perception assessed by Mumbai Police and Ministry of Home Affairs and the Central government.

    The top court passed the order on an application filed by Bikash Saha in the Centre’s special leave petition challenging the Tripura High Court’s interim orders directing the Ministry of Home Affairs to produce the original files regarding threat perception in relation to Mukesh Ambani and his family. The high court directed that an MHA officer should appear before it with the relevant files in sealed cover in June last year.

    On July 22 last year, the Supreme Court quashed the Tripura High Court proceedings in connection with the PIL questioning the security cover provided to industrialist and his family in Mumbai. However, Saha again filed a miscellaneous application seeking clarification of the July order.

    Counsel for the applicant contended that in the July order as it stands, there is lot of scope of misinterpretation of the said order, unless it is clarified that the scope of the said order was restricted to providing of security cover to the Ambanis only exclusively within Maharashtra, which is the place of business and residence for them.

    Rohatgi submitted that his clients are at continued risk of being targeted to financially de-stabilise the country and such risk exists not only throughout India as also when the said respondents are traveling abroad.

    Disposing of the application filed by Saha, the top court said: “We are of the considered opinion that if there is a security threat, the security cover provided and that too at own expense of the respondents, cannot be restricted to a particular area or place of stay. Looking into the business activities of the respondent nos. 2 to 6 within the country as also outside the country, the very purpose of providing security cover would stand frustrated, if the same is restricted to a particular place or area.”

    The News Broadcasting & Digital Standards Authority (NBDSA) ordered news broadcaster News18 India to take down videos that mislead news and give it a communal narrative. It fined the channel Rs 25,000 and warned them against repeating this action in the future.

    The five orders issued by NBDSA relate to primetime shows anchored by Aman Chopra. In all five cases, News18 India was found to have violated the Code of Ethics & Broadcasting Standards. 

    The first order mentions the show aired on October 4 last year when Chopra called out public flogging in Kheda village of Gujarat as “Gujarat Police ne unke saath dandiya khela”.

    Chopra, in his primetime show gleefully shows a group of Gujarat police officials publicly assaulting a few Muslim men who are allegedly accused of pelting stones at a Garba event last week during Navratri festivities.

    Chopra used statements such as “Gujarat police ne unka ilaaj kia,” (Gujarat police cured them)“Garbe mei itna interest kyun hai Muslim yuvakon ko? (Why are Muslim young men interested in Gujarat) Koi aur tylohar mein itna interest nahin hain. Lekin pechan chupakar kyun jaate hai,”(They are not interested in other festivals but here they hide their faces and join) and“Aisa kya mil raha hai garbe mei ki Islam ki rigidness khatam ho jati hai. (What is being achieved in Garba that the rigidity of Islam ends)”, Asked Chopra suggestively.

    Two complaints were filed against Chopra- one by an Indrajeet Ghorpade and the other by the Citizens for Justice and Peace.

    The NBDSA stated, “News18 India failed to condemn the police violence e. Furthermore tickers used in the show gave an impression “that all Muslim men had attended garba celebrations only with ulterior motives”.

    The second order was based on the show aired on September 29. The complaint filed by Ghorpade stated that the programme was aired to portray all Muslim men are criminals, trying to harm/deceive Hindu women. “The entire Muslim community and in particular the men were demonized in the impugned broadcast,” the complaint stated.

    The NBDSA ordered News18 India to remove the video from the public domain and cautioned the channel to use tickers that could generate communal disharmony.

    The third order was based on a program anchored by Chopra on August 5. The complaint was filed by M Huzaifa who said the said programme titled “Desh Nhi Jhukne Denge Ghazwa e Hind” (Country will not let you bow down Ghazwa-e-Hind) was reporting on demographic changes near the borders regions of Uttar Pradesh, Assam with Bangladesh.

    Taglines such as “Border par Ghazwa-e-Hind Pura”(Ghazwa-e-Hind is finally over at the Indian border), “Border ka Islamikaran Pura” (Islamization is finally over at the Indian border) “Border par Badhe-Bhaijaan, Khatarnaak hai Plan” (Increase of Muslim population is a dangerous plan) were aired and terms such as ‘Muslim Corridor’, ‘Muslim Borders’, ‘Jansankhya Jihad’ etc. were used by Chopra.

    The complainant said that Chopra mentions India as a Hindu Rashtra implying that he did not believe in secularism and the democratic fabric of the country.

    Anti-Muslim tickers such as “#BorderParPanIslam”, “Border par Islamikaran pura?”, “Border par badhe ‘bhaijan’, Khatarnak he Plan?” and “Border par Ghazwa-e-Barood bichh gya he” was used.

    “The impugned show clearly violated the Code of Ethics & Broadcasting Standards, particularly the principles of Self-Regulation and Specific Guidelines Covering Reportage,” said the complaint.

    The NBDSA said there would have been “no problem” if News18 India had “raised only national security concerns in respect of demographic changes around the border areas of the country due to infiltration” and had sought the government’s response on this. Instead, the channel “attempted to communalise the issue” without seeking “accountability” from the government.

    The NBDSA fined News18 India Rs 20,000/- and ordered it to take down the videos from the public domain immediately.

    The fourth order was based on a show aired on January 18, 2022, during the Uttar Pradesh Assembly elections where now chief minister Yogi Adityanath made a statement, “it’s 80% vs 20%”. Complaints were filed by Citizens for Justice and Peace and one Anuj Dubey.

    The NBDSA, in its order stated that the tone used by the channel’s anchor Aman Chopra had “religious undertones” and was “communal in nature and not appropriate”.

    NBDSA pointed out that Chopra had made statements like “Ye 80 k khilaf hai mahagathbandhan” (This is a grand alliance against 80% of the population) and “Wo keh ray lwi kay unhey Hinduo sey problem hai aur wo 80 kay khilaaf hai” (They do not like Hindus and are against the majoritarian population). “A news anchor should be objective, impartial and neutral,” the NBDSA commented.

    News18 India was fined Rs 50,000 and told to remove videos of the broadcast. It was also instructed to publicise the NBDSA’s orders on its ticker once every hour for 24 hours from 8 am on March 6 to 8 am on March 7.

    The fifth order was based on a show that was aired on July 28 last year. It was about the murder of Karnataka BJP Yuva Morcha leader Praveen Nettaru in Dakshina Kannada.

    The complaint was filed by Utkarsh Mishra and Vidya Mittal. They stated in the complaint that the channel failed to report on two Muslim deaths that happened before and after Nettaru’s murder – 19-year-old Masood who was killed by members of the Bajrang Dal on July 20 and 32-year-old Fazil, who was murdered BY Vishwa Hindu Parishad (VHP) on July 28.

    “The broadcaster also failed to inform the viewers about the statement made by Praveen’s father wherein he claimed that Praveen was a part of the Hindu right-wing outfit and he was destined for this and that there was little possibility of justice as he was part of such outfits,” the complaint stated.

    Chopra further did not allow one of the panelist to speak and kept interrupting throughout the show.

    News18 India was instructed to take down videos of the show and “not repeat” the violations in the future.
