    Abolish veto rights or give them to newbies in reformed UNSC: India

    United Nations: Pressing its case for reforming the UN Security Council, India has said that either the veto rights should be abolished or be given also to new permanent members in a reformed Council.ha

    “Either all nations are treated equally in the context of voting rights or else the new permanent members must also be given the veto,” Pratik Mathur, a counsellor at India’s UN Mission said on Wednesday at the General Assembly.

    “Extension of veto to new members, in our view, will have no adverse impact on the effectiveness of an enlarged Council,” he said countering arguments made by some countries against expanding permanent membership.

    He said that the question of veto should be addressed as part of a comprehensive reform of the Council through clearly defined timelines in the Inter-Governmental Negotiations (IGN) for reforms.

    The IGN has virtually stalled because a small group of countries have manipulated the process to prevent progress.

    Mathur was speaking at an Assembly debate held on the first anniversary of the landmark resolution requiring a discussion by the Assembly within ten days of a veto being cast in the Council.

    While the Assembly cannot override a veto in the Council, by having a discussion it hopes to bring moral pressure on the vetoers or expose them to the world.

    Mathur said that the veto resolution adopted by consensus “unfortunately, reflected a piecemeal approach to UNSC reform, thereby highlighting one aspect, ignoring root cause of the problem”.

    The root cause in the view of India and many countries is the architecture of the Council that reflects the post-World War II scenario and gives veto-wielding permanent seats to the five victorious allies, Britain, China, France, the US and Russia, which hold the seat originally given to the Soviet Union.

    Mathur said: “As rightly called out by our African brothers, it goes against the concept of sovereign equality of states and only perpetuates the mindset of the Second World War, ‘To the victor belongs the spoils’.

    “Let me flag what our African Brothers have repeatedly stated in the IGN: ‘The veto as a matter of principle should be abolished. However, as a matter of common justice, it should be extended to new permanent members so long as it continues to exist’.”

    During the debate, Kenya’s Deputy Permanent Representative Michael Kiboino reaffirmed the same point citing the Common African Position on Council reform.

    “If the pursuit of the purposes of the UN Charter is based on the principle of sovereign equality of states, then the veto is a contradiction that should be abolished.

    “But if it is to be retained in a reformed Security Council, it must be extended to new permanent members with all its attributes, including the prerogatives and privileges of permanent membership,” Kiboino declared.

    The most vigorous push for Council reform comes from the 54 nations of Africa, a continent without any permanent members on the Council where the majority of actions relate to it.

    South Africa’s Permanent Representative Mathu Joyini said that the Assembly’s veto resolution requiring discussions of it “should not be seen as an interim or ad-hoc solution to the need for urgent Security Council reform, which will address the structural challenges within the Council itself”.

    “We must continue our efforts for urgent Council reform and the revitalisation of the General Assembly. Ultimately, focus should be on giving greater momentum to the reform of the Security Council itself,” she added.

    The Assembly’s resolution in April 2022 on holding debates on vetoes was adopted after the Council was paralysed by Russia’s veto of a resolution in February last year condemning its invasion of Ukraine.

    Russia vetoed another resolution in September condemning its referendums in areas of Ukraine it had annexed.

    Last year, Moscow also vetoed a resolution on border crossings for sending aid to rebel-held areas of Syria and joined China to shoot down a resolution condemning North Korea’s intercontinental and other ballistic missile tests.

    The Assembly held debates on those three vetoes.

    Assembly President Csaba Korosi called the veto resolution, “a breakthrough, a gamechanger” that “opened the door for a new form of collaboration and accountability” between the Assembly and Council.

    While India has insisted on veto rights for all permanent members in a reformed Council, it had also offered to forgo the veto power temporarily as compromise.

    During an IGN meeting in 2016, Syed Akbaruddin, who was then India’s permanent representative, said: “Our own national position has been and remains that the veto should, as long as it exists, be extended to new permanent members. As a measure of flexibility and willingness for compromise, the use of the veto can be deferred till the Review Conference.”

    The UN Charter provides for a conference to review and amend the veto rights but such a meeting has never taken place.

    New Delhi: Defence ministers of China, Russia and other member nations of the Shanghai Cooperation Organisation (SCO) except Pakistan will travel to India to attend a key meeting of the grouping this week.

    Pakistan Defence Minister Khawaja Asif will attend the SCO defence ministers’ meeting in New Delhi on Friday through virtual mode, according to an official readout.

    Chinese Defence Minister Li Shangfu and his Russian counterpart Sergei Shoigu are among those who are visiting India to attend the meeting.

    Defence Minister Rajnath Singh will chair the meeting that is expected to deliberate on regional security situation including developments in Afghanistan.

    “Defence Ministers of China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan will participate. India has invited Belarus and Iran,currently observers in SCO, to participate in the SCO defence ministers’ meeting,” the defence ministry said.

    “Defence Minister of Pakistan would be participating virtually. The ministers will discuss matters related to regional peace and security, counter terrorism efforts within SCO and an effective multilateralism,” it said in a statement.

    The ministry said Singh will be holding bilateral meetings with the participating defence ministers on April 27 and 28 where bilateral defence related issues and other matters of mutual interest will be discussed.

    It said India has ancient civilizational, cultural and spiritual ties with the SCO member countries.

    “India’s membership of SCO in 2017, was therefore, a reaffirmation of New Delhi’s keenness to deepen these historic ties.India considers SCO as an important regional group to promote multilateral, political, security, economic and people-to-people interactions in the region,” it said.

    The ministry said India continues to bring more ideas and initiatives to strengthen cooperation among SCO countries.

    “Under its Chairmanship, this year, India organised two defence related activities to enhance interoperability amongst SCO member states,” it said.

    “The first being a workshop on Humanitarian Assistance and Disaster Relief and the second was a seminar of SCO countries defence think-tanks on the issue of armed forces contributing to military medicine, healthcare and pandemics,” the ministry said.

    “India stands committed to take forward the Agenda of SCO under its chairmanship,” it added.

    The SCO was founded at a summit in Shanghai in 2001 by the presidents of Russia, China, the Kyrgyz Republic, Kazakhstan, Tajikistan and Uzbekistan.

    Over the years, it has emerged as one of the largest trans-regional international organisations. India and Pakistan became its permanent members in 2017.

    Bogota: External Affairs Minister S Jaishankar has said that the world is recognising the capabilities and contributions of a ‘New India’ as he underscored that there is a feeling that today’s India has the ability to bridge the difficult issues.

    During an interaction with the Indian community members in Bogota on Tuesday, Jaishankar also said that the world today is acknowledging the changes in India and getting more ready for India.

    Jaishankar also shared with the community members India’s transformation into ‘New India’ and its global implications. “Underlined how the world is recognising the capabilities and contributions of a New India,” he said.

    Citing the Ukraine conflict or problems which deal with the developed world and the developing world, he told the Indian diaspora that “in all of this from all quarters, there is today that feeling that India is a country which in some way or the other can serve as a bridge as a someone who brings differing opinions together (and) helps to find a solution”.

    “In the last decade, we have built up a reputation as what we call a first responder. When something happens we are quick to move because we’ve developed our own capability within the country. And now we feel we are good enough, experienced enough and responsible enough to do that outside…” he said, citing the example of the recent earthquake in Turkey where India sent its disaster rescue team within 24 hours.

    Noting that there are some issues which trouble all countries in the world, the minister said that climate is one and here too there’s been a big change in India’s positioning, in India’s image.

    “We are seeing today as a climate leader, a country which has done a lot on solar energy, on renewables, which is actually coming up with a whole series of ideas and practices and institutions,” he said.

    He added that today a much more united global position on terrorism is at least partly due to the efforts that India has made in the last 10 years. “There is a feeling that today’s India has the ability to bridge the difficult issues. And frankly, sometimes the difficult arguments of the day,” he added.

    He said that there is a much greater inclination on the part of the world to make an effort to understand India, that an India which is stronger, more powerful, more impactful. “There is a much greater willingness on the part of the world to make an effort to understand us and what we are,” he said.

    Jaishankar also talked about the work done by Prime Minister Narendra Modi-led government for the welfare of Indians abroad.

    He lauded the Indian diaspora’s contributions, saying the image of India in foreign countries is significantly shaped by the community. “In this era of globalisation, of technology, of mobility, Indians are making their presence felt everywhere,” he added.

    While responding to a question on dual citizenship, Jaishankar said that the issue involves security implications and not many big countries allow it.

    During his stay in Colombia, Jaishankar would meet several top leaders of the country and review bilateral ties with his Colombian counterpart Alvaro Leyva Duran.

    Jaishankar is on a nine-day trip to Guyana, Panama, Colombia, and the Dominican Republic, his first visit as the external affairs minister to these Latin American countries and the Caribbean.

    India is planning to link its power grid through undersea cables to the Kingdom of Saudi Arabia (KSA) and the United Arab Emirates (UAE), local media reported.

    India’s Ministry of Energy has circulated ministerial notes for inter-ministerial consultation to expand access to reliable energy and improve energy security in the country.

    The bilateral agreements will be signed with Saudi Arabia and the UAE for the mega projects, once the Cabinet approves the decision, Union Minister for Power and New and Renewable Energy Raj Kumar Singh told Mint.

    “The India-UAE agreement is in its final stages,” said the minister.

    In January 2023, India and the UAE announced plans to conduct a feasibility study for connecting their power grids via undersea cables as part of the One Sun, One World, One Grid initiative.

    On the other hand, the interconnection with Saudi Arabia is currently being reviewed, Singh stated.

    New Delhi: India’s aviation regulator, the Directorate General of Civil Aviation (DGCA) has ordered Air India to de-roster its entire crew following an incident on a Dubai-Delhi flight on February 27.

    In the incident, the pilot allegedly had entertained a female friend, who had entered in the cockpit, which violates DGCA safety norms.

    A cabin crew member had filed a complaint with DGCA, prompting an investigation.

    While the cabin crew member seems to have no role in the incident, the entire crew has been derostered pending investigations, said an official.

    “The pilot involved will also be given an opportunity to present their case, and will remain grounded until a final decision is made by the regulator,” the official added.

    A senior DGCA official had stated that the act is unacceptable and could have put the passengers’ safety at risk.

    Air India had also released a statement saying that they have taken note of the reported incident and investigations are underway.

    “The airline has a zero-tolerance policy regarding passenger safety and well-being and will take requisite action. The matter has also been reported to the DGCA, and Air India is cooperating with their investigation,” it said.

    New Delhi: Professional social networking platform LinkedIn now has 100 million members in India, up 19 per cent year-on-year, Microsoft Chairman and CEO Satya Nadella has informed.

    The Microsoft-owned LinkedIn saw record engagement in the March quarter as more than 930 million members globally now turn to the professional social network to connect, learn, sell and get hired.

    “Member growth accelerated for the seventh consecutive quarter as we expanded to new audiences. We now have 100 million members in India, up 19 per cent,” Nadella said during the company’s Q3 2023 earnings call late on Tuesday.

    As Gen Z enters the workforce, “We saw 73 per cent year-over-year increase in the number of student sign-ups,” Nadella added.

    LinkedIn Talent Solutions continues to help hirers connect to job seekers and professionals to build the skills they need to access opportunity.

    “Our hiring business took share for the third consecutive quarter. The excitement around AI is creating new opportunities across every function from marketing, sales and finance to software development and security,” said Nadella.

    The LinkedIn revenue increased 8 per cent in the March quarter for the tech giant. In 2016, Microsoft acquired LinkedIn for more than $26 billion.

    The platform has introduced new AI-powered features, including writing suggestions for member profiles and job descriptions and collaborative articles.

    “Our exclusive partnership with Netflix brings differentiated premium video content to our ad network, and our new Copilot for the web is reshaping daily search and web habits,” Nadella informed.

    United Nations: Russia’s Foreign Minister Sergey Lavrov has said that India has been invited to join the core group of four countries neighbouring Afghanistan that say they seek to bring stability there.

    The Quartet of Russia, China, Pakistan and Iran has been working together on Afghanistan “and we invited India as well” to join making it a quintet, he said at a news conference at the UN in New York on Tuesday.

    “We want this Quintet to be constituted as something of a core for the format of neighbouring states,” he said.

    The foreign ministers of the Quartet met in Samarkand in Uzbekistan earlier this month under the chairmanship of China’s Foreign Minister Qin Gang and offered to cooperate with the Taliban regime in reconstruction and in economic matters.

    But the ministers also expressed concern over the presence of terrorist organisations in Afghanistan that “continue to pose a serious threat to regional and global security”.

    Iran’s Foreign Minister Hossein Amir-Abdollahian was at the meeting, while Pakistan was represented by Minster of State Hina Rabbani Khar.

    Their statement included criticism of the West that said that “the NATO countries should bear primary responsibility for the predicament in Afghanistan” and should immediately lift sanctions on Afghanistan and return its frozen assets.

    Posing a dilemma for India in joining a “Quintet” is that the four countries in the Quartet have the makings of a distinct anti-West grouping and two of them, Pakistan and China are hostile to New Delhi.

    Lavrov said that while the Taliban regime, which has no international recognition, is a “reality on the ground and there’s a need to talk with them”, Russia will not recognise it “until they comply with (and) honour their own pledges”.

    He made political inclusivity that extends beyond ethnicities to political groups a condition.

    They will have to “ensure inclusivity in the governing structures, not just inclusivity at the ethnic level, but also at the political level”, he said.

    While they include minorities like Hazaras, Tajiks and Uzbek they are all members of the Taliban, and “it is very important for there to be strong representation and political forces”, he added.

    There is also the issue of human rights, including the rights of women and girls, he said.

    These issues will be discussed at a meeting of special representatives for Afghanistan convened by Secretary-General Antonio Guterres in Doha next month, he added.

    New Delhi: India witnessed an 85.1-per cent decline in malaria cases and an 83.36-per cent decline in deaths caused by the disease from 2015 to 2022, Union Health Minister Mansukh Mandaviya said on Monday.

    Malaria is not just a public health issue but also a social, economic and political challenge that requires the cooperation of all the stakeholders, Mandaviya said while virtually addressing the Asia Pacific Leaders’ Conclave on Malaria Elimination in the presence of Tripura Chief Minister Dr Manik Saha, Mizoram’s Health Minister Dr R Lalthamgliana, NITI Aayog Member (Health) Dr V K Paul and Dr Poonam Khetrepal, Regional Director, WHO-SEARO.

    “India was the only high-burden, high-impact country in the South-East Asia region to report a decline in malaria cases in 2020 as compared to 2019.

    “India witnessed an 85.1-per cent decline in malaria cases and an 83.36-per cent decline in deaths during 2015-2022,” Mandaviya said.

    Lauding the vision of Prime Minister Narendra Modi, he said the prime minister was among the global leaders who endorsed the malaria elimination roadmap of the Asia-Pacific Leaders Alliance at the East Asia Summit in 2015, which galvanised the region in striving to become malaria-free by 2030.

    On the significant challenge posed by malaria, particularly to the marginalised and vulnerable communities, Mandaviya said “a rejuvenated political commitment and a strengthened technical leadership will play a monumental role in eradicating malaria from the world”.

    Citing the transformational impact of the country’s health initiatives, such as the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), the Ayushman Bharat Health and Wellness Centres and the Ayushman Bharat Digital Mission, as well as the substantial role of its healthcare workers, he said, “India is committed to sharing our resources, knowledge and learnings with other countries in our endeavour to eliminate malaria.”
