    Oman restricts use of external loudspeakers in mosques, to impose fine

    Muscat: Oman has issued a new law restricting the use of external loudspeakers in mosques in the Sultanate, which comes into effect on Monday, April 10, local media reported.

    The decision issued by the Minister of Endowments and Religious Affairs, Dr Mohammad bin Saeed bin Khalfan Al-Maamari, replaced Article (39) of the mosques regulations with a new text that limits the use of external loudspeakers for the call to prayer.

    An administrative fine not exceeding 1,000 Omani Riyals (Rs 2,13,263) may be imposed in case of violation of the provisions of mosque regulations.

    On April 9, the Grand Mufti of the Sultanate of Oman, Sheikh Ahmed Al-Khalili, criticized, on Twitter, the restriction of the imam’s voice inside mosques without the external arenas.

    “While some Western capitals open up to the rituals of Islam, the blessed Ramzan prayer is held publicly in public squares. We deeply regret and admire that in some Islamic countries, the institutions responsible for matters of religion issue restrictions on these rituals, so that the voice of the imam is not allowed to go beyond the sanctuary of the mosque,” Sheikh Ahmed Al-Khalili tweeted.

    Mufti’s comment came after the issuance of a decision banning external loudspeakers in the mosques of the Sultanate of Oman and imposing a fine on violators.

    Hyderabad: Telangana Yuvajana Sramika Rythu Telangana party (YSRTP) leader Y S Sharmila on Saturday appealed to Governor Tamilisai Soundararajan to impose President’s Rule in the State

    She submitted a memorandum on ‘The Worsening Law and Order Situation in Telangana’ to the Governor here on Saturday. 

    Speaking to the media, Sharmila attacked chief minister K Chandrashekar Rao and accused him of dishonoring democracy and crushing the fundamental rights of the people.

    “We are worried that it is impossible to hold fair and impartial elections under this evil regime. KCR has let his goons loose on opposition parties, while the police watch in silence. Therefore, we demand that President’s Rule be imposed,” alleged Sharmila. 

    The YSR party leader said during her interaction with the Governor, the latter expressed concerns about the prevailing situation and assured her to consider the option.

    “Where is friendly policing, I wish to know. It is only friends with the BRS. No one from parties to people is supposed to raise their voices. Since this is the election year, the number of attacks is only growing by the day,” Sharmila alleged.

    Reiterating her previous statements of comparing the state government to the Taliban, she said, “Is this Afghanistan and are you a Taliban? Just like how stray dogs are attacking children on streets, the BRS goons are attacking us like beasts.”

    “There is no democracy in the state. While the Indian Constitution is followed across the country, KCR’s constitution runs in Telangana. The chief minister and his BRS colleagues are allergic to opposition parties’ interacting with the disgruntled masses, and so are unleashing terror and violence against the parties that are fighting for the people,” Sharmila alleged.

    She claimed that “the whole state has turned into a battlefield, from village to town.” 

    “Broad daylight murders, attacks on women, and brutality against tribals and farmers, the list is endless,” she alleged.

  • Mayors Of Srinagar, Jammu Oppose Govt’s Move To Impose Property Tax In JK

    SRINAGAR: The move by the  administration to impose property tax on those falling under the jurisdiction of Urban Local Bodies (ULBs) in Jammu and Kashmir from April 1 has come under fire, with the mayors of the twin capitals of the Union Territory speaking out against it.

    Srinagar City Mayor, Junaid Azim Mattu, called the imposition of the property tax “arbitrary” and stated that the decision was not approved by elected ULBs.

    He added that the SMC will explore ways to contest this move.

    Meanwhile, Jammu Mayor, Rajinder Sharma, stated that the property tax was imposed by the Administrative Council of the Union Territory and not by the JMC.

    He said that the aspirations of the people of Jammu must be taken into consideration, and an urgent General House Meeting (GHM) of JMC will be held on Friday to discuss the property tax and who shall be exempted from it.

    “The JMC Commissioner, Rahul Yadav, will give a presentation to clear any misconceptions about the property tax, and the views and concerns of JMC Councillors will be collected and sent to the Lieutenant Governor, Manoj Sinha, BJP J&K President, Ravinder Raina, and BJP National President, J.P Nadda for accommodating the concerns of the Councillors,” he added.

    The mayors of both cities emphasized that the aspirations of the public and Councillors should be fulfilled, and that everything should be done to address their concerns.

    Srinagar: The government’s decision has been communicated to Principal Secretary, Housing and Urban Development Department, Dheeraj Gupta.

    Quoting Administrative Council decision No. 13/1/2023, an official memo reads ” The administrative council approved the proposal with the direction that the proposed Property Tax, which will take effect on 1st April 2023, shall be levied at half of the proposed formula.”

    Numerous political parties, including the BJP, have voiced their opposition to the imposition of property taxes.

    However, according to official sources, the Central Government only releases sizeable subsidies to Urban Local Bodies if they implement the Property Tax. “The ULBs will benefit greatly from the release of these grants.”

    They said that the plan to impose Property Tax in the Union Territory has been under consideration by the Housing and Urban Development Department for a long time now.

    However, according to sources, the Department may initially only apply Property Tax to commercial buildings and exempt residential structures due to opposition to the plan from a number of political parties and groups, including the BJP.

    “We have been told to complete the groundwork for the imposition of property tax in Srinagar,” said a senior SMC official.

    Additionally, in the past, prior administrations tried multiple times to impose a property tax in Jammu and Kashmir but were forced to give in to political pressure as a result of hostility to the idea.

    The J&K administration was given permission by the Ministry of Home Affairs (MHA) in October 2020 to impose property taxes in the Union Territory through Municipal Corporations, Municipal Councils, and Municipal Committees.

    With the passage of the Jammu and Kashmir Reorganization (Adaptation of State Laws) Order, 2020, the MHA amended the Jammu and Kashmir Municipal Act, 2000, and the Jammu and Kashmir Municipal Corporation Act, 2000.

    The statutes passed by the previous Legislature also included provisions for the imposition of property taxes in the former State of J&K.

    The MHA had substituted Sections 72 to 80 and now Section 72 states in the previous Acts of 2000.

    “Unless exempted under this Act or any other law for the time being in force, Property Tax shall be levied on all lands and buildings or vacant lands or both situated within the Municipal area.

    The Property Tax shall be levied at such percentage not exceeding 15% of the taxable annual value of land and building or vacant land or both as the Government may, by notification, from time to time specify,” the order reads.

    It said the Property Tax assessed and levied shall be subject to revision once in three years by enhancing the tax by such percentage not exceeding 10 percent of the tax as may be prescribed, commencing from the financial year from which the Property Tax is determined.

    However, what can be termed as some relief to the targeted tax payers, the Property Tax will be levied at half of the proposed formula for the same.

    According to the reports appearing in th media the approval has been granted to the proposal with the direction that the proposed Property Tax, which will take effect on April 1, 2023, shall be levied at half of the proposed formula.
