    Important Guidelines
    For their own convenience, candidates are advised to visit the venue of their Exam Centre any day before start of Entrance Examination.

    The candidates should report in the examination centre in time as per the above time schedule. No candidate will be allowed to enter the Examination Hall after the prescribed time given above.

    Tab, Smart Phone, Mobile Phone, Pager, Bluetooth Device, Camera, Calculator or any other communication /electronic device /Tablet is not allowed inside the
    premises of the Examination Centre. If a candidate is found carrying any one of these devices in the Examination Centre, his/her candidature will be cancelled
    including ban for future examination/selection. The candidates are advised to keep their electronic gadgets at their residence

    Republican in-fighting gets heated in the most important governor’s race in 2023

    “Craft has bought herself into a two person race,” said Scott Jennings, a well-known Republican operative in the state who has remained neutral in the contest. “The question is ‘is there enough runway left?’”

    But the brutal primary between the two could also come at a cost. The Kentucky governorship is a prime target for Republicans this year — with Democratic Gov. Andy Beshear occupying the governorship in a state Trump won by 26 points in 2020. The circular firing squad now unfolding in the GOP primary is giving an already popular Democratic incumbent an opening to peel off at least a sliver of Republican voters turned off by the in-fighting.

    Public polling for the primary has been incredibly sparse in the race — a recent poll from Emerson College/Fox56 released last week had Cameron at 30 percent and Craft at 24 percent — but Republicans believe the race has tightened since the beginning of the year, when Cameron was broadly believed to have a yawning lead.

    Republicans point to two big inflection points left on the calendar: The lone debate where all three of the top-tier candidates will share a stage — a May 1 faceoff hosted by Kentucky Educational Television — and arguably the biggest event all year in the state: The Kentucky Derby. It falls just 10 days before the primary election.

    Craft has loaned her campaign $7 million since the start of the year, according to campaign finance reports filed on Tuesday night, with an additional $260,000 coming from other donors. Cameron, by comparison, raised just over $400,000 in that same time period.

    Ryan Quarles, the state agriculture commissioner, is a possible viable third candidate in the race — especially if the fight between Cameron and Kelly becomes hotter. Quarles was at 15 percent in the Emerson poll, the only other candidate sniffing double digits, and has touted a deep bench of endorsements from across the state’s 120 counties.

    Craft’s campaign and Commonwealth PAC, a super PAC supporting her bid, have been throwing most of the haymakers, with Craft until relatively recently having the TV airwaves all to herself.

    A pair of ads from her campaign looked to tie Cameron to President Joe Biden, Beshear and Obama on the future of a West Virginia coal plant — a deep blow in a state that has historically been the home to the coal industry.

    And in a series of ads, the super PAC has used an extended motif of Cameron being a “soft establishment teddy bear,” literally transforming Cameron into a stuffed bear in a suit at the end of the ads. The most recent one is the Bragg ad, going after Cameron for at one point supporting cash bail reform. (“Prosecuted Trump!” the ad declares as a video of Bragg talking about bail reform plays.) It ends by morphing the two men into teddy bears.

    Cameron’s backers have just started hitting back on the airwaves. On Tuesday, a pro-Cameron super PAC Bluegrass Freedom Action launched a new ad saying a “desperate Kelly Craft falsely attacks” Cameron, while noting that Trump has endorsed Cameron, not Craft. And in a statement to POLITICO, the super PAC’s general consultant Aaron Whitehead questioned if she was eligible to run for office under the state’s residency requirement.

    “Absentee Ambassador Kelly Craft was a no show for her previous job — and now she’s pulling the same trick on Kentuckians by trying to buy her way out of a scandal,” Whitehead said. “No one knows if she actually lives in Kentucky or still lives in Oklahoma — which could disqualify her from the ballot.”

    The group’s charge relies on reporting from POLITICO in 2019 that found she spent roughly a third of her time as U.S. ambassador to Canada in Kentucky or Oklahoma, along with federal and state political donations she has made through the 2022 cycle with an Oklahoma address. State law requires gubernatorial candidates to be a “citizen and resident of Kentucky for at least 6 years next preceding his [sic] election.”

    Craft’s campaign was dismissive of the broadside from the super PAC. “The only thing more palpable than the momentum behind Kelly Craft is the Cameron team’s desperation,” Kristin Davison, a senior adviser for Craft, said in a statement.

    Cameron could also lean more into Trump — who endorsed his campaign last summer, shortly after Craft and her husband, coal magnate Joe Craft, were prominently pictured with the former president at the Kentucky Derby but months before her own campaign launch.

    Kentucky’s most powerful Republican in Washington, Senate Minority Leader Mitch McConnell, meanwhile, has not publicly weighed in on the race. But he has close ties to both candidates.

    Craft and her husband have been longtime financial supporters of McConnell and the Republican Party more broadly. The then-Senate majority leader was instrumental in getting Craft nominated and confirmed to be U.N. ambassador.

    Cameron has perhaps even deeper ties. He worked in McConnell’s office for two years and was widely assumed to be the successor-in-waiting for McConnell’s seat in the Senate when he eventually retires. Cameron’s decision to run for governor caught many by surprise, both in Washington and Kentucky.

    Davison, the adviser to Craft, took a swipe at that close relationship between the two men in her statement, saying Cameron’s team was “having a bad morning after finding out their Mitch McConnell-groomed candidate has fallen a net 19 points over the last few weeks.”

    New Delhi: External Affairs Minister S Jaishankar on Monday called for urgently addressing India’s trade imbalance with Russia even as he described the partnership between the two countries as among the steadiest of major relationships globally.

    In presence of Russian Deputy Prime Minister Denis Manturov, Jaishankar said at an event that finding a solution to the imbalance really means addressing the impediments such as market access issues, non-tariff barriers and those relating to payments or logistics.

    The external affairs minister said the bilateral trade target of USD 30 billion has been crossed much before the target year of 2025, adding the trade volume was about USD 45 billion for the period April 2022 to February 2023.

    India’s trade deficit with Russia jumped significantly in the last few months after it procured significant volumes of discounted crude oil from that country in the backdrop of the Ukraine crisis.

    Jaishankar said what the future of India-Russia economic cooperation requires is the willingness and the ability to really look at the concerns from the point of view of the other party and then come up with solutions to overcome the obstacles.

    The minister said payments, logistics and certifications are the key areas in the economic engagement.

    A rupee-rouble mechanism for trade between India and Russia was established to settle dues in rupees instead of US Dollars or Euros in view of the imposition of severe economic sanctions against Moscow by the West following the Russian invasion of Ukraine.

    However, there have been certain issues in the full use of the mechanism, according to experts.

    “There are also obviously discussions on the payments issue. The expansion of the correspondent relationship network, under the scheme of international trade settlement in Indian rupees through a special rupee vostro account system,” he said.

    “And I think the payments issue clearly needs to be worked through between our systems. It is something we will also be discussing at the meeting tomorrow,” he added, referring to Tuesday’s inter-governmental commission meeting.

    Without mentioning the Ukraine crisis, but putting the India-Russia economic cooperation in a strategic context, Jaishankar said the partnership today is a “subject of attention and comment, not because it has changed, but because it has not.”

    “Indeed, it has been among the steadiest of the major relationships of the world in the contemporary era. But that by itself is not enough. We share a commitment to a multi-polar world. And that also means a multi-polar Asia,” he said at the India-Russia Business Dialogue.

    Jaishankar said Russia is looking much more towards Asia now could mean a broadening out of “our engagement that was overly reliant on the triad of military, nuclear and space cooperation.”

    “For Russia also, it presents a broader set of options. As Russia looks eastwards, its resource and technology complementarity can be a powerful contribution to India’s growth. And this is a growth of a 3.5 trillion economy that is expected to grow at more than 7 per cent for at least a decade or more,” he said.

    “And I would say that our ties, our cooperation is best advanced through more intensive bilateral engagement such as the one that we are having today,” he added.

    The external affairs minister also referred to the “time-tested and long-standing friendship” between the two countries and that the cooperation witnessed significant enhancement in many areas including traditional areas of defence, nuclear energy and space.

    While talking about annual bilateral trade crossing the target of USD 30 billion ahead of the target year and the trade figure of USD 45 billion in the period from April 2022 to February 2023, he said it is expected to grow further.

    At the same time, he referred to a previous speaker’s observation to emphasise that there is “understandable concern” about the trade imbalance which these new volumes have created.

    “And we need to work together with our Russian friends on a very urgent basis on how to address that imbalance.

    “And addressing that imbalance really means addressing the impediments — whether they are market access impediments, whether they are non-tariff barriers, whether they are related to payments or to logistics,” Jaishankar said.

    The external affairs minister said there is a need for an honest assessment of the short and medium term challenges being faced in economic engagement.

    “And you know, there could be quite frankly, there could be over-compliance, they could be over-anxiety, or even over-caution on our side. And equally, on the Russian side, there could be an inadequate appreciation of the concerns and the risks that the Indian businesses face,” he said.

    “So, I would say what really the future of our economic cooperation requires, is the willingness, the ability to really look at it from the point of view of the other party and then come up with solutions which will overcome the obstacles.

    “Now the possibilities, I think, are both in, you know, I would say, gaps which may have emerged in recent months but also new areas,” he said.

    Jaishankar said he completely agreed that payments, logistics and certifications are the key areas.

    “And I am convinced that it is possible to really find solutions, because if you look even in the last year, and this is something which the deputy PM himself is personally involved, we found ways, for example, of looking at, the fertilizer trade, in a much more mutually acceptable way,” Jaishankar said.

    “So, I think if we can look at an area like fertilizer, surely you know, the same spirit of cooperation and mutuality, we can look at other areas and look to find solutions,” he said.

    In his address, Jaishankar also said that there is a need to motivate businesses on both sides to diversify and expand the trade basket.

    He said apart from the traditional exports of pharmaceuticals and organic chemicals, there are possibilities in auto and spare parts, electronics goods and components, medical devices, textile and apparel and ceramics among others.

    Jaishankar also highlighted the government’s ‘Make in India’ initiative and said it is determined to make India a major global manufacturing hub.

    “It is clearly our strategy today to position ourselves as a major manufacturer, as a bigger trader, as a stronger service provider. And I think it should be of interest definitely to our Russian friends,” he said.

    Jaishankar also referred to the proposed free trade agreement between India and the Eurasian Economic Union.

    “The Covid interrupted those discussions, so I would very much hope that our colleagues will pick up on this. We will certainly encourage them from the foreign ministry side,” he said.

    “Because we do believe that they will make a real difference to our trade relationship. We also are in advanced negotiations on a new Bilateral Investment Treaty (BIT), and we appreciate that this is perhaps necessary; certainly useful to provide sufficient confidence to investors,” he said.

    Talking about the strong people-to-people connection between the two countries, Jaishankar, however, pointed out that India actually gets less than one percent of Russia’s outbound tourism.

    i. Whereas, 30 applications on prescribed format were received by the J&K Sports Council in response to the notification dated 12.01.2023, 13.03.2023 and 27.03.023 for grant of sports category weightage to claim benefit for admission in MD/MS/PG & Diploma & MDS Courses and PG Diploma in Rehabilitation Psychology under sports quota; and

    ii. Whereas, the applications were scrutinized on 12.04.2023 by the committee constituted for the purpose under Govt. Order No: – 808-GAD of 2008,
    dated:- 17-06-2008 read with Govt. Order No: – 590- GAD of 2018 dated:- 11-04-2018 in terms of criteria In vogue; and terms and conditions laid down in the
    notifications issued for the purpose; and

    iii. Whereas, the 28 candidates as per the list Annexed herewith as Annexure ‘A’ of this notification have been found eligible by the committee and points
    awarded to their sports achievements as mentioned against each; and

    iv. Whereas, 02 candidates as per list Annexed herewith as Annexure “A” of this notification have also been found eligible subject to verification of their
    certificates from concerned Federations/ Associations; and

    v. Whereas, the committee has also recommended to conduct Physical Verification Test/Viva of the eligible candidates at Srinagar/Jammu to ascertain the proficiency of the game/sports opted by the candidate; and

    In view of the above, objections/grievances if any with regard to eligibility of the candidates or otherwise including points allotted/observations to their sports
    achievements made by the committee are, therefore, invited which should reach to this office at New Administrative Block, Bakshi Stadium, Srinagar on or
    before 20.04.2023 during office hours in hard and soft copy. Soft copy can be emailed on jkstatesportscouncil@gmail.com. Objections / grievances received after the prescribed date shall not be entertained. The decision of the committee shall be final in such matters.

    The eligible candidates shall report to Sports Officer (K), J&K Sports Council, Polo Ground, Playing Field, Srinagar and Sports Officer (J), J&K Sports Council,
    New Indoor Sports Complex, M.A. Stadium, Jammu along with proper identification proof on 17.04.2023 from 11:00 A.M to 03:00 P.M. for physical verification test/viva. In case the candidate(s) fail to appear for physical verification test/viva on the scheduled date, his/her sports category weightage shall not be recommended to BOPEE. Telephonic intimation to the eligible candidates shall be communicated on their cell numbers
