    JAMMU, FEBRUARY 28: Lieutenant Governor, Manoj Sinha gave a green signal to pose JKCIP to the Department of Economic Affairs (DEA) for financing through IFAD for project implementation in J&K.

    The project shall contribute towards sustained increase in incomes of rural households by improving pre-production, production and post production verticals of agriculture. The project objective is to improve the competitiveness of the famers through a value chain approach with emphasis on export of high value agricultural commodities and development of business incubation centers and start-up support.

    Competitiveness Improvement of Agriculture and Allied Sectors in the Union Territory of Jammu and Kashmir (JKCIP) comprises of 4 components which inter alia included value chain support with export focus, incubation and start-up support, support to vulnerable communities and project management. The project implementation would spread over 7 years (2023-2030) across all districts of J&K.

    “The project will have a number of positive outcomes which will further complement the growth of agriculture & allied sectors in J&K, including export promotion of potential agricultural commodities and GGAP practices that would encourage export promotion like GI tagging, promotion of niche crops, certifications, quality control, laboratory/logistic support, branding facilities, marketing platforms and development of an organized value chain”, said Atal Dulloo, Additional Chief Secretary (ACS), Agriculture Production Department. “The project will also support activities focusing on tribal and other vulnerable communities which inhabit some of the most vulnerable landscapes such as hillsides, rangelands, semi-arid and arid lands and rely on climate-sensitive natural resources to make a living. IFAD shall promote environmentally sustainable and climate resilient agricultural practices for them”, he added.

    Implementation of JKCIP is a part of the government’s larger efforts to look beyond the objectives of Holistic Agricultural Development Plan (HADP) to capture the opportunities in global trade by tapping the competitive advantage of J&K viz agro-climatic diversity, monopoly in production of default organic crops (Walnut, almond, cherries), year-round vegetable production, niche crop advantage & pristine climate which catalyzes the opportunity to export high value agricultural commodities. Besides provisions of HADP, concerted measures shall be implemented through JKCIP to create an enabling environment to reform agricultural sectors and better price realization. APD in collaboration with the Apex Committee under the chairmanship of Dr Mangla Rai has prepared an export promotion plan which is scheduled for ratification with the Apex Committee during 1-3 March, 2023 at SKUAST-Jammu. The plan after ratification shall construe an integral part of the IFAD project.

    The project shall also encourage complementarily and convergence with the Holistic Agriculture Development Plan through identification of common activities for financing with focus on augmentation of livelihood of tribal and other vulnerable communities. Another major goal of the IFAD project is to establish incubation centers to undertake skilling of more than 2.5 lac entrepreneurs targeted under HADP projects, besides giving adequate focus on extension of support for training of trainers, demonstration set ups, entrepreneurship development and facilitating partnership with research institutions like ICAR, NFDB, NDDB. It shall also enable & foster establishment of agri start-ups.

    The project includes a range of interventions to support commercialization & sustainability of agriculture through promotion of 300 new agri-tech start-ups, establishment of 60 vegetable, 117 Aromatic/Red rice, Guchi, Kashmiri Chilli, saffron and medicinal plant production clusters besides establishment of 20 vegetable seed, 20 potato seed and 40 oil and pulse seed clusters.

    The project aims to create 6 mini-Centers of Excellences with 24 satellite centers for niche agri products and 4 mini-Centers of Excellences for fruit and nut crops besides establishment of 3 Export Hubs and 2 Business incubation centers. Additionally, it aims to establish 60,000 integrated farming models for fringe and nomadic communities and establishment of 200 horticultural nurseries. The project would also undertake GI tagging, aggregation, processing and marketing of at least 6 agriculture and minor forest produce.

    United Nations: UN Secretary-General Antonio Guterres has urged the US and Russia to resume the full implementation of the New Strategic Arms Reduction Treaty (New START).

    Asked about Guterres’ reaction to Russian President Vladimir Putin’s announcement that his country will suspend its participation in the New START nuclear arms reduction treaty, Guterres’ spokesman Stephane Dujarric said on Tuesday that the Secretary-General’s position is that the US and Russia should resume the full implementation of the treaty without delay, Xinhua news agency reported.

    “The New START and successive bilateral treaties on strategic nuclear arms reduction between the two countries have provided security not only for Russia and the US, but (also) for the entire international community,” Dujarric added.

    A world without nuclear arms control is a far more dangerous and unstable one with potentially catastrophic consequences. Every effort should be taken to avoid this outcome, including through an immediate return to dialogue, he told a daily press briefing.

    Asked whether Guterres has plans to talk to Putin on the issue of the New START or the conflict in Ukraine, Dujarric said he had nothing to share with reporters at this point.

    KULGAM, FEBRUARY 15: The Deputy Commissioner (DC) Kulgam Dr. Bilal Mohi-Ud-Din Bhat today chaired a meeting of officers to review the implementation of Swachh Bharat Mission-Gramin (SBM-G) in rural areas of the district at mini-secretariat, here.

    During the meeting, the DC took a detailed review of the status/ implementation of SBM-G and plastic waste management plan in rural areas.

    ACP informed the chair that under SBM-G phase II, 3545 IHHLS were constructed. He also informed the chair that 35 community sanitary Complexes were constructed against the target of 91.

    The DC instructed the concerned to scale up pace of work and ensure completion of rest of the Community Sanitary Complexes within the set deadline.

    He also impressed upon the concerned to submit a plan for 84 community Liquid Soak Pits under Liquid Waste Management (LWM) within days.

    With regard to plastic waste management, the chair was apprised that Land has been identified in Block Kulgam for execution of plastic waste management unit and DPR has been framed for this PWM unit.

    The chair was also informed that in all 178 panchayats door to door waste collection has been started.

    During the meeting the DC also reviewed progress made on the Citizen App.

    ACP also informed the DC that estimation of 11 panchayat ghars for repairs and renovation have been completed by the concerned.

    The meeting was attended by JD-Planning Zahid Sajad, ACP Shurjeel Ali, Ex. Engineer REW, BDOs and other concerned officers.

    Kolkata: The Eastern Railway top brass, headed by its general manager Arun Arora, discussed on Tuesday the speedy implementation of a Rs 349 crore makeover of the busy Bandel station, which serves as one of the important connectors for Howrah and Sealdah terminals, an official said.

    A new station building with a replica of the old Jubilee Bridge, which served to connect Bandel with Naihati on either banks of River Hooghly from 1885 to 2016, will come up apart from providing several modern user-friendly facilities.

    A presentation by a Delhi-based architect on the redevelopment of Bandel station was made on Tuesday to the top ER officials led by its general manager and discussions were held on providing world-class amenities there, the ER official said.

    Bandel is one of the busiest junction stations of ER and serves as a connecting link between Howrah and Sealdah terminals facilitating movement of numerous long distance and local passenger trains.

    Kids’ play zone, pharmacy, food plaza, multi-layer parking and wifi connectivity will be among amenities provided at the station, he said.

    Nashik: Nationalist Congress Party (NCP) president Sharad Pawar on Friday strongly opposed the recently introduced Electricity (Amendment) Bill, 2022, in Parliament and asserted its implementation will end subsidy offered to power consumers, adversely affect government-run energy companies and also cause job losses.

    The Rajya Sabha MP said the Opposition will not allow passage of the Bill in Parliament in its existing form and continue to resist its provisions.

    Speaking at an event here, Pawar said the Opposition has clearly conveyed to the Union government that it will not allow the Bill to be passed in its present form.

    “Some days ago, a Bill for amendment to the Electricity Act, 2003, was introduced in Parliament. We oppose it because its implementation will stop power subsidy, shut down government-run energy companies and cause job losses,” said the former Union minister.

    It may get passed in the Lok Sabha because of the majority enjoyed by the Narendra Modi government, but it will not get cleared in the Rajya Sabha, where the ruling dispensation lacks the required numbers, Pawar said.

    Privatisation of public undertakings in the power sector is also under consideration of the government, he claimed.

    “The Bill is before a parliamentary committee. Our stand is we will not allow this law to be passed in its current form,” the NCP leader added.

    Pawar was speaking at a convention of the Maharashtra State Electricity Workers’ Federation.

    The veteran politician said 40,000-42,000 existing vacancies in various state-run power firms should be filled and priority must be given to those working on these posts on contract.

    “These posts should be filled up immediately. Preference should be given to employees working in these companies on contract. In states like Telangana, Punjab and Tamil Nadu contract workers have been absorbed in regular service and this should be done in Maharashtra also,” Pawar added.

    “India is an agriculture-dominated economy. Earlier, 35 per cent people were doing farming, now more than 56 per cent people are involved in farming. There is burden on agriculture and new research is needed to improve the situation,” said the former Union agriculture minister.

    Speaking at the convention, former Maharashtra minister Chhagan Bhujbal said government-run companies in the state should not be privatized.

    All workers, employees, farmers and common people should come together to fight against privatization of state-run firms, said the NCP leader.

    New Delhi: There has been no decision “as of now” on the implementation of a uniform civil code in the country, the government informed Rajya Sabha on Thursday.

    In a written reply, Law Minister Kiren Rijiju said the government had requested the 21st Law Commission to undertake examination of various issues relating to uniform civil code and to make recommendations.

    “The term of the 21st Law Commission ended on August 31, 2018. As per the information received from the Law Commission, the matter related to uniform civil code may be taken up by the 22nd Law Commission for its consideration,” he said.

    “Therefore, no decision on implementation of uniform civil code has been taken as of now,” he said.

    The term of the present law panel ends later this month. Government sources have indicated that the panel’s three-year term could be extended.

    The current law panel was constituted on February 21, 2020, but its chairperson and members were appointed in November last year, months before the end of the panel’s term.

    The 21st Law Commission undertook the examination of various issues relating to uniform civil code and uploaded a consultation paper, titled “Reform of Family Law”, on its website for wider discussions.

    The implementation of a uniform civil code was a poll promise made by the ruling BJP in the 2014 and 2019 Lok Sabha elections.

    Hyderabad: The Telangana State Road Transport Corporation (TSRTC) has entered into a Memorandum of Understanding (MoU) with Nalsoft for Enterprise Resource Planning (ERP) implementation.

    TSRTC is the first among all the State Road Transport Corporation undertakings in the country to commission and implement it, a release from TSRTC said.

    The MoU was signed on Monday and exchanged between TSRTC and Nalsoft at Bus Bhavan here by TSRTC Vice-Chairman and Managing Director V C Sajjanar and CA Venkata Nalluri, CEO of Nalsoft.

    The TSRTC has a fleet of over 10,000, and 47,528 employees (of which 37,000 are drivers and conductors, and the rest mechanics), who are managed by 200 officers.

    It has 99 depots, 364 bus stations, 3,000 routes, managing about 45 lakh passengers (30 lakh fare paying and 15 lakh bus pass-holders), and covering 32 lakh km each day, it said.

    In order to integrate all the departments and front office systems, Sajjanar said, TSRTC has decided to implement the Oracle ERP project and Nalsoft will be the implementation partner.

    “Given the mammoth size of the organization, people, and operations, it is a very challenging task to implement ERP in a record time, but we all are committed to the same,” he said.

    It is expected to go live in the record a 9 months’ time.

    Sajjanar further said that as part of the digital transformation of various services and improving internal efficiency they are using the latest technology in the Corporation.

    MLA and TSRTC Chairman Bajireddy Govardhan and Sajjanar had reinforced the need to have an effective Enterprise Resource Planning (ERP) system to have an online back office system for depots, zones and the head office, integrating different departments, including m-Finance, HR, Payroll, Mechanical Engineering, Stores and Purchase Departments for a centralised control and access, the release added.

    Hyderabad: Members of the Association for Socio-economic Empowerment of the Marginalised (ASEEM) held a protest in Charminar on Sunday demanding the rich be taxed according to their wealth status in order to strip down wealth inequality.

    As per reports, India is currently the home to the largest number of poor in the world. ASEEM said that the wealth and income disparity can potentially impact future growth and development.

    S Q Masood from the civil society organisation spoke to Siasat.com, saying, “We need to understand that wealth tax is an important redistributive policy. We demand that governments all over the world should take steps to address the growing wealth inequality. We demand that the rich be taxed as per their income status, in other words, integrate the wealth tax policy into a larger fiscal policy framework.”

    Masoor added that it is the corporate sector’s responsibility to work with governments in creating an equal and stable society for a stronger economy.

    According to a report, there has been an enormous concentration of wealth and income in a few hands, more so at the time of recent COVID-19 pandemic. “Every counter in South Asia has a level of disposable income inequality high enough for it to be reducing per capita GDP growth by between 1% and 4%,” the report said.

    India has the highest income inequality.

    One of the main reasons for income inequality is disproportionate profiting, a highly regressive tax system, and a huge budget deficit.
