    SRINAGAR: The State Taxes Department of Government of J&K UT has been awarded SKOCH Award 2023 in Silver category for its successful implementation of GST.

    On this occasion, Commissioner STD J&K Dr Rashmi Singh applauded the efforts of the department in ensuring successful implementation of GST. She said that winning SKOCH Award is a significant accomplishment and reflects the dedication and hard work of the the whole team of employees of the department in both divisions of UT. She further added that this shall serves as a source of inspiration for others who are working towards similar goals.

    During previous financial year, the department launched several initiatives to increase taxpayer awareness, including seminars, workshops, and outreach programs to educate taxpayers about their rights and responsibilities.

    The State Taxes Department also stepped up its efforts to crack down on tax evasion, including conducting stock checking, inspections and audit to identify and penalise tax evaders.

    Further, the department implemented a range of technological solutions, including the use of data analytics, BIFA, artificial intelligence, machine learning to automate tax administration processes and improve the efficiency of the tax system.

    The Commissioner State Taxes Department J&K Dr Rashmi Singh (IAS) conducted various outreach programmes, engaged with taxpayers, understood their concerns, thereby helping build trust and improve communication between the State Taxes Department and the people it serves.

    This resulted in awareness and understanding of tax laws and regulations. Dr. Rashmi Singh time and again reiterated that, “interaction with taxpayers offers clear and accessible information about tax requirements and procedures, thereby helping ensure that taxpayers are able to comply with the law and avoid potential penalties. At the same time, this helps in identifying areas where the tax system may need improvement or where there may be opportunities to make the process more efficient and user-friendly.”

    The SKOCH Award, instituted in 2003, recognizes excellence in governance, inclusive growth, and other social and economic initiatives across India. The award recognizes projects and initiatives that have made a significant impact in improving the lives of people in the country.

    The SKOCH Award in Silver category is a prestigious recognition that signifies that the project or initiative has achieved a high level of success and has demonstrated innovation, scalability, and sustainability.

    SRINAGAR: The School Education Department Friday proposed for conducting a survey on implementation of National School Bag Policy 2020 and Rule 8A of J&K School Education Act, 2002.

    Director of School Education Kashmir (DSEK) in a communique to Director of Jammu and Kashmir State Council of Education Research and Trainings (JKSCERT) has requested to conduct of survey on the implementation of Rule 8A of JK School Education Act, 2002, Rules & National School Bag Policy 2020 for reduction of school bag weight and homework burden.

    “As the School Bag weight and homework burden beyond the recommendations of Rule 8A of JK School Education Act, 2002 Rules and National School Bag Policy 2020 is depriving the children of their happy childhood and impede their different developmental domains to a greater extent,” reads the official communique.

    The director said that in this regard, a survey needs to be conducted as desired by School Education Department, as to whether the guidelines in Rule 8A of JK School Education Act, Rules 2002 and National School Bag Policy 2020 are being followed in the schools or not.

    DSEK has requested that a survey may be conducted in six schools including two government and four private institutions in each district and 12 Schools in Srinagar district that includes four government and eight Private schools.

    “The survey shall be involving DIETs of the Kashmir division in collaboration with Chief Education Officers so that the findings are shared with Administrative Department,” DSEK said. (KNO)

    SRINAGAR: The High Court of JK and Ladakh High while taking serious note of the deaths caused due to electrocution and injuries due to electric shocks, ordered for the constitution of a committee to ensure the implementation of statutory safety measures and regulations enshrined in the Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2010, in letter and spirit.

    The three member panel will be headed by the Commissioner Secretary, State’s Power Development Department (PDD) and will comprise of the Chief Engineers of the Department.

    The court has also directed District Magistrates of all districts in Jammu & Kashmir and Ladakh to ensure compliance with Regulation 58 of Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2010 on a war footing, which provides for clearance above ground level of conductors of overhead lines, including electricity service lines.

    While awarding compensation of Rs 10 lakh to the family of Jatinder Kumar, a casual labourer, who died while carrying out restoration work on a transformer in Jammu, a bench comprising Justice Wasim Sadiq Nargal observed that that the accident occurred due to non-adherence to safety measures such as local earthings, hand insulating gloves, proper isolation, and other safety measures by the maintenance staff. “The deceased worker’s mother, wife, and daughter will receive the compensation within two months of the court order,” the bench concluded.

    “It appears that deaths due to electrocution as well as bodily injuries due to electric shocks are ignored as mere accidents. The colossal loss of human lives and especially children is totally unacceptable, grim and heart rending. Such unfortunate deaths continue to occur flouting statutory measures,” bench observed.

    “Article 21 of constitution ensures fundamental rights to each citizen of the country which are inalienable in nature and guarantees citizens right to live and to be treated as an individual of worth,” it added.

    Justice Nargal further emphasized that, “any omission in preventing the discharge of high voltage electric energy by anyone engaged in the activity of supplying such electric energy is liable to compensate for the damage caused to a human life because of such energy.”

    SHOPIAN, APRIL, 26: The District Development Commissioner (DDC) Shopian, Sachin Kumar Vaishya today presided over Weekly Block Diwas at Pahnoo Shopian.

    People from various areas of Pahnoo raised developmental issues, demands and grievances pertaining to adequate drinking water availability, uninterrupted power supply, road connectivity, flood protection works and other rural development works and public welfare measures with the DDC.

    After listening demands raised by people and PRIs, D directed concerned officers for resolving and meeting the demands on a priority basis.

    Speaking on the occasion, DDC highlighted the importance of the Weekly Outreach programme and said that the conduct of Block Diwas aims at reaching out to the people at their doorsteps, listening to their grievances and redressing them within the shortest possible time.

    He said, the outreach camps lead to a better connection between the administration and people and directed effective planning and implementation of developmental goals through vibrant participation of stakeholders.

    He stressed upon the officers to prioritize the demands and redress them within the stipulated timelines. Some of the demands were resolved onspot.

    DDC appealed to the people to come forward in giving a helping hand to District Administration in eradicating the menace of drugs from the society.

    DDC also toured village and passed directions for demolition of illegal structures on encroached state Land.

    Among others, Joint Director Planning, Khursheed Ahmed Khatana, CEO, Mushtaq Ahmed, CHO, Mohammad Ramzan War, Tehsildar Shopian, Mohammad, Fida

    Srinagar, Apr 25: The School Education Department Tuesday sought list of all private schools functioning from government land and ordered its management to compulsorily admit 25 percent of students from weaker section from their catchment areas.

    According to the news agency—Kashmir News Observer (KNO), Director of School Education Kashmir (DSEK), in a communique to Chief Education Officers (CEOs) of the region has asked to implement the free and compulsory education to children from weaker and disadvantaged sections by private unaided schools under section 12 (1) C of RTE Act 2009.

    DSEK said that RTE, Act Section 12 (1) C envisages that all private unaided schools have the responsibility to dispense and provide free education to children from weaker and disadvantaged sections and admit at least one-fourth that is 25 percent of the total strength of class-I or pre-school education.

    It further said, “All those private schools which are functioning on state land shall compulsorily admit the 25 percent of students from weaker section of their catchment area by properly publicizing the admission.”

    The director of the region in this regard has requested all the CEOs to immediately furnish the list of all Private Schools functioning on the state land immediately.

    Pertinently, the section 12 (1) (c) of the RTE Act, 2009 fixes the responsibility of private unaided schools to provide free and compulsory education to children from weaker and disadvantaged sections by admitting at least one- fourth of the total strength of class I or pre-school education—(KNO)

    SRINAGAR: Jammu and Kashmir’s education sector would be witnessing a major transformation with a budget allocation of Rs 1522 crore for 2023-24 with focus on full implementation of National Education Policy, digital transformation and infrastructure creation.

    The budget also provides scope for strengthening digital infrastructure with establishment of 188 Virtual Reality Labs in the Union Territory of Jammu and Kashmir (one lab in each zone) to inculcate scientific temper among students. Besides, 40 robotic labs would be established (Two Labs in each district) to improve school’s digital equity, literacy and economic development besides promoting new teaching methodologies. About 500 schools will be provided ICT labs and 100 Vocational Labs in the schools of Union Territory.

    “Also, 1000 smart classrooms with LCD and high speed internet connectivity will be established in High and Higher Secondary Schools for imparting quality education to students”, budget document reads.

    To keep students fit, Yoga Training will be introduced for all the students as part of co-curricular activities.

    The Budget also proposes to create sports infrastructure including changing rooms for players in 100 High and Higher Secondary Schools.

    To strengthen the School education sector in J&K, 500 additional class rooms would be provided in high and higher secondary schools benefitting more than 20,000 students. Besides, free text books and uniforms would be provided to all the students of elementary classes belonging to weaker sections.

    As an important step towards ensuring that girls are able to attend school without any barrier, drinking water facility and gender based toilet facility to be made available in all the Schools.

    The budget has also proposed establishment of 2000 Kindergartens during 2023-24 for providing quality pre-primary education. Besides, 10 Residential Schools would be established during 2023-24 with preference to tribal students and students from weaker sections for accommodating in these residential schools on merit basis for providing them quality education.

    The J&K government, which has already taken a lead in implementation of National Education Policy (NEP)-2020, is likely to get a boost with the new budget allocation which has a specific focus on “full implementation” of NEP-2020.

    The Budget also proposes to fully implement Samarth “ERP eGov Suite” in 2023-24 besides making Higher Education Council functional during 2023-24. Also, NAAC accreditation of 32 colleges would be completed in 2023-24.

    KULGAM, APRIL 03: To review the implementation and progress under Pradhan Mantri Awas Yojana (PMAY)-Urban in the District, a meeting of the Officers of line Departments was today held under the chairmanship of the Deputy Commissioner (DC) Kulgam Dr. Bilal-Mohi-Ud-Din-Bhat at mini-secretariat here.

    At the outset, the DC took a detailed appraisal of the implementation of PMAY-Urban scheme in all the  Municipal Committees of the district.

    With regard to the target achieved under Beneficiary Led Individual House Construction (BLC) the meeting was informed that a  total of 1265 houses were  sanctioned under PMAY-U out of which 348 non starter  cases were curtailed and now there are a total of 917 sanctioned houses out of which 331 houses stand completed and 457 houses are under construction.

    District Coordinator PMAY-U Kulgam, informed the chair that against the curtailed cases 127 new cases were proposed for approval to the State Level Monitoring Committee.

    The chair was also informed that 64 beneficiaries were provided advance mobilization and 57 new cases were proposed for advance mobilization.

    During the meeting, concerned apprised  about release of installments to the verified beneficiaries and expenditure made so-far under the scheme.

    It was also informed that an amount of Rs 8.50 crore has been disbursed till date in the accounts of 798 beneficiaries after following due procedure and multilevel verification.

    The DC directed the concerned Officers to ensure that the scheme guidelines are followed in letter and spirit so that all genuine eligible beneficiaries are covered under the PMAY-U scheme in the district.

    He impressed upon the field functionaries to follow the robust mechanism already put in place to ensure immediate verification and processing of cases at each stage of construction and consequent disbursement of payments to the verified beneficiaries under the scheme.

    Additional District Development Commissioner Showkat Ahmad Rather; Joint Director Planning, Zahid Sajad;  Tehsildars of Kulgam, Yaripora, Frisal and Devsar, EOs and other concerned officers attended the meeting.

    SRINAGAR: The Comptroller and Auditor General of India has revealed irregularities in implementation of Swaach Bharat (Urban) Mission scheme in Jammu and Kashmir.

    In its report tabled in the Parliament, CAG said that only ten percent Individual Household Latrines (IHHLs) constructed under the scheme were found functional.

    The compliance audit of two components under Swachh Bharat Mission (U)  that includes  individual household latrines (IHHLs) and public toilets (PTs), was carried out covering the period from 2016-17 to 2020-21.

    The auditor noticed that the ULBs had not carried out house-to-house survey to identify beneficiaries for providing IHHLs.

    “Progress of work was not closely monitored and no monitoring reports were on record. Beneficiary survey and physical verification of selected 942 IHHLs shown constructed by NGOs revealed that only 95 (10 per cent) were functional,” the report states.

    The auditor has also pointed out that doubtful payment of Rs 116.48 lakh was made to NGOs in respect of construction of IHHLs and there was unproductive expenditure of Rs 91.30 lakh in respect of 522 IHHLs.

    “Out of 173 physically verified PTs, 108 PTs  were incomplete, abandoned or non-functional,” the report states.

    The Government of India (GoI) launched the flagship scheme of Swachh Bharat Mission (Urban) on October 02, 2014 with the objective of making urban India 100 percent free from open defecation in areas falling under the Urban Local Bodies in the country by October 2019.

    SBM, Urban (U) is being implemented by the Ministry of Housing and Urban Affairs, Government of India (MoH&UA) and Housing and Urban Development (H&UDD), Government of Jammu and Kashmir.

    SBM (U) has various components and is funded by the Government of India (GoI) and the State Government on 90:10 basis.

  • HC Seeks Report On Implementation Of RTE Act In JK

    SRINAGAR: The High Court of Jammu and Kashmir and Ladakh Wednesday ordered the government to file status report of implementation of Right to Free and Compulsory Education Act, 2009.

    The Court further directed to furnish the list of aided and unaided private schools in the Union Territory.

    The Division Bench of Justice Rajnesh Oswal and Justice Mohan Lal issued the directives on basis of a Public Interest Litigation (PIL) plea filed by an NGO—Young Lawyers Forum (YLF) Kashmir seeking the court’s directions to the government for expeditious implementation of the Right to Education Act in letter and spirit.

    The submission was  made by the petitioner advocate Huzaif Ashraf Khanpori who was appearing before the court on behalf of YLF Kashmir that is a registered society based in Kashmir and advocates for socio-legal justice, in and out of courts.

    The petitioner argued before the court that “It has been more than three years since the Act of 2009 has become applicable to the Union Territory of JK and its applicability had given many hopes to children from marginalized and poor sections of the society to get education in private schools, which is otherwise unaffordable and unimaginable to them.”

    The counsel further submitted that “Even after an interlude of almost three years, the Act is yet to be implemented by the schools in the UT of JK due to the callous attitude of the Government and has deprived the poor students from their statutory right of receiving free and compulsory education under the Act and other rights enshrined therein.”

    According to the PIL, the advocate further highlighted the non-implementation of the mandatory reservation provided under Section 12(1)(b) and 12(1)(c) of the RTE Act which is in a continuing violation of the fundamental right to free and compulsory education under Article 21A available to the large section of children belonging to weaker and disadvantaged sections apart from violating the Statutory mandate under the RTE Act.

    Keeping in view the facts and circumstances, the Court orders, “The respondents shall file status report with regard to the steps undertaken by the respondents for implementation of the Rights of Children to Free and Compulsory Education Act, 2009 positively by next date of hearing with particular reference to the schools as defined under Section 2(n)(ii) and 2(n)(iv) of the said Act of 2009.     Jammu, Feb 28 (GNS): Lieutenant Governor, Manoj Sinha gave a green signal to pose JKCIP to the Department of Economic Affairs (DEA) for financing through IFAD for project implementation in J&K.

    The project shall contribute towards sustained increase in incomes of rural households by improving pre-production, production and post production verticals of agriculture. The project objective is to improve the competitiveness of the famers through a value chain approach with emphasis on export of high value agricultural commodities and development of business incubation centers and start-up support.

    Competitiveness Improvement of Agriculture and Allied Sectors in the Union Territory of Jammu and Kashmir (JKCIP) comprises of 4 components which inter alia included value chain support with export focus, incubation and start-up support, support to vulnerable communities and project management. The project implementation would spread over 7 years (2023-2030) across all districts of J&K.

    “The project will have a number of positive outcomes which will further complement the growth of agriculture & allied sectors in J&K, including export promotion of potential agricultural commodities and GGAP practices that would encourage export promotion like GI tagging, promotion of niche crops, certifications, quality control, laboratory/logistic support, branding facilities, marketing platforms and development of an organized value chain”, said Atal Dulloo, Additional Chief Secretary (ACS), Agriculture Production Department. “The project will also support activities focusing on tribal and other vulnerable communities which inhabit some of the most vulnerable landscapes such as hillsides, rangelands, semi-arid and arid lands and rely on climate-sensitive natural resources to make a living. IFAD shall promote environmentally sustainable and climate resilient agricultural practices for them”, he added.

    Implementation of JKCIP is a part of the government’s larger efforts to look beyond the objectives of Holistic Agricultural Development Plan (HADP) to capture the opportunities in global trade by tapping the competitive advantage of J&K viz agro-climatic diversity, monopoly in production of default organic crops (Walnut, almond, cherries), year-round vegetable production, niche crop advantage & pristine climate which catalyzes the opportunity to export high value agricultural commodities. Besides provisions of HADP, concerted measures shall be implemented through JKCIP to create an enabling environment to reform agricultural sectors and better price realization. APD in collaboration with the Apex Committee under the chairmanship of Dr Mangla Rai has prepared an export promotion plan which is scheduled for ratification with the Apex Committee during 1-3 March, 2023 at SKUAST-Jammu. The plan after ratification shall construe an integral part of the IFAD project.

    The project shall also encourage complementarily and convergence with the Holistic Agriculture Development Plan through identification of common activities for financing with focus on augmentation of livelihood of tribal and other vulnerable communities. Another major goal of the IFAD project is to establish incubation centers to undertake skilling of more than 2.5 lac entrepreneurs targeted under HADP projects, besides giving adequate focus on extension of support for training of trainers, demonstration set ups, entrepreneurship development and facilitating partnership with research institutions like ICAR, NFDB, NDDB. It shall also enable & foster establishment of agri start-ups.

    The project includes a range of interventions to support commercialization & sustainability of agriculture through promotion of 300 new agri-tech start-ups, establishment of 60 vegetable, 117 Aromatic/Red rice, Guchi, Kashmiri Chilli, saffron and medicinal plant production clusters besides establishment of 20 vegetable seed, 20 potato seed and 40 oil and pulse seed clusters.

    The project aims to create 6 mini-Centers of Excellences with 24 satellite centers for niche agri products and 4 mini-Centers of Excellences for fruit and nut crops besides establishment of 3 Export Hubs and 2 Business incubation centers. Additionally, it aims to establish 60,000 integrated farming models for fringe and nomadic communities and establishment of 200 horticultural nurseries. The project would also undertake GI tagging, aggregation, processing and marketing of at least 6 agriculture and minor forest produce.(GNS)
