Fresh FIR against Amritpal, associates for possession of illegal weapons

    [ad_1]

Chandigarh: A fresh FIR has been lodged against fugitive preacher Amritpal Singh and some of his associates in connection with possession of illegal weapons, said a senior police officer on Sunday.

Amritsar Rural Senior Superintendent of Police Satinder Singh said seven of Amritpal’s associates have been arrested under the provisions of the Arms Act.

“We registered a fresh FIR last night under the Arms Act in which Amritpal is the key accused. All seven are also accused in this fresh FIR,” the SSP told reporters in Amritsar.

Police had on Saturday launched a major crackdown against Amritpal, arresting 78 members of an outfit headed by him.

However, the hunt is on to catch Amritpal who gave the police a slip when his cavalcade was intercepted in Jalandhar district on Saturday.

Police had earlier registered an FIR against Amritpal and his associates in the February 23 Ajnala incident.

The SSP said Amritpal’s seven associates, who were part of his convoy, were arrested from a place near Mehatpur in Jalandhar on Saturday evening.

Six illegal 12 bore guns and 193 live cartridges were seized from the possession of the seven accused, identified as Ajaypal, Gurvir Singh, Baljinder Singh, Harminder Singh, Gurlal Singh, Suvereet Singh, and Amandeep Singh, said the SSP.

“We will produce them before a court for police remand,” he said. The officer said Harminder Singh was caught with a weapon and 139 cartridges.

During questioning, he told police that Amritpal had procured these cartridges through another person named Gurbhej.

Asked whether “any cross-border connection” has come to the fore during their investigation, the SSP said, “I will not be able to comment on this now as investigations are under progress.”

Asked why it took them so long to register an FIR in the Ajnala incident, SSP said “The FIR was registered the very next day. How we have to act is our internal matter. We have to act keeping in view various things and we have been successful in this.”

He asserted that the law and order situation is under control and peaceful in Punjab. “We appeal to the public not to lend ear to rumours.”

The SSP said Amritpal’s house in his native village was also searched as part of the crackdown. “Two MUVs have been recovered so far,” he said.

Rifle, live cartridges found in an abandoned car

Punjab Police on Sunday came across an abandoned car in Jalandhar district with a rifle and several dozens of live cartridges inside it.

Police seized the ammunition and said the black-coloured multi-utility car was most likely part of Amritpal’s convoy on Saturday. A rifle, 57 live cartridges, a sword, and a registration number plate were among the articles recovered from the vehicle.

The vehicle was found in an abandoned state in Salema village in Jalandhar’s Shahkot, said Jalandhar Rural Senior Superintendent of Police Swarandeep Singh.

Interacting with reporters, Singh said, “The key of the vehicle was also lying there. A private walkie-talkie, a .315 bore rifle and 57 live cartridges were found.”

  • Protests in London against illegal migration bill

Protests in London against illegal migration bill

    [ad_1]

London: Thousands of protesters in London took to the streets to march against the government’s illegal migration on Saturday, according to Anadolu Agency.

The protesters gathered at Portland Place, outside the BBC headquarters in central London, chanting slogans such as “refugees are welcome here.”

The protest was organised by the Stand Up To Racism group and supported by many different groups and organisations, including Stop the War Coalition, Black Lives Matter, Muslims and Jewish societies as well as several unions and environmental organizations, reported Anadolu Agency.

The protesters rejected the Conservative party’s migration policies, and criticized the country’s Interior Minister Suella Braverman over the controversial “Rwanda plan” and the recent “Illegal Migration Bill.”

“Stop deportation”, “Safe passage, not Rwanda flights” and “Seeking refuge is not a crime” were among banners and signs held by protesters during the rally. The protesters later marched toward Downing Street.

Speaking to Anadolu, Melly, a protester, said that she attended the demonstration to show solidarity with those who arrived in the country and are not “treated fairly as they should.”

On the government’s Rwanda plan, she said that “it is illegal,” as everyone should have a choice, adding that the plan has caused “stress and trauma” for many immigrants.

Introduced in March this year, the UK government’s “Illegal Migration Bill,” makes the provision for and in connection with the removal from the United Kingdom of persons who have entered or arrived in breach of immigration control; to make provision about detention for immigration purposes, according to the statement released by UK government.

“To make provision about unaccompanied children; to make provision about victims of slavery or human trafficking; to make provision about leave to enter or remain in the United Kingdom,” the statement read.

“To make provision about citizenship; to make provision about the inadmissibility of certain protection and certain human rights claims relating to immigration; to make provision about the maximum number of persons entering the United Kingdom annually using safe and legal routes; and for connected purposes,” the statement added.

After the British Home Secretary introduced the Migration Bill, the UN refugee agency (UNHCR) said that the UK asylum bill would ‘undermine’ international law.

British Home Secretary Suella Braverman introduced an Illegal Migration Bill this week aimed at tackling people crossing the English Channel to reach the UK, which if passed “would amount to an asylum ban,” the UN refugee agency (UNHCR) said in a statement.

Migrants who come to Britain illegally by boat “will be detained, removed” and “banned from re-entering” the country,” said UK Prime Minister Rishi Sunak.

Over 45,000 people illegally crossed the Channel in small boats last year.

“That is unfair to those who come here legally and unfair to the British people who play by the rules. Today’s Illegal Migration Bill introduces new laws to stop the boats,” said Sunak.

“The Illegal Migration Bill ensures that if you come to the UK illegally you can’t stay. People must know that coming here illegally will result in their detention and swift removal – once they do, they will not come, and the boats will stop,” he added.

  • Over 1.50 lakh illegal foreigners detected in Assam, 30,067 deported

Over 1.50 lakh illegal foreigners detected in Assam, 30,067 deported

    [ad_1]

Guwahati: Over 1.50 lakh illegal immigrants have been identified according to the Assam Accord so far and more than 30,000 of them have been deported from the state, the Assembly was informed on Wednesday.

In a written reply to a query by AGP MLA Ramendra Narayan Kalita, Implementation of Assam Accord Minister Atul Bora said a total of 1,53,129 immigrants staying illegally in Assam have been detected so far through the Foreigners Tribunal (FT).

“Out of them, 32,193 came before 1971 and 1,20,936 came after 1971,” he added.

The government has so far deported 30,067 illegal foreigners from Assam, the minister said without sharing details of their country of origin.

According to the Assam Accord, names of all foreigners coming to Assam on or after March 25, 1971 would be detected, deleted from electoral rolls and steps would be taken to deport them.

Regarding barbed fencing along India-Bangladesh border, Bora said that 98.5 percent work has been completed.

“Due to objections by the Border Guard Bangladesh (BGB), fencing work for 4.35 km of border in Cachar-Karimganj area is remaining,” he added.

Besides, the fence could not be erected along 6.11 km of the border in Dhubri-Mankachar as it passes through low-lying areas, the minister said.

  • HC Orders Eviction Of Illegal Occupants On Migrant Property

    [ad_1]

SRINAGAR: The High Court has ruled that to possess migrant immovable property, a person must have written consent from the migrant and the authority of law. If they fail to establish this consent, then the authority has the right to evict and take over possession of the property. This decision was upheld in the case of Abdul Khaliq Rather, who had challenged the District Magistrate Baramulla order to evict him from 04 Kanals and 5 ½ Marlas of migrant land in Awrenbal, Sonawari, Sumbal. The land was subsequently placed under the possession of the Deputy Commissioner, Bandipora.

On September 18, 2018, the Writ Court rejected Rather’s petition because he had not provided any evidence to prove his lawful possession of the migrant immovable property and because he had the option to appeal under the relevant statute. The Division Bench of Justice Rajnesh Oswal and Justice Mohan Lal further stated that a person occupying the migrant immovable property must show written consent and lawful authority, and if they cannot, then an eviction order can be passed. Additionally, if the competent authority has determined the possession to be unauthorized, then handing over possession for an appeal is not considered a burden.

The Court accused Rather of fabricating a story about an undertaking between him and the migrant owner to evade the time limit for filing an appeal under Section 7 of the 1997 Act. The Division Bench was not convinced by Rather’s claim that he had owned the property since before 1971, and that the owners had given him possession through a ‘Hundi’ in 1987, as there was no documentary evidence to support this. The appellant-counsel’s arguments were dismissed by the Division Bench.

The writ court’s judgment was challenged on the grounds that it disregarded the fact that Rather was and still is occupying the land with the consent of the actual owner. It was argued that if the possession was with consent, then the concerned authority would not have the jurisdiction to pass an eviction order, as their jurisdiction under Section 5 of the Jammu and Kashmir Migrant Immovable Property Act, 1997 only applies to cases of unauthorized occupation of migrant immovable property. The writ petition was originally filed by the migrants, and on October 13, 2005, the court directed the District Magistrate Deputy Commissioner, Baramulla to promptly hear all parties involved in the dispute and decide on the complaint of the actual property owners in accordance with the law.

  • NGT asks report on plea alleging illegal groundwater extraction

NGT asks report on plea alleging illegal groundwater extraction

    [ad_1]

New Delhi: The National Green Tribunal (NGT) has sought a factual report from a panel on alleged illegal extraction of groundwater by Mitsui Kingzoku Components India Private Ltd. in the industrial town of Bawal in Rewari district of Haryana.

The Central Ground Water Authority (CGWA) had already designated the area as “over exploited,” according to a petition before the NGT that claimed the project proponent (PP) was in violation of the terms of the ‘No Objection Certificate’ (NOC), which specified the amount of groundwater to be removed.

According to the applicant, NOC was granted to the PP by the ground water authority for groundwater abstraction up to 30m3/day and not exceeding 18,000 m3/year.

According to the petition, the tribunal’s earlier judgement from November 2022 directing the CGWA to take corrective action against non-compliance by the PP, including recovering compensation equal to 0.5 per cent of the project cost, was not followed, a bench of Chairperson Justice A. K. Goel observed.

The applicant has also referred the RTI reply dated October 6, 2020, such that the unit is not complying with the condition on which ground water extraction has been permitted.

The tribunal then directed that the report be submitted within two months.

“We find it necessary to require a factual report in the matter from a joint Committee of CGWA, central pollution control board (CPCB), State pollution control board (PCB) and District Magistrate, Rewari,” the bench, which also included Justice Sudhir Agarwal and Justice Arun Kumar Tyagi as well as A. Senthil Vel, an expert member, said.

The court scheduled the matter for the next hearing on July 10.

The state PCB will be the nodal agency for coordination and compliance, the bench noted.
