South Africa’s president and ANC sow confusion over leaving ICC

South Africa’s president, Cyril Ramaphosa, sowed confusion about the country’s relationship with the international criminal court (ICC) on Tuesday by announcing its withdrawal, only for his office to retract the statement within a few hours.
Debate within Ramaphosa’s African National Congress (ANC) over membership of the court has heated up since the ICC issued an arrest warrant for Vladimir Putin in March for his role in the Russian abduction of Ukrainian children. But Putin has been invited to a summit in South Africa of the Brics group (Brazil, Russia, India, China and South Africa) in August and the Kremlin has said the Russian leader will take a decision nearer the time on whether he would attend.
Ramaphosa told reporters on Tuesday: “The governing party, the ANC, has taken the decision that it is prudent that South Africa should pull out of the ICC largely because of the manner in which the ICC has been seen to be dealing with these types of problems.”
Within hours however, his office issued a statement saying “The presidency wishes to clarify that South Africa remains a signatory (to the ICC).”
The statement said the “clarification follows an error in a comment made during a media briefing held by the governing African National Congress.”
South Africa is a signatory to the ICC’s founding document, the Rome statute, and would be obliged to obey the arrest warrant, but the government has long complained of what it deems to be the court’s double standards.
South Africa began proceedings to leave the ICC in 2016 after a dispute over whether to arrest the former Sudanese president, Omar al-Bashir, who visited for an African summit while under ICC indictment for genocide and crimes against humanity.
However, the government recently suspended those proceedings in the face of legal obstacles, and on Tuesday the ANC’s national executive committee put out a statement noting the decision at the party conference this year that “the ANC and the South African government must rescind the withdrawal from the ICC court”. At the same time it urged ratification of a protocol to lay the ground for an African court of justice and human rights.

“So the president appears to have messed up the message – ANC has decided to rescind notice of withdrawal from the ICC and NOT attempt to withdraw from ICC again,” Kaajal Ramjathan-Keogh, a South African lawyer and director of the Africa programme of the International Commission of Jurists, said on Twitter.
“Someone in the ANC has erroneously briefed the president when in fact the ANC has taken a decision to rescind the withdrawal from the ICC not to commence withdrawal anew. Is there any quality control happening?”
Even if South Africa took the decision to leave the ICC, it would still be bound by its membership obligations, including executing arrest warrants, for 12 months following its notification of withdrawal.

ICC World Cup 2023: Two Indian Venues Where Pakistan Team Feels ‘Safe’ To Play- Check Here – Kashmir News

The Pakistan cricket team would prefer playing bulk of its 2023 ODI World Cup matches in Chennai and Kolkata — the two venues where the team has felt safe during its earlier tours, according to ICC sources.
The World Cup will start tentatively on October 5, with 46 matches, including final set to be played across 12 Indian cities, including Ahmedabad, Lucknow, Mumbai, Rajkot, Bengaluru, Delhi, Indore, Mohali, Guwahati and Hyderabad.

It is understood that discussions are currently on at the ICC level as Pakistan Cricket Board (PCB) bigwigs are in talks with a top level ICC executive on the issue, which still remains a sensitive one.
“A lot will depend on what BCCI and the Indian government decide but given a choice, Pakistan will like to play most of its World Cup matches in Kolkata and Chennai. In Kolkata, Pakistan played its T20 World Cup game against India in 2016 and the players were very happy with the security. Similarly, Chennai as a venue remains memorable for Pakistan. It’s also about feeling safe at specific venues,” a source close to ICC Board, tracking developments, told PTI on conditions of anonymity.

The bone of contention will be the India versus Pakistan game. While Ahmedabad with 1,32,000 capacity gives ICC, the best chance to earn optimum profits but the Narendra Modi Stadium is already hosting the final, so another venue might host the game.
Each team will play nine games at the league stage which will be held in round-robin format.

The ICC’s Events committee, in association with host cricket board BCCI, will chalk out the final itinerary in the next few months so that it allows fans across India and other parts to plan their travel itinerary.

Recently, ICC General Manager Wasim Khan, in his own capacity had told Pakistani media that the team could play its matches in Bangladesh as a part of a ‘hybrid model’ that could be followed since the Indian team is not travelling to the country for the Asia Cup. But PCB chairman Najam Sethi, back then had rubbished the idea of playing World Cup games in Bangladesh.
More so, ICC had made it clear that no such proposal had come from Pakistan about ‘hybrid model’ for global tournaments.
During the 2011 World Cup, Pakistan’s semi-final against India was played at Mohali, which made it logistically convenient for the fans across the border to travel through Wagah Border. However, Mohali does not figure in the 12 venues finalised by the BCCI.

In 1996, the high-profile quarterfinal was held at the Chinnaswamy Stadium in Bengaluru. A lot has changed since then and in these sensitive times, it will be very difficult to host Pakistan in some of the specific venues, including Mumbai and Dharamsala.
In fact Pakistan’s 2016 World Cup match was scheduled in Dharamsala but there were apprehensions that because of the Pathankot tragedy (terrorists attacked the air base), it wasn’t a wise idea to host the match at that venue. While security will be top notch for each team, the BCCI as well as the Indian government would like to ensure that there aren’t any untoward incidents.

No formal discussions at ICC board meet on Pakistan playing World Cup games in Bangladesh

New Delhi: ICC sources on Wednesday dismissed speculations about Pakistan playing their World Cup matches in Bangladesh instead of India due to the political tension between the two countries, terming it a “figment of imagination”.
The rebuttal came after reports that discussions were held during the recent ICC board meeting in Dubai about Pakistan possibly playing their league games in Bangladesh.
“No one knows if PCB chief Mr Najam Sethi has had any informal discussion with his Bangladeshi counterpart Najmul Hasan Papon but this can be said with a degree of certainty that no such discussions happened officially that Pakistan will play in Bangladesh,” an ICC board source privy to the developments told PTI on the condition of anonymity.
The source did point out that procurement of visas was an issue that was discussed and, contrary to conjectures made from the PCB’s part, the Indian cricket board has assured of all assistance.
“The BCCI has categorically said that there will be no problems with procurement of visas. One of the main points for a host country is that all participating nations will be given visas on time. From ICC’s part, Bangladesh is not even in its scheme of things as a co-host as of now,” the source said.
“Suppose Pakistan reach the semi-finals or win to play the finals, do they expect the matches to be played in Bangladesh. This is not a theatre of absurd happening,” the board member added.
The top brass in BCCI circles understands that this is a pressure put by the PCB to host the entire Asia Cup in Pakistan, which isn’t being looked upon as a feasible solution.
“We understand that this is a kind of pressure tactic applied by PCB because of the Asia Cup issue. But let me tell you, ultimately, Asia Cup will also be played in UAE or Qatar and probably Pakistan will also have to play its matches in one of these countries,” a BCCI source said.

Asian Cricket Council (ACC) chairman and BCCI secretary Jay Shah has already made it clear that India is not travelling to Pakistan for the Asia Cup and that it will be held at a neutral venue.
“As far as Pakistan playing its Asia Cup games in Pakistan is concerned, the budget for the tournament is passed by the Asian Cricket Council. If ACC says that it’s not a commercially viable proposition to hold Asia Cup in two countries, how can Pakistan play its games at home. ACC, for all you know, might not pass the budget,” a board source said.

Moscow opens criminal case against ICC over Putin warrant

Moscow: The International Criminal Court (ICC) prosecutor and judges, who issued an arrest warrant against Russian President Vladimir Putin, have become the targets of a criminal case, Russias Investigative Committee announced on Monday, according to a media report.
In a Telegram post, the committee said that it has opened cases against ICC prosecutor Karim Ahmad Khan, as well as judges Tomoko Akane, Rosario Salvatore Aitala and Sergio Gerardo Ugalde Godinez, RT reported.
Khan had sent a petition on February 22 to the ICC Pre-Trial Chamber to obtain warrants for the arrest of Putin and Russia’s Commissioner for Children’s Rights, Maria Lvova-Belova, whom he accused of being responsible for the “illegal deportation of children from Ukraine”.
The petition was approved by the aforementioned judges, RT reported.
Russia’s investigative committee has described the ICC prosecutions as “obviously illegal, since there are no grounds for criminal liability”. It also pointed to the 1973 UN Protection of Diplomats Convention, which grants heads of states absolute immunity from the jurisdiction of foreign countries.
The committee considers Khan’s actions a crime under Russian law for “knowingly bringing an innocent person to criminal liability, combined with unlawfully accusing a person of committing a grave or especially grave crime”.
He is also charged with preparing an attack on a representative of a foreign state “with the intention of complicating international relations”, RT reported.
The three judges are being accused of attacking a foreign state representative as well as attempting a “deliberately unlawful detention”.

Russia has disregarded the ICC warrant as having no legal basis, with ex-President Dmitry Medvedev suggesting that it was a sign of the collapse of international law. He also described the ICC as “s**tty and wanted by nobody” and said it had a poor record of holding high-profile suspects accountable, explicit pro-Western bias and had failed to investigate US war crimes in Afghanistan and Iraq, RT reported.

ICC issues arrest warrant against Putin over alleged war crimes in Ukraine

Hague: The International Criminal Court (ICC) on Friday issued an arrest warrant against Russian President Vladimir Putin and Russian official Maria Alekseyevna Lvova-Belova for the alleged scheme to deport Ukrainian children to Russia, reported CNN.
The Hague-based ICC accused the Russian president of responsibility for war crimes committed by Russian forces in Ukraine during the war that has been ongoing for over a year.
The Hague-based court said in a statement on Friday Putin “is allegedly responsible for the war crime of unlawful deportation of the population (children) and that of unlawful transfer of population (children) from occupied areas of Ukraine to the Russian Federation.”
It also issued a warrant for the arrest of Maria Alekseyevna Lvova-Belova, the commissioner for children’s rights in the office of the president of the Russian Federation on similar allegations, reported Al Jazeera.
Russia did not immediately comment following the ICC’s move on Friday. Russia denies committing atrocities since it invaded Ukraine in February last year.
The warrants came a day after a United Nations-backed inquiry accused Russia of committing wide-ranging war crimes in Ukraine, including the forced deportations of children in areas it controls, reported Al Jazeera.
The UN genocide convention defines “forcibly transferring children of the group to another group” as one of five acts that can be prosecuted as genocide.
However, the successful extradition of President Putin could prove a far greater challenge as Russia does not recognise the jurisdiction of the international criminal court in The Hague, reported DW News.

Russia denies deliberately harming civilians but its defence ministry has claimed to have targeted Ukraine’s energy infrastructure.
Russia signed the Rome statute, which governs the ICC, in 2000 but never ratified the agreement to become a member. It formally withheld its signature from the founding statute of the ICC in 2016, a day after the court published a report classifying the Russian annexation of Crimea as an occupation.
Since Russia’s invasion of Ukraine in February 2022, the Kremlin has severed ties with several prominent international organisations, deepening the country’s isolation from the west.
In March last year, Russia was expelled from the Council of Europe, the continent’s leading human rights watchdog, over its attack on Ukraine.
Moscow is also pulling out of the International Space Station after 2024 and has threatened to withdraw from the World Trade Organization and the World Health Organization.

Ahsan Raza promoted to ICC Elite Panel of umpires

Karachi: Pakistan’s long-serving Test umpire, Aleem Dar has been replaced by countryman Ahsan Raza on the International Cricket Council’s (ICC) Elite Panel of umpires.
The Pakistan Cricket Board (PCB) confirmed on Thursday that Raza had been promoted to the ICC Elite Panel.
Raza, who had a second lease of life after being shot by militants during their attack on the team bus carrying Sri Lankan cricketers and match officials in March, 2009 in Lahore, has served on the ICC International Panel of Umpires since 2010 and is the first to reach the 50 T20I-mark as an umpire.
Raza had to undergo life-saving surgery after the bullets damaged his lungs, but he returned to umpiring after a one-year break.
Overall, he has officiated in 72 T20Is, seven Tests and 41 ODIs.
Raza is the senior-most Pakistani umpire behind Aleem Dar, who has served on the Elite Panel since 2004.
Aleem officiated in a world-record 435 international matches, including a record 144 Tests, 222 ODIs, and 69 T20Is.
Aleem won the ‘ICC Umpire of the Year award’ for three successive years from 2009.

ICC issues arrest warrant for Vladimir Putin over child deportations from Ukraine

The International Criminal Court (ICC) issued an arrest warrant Friday for Russian President Vladimir Putin over the forced transfer of children to Russia after the Kremlin’s invasion of Ukraine.
Ukrainians accuse Russia of attempting genocide against them and seeking to destroy their identity — partly through deporting children to Russia.
Putin is “allegedly responsible for the war crime of unlawful deportation of population (children)” and that of “unlawful transfer of population (children) from occupied areas of Ukraine to the Russian Federation,” the Hague-based court said in a statement Friday.
“There are reasonable grounds to believe that Mr. Putin bears individual criminal responsibility” for these crimes, the statement read.
The Russian president, the court argued, failed “to exercise control properly over civilian and military subordinates who committed the acts” and who were “under his effective authority and control.”
Maria Lvova-Belova, Russia’s commissioner for children’s rights in the office of the president, was also hit by the ICC warrant for her role in the deportations.
This is the first time the ICC has issued warrants in relation to Russia’s full-scale invasion of Ukraine, which began last February. It comes ahead of a visit to Russia next week by Chinese President Xi Jinping and will severely limit Putin’s own potential range of diplomatic visits.
Moscow has previously said it did not recognize the court’s authority.

In response, former Russian President Dmitry Medvedev said: “The International Criminal Court has issued an arrest warrant against Vladimir Putin. No need to explain WHERE this paper should be used … ” concluding with a toilet paper emoji.
In spite of numerous reports that Russian forces had committed war crimes in Ukraine — including a recent U.N. investigation which said that Russia’s forced deportation of Ukrainian children amounted to a war crime — the Kremlin has denied it committed any crimes.
In a statement, Balkees Jarrah, associate international justice director at Human Rights Watch, welcomed the announcement, saying the warrant sent “a clear message that giving orders to commit or tolerating serious crimes against civilians may lead to a prison cell.”

Ashwin regains No 1 spot in ICC Test bowlers rankings

Dubai: Senior India spinner Ravichandran Ashwin’s superlative show in the fourth Test against Australia has helped him regain the top spot among bowlers in the latest ICC Rankings issued on Wednesday.
Ashwin, who grabbed a haul of six for 91 in the drawn fourth Test and was the leading wicket-taker in the Border-Gavaskar Trophy with 25 scalps, is 10 rating points ahead of England seamer James Anderson.
Fellow Indian left-arm spinner Axar Patel climbed six places to 28 among bowlers. He also rose to the fourth spot in the all-rounder’s list led by Ashwin and Jadeja.
While pacer Jasprit Bumrah, who is recovering from a recurring back injury, dropped to number seven among bowlers.
Talismanic Indian batter Virat Kohli moved seven places to 13th position after his Player of the Match performance against Australia in the fourth Test.
The high-scoring match at Ahmedabad also saw opener Shubhman Gill, who smashed a fine century, jump 17 places to 46th.
The injured Rishabh Pant (9th) and skipper Rohit Sharma (10th) are the Indian batters in the top 10.
Australia opener Usman Khawaja and New Zealand batter Daryl Mitchell have also made notable gains in the list.

Khawaja’s score of 180 in the drawn fourth Test against India in Ahmedabad has lifted him two spots to seventh position and to a career-best 815 rating points while Mitchell’s knocks of 102 and 81 in the epic victory over Sri Lanka in Christchurch has helped him reach a career-best eighth position as he touches the 800-point mark for the first time.
In the latest weekly update that also considers performances in the second Test between South Africa and the West Indies in Johannesburg, Temba Bavuma’s match-winning 172 for the home side has lifted him 14 slots to a career best 15th position.
Sri Lanka’s Angelo Mathews is another one to move up the batting rankings, his scores of 47 and 115 taking him from 19th to 17th position.
In the ICC Men’s T20I Player Rankings, Bangladesh batter Najmul Hossain Shanto’s scores of 51, 46 not out and 47 not out not only won him the Player of the Series award at home against England but have also lifted him 68 places to 16th position.
In the ODI Rankings, Nepal batters Rohit Paudel (up four places to 55th) and Aasif Sheikh (up 16 places to 62nd) and leg-spin bowler Sandeep Lamichhane (up five places to 21st) are among those to progress owing to their performances in matches of the ICC Men’s Cricket World Cup League 2 in Kirtipur, Nepal.

Even ICC won’t be able to do anything in front of BCCI: Afridi on Asia Cup

New Delhi: Pakistan’s former flamboyant all-rounder Shahid Afridi feels “even the ICC won’t be able to do anything in front of the BCCI” as far as hosting the 2023 Asia Cup in his country is concerned.
The BCCI’s refusal to play in Pakistan owing to the political tension between the neighbours has cast doubts over the tournament taking place across the border later this year.
The continental tourney is significant as it is scheduled just before the ODI World Cup, which India is hosting and Pakistan has threatened to boycott in a tit-for-tat riposte.
“I have no idea, will India visit Pakistan for the Asia Cup? Will we boycott the ODI World Cup in India? But we need to take a stand at some point or the other,” Afridi told ‘Samaa TV’.
“In this case ICC’s role becomes crucial, they should come forward, but let me say it even ICC won’t be able to do anything in front of BCCI,” he added.
Afridi, one of cricket’s biggest entertainers of his time with his power-hitting abilities and quick leg-spinners, said the BCCI is flexing its muscles because it has made itself “that strong”.
“If anyone is unable to stand on his own feet and then the decision to make such strong calls is not easy. They have to look at plenty of things. India agar aankhe dikha raha hain (If India is flexing its muscles) or taking such strong stance, then they have made themselves that strong.
“So they are able to talk like this, otherwise they wouldn’t have the courage. At the end it’s about making yourself strong and then take decisions.”

Afridi’s remarks came following seasoned India off-spinner Ravichandran Ashwin’s take on the contentious issue.
“Asia Cup was supposed to take place in Pakistan. But India has announced that if it takes place in Pakistan, then we won’t be participating. If you want us to participate do change the venue. But we would have seen this happen many times.
“When we say that we won’t go to their place, they will say that they will also not come to our place. Similarly, Pakistan has said that they will also not come to the World Cup. But however, I think it is not possible,” Ashwin had said in a video shared on his YouTube channel.
“The final call might be that the Asia Cup is moved to Sri Lanka. This is an important lead-up to the 50-over World Cup. Many tournaments have taken place in Dubai guys. I will also be pleased if it is moved to Sri Lanka.” Ashwin added.
The BCCI and the Pakistan Cricket Board (PCB) have been at loggerheads regarding the Asia Cup venue.

Sky Sports to broadcast ICC tournaments in UK and Ireland till 2031

Dubai: Sky Sports will broadcast all International Cricket Council (ICC) tournaments in the UK and Ireland until the end of 2031 after signing a new eight-year deal with cricket’s world governing body.
For the first time, there will be a direct contractual relationship between the ICC and Sky Sports.
“We are delighted to partner with Sky Sports until 2031 as the home of ICC cricket in the UK and Ireland. For the first time the partnership will be a direct relationship with Sky Sports which gives us some exciting opportunities for innovative collaborations. I am confident this partnership can support our long-term ambition to attract more players and more fans to the game,” said Geoff Allardice, ICC Chief Executive, in an official statement on Friday.
Starting from 2024, the partnership will see Sky and its streaming platform NOW hold the ICC Broadcast and Digital rights for all men’s and women’s events at the pinnacle of the sport including the ICC Cricket World Cups and ICC T20 World Cups through to the end of 2031.
During the course of the partnership, there will be both a major international men’s and women’s event every year as well as a World Test Championship Final every two years.
The new deal reaffirms Sky as the long-term home of cricket in the UK and Ireland, broadcasting 28 international events between 2024 and 2031 across men’s, women’s and u19 cricket. This also includes three confirmed events on UK soil, the ICC World Test Championship Final 2025, the ICC Women’s T20 World Cup 2026 and the ICC Men’s T20 World Cup 2030.
“With more people watching cricket at the highest-level after England men’s and women’s successes in 2017, 2019 and 2022, our award-winning coverage strives to give cricket fans the complete experience, with all the action both on and off the pitch.
This new direct partnership with the ICC means that Sky Sports viewers in the UK & Ireland will continue to enjoy every ball, run, wicket and catch from every international tournament for many years to come, and we’re all hugely excited to see what’s in store,” said Jonathan Licht, Sky Sports MD.

ICC events have had registered record viewing in the UK in recent years. The ICC Men’s Cricket World Cup 2019 recorded the highest average audience for a cricket tournament in the UK to date and drew the highest ever UK TV peak for cricket of 8.8m viewers as Sky shared the rights to the Final with Channel 4.
England’s victory over Pakistan in the ICC Men’s T20 World Cup Final last year at the Melbourne Cricket Ground in Australia was the highest viewed T20 match in the UK ever following a similar partnership with the terrestrial broadcaster.
Last year in August, Disney Star had bagged rights to broadcast all ICC men’s and women’s events in India on a four-year deal from 2024 to 2027. Less than 48 hours later, it announced that they had licensed the TV broadcasting rights of the Men’s and Under-19 events to Zee.
