    San Francisco: Microsoft-owned ChatGPT has started replacing humans at workplaces as some companies have implemented the AI chatbot to perform the work being done earlier by employees, saving thousands of dollars.

    Companies that use ChatGPT said they saved money using the AI tool, with 48 per cent saved over $50,000 and 11 per cent saved over $100,000, according to a report in Fortune.

    Job advice platform Resumebuilder.com surveyed 1,000 business leaders who either use or plan to use ChatGPT.

    It found that about half of their companies have implemented chatbots. And nearly half of this group say that “ChatGPT has already converted employees at their companies”.

    “As this new technology is growing in the workplace right now, workers definitely need to think about how it may affect their current job responsibilities,” Stacey Haller, chief career advisor at Resume Builder was quoted as saying in the report.

    Companies are using ChatGPT to write codes, copywriting and content creation, customer support and preparing meeting summaries.

    About 77 per cent of firms using ChatGPT said they use it to help write job descriptions and 66 per cent said the AI chatbot is drafting interview solicitations.

    In a survey, Resume Builder found that job seekers are also utilising AI chatbot ChatGPT for resumes and cover letters.

    Almost 1 in 2 current and recent job seekers have used ChatGPT to write their resumes and/or cover letters.

    Of the 1,000 respondents who admitted to using ChatGPT for their application materials, 72 per cent said they used the tool to write cover letters, and 51 per cent say they used it to write resumes.

    Most respondents were satisfied with the results from ChatGPT, as 76 per cent of respondents said the quality of application materials written by ChatGPT is ‘high’ or ‘very high’.

    Additionally, 28 per cent said they only had to do ‘a little bit’ or ‘no’ editing to resumes and/or cover letters written by ChatGPT.

    Microsoft recently introduced AI-powered Bing search engine, Edge web browser, and integrated Chat.

    The company is testing it with a select set of people in over 169 countries to get real-world feedback to learn and improve.

    The decades-old rule that the U.S. would not use countries’ past behavior against them when deciding to sell has also been abandoned.

    “It’s not that we will only decide against arms transfers if they meet that new lower bar of ‘more likely than not,’” said the official, who asked not to be named in order to discuss the policy ahead of its release. “We are going to be looking at and making risk assessments on every arms transfer on a case-by-case basis.”

    The official declined to go into details when asked about specific countries, including whether those with long histories of human rights abuses such as Saudi Arabia, Qatar, Egypt and Nigeria would be in jeopardy.

    The Biden administration had already tweaked its arms sales policy by refusing to sell Saudi Arabia offensive missiles and bombs after the regime used U.S. weapons to strike civilian targets in its war in Yemen.

    Sales of defense weapons to Riyadh continue, however, including air defense and air-to-air missiles.

    The new strategy also lays out several areas including competitive financing, exportability, technology security and working with the defense industry to sell equipment not used by the U.S. military.

    The government wants to ensure that “even if the United States military is not procuring a certain system, that we can be able to identify the needs of our partners and work with industry to be able to act,” the official said.

    “If you can use a country’s past behavior as an indicator for future behavior, that’s a win because the Trump administration said you couldn’t do that,” said Rachel Stohl, director of the Conventional Defense Program at the Stimson Center.

    Yet a strategy paper isn’t an end in itself, Stohl added.

    “The actual implementation of this is going to be a real test, not what’s on the piece of paper,” she said.

    Hyderabad: The Telangana Pradesh Congress Committee (TPCC) on Wednesday approached the State Human Rights Commission seeking immediate directions to the government for taking action against dog menace.

    Following the gruesome incident of a pack of stray dogs attacking and killing a four-year-old boy in Amberpet on February 19, the Congress leaders demanded stringent action against Telangana government, the state’s Minister for Municipal Administration, Greater Hyderabad Municipal Corporation (GHMC) Commissioner and GHMC Mayor alleging human rights violations and sought immediate directions to the state administration to take measures.

    In a complaint filed with the Telangana State Human Rights Commission (TSHRC), the TPCC leaders said stray dogs were attacking people in the twin cities of Hyderabad and Secunderabad, especially children and elderly, and mentioned the incident of the four-year-old boy, who was mauled to death by street dogs.

    The incident sent shock waves after a video of it went viral on Tuesday.

    The TPCC leaders accused the Telangana government representatives of responding in a most irresponsible manner by allegedly making statements disregarding the human rights of citizens of Hyderabad.

    “Municipal Administration Minister K T Rama Rao claimed that dog population must be artificially controlled, which ridicules his own incompetency and inefficiency. It is the minister himself who is responsible for the control of dog menace in the state,” they said.

    The Congress leaders further said GHMC Mayor Gadwal Vijayalakshmi blamed the dogs that were hungry for attacking the citizens. It is the job of the mayor to safeguard the lives of citizens and to control dog menace, they said and also urged financial assistance to be provided to the family of the deceased boy.

    TPCC President and party MP A Revanth Reddy also attacked the BRS government over the incident and alleged that Rama Rao miserably failed in discharging his duties as a Municipal Administration minister.

    “A four-year-old boy has been mauled to death by stray dogs in Hyderabad. You say sorry to the boy’s family while the Mayor maintains that the stray dogs (which attacked the dogs) were hungry. This is the most inhuman government. How could the minister justify about portraying Hyderabad as a global city when these kind of incidents are occurring,” Reddy said.

    In another incident of street dogs attacking children reported from the city, a four-year-old boy playing outside his house in Chaitanyapuri on Wednesday was bitten by stray dogs, following which he suffered bleeding injuries, according to his mother.

    The boy’s mother told media that four-five dogs chased three children and attacked her son resulting in scratches and bleeding injuries to him and he was taken to hospital for treatment.

    She said her neighbours were feeding the stray dogs despite objections. “Earlier also, stray dogs attacked the locals and complaints were made to municipal authorities then and they caught the dogs. But the neighbours, who were feeding them got these dogs released and they are attacking the children,” the woman claimed.

    Chennai: In a shocking incident, the carcass of a dog was found in an overhead water tank that supplies drinking water to a colony in Pudukottai in Virudhunagar district of Tamil Nadu.

    A few days back, human excreta was found in an overhead water tank that supplies drinking water to a Dalit colony in Vengaivayal in Pudukottai district. The issue had created a major uproar with Dalit parties calling for demolishing the water tank and transferring the case to the CBI.

    According to sources in Virudhunagar district, the operator of the water tank in which the carcass of a dog was found was about to clean the tank on Monday when he noticed a foul smell. The operator found the carcass of a dog in the water tank, which was rotten.

    The operator immediately reported the matter to the police who informed the district authorities. The officials then inspected the tank and sent the caracass for post-mortem.

    Police sources told IANS that the someone might have killed the dog and put in the water tank.

    Tamil Nadu is turning into a hub of caste-related violence and the deposit of human excreta and dog carcass in drinking water tanks are incidents of settling scores in caste-related issues.

    Chennai: The Vengaivayal incident in which human excreta was found in an overhead water tank supplying drinking water to a Dalit colony in Vengaivayal, Pudukottai district has become a blot on the Tamil Nadu government.

    Even after the incident was reported on December 21, the culprits have not been brought to book. The Dalit outfits including the Dalit political party, Viduthalai Chiruthaigal Katchi (VCK) have taken out several protest marches against this act.

    The Tamil Nadu police interrogated several people, but the Dalit outfits said that the police was acting in a partisan manner and that some people belonging to the Dalit communities were asked to own up to the act.

    M. Ilamurugu, president of Ambedkar Makkal Iyyagam, a Dalit outfit, had visited the Vengavayil Dalit colony along with S. Subbiah, a retired IAS officer, and interacted with all the 32 Dalit families in the colony.

    After the interaction, Illamurugu called for a CBI inquiry into the issue and said that they have lost hope in the state government’s agencies.

    The VCK has demanded the demolition of the overhead water tank in which human excreta was found. VCK leader and Member of Parliament, Thol Thirumavalavan has in a statement said that the overhead tank was a symbol of insult to the Dalits and it should be demolished.

    In several rural areas of Tamil Nadu, there is even a two tumbler system where Dalits are given tea and coffee in separate tumblers.

    In a conversation and statement shared first with POLITICO, she described her decision not to be renominated as the new Congress has taken over as hers alone and praised the Biden team’s support.

    “At present, I don’t see a path forward for confirmation, and after 1 ½ years, it’s time to move on,” Margon said in the statement. “I will continue to work on democracy and human rights, and am grateful to President Biden and Secretary [of State Antony] Blinken for their confidence in me and the honor of a nomination.”

    Margon faced opposition from the Senate Foreign Relations Committee’s ranking Republican, Jim Risch of Idaho. Risch, citing past tweets of hers, accused Margon of supporting the Boycott, Divestment and Sanctions movement, which targets Israel due to its policies toward the Palestinians.

    Margon denied supporting the BDS movement, but her attempts to clarify the tweets didn’t sway Risch. Neither did a letter of support from a bipartisan group of foreign policy professionals, some of them prominent in the Jewish community, who dismissed the anti-Israel allegations against Margon.

    A spokesperson for Risch did not immediately offer comment Tuesday morning.

    Sen. Bob Menendez, a Democrat from New Jersey who chairs the committee, has spoken in support of Margon’s nomination. But he did not bring her up for a vote in the committee, apparently due to the custom of “comity” that committee leaders follow.

    That custom calls for the top Democrat and top Republican on the committee to jointly agree on items such as scheduling votes on nominees. The idea behind the tradition is to avoid having the majority run roughshod over the minority, but the minority can also use it as a stalling tactic.

    In a statement Tuesday, Menendez called the GOP opposition to Margon’s nomination “deeply unfortunate.” But he defended the comity custom as one that fosters cooperation across the aisle.

    “I believe we are strongest when we speak with a bipartisan voice,” he said. “This underpins our committee’s ability to pursue robust activity that advances American foreign policy priorities.”

    A senior State Department official heaped praise on Margon, calling her an “extraordinary person with immense talent, drive and determination.” The administration will now have to decide on a new nominee, the official said, without disclosing potential names. The official spoke on condition of anonymity because the topic involved sensitive personnel matters and discussions with Capitol Hill.

    Even if the Biden administration finds a new nominee quickly, however, the confirmation process could drag on again, a pattern statistics indicate has gotten worse over the past two decades.

    Biden has insisted that he is committed to keeping human rights at the core of his foreign policy. But his administration, like many others before it, has been accused of inconsistency on that front, not least as it has tried to gain favor with autocracies such as Saudi Arabia for geostrategic reasons.

    The senior State Department official said that even if the assistant secretary role is not filled, the administration has others who routinely raise human rights with foreign counterparts.

    “We need to get this post right, but throughout the department, throughout the administration, you have a commitment to human rights,” the official said.

    Washington: A 29-year-old African-American man, who died on January 10 of unspecified injuries just three days after he was stopped by police in Memphis for reckless driving, was beaten like a “human pinata”, according to lawyers for the victim’s family.

    The Memphis Police Department has fired five officers — Tadarrius Bean, Demetrius Haley, Emmitt Martin III, Desmond Mills, Jr. and Justin Smith — following the incident on January 7, reports the BBC.

    All the five officers are African-American.

    On Monday, Tyre Nichols’ family watched footage of his encounter with police and described a violent, disturbing scene.

    “My son was a beautiful soul,” Rowvaughn Wells, the victim’s mother told mediapersons. “Nobody is perfect, but he was damn near.”

    She said he had not used drugs, nor carried weapons, and did not like confrontation and called his death a “murder” by police.

    The day Nichols was stopped by Memphis police, he had been on his way to Shelby Farms Park, Wells said, where “he liked to skateboard and watch each evening’s sunset”.

    City officials have said police officers pulled over Nichols for reckless driving and that two “confrontations” occurred during the stop.

    According to authorities, the first happened as officers approached the vehicle being driven by Mr Nichols, and he attempted to flee on foot.

    They said the second confrontation happened when officers tried to arrest him.

    Nichols then complained of shortness of breath and was taken by ambulance to hospital, police said, where he was listed in a critical condition.

    Officials said Nichols had “succumbed to his injuries” on January 10, but they provided no further detail.

    An official cause of death has not yet been disclosed.

    At the Monday press conference, a lawyer for the Nichols family, Antonio Romanucci, described the encounter as “an unadulterated, unabashed, non-stop beating of this young boy for three minutes”.

    “Not only was it violent, it was savage,” the BBC quoted Romanucci as saying.

    Nichols had tried to escape police to run home, his family said, alleging he was beaten by police less than 73 metres from his mother’s house, where he lived.

    Washington: US President Joe Biden has nominated a state department official as a new special envoy for North Korean human rights, the White House said.

    Julie Turner, director of East Asia and the Pacific at the State Department’s Bureau of Democracy, Human Rights and Labor, has been nominated to serve as special envoy for North Korean human rights issues, Yonhap news agency reported, citing the White House.

    “Turner has served more than 16 years in the Office of East Asia and the Pacific, in positions of increasing responsibility, primarily focused on initiatives related to promoting human rights in North Korea, including a tour as special assistant in the Office of the Special Envoy on North Korean Human Rights Issues,” the White House said in a press release.

    If appointed, Turner will serve with the rank of ambassador, it added.

    She will also be the first serve the post since early 2017 if appointed.

    Turner earned her master’s degree at the University of Maryland at College Park, and speaks French and Korean, according to the White House.

    A fire broke out in the Dhadkie village in Sub-Division Gandoh (Bhalessa) of Doda district on Thursday. According to officials, dry grass and three to four buildings were damaged by the fire.

    Acting swiftly, the subdivisional administration dispatched fire tenders to the spot and brought the fire under control quickly.

    District Development Commissioner Doda Vishesh Paul Mahajan applauded and appreciated the actions of the subdivisional administration, particularly SDM Arun Kumar Badyal, who moved fast to preserve lives and property in Dhadkie village, according to an official statement released on Thursday evening.

    The locals of Dhadkie also expressed their gratitude to the sub-divisional administration, saying that if they had not acted quickly, a terrible catastrophe would have happened, causing a significant loss of life and property.

    It is pertinent to mention here that Dhadkie is known as the “deafest and dumbest village in the world” due to the genetically-enhanced features of the villagers, as there is a group of people who are deaf and dumb by birth.
