Lok Sabha functioned for 45 hours, Rajya Sabha 31 hours: Think tank on Budget Session

New Delhi: The Lok Sabha this Budget Session could function for only 45 hours as against its scheduled 133.6 hours because of daily disruptions and frequent adjournments, a think tank data has shown.
The Rajya Sabha worked for over 31 hours out of 130 hours in the same session, the data said.
The second half of the Budget Session was hamstrung by frequent disruptions throughout before it was adjourned sine die on Thursday.

As the 17th Lok Sabha enters the final year of its term, the think tank said that the average number of sittings of this Lok Sabha, which is 58 days a year, could make it the shortest full term Lok Sabha since 1952.
The Budget session of Parliament was held from January 31, 2023 to April 6, 2023, with a recess from February 14 to March 12.
According to data compiled by PRS Legislative Research, the productivity, which is the percentage of time the House functioned, was 34.38 percent for the Lower House in the Budget Session.
The only time the Lok Sabha’s productivity was lower was in the Monsoon Session of 2021, when it functioned only 20.93 per cent of the scheduled time.
The Rajya Sabha meanwhile recorded its lowest productivity since 2019, functioning only around 24 percent of its scheduled time. In the Monsoon Session of 2021, its productivity was around 28 percent.

The just-concluded session saw limited legislative activity, and minimal discussion on the budget amid continuous disruptions.
Legislative Business took less than an hour in the Lok Sabha, while in Rajya Sabha it took only around two minutes. Financial Business took 17.25 hours in Lok Sabha and 18.23 hours in Rajya Sabha.
Both Houses witnessed repeated adjournments of the Question Hour throughout the Session.
The Lok Sabha could take questions for 4.32 hours while the figure for Rajya Sabha was worse at 1.85 hours for the entire Budget Session.
In his concluding remarks, Lok Sabha Speaker Om Birla said the House held discussions on the General Budget for 14.45 hours, and 145 MPs participated in it. Discussions on the Motion of Thanks to the President’s Address were held for 13.44 hours with participation of 143 MPs.
In the Lok Sabha, eight government bills were introduced, six were passed, and 29 questions were answered orally, Birla said.
Excluding the Finance and Appropriation Bills, The Competition (Amendment) Bill, 2022 was the only Bill passed during this session. Both bills were passed without any discussion by either House.
Three bills were introduced, one of which, the Forest (Conservation) Amendment Bill, 2023, was referred to a Joint Parliamentary Committee.
In both houses, productivity was higher in the first half of the Budget Session.
In Lok Sabha, the productivity of the first part was 83.80 percent, which dropped to 5.29 percent in the second half.
Rajya Sabha Chairman Jagdeep Dhankhar meanwhile informed the House that its productivity in the first part of the Budget Session was 56.3 per cent, which plummeted to an abysmal 6.4 per cent. According to PRS, the Parliament has functioned for 230 sitting days so far.
Of all the Lok Sabhas that completed the full five-year term, the 16th Lok Sabha elected in 2014 recorded the lowest number of sitting days, having sat for 331 days in five years.
With one more year remaining in the term, and 58 average sitting days a year, the 17th Lok Sabha is unlikely to sit for more than 331 days. This could make it the shortest full term Lok Sabha since 1952.
This has been the sixth shortest budget session since 1952.

COVID-19: JK Reports 31 Fresh Cases In Last 24 Hours

SRINAGAR: Jammu and Kashmir Tuesday reported 31 fresh cases of Covid-19, taking the number of active cases to 156 while no death was reported in the last 24 hours.
Quoting an official, KNO reported that among 31 new cases, 29 have been reported from Kashmir division and two from Jammu division.
He said that the total number of positive cases in Kashmir have reached to 305,679 including 303,125 recoveries and 2,433 deaths while total number of positive cases in Jammu division have reached to 174,152 including 171,764 and 2,353 deaths
He further said that the total number of active cases in Jammu and Kashmir are 156 including 121 from Kashmir division and 35 from Jammu division.
“Among the fresh 31 cases today, 16 are from Srinagar, three from Pulwama , two each from Anantnag, Baramulla, Budgam and Kulgam and one each from two from Pulwama and one each from Kupwara and Ganderbal in Kashmir division and one each from Jammu and Kuthua in Jammu division.
“In last 24 hours, 1125 Covid-19 tests were conducted in the UT while 41 patients have recovered,” he said.

Here’s a rundown of the two candidates and the factors that could decide the race, from Tuesday’s POLITICO Illinois Playbook:
How they’d approach crime: Vallas wants to increase the Chicago Police Department by 2,000, while Johnson wants to improve social service programs to address what he sees as the root causes of crime.
What they agree on: They both support keeping Lightfoot’s Invest South/West program for economic development on the Sound and West sides.
Their union labels: Johnson is backed by the liberal Chicago Teachers Union, and Vallas is supported by the conservative Fraternal Order of Police. Vallas has accepted donations from conservative donors, while Johnson’s campaign is backed almost solely by teachers’ unions and organizations.
Their Achilles’ heels: Johnson has been quoted saying he wants to defund the police, though he has since walked back his comments. And Vallas has been critical in the past of high-profile Democrats in his own party.
The problem for moderates: “Voters are making a choice between the conservative status quo like the Richard Daley era, or a progressive in Johnson,” political consultant and former alderman Dick Simpson said. It’s causing some existential angst among voters who might have backed Lightfoot or Rep. Jesus “Chuy” Garcia in the first round of the election.
It’s historic: Simpson says the race is different than most any other mayoral race Chicago has ever seen. “Going back to 1871, there’s been a split between machine candidates and reform candidates. What’s different this time is that the choice is between conservative status quo and progressive.”

Black and white voters: Simpson and other political watchers say the African American vote will be essential for both candidates. Johnson must get 80 percent of the Black vote to win, and Vallas needs above 20 percent for him to make it over the finish line. The numbers are pretty much reversed for white voters.
Latino vote is more complicated: Garcia has backed Johnson, but many Latino voters have aligned with Vallas over his focus on fighting crime.
We may not know tonight who wins. Polls close at 8 p.m. Eastern/7 p.m. Central. Polling is showing the race within the margin of error, which means there may not be clear winner until mail-in ballots are counted. Johnson, for example, went up a few points after the night of the primary thanks to mail-in-ballots, which were tallied later.

Covid-19 Scare: More Than Dozen Cases Reported In 24 Hours In JK

SRINAGAR: Jammu and Kashmir Sunday reported 19 fresh cases of Covid-19, taking the number of active cases to 148 while no death was reported in the last 24 hours.
Quoting an official, KNO reported that among 19 new cases, 18 have been reported from Kashmir division and one from Jammu division.

MeT Forecasts ‘Widespread’ Rains In Next 24 Hours In J&K

Srinagar, Mar 31: Amid forecast for widespread light to moderate rain and thunders in plains and light snowfall over upper reaches during the next 24 hours, the minimum temperatures recorded an increase in Kashmir Valley and a drop at most places in Jammu division on Friday.
A meteorological department official here told GNS that scattered to fairly widespread light to moderate rain and thunders were expected during the subsequent two days.
In the last 24 hours till 0830 hours, he said, Srinagar, Qazigund, Pahalgam received traces of rain while Kupwara had 0.2mm, Gulmarg 0.8mm, Jammu 16.4mm, Banihal 2.4mm, Batote 2.8mm, Katra 21.8mm, Bhaderwah 1.1mm and Kathua 5.8mm.
Meanwhile, the minimum temperatures recorded an increase at most places and settled above normal in J&K.
The MeT official said that Srinagar recorded a low of 7.9°C against 6.6°C on the previous night and it was 1.8°C above normal for the summer capital.
Qazigund, he said, recorded a low of 6.8°C against 4.6°C on the previous night and it was 2.1°C below normal for the gateway town of Kashmir.
Pahalgam, he said, recorded a low of 3.2°C against 0.8°C on the previous night and it was 1.6°C below normal for the famous tourist resort in south Kashmir’s Anantnag district.
Kokernag recorded a low of 5.3°C against 4.9°C on the previous night and it was 0.6°C above normal for the place, the officials said.

Gulmarg recorded a low of 0.4°C against 0.0°C on the previous night and it was 1.2°C above normal for the world famous skiing resort in north Kashmir’s Baramulla district, he said.
In Kupwara town, he said, the mercury settled at 5.7°C, the same as on the previous night and it was 1.2°C above normal for the north Kashmir area.
Jammu recorded a low of 15.1°C against 18.5°C on the previous night. It was 1.5°C below normal for J&K’s winter capital, he said.
Banihal, he said, recorded a low of 7.8°C (above normal by 1.3°C), Batote 8.6°C (above normal by 0.1°C), Katra 12.6°C (1.2°C below normal) and Bhadarwah 7.0°C (1.6°C above normal). Ladakh’s Leh and Kargil recorded a low of minus 1.0°C and 2.5°C respectively. (GNS)

Quoting a meteorological department official, GNS reported that Srinagar recorded a low of 4.7°C against 3.0°C on the previous night and it was 1.4°C below normal for the summer capital.
Qazigund, he said, recorded a low of 3.5°C against 2.1°C on the previous night and it was 1.2°C below normal for the gateway town of Kashmir.
Pahalgam, he said, recorded a low of minus 0.6°C against minus 1.8°C on the previous night and it was 2.2°C below normal for the famous tourist resort in south Kashmir’s Anantnag district.

The weather department has forecast mainly weather in J&K for the next 24 hours.

Power Cuts Due To Load Shedding At Peak Hours In Ramadan: KPDCL

SRINAGAR: Amid complaints of pesky power cuts during Sehri and Iftaar time from various parts of Kashmir, Kashmir Power Development Corporation Ltd (KPDCL) Monday said that the department was supplying record electricity during the fasting month and the cuts were the result of huge load shedding at peak hours.
Pertinently, the government had promised adequate electricity this Ramadan and issued directions to the department. However, consumers from different parts of the Valley continued to complain of erratic power supply during Sehri and Iftaar times.
The people from Srinagar and other districts of Kashmir said that the Kashmir Power Distribution Corporation Limited (KPDCL) has failed to bring respite from the unscheduled power cuts to the people during the holy month of Ramadan.
The people are being pushed to the wall, especially at the peak times, Sehri and Iftaari, they said.
However, the locals rue the absence of the facility, saying that the people are being forced to reel under darkness at Sehri and Iftaar times.
The locals from Prang, Kangan, Akhal, Chattergul, Kachnabal, Najwan, Wayil, Prang, Barwalla Nunner and Main Town Ganderbal said they are getting electricity for merely 5 to 6 hours in a day.
Besides Srinagar, South Kashmir areas Pulwama, Shopian, Anantnag, Awantipora, Tral, Keller, Zainapora, Harmain, Pampore, Kakapora, Rajpora, Litter, Dooru, Pahalgam, Ashmuqam, Kokernag, Verinag, Bijbehara, Mattan, Seer and north Kashmir areas including Sopore, Baramulla, Lalpora, Tangmarg, Bandipora and many areas of district also witness the unscheduled power cuts at present.
Meanwhile, the consumers demanded the government to look into the matter and ensure that the adequate electricity is supplied to them especially during Sehri and Iftaar times.

Kashmir Power Distribution Corporation Limited (KPDCL) Chief Engineer, Javaid Yousuf Dar, however, said that the department has supplied the highest ever electricity to the consumers on the first day of Ramadan at 1893 MWs.
“The demand usually remains high during the peak hours and we have been supplying best to our consumers. 1850 MWs are being supplied on a regular basis during the peak hours, but as the demand remains high, the curtailments have to be done,” he said.
He added that less curtailment is being ensured to supply better electricity to people. He, however, said that since people use electricity one time that is during Sehri by switching on all appliances, huge load shedding is witnessed in some areas which leads to power cuts. “The situation will improve by Eid,” he said.
