    Govind Pansare murder: Several outfits hold ‘jawab do’ protest

    Nagpur: Several political and social outfits on Monday held a protest against the 2015 murder of communist leader and rationalist Govind Pansare.

    He and his wife were shot at in Kolhapur city on February 15, 2015. Pansare died five days later, while his wife survived.

    Among the outfits that took part in the ‘jawab do’ (give answers) protest at Nagpur’s Samvidhan Square were the Communist Party of India, the Janata Dal (Secular), the Nationalist Congress Party, the Socialist Unity Centre of India and the Maharashtra Andhshraddha Nirmoolan Samiti.

    “It has been eight years since Comrade Pansare was killed but the police has still not arrested the real conspirators. Only some suspects have been arrested,” alleged CPI (Nagpur) secretary Arun Wankar.

    Charges were framed against 10 accused in the case by a court in Kolhapur in January this year, which sets the criminal trial to begin.

    The 10 accused have been charged under Indian Penal Code sections for murder, attempt to murder, conspiracy as well as provisions of the Arms Act.

    Kiev: Ukraine will hold the first trilateral meeting with the European Union (EU) and the North Atlantic Treaty Organization (NATO) this month, Foreign Minister Dmytro Kuleba has said.

    “I look forward to meeting NATO Secretary General Jens Stoltenberg and the High Representative of the EU for Foreign Affairs and Security Policy Josep Borrell to strengthen our partnership and cooperation in defending Ukraine and Europe,” Kuleba tweeted.

    Kuleba, Stoltenberg and Borrell will meet on February 21 at the NATO headquarters in Brussels, Belgium, Xinhua news agency reported, citing NATO’s press service.

    In January, the Ukrainian government said that integration into the EU and NATO is among the top goals for Ukraine.

    In June 2022, EU leaders accepted Ukraine as a candidate for membership in the bloc.

    Hyderabad: Telangana Bharatiya Janata Party (BJP) state president Bandi Sanjay said that the party will soon hold a massive public meeting in Telangana, to be addressed by Prime Minister Narendra Modi and other top leaders of the party.

    The rally will be the culmination of the ongoing 11,000 street corner meetings of the party functionaries being held across the state.

    Bandi Sanjay Kumar was speaking to reporters at Roopkhanpet village of Parigi assembly constituency in Vikarabad district, where he attended a street-corner meeting.

    Sanjay said there has been huge response to the street corner meetings aimed at exposing the failures of the Bharat Rashtra Samithi (BRS) government.

    “In an unprecedented manner, we have been holding 11,000 street corner meetings. Subsequently, public rallies would be held in every assembly constituency headquarters, followed by similar rallies in the 10 erstwhile district headquarters,” he said.

    As a culmination of all these meetings and rallies, a massive state-level public meeting would be held, venue of which would be decided later. “We are planning to invite Prime Minister Narendra Modi and other top BJP leaders for the public meeting,” the BJP president said.

    Sanjay accused the BRS government of throwing to winds all the promises made for Parigi and other surrounding areas, including providing irrigation to one lakh acres of parched lands through Palamur-Rangareddy lift irrigation scheme.

    “Except the funds released by the Narendra Modi government, the gram panchayats have not been getting a single rupee from the state government. The sarpanches are forced to commit suicide for non-clearance of pending bills by the sate government,” he alleged.

    Earlier, addressing the street corner meeting, Sanjay said KCR, who had welcomed his Punjab counterpart Bhagwant Singh Mann and taken him around Konda Pochamma Sagar, had forgotten the fact that many of the farmers who had given away their lands for the project were yet to get rehabilitation and resettlement package.

    “The chief minister was not concerned that farmers immolated themselves for not getting compensation for the land,” he said.

    Stating that the Congress had lost its relevance in the state as it had joined hands with the BRS, Sanjay said the BJP is the only party which can shake the ruling BRS. “It was the BJP which had forced KCR, who had been earlier confined to farmhouse, to come to Dharna Chowk and then to villages,” he said.

    Describing all those who were joining the BRS as invalid coins, the BJP president said the people had lost faith in the new avatar of KCR. “They have realised that the BRS is a corrupt, dynastic and dictatorial party and also a party of Razakars. They believe that only the BJP has the capacity to pull the BRS down from power,” he said.

    Scores of aspirants appearing in the ongoing recruitment examinations conducted by the J&K Service Selec­tion Board (JKSSB) have complained about the poor heating arrangements in the examination centres which has left them at the receiv­ing end.

    As per the recruitment schedule notified by the JKSSB, the written exami­nation for d ifferent posts was conducted in the first week of February following which the candidates complained about poor heating arrangements in the examination hall&

    “The examination staff pro­vided a single heatin g gadget for one exam centre which does not suffice the needs and candidates were shiver­ing due to prevailing cold weather conditions,” said Nazima, one of the aspirants.

    “It was really difficult for us to sit and write for around six hours in the examina­tion without proper heating arrangements,” she said.

    Notably, the JKSSB had scheduled examinations for the post of labour inspec­tor, labour officer, Vehicle inspector, Patwari, Drivers and other posts.

    “This was not the right time to schedule the exam in the Kashmir division. The government was already aware about the cold climatic conditions in the Valley and written exams should not have been scheduled at this point of time,” said Anzar, another aspirant.

    The aspirants expressed their concern saying that they were not able to perform in the exams which ultimate­ly tells upon the merit of the candidates.

    “It is not possible for any candidate to write the exams amid the prevailing cold. The poor arrangements in the exam centres ultimately affect our performance and we remain out of merit,” another candidate said.

    The candidates said the JKSSB which is the recruit­ing agency for holding the exams for non-gazetted posts of various depart­ments should have delayed the exams in the larger inter­ests of the candidates from Kashmir.

    “Recently, there were very few candidates from Kash­mir figuring in the selection list of KAS 2021 exams. The number was less for the first time. The trend should not continue in the exams for non-gazetted posts. The can­didates from all the areas of J&K should be given a level playing field so that all can perform well,” said Shahn­awaz Ahmad Mir, an aspi­rant from Baramulla.

    The aspirants of vari­ous posts advertised by the JKSSB urged the Board to delay the exams for at least one or two months in order to provide equal opportuni­ties to them.

    Chairman JKSSB, Rajesh Sharma when contacted acknowledged that a single heating gadget provided in one examination hall cannot

     

    suffice the needs of the aspi­rants and said they will delay all the major exams in the interest of the candidates.

    “We understand that having a single heating gadget in a big examination hall will not serve and exam­inees feel uneasy with such arrangements,” Chairman JKSSB told Greater Kashmir. He said they have decided to schedule all the major recruitment examinations after March 15 for the con­venience of the candidates.

    “We held exams for a few posts of drivers and other posts recently given the crises in the departments owing to the retirement of employees. But now, all the exams with a huge number ofaspirants will be held after March 15,” he said.

    Nagpur: Members of women Self-Help Groups (SHGs) will chant the Hanuman Chalisa in front of the office of Maharashtra Deputy Chief Minister Devendra Fadnavis in Nagpur city on Monday to draw his attention to their demands.

    The city police on Sunday enhanced the security at the office of Fadnavis, who represents the Nagpur south-west Assembly constituency, in view of the protest call given on Sunday.

    Members of women SHGs have been staging protests in Nagpur city, the hometown of Fadnavis, for a week demanding the release of the honorarium which they claimed has been withheld by the state government.

    Nihal Pande, who represents protesters, on Sunday said a rally will be taken out from the Samvidhan square to Trikoni Park near the residence of DYCM Fadnavis on Monday morning.

    “The women will read Hanuman Chalisa so that the eyes of Fadnavis will open,” Pande said.

    Hyderabad: The Sardar Vallabhbhai Patel National Police Academy (SVPNPA) in the city will be holding the passing out parade of the 74 RR (Regular Recruits) batch of the Indian Police Service (IPS) probationers on Saturday.

    Union Minister for Home and Cooperation Amit Shah will participate as the chief guest and review the parade.

    Addressing a press conference here today at the Academy, SVPNPA Director A.S Rajan informed that a total 195 officer trainees, including 166 IPS officer trainees and 29 officer trainees from foreign countries, are taking part in the ‘Dikshant Parade’. Among foreign officer trainees, six officers are from Bhutan, eight from Maldives, five from Nepal and 10 from Mauritius Police.

    About the training program, the SVPNPA director said the whole 105-week training involved 15 weeks of foundation course training and 50-week Phase-I Basic Course. This was followed by 30-week District Practical Training at respective cadres/states and 10-week Phase-II Basic Course at SVPNPA.

    The Director also said the course module was prepared taking into account the current job requirements of the police officers in India. ‘Attitude Training’ was given a special importance during the course, enabling the officer trainees to develop a more sympathetic and victim-centric approach, he added.

    He said the indoor and outdoor exposures included Criminal Procedure Code (CrPC), Indian Penal Code (IPC) and Special Laws, Forensics, Information and Communication Technology, Human Rights, Yoga, Unarmed Combat etc., will be provided so that the candidates could develop integrity and dedication towards their job and empathy towards victims.

    Speaking about the presence of women officer trainees, he said 37 lady officers who constitute 23 percent of total strength would be participating in the parade.

    The parade would be commanded by Shahansha K S, IPS (P) of Kerala Cadre who is the all-round topper in phase 1 of 74 RR, he added.

    The director also informed that for the first time as a part of SVPNPA MoU with NALSAR the officer trainees would receive post-graduation degree and officer trainees from foreign countries would receive Diploma certificates after completing their training.

    The probationers were trained with/in GreyHounds, Central School of Weapon and Tactics of BSF, Central Reserve Police Force in LWE affected Chattisgarh and Jharkhand, Army attachments in Jammu and Kashmir, and worked during elections in various States.

    Also trainee officers were trained in investigation of cyber crimes and security.

    New Delhi: The Central government has informed the Supreme Court that surrogacy law says a surrogate mother may not be genetically related to the child born through the process.

    A bench headed by Justice Ajay Rastogi is hearing a clutch of petitions, including one challenging certain provisions of the Surrogacy (Regulation) Act, 2021 and the Assisted Reproductive Technology (Regulation) Act, 2021.

    The petition has contended these provisions directly infringe upon the right to privacy and are against the reproductive rights of women and also a contention has been raised, in one of the petitions, that both Acts fall short in fully addressing the essential goal of regulating surrogacy and other assisted reproductive techniques.

    It has been argued that the Surrogacy Act imposes a blanket ban on commercial surrogacy, which is neither desirable nor may be effective.

    The Central government said section 4(iii)(b)(III) of the Surrogacy Act prescribes that no woman shall act as a surrogate mother by providing her own gametes. The government clarified that a child to be born through surrogacy to the intending couple should be formed of gametes of the intending couple themselves: sperms from the father and oocytes from the mother.

    The government said through a notification issued in May last year, it had formed the National Assisted Reproductive Technology and Surrogacy Board under section 17 of the Surrogacy Act and section 3 of the ART Act.

    The Central government submitted before the apex court that the child to be born through surrogacy must be genetically related to the intending couple or intending woman (widow or divorcee).

    It further added that a provision of the Surrogacy Act prescribes that no woman shall act as a surrogate mother by providing her own gametes.

    Citing Section 25 of the Surrogacy Act, the government said the board has the power to advise the Centre on policy matters relating to assisted reproductive technology and surrogacy. And, also for supervising the functioning of various bodies constituted under the two statutes, including the state boards, it added.

    The government said the national board is a common body between the Surrogacy Act and the ART Act. It further added that boards have been constituted in all states and Union Territories except Bihar, Uttar Pradesh, and Gujarat.
