    Hyderabad: City police commissioner CV Anand said that measures will be taken for the peaceful and safe celebration of three upcoming festivals in this month in a video conference with police officials from across the city.

    As Ramzan, Sri Rama Navami, and Hanuman Jayanthi are falling in the same month, he instructed the officers to remain vigilant and enhance visible policing to render swift responses. Joint inspections with other departments along the procession routes were mandated.

    To avoid inconvenience to devotees and commuters, Anand stressed crowd monitoring and traffic management at religious places. Further, the officials were instructed to work beyond their working hours during the festive month. 

    The commissioner stressed the need to keep a close tab on hate mongers and netizens who post blasphemous or instigating posts on social media. Directives were given to file cases and expedite the issuance of notices to the perpetrators.

    Directions were given to all the officials to closely monitor and minimize delays in the movement of processions. Joint operations with various departments were mandated along the procession routes. 

    “Bind overall communal rowdies, suspects sector-wise and police station-wise. Revive peace committees and on board members who have genuine intent to serve the community,” he added. 

    The city police chief said, “The new Drones & Cameras Maintenance Organisation (D-CAMO) will coordinate with all police stations to take up repairs and maintenance of cameras in the city,” said the city police 

    Commissioner Anand emphasised the importance of anti-sabotage checks and liaising with other emergency services during the upcoming festivals. He urged everyone to work together to ensure that the celebrations are conducted peacefully and without any untoward incidents.

    New Delhi: Donning caps printed with images of Gautam Adani and Prime Minister Narendra Modi, Trinamool Congress MPs on Tuesday held a protest in the Parliament complex here demanding the arrest of the businessman and alleged that the central government was shielding him.

    The party, which had not participated in protests held by the Opposition on the Adani issue recently, again stayed away from the one held by the Congress and other parties in the Parliament House corridor to press for a Joint Parliamentary Committee (JPC) probe and chose to hold its demonstration separately.

    “The partnership with the BJP is helping Adani. There is an understanding between Modi and Adani and that is why Parliament has failed to function,” alleged TMC Lok Sabha MP Sudip Bandyopadhyay.

    TMC MPs were seen wearing caps with a picture of Adani and Prime Minister Modi printed on them during the protest. Party leaders claimed that spent days trying to get around 100 such caps printed as no printer in Delhi was ready to do it.

    The party finally got them printed in a shop in Uttar Pradesh, a leader said.

    “Adani should be arrested. Modi is trying to protect Adani in the one lakh crore rupees scam. This is also the reason why they are not allowing any discussion in Parliament.

    “TMC leadership has already demanded that the 10 non-BJP states should begin their own probe into this and ensure that public money is not misused,” said TMC Rajya Sabha MP Derek O’Brien.

    Bandyopadhyay demanded that the prime minister should speak on the issue.

    “PM Modi should explain this in the House how LIC-SBI money ended up with Adani,” he said.

    TMC leaders shouted slogans like “Desh ka hua bura haal, Modi bane Adani ki dhaal!” and held placards.

    “Under the patronage of PM, India has become a safe haven for capitalist cronies who act with apparent impunity to loot the masses,” Bandyopadhyay alleged.

    “The cat is out of the bag: @BJP4India is an apologist for financial fraud. Their attempts to stall Parliamentary discussions on the Adani issue are proof of their complicity. We refuse to sit back and watch our financial institutions be bled dry and the common man be looted,” the TMC tweeted from its official handle.

    The TMC had also skipped a march of the Opposition to the Enforcement Directorate office earlier last week.

    New Delhi: The presentation of the Delhi government’s budget for 2023-24, scheduled for Tuesday, has been put on hold, with the Arvind Kejriwal dispensation and the central government trading charges over allocations in various heads.

    Speaking at a News 18 programme on Monday, Chief Minister Arvind Kejriwal charged that the Centre was resorting to “gundagardi” and that it was for the first time in the history of the country that a budget of a government was put on hold. A video clip of his speech was tweeted by the Aam Aadmi Party (AAP).

    Sources in the Delhi government said the Ministry of Home Affairs (MHA) has stopped the Kejriwal government’s budget and it will not be tabled in the Assembly on Tuesday.

    As the chief minister lashed out at the Centre, sources in the MHA said the ministry has sought clarification from the AAP government as its budget proposal had high allocation for advertisement and relatively low funding for infrastructure and other development initiatives.

    Delhi Finance Minister Kailash Gahlot denied the charges as lies. The total budget size was Rs 78,800 crore, out of which 22,000 crore was earmarked for expenditure on infrastructure and just Rs 550 crore on advertisements, he said.

    The allocation for advertisement was the same as in last year’s budget, he added.

    In a statement, the MHA said, “The Lieutenant Governor, Delhi, had raised certain concerns of administrative nature on the proposed Budget, keeping in view the fiscal interest of the National Capital Territory on which MHA vide its letter dated 17.03.2023 has requested GNCTD to resubmit the Budget addressing these concerns for taking further action. The reply from GNCTD is awaited for last four days. For the benefit of the people of Delhi, the GNCTD should submit reply immediately.”

    In a separate statement, Gahlot said, “It is now learned that the MHA expressed some concerns on Delhi government’s budget and refused to give it approval through a letter sent to the Chief Secretary on 17 March. For mysterious reasons, the Chief Secretary of Delhi kept the letter hidden for 3 days.”

    “I learned about the letter only at 2 pm today… The file with MHA’s letter was put up to me officially only at 6pm today i.e. just the day before the budget was to be presented in Delhi Assembly. Subsequently, we have responded to MHA’s concerns and submitted the file back to Delhi’s LG, after CM’s approval, at 9pm today. The role of the Chief Secretary and Finance Secretary of Delhi in delaying Delhi’s budget ought to be investigated,” he said.

    A source in the LG office said, “The file was received in LG Sectt at 9:25 PM and was sent back to the Chief Minister at 10:05 PM, after approval of LG, for further action as per law.”

    Delhi government sources said that the finance secretary will write to the MHA on Tuesday for its approval and the budget will be tabled after its nod. They said budget will not be tabled on Tuesday.

    According to sources in the lieutenant governor’s office, LG V K Saxena approved the Annual Financial Statement for 2023-2024, with certain observations on March 9, and sent the file to the chief minister.

    The Government of Delhi, thereafter, sought the approval of the President as mandated by law by sending a letter to the Home Ministry.

    The Home Ministry conveyed its observations to the Delhi government on March 17. The LG office is awaiting for the file to be sent to it from the chief minister.

    According to LG office sources, Saxena flagged that “as against proposed Budget size of Rs 78,800 crore, the expenditure on Capital components is indicated at Rs 21,816 crore, which is only 27.68%…. Further, this also includes Rs 5,586.92 crore on account of loan repayment, which, if excluded will further reduce the Capital component to Rs 16,230 crore which is only 20% of the budget.”

    “Since Delhi is the country’s capital and also a large metropolis in which need for creation and improvements of infrastructure is extremely important, the allocation for Capital projects does not appear to be sufficient,” the LG said.

    “It is noted that expenditure incurred by the Directorate of Information & Publicity as per the Revised Estimate 2022-23 is Rs 272.21 crore against the Budget Estimate of Rs 511.64 crore. However, the allocation for the Budget Estimate 2023-24 is Rs. 557.24 crore, which seems incomprehensible and unjustifiable,” he further said.

    He claimed that the entire potential under various central schemes has not been fully utilised by Delhi.

    “A case in example, the flagship scheme of Ayushman Bharat’, has not yet been adopted by Delhi due to which CSS funds under health sector are not made available. The Union Territory needs to obtain all possible funds under Central Schemes to augment its resources and also to meet national goals,” he said.

    There was no clarity yet on when the budget will be presented in the Assembly. The ongoing budget session of the Assembly is scheduled to conclude on March 23.

    Delhi Finance Minister Kailash Gahlot on Monday tabled an outcome budget of the Kejriwal government and the economic survey, 2022-23.

    Earlier in the day, the Assembly was adjourned till 11 am on Tuesday.

    Mumbai: Thousands of farmers and tribals marching towards Mumbai from Nashik district in North Maharashtra in support of their demands entered Thane district on Wednesday while the state government deputed two ministers to hold talks with them.

    As the ‘long march’ entered Thane district, the political turf of Chief Minister Eknath Shinde on the outskirts of Mumbai city, the government rushed ministers Dada Bhuse and Atul Save to hold talks with the agitating farmers.

    The protesters, holding red flags, started their foot march from Dindori town in Nashik district, around 200km from Mumbai, on Sunday in support of their various demands, including an immediate financial relief of Rs 600 per quintal to onion growers, uninterrupted electricity supply for 12 hours and a waiver of agriculture loans.

    The march, organised by the Communist Party of India (Marxist), crossed Kasara town in Thane district located adjoining Mumbai, said CPI(M) MLA Vinod Nikole.

    Many walking barefoot in temperatures hovering near 40 degree Celsius, the protesters are likely to reach Mumbai on March 20, Nikole said.

    The Shahpur police in Thane district said the members of the morcha will take a halt at Kalamb village before proceeding for Mumbai on Thursday.

    State ministers Bhuse and Save said discussions will be held with a delegation of agitating farmers to find a solution to their demands.

    “If they do not agree (to any solution), then they will be called to Mumbai to hold discussions with Chief Minister Eknath Shinde and Deputy CM Devendra Fadnavis on Thursday,” they said.

    The Maharashtra government on Monday announced an ex-gratia relief of Rs 300 per quintal to onion farmers severely affected by a steep fall in prices of the commodity.

    Prices of the kitchen staple have crashed in Maharashtra, resulting in farmers getting very little for their produce. Nashik district is a major hub of onion cultivation in the country.

    Moscow: Russian President Vladimir Putin is to hold talks with his Syrian counterpart Bashar Assad in Moscow on Wednesday, the Kremlin said in a statement.

    “On March 15, Vladimir Putin will hold talks with President of the Syrian Arab Republic Bashar al-Assad,” the statement read.

    “The presidents will discuss current issues of further developing Russian-Syrian political, trade, economic, and humanitarian cooperation and prospects for the comprehensive settlement of the situation in Syria and around it,” the statement added.

    According to the Russian News Agency, TASS, Putin, and Assad, last met in September 2021 when the Syrian president came to Moscow.

    Assad had traveled to Moscow several times before then for talks with his Russian counterpart, for example in May 2018, November 2017, and October 2015. The presidents also held a virtual meeting in November 2020 and spoke by phone at the start of February of this year.

    Putin traveled to Syria for meetings with Assad twice in recent years — in December 2017 and January 2020.

    After arriving, the Syrian President’s office on Telegram said that Bashar Assad has arrived in Moscow on an official visit on Tuesday, Tass reported.

    “President Bashar Assad has arrived in Moscow this evening on an official visit to the Russian Federation,” the post said.
    Assad is accompanied by a large delegation of ministers, his office said, as per TASS.

    Lucknow: The Uttar Pradesh government has asked local administrations across the state to organise special religious events at temples during the nine-day Chaitra Navratri and Ram Navami festivals this month, triggering criticism from the opposition.

    The state’s BJP government will make available Rs 1 lakh to each district to pay as honorarium to artists picked to perform at these events.

    In an order dated March 10, state culture department’s principal secretary Mukesh Meshram said Chaitra Navratri has a special significance during which the nine “swaroops” of Goddess Durga are worshipped to end negative energy.

    So organising religious and cultural events during this period is proposed, he said.

    The order, which went out to all district magistrates and divisional commissioners, said organising committees should be set up in each block, tehsil and district. Suggestions for the events include recitation of Durga Saptashati and Akhand Ramayan at temples and shaktipeeths’.

    The organisers are expected to upload pictures on the culture department website.

    Public representatives should be invited and large public participation ensured, the order said.

    The Chaitra Navratri begins on March 22 and Ram Navami will be celebrated on March 30.

    Samajwadi Party chief Akhilesh Yadav did not directly criticise the order, choosing instead to make a sarcastic comment.

    “The proposal to give Rs 1 lakh to district magistrates of UP is welcome but what can Rs 1 lakh do? At least Rs 10 crore should be given so that festivals of all religions can be celebrated,” Yadav tweeted in Hindi.

    He added that the BJP government should give free cooking gas cylinders on festivals, beginning this Ram Navami.

    Yadav’s party colleague Swami Prasad Maurya, who recently kicked up a row by suggesting that portions of Ramcharitmanas should be deleted, took a dig at the government.

    He said the government is now forced to conduct the recitation of Ramcharitmanas at its own expense as people have stopped doing it.

    The SP legislator said promotion of a particular religion by a secular, democratic government is a violation of the Constitution. Giving money from government funds to “promote all religions equally” would be welcome, he added.

    Congress spokesperson Anshu Awasthi said, “It’s good to organise religious events but what about the issues on which people voted for the BJP.”

    Awasthi asked where are the jobs promised by the party, and said no day passes without news of atrocities on Brahmins and Dalits in UP.

    “The BJP has failed on issues and promises that were made to the people of the state,” he said.

    Deputy Chief Minister Keshav Prasad Maurya dismissed the opposition criticism.

    “If any religious event related to Lord Shri Ram and Ramcharitmanas is being organised, it should be welcomed. There should be no questions or answers on it. All I want to say is Jai Shri Ram and Jai Mata Di.”

    Principal Secretary Meshram said there was nothing new in the order.

    “Such programmes have been held earlier too and this is not the first time they are being held in the state. Holding these programmes will provide a platform to the artistes at the local level to showcase their talent,” he told PTI.

    The official has asked the local administrations to organise Durga Saptashati, Devi Gaan and Devi Jagran at temples and ‘shaktipeeths’ under a special drive to ensure participation of women and girls.

    On Ashtami and Ram Navami (March 29 and 30), Akhand Ramayan paath should be organised at major temples and ‘shaktipeeths’ to spread human, social and national values, the order said.

    Two nodal officers have been appointed at the state level for coordination. A committee headed by the district magistrate in each district will select artistes for the events, the order said.

    The government has asked local administrations to upload photographs of these events on the website of the culture department.

    All preparations should be made by March 21, by which time GPS locations, photographs of the temples and the contact details of the temple management bodies should be shared with the department, the order said.

    New Delhi: The Supreme Court on Monday said the CBI should put on hold its investigation into the alleged criminal conspiracy behind an attempt to poach BRS MLAs allegedly by the BJP while hearing an appeal filed by the Telangana Police against the high court order in the matter.

    A bench comprising Justices Sanjiv Khanna and M.M. Sundresh orally observed that the CBI should not proceed with the matter, while listing the case for further hearing in July.

    Senior advocate Dushyant Dave, appearing for the Telangana Police, vehemently opposed the transfer of probe to the CBI. The top court was informed that the case materials have not been handed over to the central agency so far. The bench said it is making it very clear that the CBI probe should not be continued while the matter is sub-judice.

    Earlier, Dave had argued that the consequences of transferring the case to CBI, which was allegedly under the Centre’s control, would be serious. He had submitted that it would go to the heart of democracy.

    A division bench of the Telangana High Court on February 6 upheld the earlier order of a single judge on December 26, 2022 transferring the case to the CBI. The Telangana Police had moved the apex court challenging this order.

    The plea argued that the high court did not appreciate that the CBI directly works under the Centre and is under the control of the office of the Prime Minister and the Home Ministry. The state government alleged the involvement of some top BJP leaders to poach its four MLAs, was an attempt to topple the government.

    The plea said: “The Bharatiya Janata Party is in power in the Central Government and the allegations in the FIR are squarely and directly against the said party adopting illegal and criminal steps and methods to destabilize the Government of Telangana, the Hon’ble High Court therefore could not have entrusted the investigation to CBI in any case.”

    The plea further added, “The High Court has unnecessarily drawn the conclusion that release of the CD by the Chief Minister on 03.11.2022 amounted to interference with the investigation and therefore concluded that investigation was not fair and violated the rights of accused for fair investigation.”

    Three persons Ramachandra Bharati alias Satish Sharma, Nandu Kumar and Simhayaji Swamy, named as accused have already been granted bail.

    According to the FIR, MLA Rohith Reddy alleged that the accused in October last year, offered him Rs 100 crore and in return the legislator had to leave the BRS.

    It was also alleged that they asked Reddy to bring some more BRS MLAs by offering Rs 50 crore each to join the BJP.

    In November last year, the state government had formed an SIT, comprising state police officers to investigate the matter.

    Kavitha had praised Sonia Gandhi but had hit out at the Congress alleging arrogance on the issue of an opposition alliance.     According to a statement, Abdullah said, “Sibal sahab is a veteran leader and a seasoned lawyer, considered an important voice of the Opposition, and his talk of bringing opposition parties and leaders together should be welcomed. There is nothing better than everyone uniting against injustices.”

    Kavitha a day ahead of the hunger strike praised Sonia Gandhi for pushing the Women Reservation Bill during the UPA’s tenure.

    She has invited 18 political parties, including the Congress to join the one-day hunger strike to press the demand. She said around 6,000 people will be present and her organisation Bharat Jagruti Manch has reached out to the like-minded parties and organisations.

    “I salute Madam Sonia Gandhi for having backed the Women’s reservation Bill despite leading a coalition govt at Centre,” she said.

    Kavitha said she has spoken to Congress president Mallikarjun Kharge and general secretary K.C. Venugopal to send a representative to the protest.

    Sibal on Saturday had announced that he will launch a website, titled ‘Insaf ke Sipahi’, to help citizens fight against injustice and appealed to the opposition Chief Ministers and parties to help him in the initiative.

    Addressing a press conference, Sibal had said during the official launch on March 11 at the Jantar Mantar, that he will also unveil a vision document for the country. He asserted that this was not a political move but a catalyst for change.

    The Independent MP said lawyers should raise their voices, adding that “I want to start a movement as there is injustice everywhere be it business, journalism, people and opposition.”

    Sibal had alleged that the elected governments had been destabilised and that among 121 cases of the ED, 115 are against the opposition leaders.

    Sopore, Mar 6 (GNS) : Scores of sweepers working in School Education Department protested in Sopore, asking authorities for regularisation of their services.

    A sizable number of women working in the department across Sopore, as per GNS, gathered at Iqbal Market, raising slogans in support of their demands. 

    “We have been continuously raising our voices, but nobody seems interested to listen to our pleas. We are working on meagre wages, but who cares?” the protesting women sweepers lamented.

    They said, we are working tirelessly in the School Education Department after being appointed in 2006, and since then, there have only been false hopes about our welfare.

    The protesting sweepers demanded that their services be regularised at an earliest.

    They also appealed to the LG administration and Director of School Education to look into their demands and address them accordingly.

    The protesters later on dispersed peacefully after intervention from police. (GNS)
