    Hyderabad police to restore historic Kotwal building in Old City

    Hyderabad: The historic Kotwal office building in the Old City’s Purani Haveli, currently being used as a camp office, is being restored to its full glory. City police commissioner CV Anand on Tuesday inspected the structure and unveiled the plaque to mark the beginning of restoration works of the heritage building, which is symbol of the city’s 176-year-old police history.

    The restoration project is being sponsored by Greenco, and carried out by Deccan Terrain Pvt, which renovates heritage buildings. The latter will work on restoring the old Hyderabad Police Kotwal building with materials like lime, hydrated lime, raw gum extracts, fibres and other materials that were widely used hundred years ago in construction.

    Officials from Deccan Terrain gave a pictorial presentation to Hyderabad City police’s top brass about the current condition of the building, the outcome after its restoration etc, said a press release from CV Anand’s office. The commissioner also thanked Anil Kumar, Director Ace Urban group – Greenco, for sponsoring this project. The work is expected to be completed within 6 months, the release added.

    The old Kotwal building was constructed a century ago and functioned as office of the Kotwal (police head in Hyderabad) from 1920 to 2002. Post relocating Hyderabad commissioner’s office to Basheerbagh in 2002, the structure was being used as the camp office for the south zone deputy commissioner of police (DCP).

    “Nevertheless the City police decided to restore this structure since its existence is intertwined with the history of the City and served as an essential landmark. GreenKo company came forward to sponsor this restoration project,” said the release from the city police.

    “From an operational stand point and its close proximity to many iconic structures, religious places and other crowded areas , many of my predecessors preferred to camp in here while monitoring Friday prayers, large scale events and other processions etc., I had been continuing the same tradition and noticed that it’s condition is deteriorating till one day the roof caved in,” said Anand.

    “But being a Hyderabadi, I felt it is our responsibility to conserve and revive these heritage structures,“ the Hyderabad commissioner added. Mr.Mir Barkatullah Khan, MD of Deccan Terrain, AR Srinivas, Addl. Commissioner of Police (Crimes & SIT), P.Sai Chaitanya, DCP south zone and other officers attended the program.

    “Back then also there was the state and city police. Director General was responsible for the entire state (Hyderabad). As far as I remember, Kotwal was for the city police, who directly worked under the Nizam,” said Sajjad Shahid, historian and activist from the city.

    Only three in 10 Britons think the monarchy is “very important”, the lowest proportion on record, a poll shows as the king’s coronation approaches.

    A survey by the National Centre for Social Research (NatCen) shows public support for the monarchy has fallen to a historic low. A total of 45% of respondents said either it should be abolished, was not at all important or not very important.

    In 2022, the year of the late queen’s platinum jubilee, 35% of respondents gave one of the same three answers. Overall, answers in 2023 displayed a drop in support for the monarchy to roughly the levels last seen in 2021.

    The data, based on 6,638 interviews, builds on 40 years of data collected for the annual British Social Attitudes survey. It shows the number of people who say the monarchy is “very important” has fallen to 29%, from 38% in 2022.

    This reflects a long-term trend of declining support for the monarchy, with the new research showing the number of those answering “very important” at the lowest level since data collection began in 1983.

    But the return to 2021 levels is in keeping with the bump in popularity the Windsors tend to receive during showpiece events such as jubilees, weddings or births, NatCen noted.

    Guy Goodwin, the chief executive of NatCen, said: “Whilst we are observing a downward trend in support for the monarchy, it is clear from the data that important national events and celebrations, such as jubilees, marriages and births, have a clear and positive effect on society’s views towards the monarchy.

    “Throughout the 2010s, we saw an increase in support for Britain to continue to have a monarchy, which coincided with the marriage of HRH the Prince of Wales, and the queen’s diamond jubilee celebrations.”

    A total of 26% of people surveyed said the monarchy was “quite important”, up two percentage points on 2021. But 20% said it was “not very important”, also up two points since 2021. A quarter of those questioned said the monarchy was “not at all important/should be abolished”, a proportion that has remained unchanged since 2021.

    Goodwin said it was an additional concern that just 12% of 18- to 34-year-olds view the monarchy as “very important”, compared with 42% of those aged 55 and older. He said: “The challenge going forward will be for the monarchy to deliver its relevance and appeal to a younger generation to maintain this support.”

    Auckland: Prime Minister Chris Hipkins has welcomed Australia’s historic decision to provide a new direct pathway to citizenship for New Zealanders living in Australia, saying it will bring the two countries closer together.

    Australian Prime Minister Albanese made the announcement this morning, in the 50th anniversary year of the trans-Tasman travel arrangement, which allows each country’s people to live and work in the other country.

    “This is the biggest improvement in the rights of New Zealanders living in Australia in a generation and restores most of the rights Kiwis had in Australia before they were revoked in 2001,” Chris Hipkins said.

    “Successive New Zealand Prime Ministers have advocated for this change for two decades. It’s pleasing that the close relationship between leaders of two like-minded governments was instrumental in reaching this outcome.

    “Today’s announcement brings our nations closer together. It underscores the strength and breadth of the bonds between our countries ahead of my visit this weekend.

    “These changes will make a real and meaningful difference to the lives of many New Zealanders and their children by giving those who decide to take up Australian citizenship similar rights to Australians living in New Zealand.

    “Kiwis taking up Australian citizenship will still retain their New Zealand citizenship. These dual citizens are not lost to New Zealand – but draw us closer together.”

    “It will apply to Kiwis on temporary, special category, visas who have arrived since 2001 and lived in Australia for four years and meet the standard criteria for citizenship including character checks and intention to reside in Australia.

    “Children born in Australia since 1 July 2022 to a New Zealand parent living there will also automatically be entitled to citizenship. This will make critical services available to them.

    “Most of us know someone who’s moved across the Tasman. They work hard, pay taxes and deserve a fair go. These changes deliver that and reverse erosions that have taken place over 20 years.”

    The announcement delivers on Prime Minister Albanese’s commitment that no New Zealander should be left ‘permanently temporary’ in Australia.

    “I acknowledge and thank Prime Minister Albanese for his instrumental role in prioritising these improvements.

    “This visit was deliberately timed to be on the closest weekend to Anzac Day to reinforce our two countries’ unique Anzac bonds.

    “I will be officially celebrating the new policy alongside Prime Minister Albanese at a citizenship ceremony in Brisbane tomorrow, followed by a community barbeque.

    “Prime Minister Albanese and I will also visit a cemetery in Brisbane to attend the unveiling of plaques for the previously unmarked graves of soldiers who served during the two World Wars.

    “The unveiling is the result of a joint project between the New Zealand Remembrance Army and the Australian Remembrance Army and is a poignant and fitting way to mark our Anzac Day connection during the visit.

    “The graves of New Zealand soldiers have been identified at the ceremony and brass plaques installed so that their service contribution is remembered.

    “New Zealand will hold a parallel event in Havelock, Marlborough, on Anzac Day to unveil the grave of an Australian Infantry Force private.”

    The pathway to citizenship:

    • Rights come into effect on 1 July, 2023.
    • Applies to Kiwis on temporary, special category, visas who have lived in Australia for four years, and meet the standard Australian citizenship criteria (e.g. pass a character check, adequate knowledge of Australia, a basic English competency, will continue to reside in or have a connection with Australia) and attend a citizenship ceremony.
    • Is retrospective. Those in Australia since 2001 will be able to apply directly for citizenship without gaining permanent residence first.
    • Is affordable (the fee is A$490).
    • Has no minimum income requirement or health requirement.
    • Gives Kiwis access to services and benefits, once they become citizens.
    • Allows Kiwi children born in Australia to become citizens at birth (rather than waiting till they turn 10, as they do now).
    • Applies to New Zealand citizens, including New Zealand citizens from the states and territories within the Realm of New Zealand (the Cook Islands, Niue and Tokelau).

    SRINAGAR: Union Minister for Roads, Highways and Transport, Nitin Gadkari Monday said that Zojila tunnel will be historic in India’s history and longest one in the Asia given its length. He said a part of the tunnel will shortly be inaugurated while as the total estimated cost of the tunnel is Rs 7000 Cr.

    Talking to reporters at Zojila, Gadkari, who is leading the 13-member Parliamentary Panel to Kashmir, said that the Zojila tunnel will be historic in India. “This tunnel will fulfil the dream of Kashmir to Kanyakumari. This tunnel is the longest one in Asia given its length of 13. 14 km,” Gadkari said.

    He said, the estimated cost of the tunnel was Rs 12000 Crore and after roping in national and international experts, its cost was brought down by Rs 5000 Crore. “In winters, working conditions are so tough here as people have to work under minus 26 degrees temperature. Earlier, this tunnel was tendered four times and on the fifth go, work was started,”  Gadkari, who was accompanied by JK Lieutenant Governor Manoj Sinha said.

    He said that the ministry led by him will try to inaugurate the part of the tunnel shortly as that will give relief to the people.

    Gadkari said that the tourism sector creates employment and the Zojila site is apt for promoting tourism. “During the Kargil war, Atal Bihari Vajpayee had visualized that this area should have better connectivity and today, under the leadership of Prime Minister Narendera Modi, we are fulfilling Vajpayee’s dream.”

    He said the area will help promote socio-economic transformation and provide better livelihood opportunities to locals of the area.

    Adding further he said that at the cost of Rs 25000 Crore, 19 tunnels will be constructed in JK. “With the construction of these tunnels, we will be able to cover long distances within shortest possible time,” Gadkari said.

    “In Zojila project, there will be a 7.57 metre high horseshoe-shaped single-tube, 2-lane tunnel, which will pass under the Zojila Pass in the Himalayas between Ganderbal in Kashmir and Drass town in Kargil district of Ladakh,” the Union Minister said. He said that the project includes a Smart Tunnel (SCADA) system, which has been constructed using the New Austrian Tunneling Method.

    “It will be equipped with facilities like CCTV, radio control, uninterrupted power supply, and ventilation. The use of modern technology in this project has saved the Government of India more than 5000 crore rupees as earlier, the project cost was Rs 12000 Crore,” Gadkari said.

    The Union Minister said that the main Zojila tunnel of 13,153 meters with 4 culverts of total length of 810 meters, 4 Nilgrar tunnels of total length of 4,821 meters, 8 cut and covers of total length of 2,350 meters.

    “So far 28 per cent work of Zojila Tunnel has been completed,” he said.

    The Union Minister said that with the construction of this tunnel, there will be all-weather connectivity for Ladakh. “Currently the average travel time to cross the Zojila Pass sometimes takes three hours, after the completion of this tunnel the travel time will come down to 20 minutes. The reduction in travel time will ultimately result in fuel savings,” he said.

    Adding further the Union Minister said that the terrain near Zojila Pass is extremely inhospitable, with many fatal accidents taking place here every year. After the completion of Zojila Tunnel, the chances of accidents will be zero.

    “This tunnel will provide year-round connectivity between the Kashmir Valley and Ladakh, which will be extremely important for the development of Ladakh, promotion of tourism and free movement of local goods,” he said.

    “We are not alone,” Todd Wolfson, general vice president of Rutgers AAUP-AFT, said in an online meeting after the vote. “The strikes that are happening right here in New Jersey and in other parts of the country right now are building on a historic strike wave in higher education.”

    The strike means instruction and non-critical research to “come to a halt” and picket lines will instead go up at the campuses, union leaders said. The workers plan to continue not working until a deal is reached.

    The potential for a strike has loomed over Rutgers since late last year. University faculty and staff from multiple unions had been working without a contract since summer, and they publicly rallied for higher wages and increased benefits while threatening to strike if the school did not “bargain in good faith.”

    In March, with its members still without contracts, unions voted to authorize a strike. Sunday night’s vote took that authorization to the next step as negotiations have stalled.

    “We take this very seriously,” said Rebecca Givan, president of Rutgers’ AAUP-AFT union. “We have bargained and bargained and bargained and bargained and bargained and we’re not getting anywhere, and we need to do something more.”

    The three unions — AAUP-AFT, Rutgers Adjunct Faculty Union and AAUP-BHSNJ — represent about 9,000 full-time faculty, counselors, part-time faculty and others. More than 6,000 other union workers in nine other unions are also seeking new contracts.

    Rutgers’ president, Jonathan Holloway, said it’s “deeply disappointing” to reach this point, especially given the progress the two sides have made recently.

    “We have all been hard at work trying to resolve issues around compensation, benefits, and other terms and conditions of employment,” he wrote in a message to the Rutgers community. “For the past several weeks, negotiations have been constant and continuous. Significant and substantial progress has been made, as I have noted, and I believe that there are only a few outstanding issues. We will, of course, negotiate for as long as it takes to reach agreements and will not engage in personal attacks or misinformation.”

    Union leaders said they were negotiating for contracts that included not just higher wages but guarantees such as equal pay for equal work for adjunct faculty, affordable housing and forgiveness for students’ overdue fees and fines. Although the two sides made some progress the last few days, they were “far apart on many core issues,” Givan said.

    The vote to strike comes amid a national wave of college labor action. A combination of factors — such as declining enrollment, rising costs and the economic fallout of the Covid-19 pandemic — have propelled a labor movement that reached campuses around the country, including pro-union, Democratic states like New Jersey. Democratic Gov. Phil Murphy, a strong supporter of unions, had largely stayed out of the public discourse on Rutgers contract disputes but advocated for the two sides to reach an agreement. He took a more direct approach Sunday night.

    “Rutgers University is one of the nation’s premier institutions of higher learning. I am calling the University and union bargaining committees to meet in my office tomorrow to have a productive dialogue,” he said on Twitter.

    The strike is historic in another way: It would be the first to involve tenured and tenure-track faculty at a Big Ten university, according to the unions.

    Guwahati: President Droupadi Murmu took a historic sortie in a Sukhoi 30 MKI fighter aircraft at the Tezpur Air Force Station in Assam on Saturday.

    She is now the third President and second woman President to undertake such a sortie.

    As the Supreme Commander of the Indian Armed Forces, the President, who is on a three-day visit to Assam, flew for approximately 30 minutes covering the Brahmaputra and Tezpur Valley with a view of the Himalayas before returning to the Air Force Station.

    An official statement mentioned that the aircraft was flown by Group Captain Naveen Kumar, Commanding Officer of the 106 Squadron.

    The aircraft flew at a height of about 2 kilometers above sea level and at a speed of about 800 km per hour.

    Later in the visitor’s book, she expressed her feelings by writing a brief note.

    She wrote: “It was an exhilarating experience for me to fly in the mighty Sukhoi-30 MKI fighter aircraft of the Indian Air Force. It is a matter of pride that India’s defence capabilities have expanded immensely to cover all the frontiers of land, air and sea. I congratulate the Indian Air Force and the entire team of Air Force Station Tezpur for organising this sortie.”

    The President was also briefed on the operational capabilities of the aircraft and the Indian Air Force (IAF).

    She expressed satisfaction on the operational preparedness of the IAF.

    The President’s sortie in the Sukhoi 30 MKI fighter aircraft is a part of her efforts to engage with the armed forces, as the Supreme Commander of the Indian Armed Forces, the statement added.

    Srinagar, Apr 5: Eid prayers at historic Eidgah here are unlikely to be allowed as security establishment has expressed apprehensions about “fomenting of trouble by vested interest to vitiate the peace” in the Kashmir Valley.

    A senior police officer on condition of anonymity told GNS that even though no decision has been taken about holding and otherwise of the Eid prayers, “it was mostly unlike as trouble mongers may use the occasion to foment trouble and vitiate the prevailing peace.”

    “Security clearance for such an occasion is must and police establishment is of the belief that it should not be allowed,” the officer said, adding, “the decision lies with the government.”

    Earlier this week, the Chairperson of Jammu & Kashmir Waqf Board had indicated at holding congregational Eid prayers at historic Eidgah after 2019.

    Talking to media persons at Waqf Office Srinagar on the sidelines of a meeting, Waqf Chairperson, Dr. Darakshan Andrabi had said that “if weather permitted”, Eid prayers will be held at Eidgah. “The (Waqf) Board will initiate necessary cleanliness drive and arrangements for the smooth conduct of congregational prayers at the historic venue,” Andrabi had said.(GNS)

    Hyderabad: The historic step-wells at the Osmania University College of Education (OUCE) campus are all set to be given a facelift by clearing vegetation- garbage, desilting, structural restoration and beautification.

    A neglected stepwell got its due attention after a University College of Education student tweeted to Telangana IT minister KT Rama Rao, who directed his department to take up restoration works in coordination with the University administration.

    Experts who recently revived a stepwell in Bansilalpet, which won the Big 5 Construction Impact Award in Dubai, will be taking up the restoration of this stepwell.

    Hyderabad- based architect and interior designer Kalpana Ramesh, known for her efforts in restoring the stepwell at Bansilalpet, has taken up the initiative to restore the OU campus stepwell.

    Restoration works of the Mah Laqa Chanda Bai stepwell at the varsity have recently been completed, and the management now plans to revive more step-wells on the campus.

    The University’s vice chancellor Prof. D Ravinder and Registrar Prof. P Laxminarayana along with other university officials on Monday commenced the restoration works.

    Prof. Ravinder expressed his happiness that multiple organisations were getting involved to restore the stepwell.

    Over 100 students and volunteers from various organisations joined hands in cleaning the periphery of the stepwell on Monday.

    About two tonnes of legacy waste was removed in and around the two step-wells on Monday by the Lions Club, St Francis College, the Clean Green team and Fenko Matt.

    Talking about her plan, Kalpana Ramesh said that the restoration would have a two-pronged effect in mitigating urban flooding and meeting drinking water needs.

    Kalpana further urged the students from History, Archeology, Geology, Engineering and other departments to be a part of this project which will also be documented in a book.

    Principal, OUCE, Prof. Murthy, Dean, UCE, Prof. Satyanarayana, director EMRC, Prof. T. Mrunalini, professors and students were present for the event.

    Hyderabad: The tomb of Mah Laqa Bai Chanda, a courtesan, poet and a philanthropist who lived between 1768 and 1824, has once again become victim of vagaries of time.

    A young Mah Laqa Bai Chanda had shifted to Hyderabad from Aurangabad. She was brought to Hyderabad by her mother Raj Kanwar Bai during the times of the Second Nizam, Nizam Ali Khan also known as Sikander Jah.  Chanda was a baby with a ‘moon like face’ grew into multi-talented woman. She became a singer, dancer, courtesan and poet. She was also well versed in art of warfare and accompanied the Nizam on a few expeditions. Because of her beautiful looks and talents she had sway over the Nizam and at least three of his highest ranking nobles, all at the same time.  She was granted large tracts of land that stretched from Maula Ali up to Vidya Nagar. The Arts College building of the Osmania University is said to have been built over her jagir.

    The tomb complex after remaining neglected for decades was restored between 2010 and 2011 through the US Ambassador’s Fund for Cultural Preservation. This was the first constructive intervention of the US embassy and subsequently by the US Consulate General in Hyderabad.  The fund was small—only Rs 40 lakh–as compared to the magnitude of the project and had no follow up provision when it was given.

    Its renovated version was opened for public. The renovation was so good that the Indian National Trust for Art and Cultural Heritage acknowledged it by a citation.

    Soon after the renovation the then AP Government decided to declare it a protected monument and the Department of State Archeology was appointed a caretaker.

    But for some unknown reasons the government stopped paying for the monthly salary to the caretaker.  A few months later it cancelled his appointment altogether.

    A recent visit to the tomb complex revealed that it has fallen on bad times one more time. There is no maintenance of the complex.  After this writer went around looking at the condition of complex a person in civilian clothes came in. In an informal chat he said that he is the watchman and looks after the upkeep of the garden areas within the complex. He also does the cleaning of the floor around the graves of Chanda and her mother.

    That chowkidar had nothing to do with the worsening condition of the complex which is not visited by any government officials in long years.

    Asked why the building on the southern side is locked out he said he has no idea about it.  But some visitors to the mosque that is located within the complex revealed that some Shia community leaders had laid claim to complex and had occupied that area.  The police intervened, cleared the place of those persons and locked it up. It happened a few years ago and since then that portion of the complex remains out of public reach.

    “Under the US Ambassador’s Fund, we received about Rs 40 lakh for the restoration work. As it did not cover the garden and mosque, we are trying to rope in other interested organisations for the same,” said Sajjad Shahid, secretary, Centre for Deccan Studies (CDS) that has spearheaded this restoration project had told this writer at that time.

    “CDS decided to take it up because we were drawn by the historicity  and poetry of Mah Laqa Bai and the brilliant architecture of the structure,” had said Scott Kugle, an American historian who was also associated with the restoration project. Kugle had added, “The tomb should be promoted by the state tourism department as a must-see destination of Hyderabad.

    Shahid who is associated with several restoration projects in the city including the Seven Tombs in the vicinity of Golconda Fort said since the government of Telangana is trying to work on many historical projects it should devise means to keep the structures intact.  “Since Mah Luqa Bai Chanda complex is one of the distinct projects, it should be revived and open for public,” he said.

    JAMMU: In a historic achievement J&K is well on target to complete around 2 lakh works under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) this financial year.

    This information was given out in a meeting chaired by Chief Secretary, Dr Arun Kumar Mehta to review the performance of Rural Development Department & Panchayati Raj schemes implemented in the UT of J&K.

    Besides the Administrative Secretary, RD&PR the meeting was attended by the Administrative Secretaries of Agriculture Production and Farmers Welfare Department; Jal Shakti; Forest; PWD; Labour& Employment; IT & Information; Revenue; Health; YS&S; Secretary in RDD; HoDs of Agriculture and Rural Development Departments.

    The meeting was informed that as compared to previous years the Department has this year set a very high target of 2 lakh works for it and the Department is expecting to achieve it also. It was revealed that the in the current financial year so far the Department has generated more than 2.82 Cr person days of work for the inhabitants of the rural population.

    It also came to fore during the meeting that during the past years the number of works completed used to be far less than what has been achieved this year so far. It was given out that during the year 2018-19 the number of works completed under MGNREGA were mere 26,352 and increased  substantially in the coming years.

    The number nearly doubled and reached to 54,311 works in the next year of 2019-20 thereby taking a leap reaching 67,278 in 2020-21, 84,705 in 2021-22 and this year the scheme already crossed 1,71,824 mark in the number of works completed taking a plunge of more than 200% so far, the meeting was informed .

    This remarkable number of completed works has been achieved at the expenditure of Rs 931.16 Cr. It was further given out that the percentage of women person days hovered at around 30.35% thereby extending an opportunity to the women for their empowerment through employment. The meeting was also apprised that nearly 9 lakh persons belonging to around 6.84 lakh households worked under this scheme to earn their livelihood.

    It is pertinent to mention here that the average wage rate per day per person was hiked last year from Rs 213.94 to Rs 226.78 and the payments are made exclusively through online mode directly into the accounts of the workers. Most of the payments had been made in a span of just 15 days after completion of work, the meeting was apprised.

    Regarding the next year plan it was revealed that the Department has proposed around 2,71,474 works which includes 1,07,249 (40%) of works related to natural resources management, 80,522 works of creation of individual assets for vulnerable sections, 82334 works of rural infrastructure besides others.

    The Chief Secretary applauded the Department for this unique achievement and asked them to raise their bar of expectation in the coming years besides efficiency of achieving the targets. He enjoined upon them to utilize this opportunity under the LG administration in bringing about necessary reforms regarding the transparency, responsibility and accountability in the system thereby achieving new heights in serving the people freely as per their expectations and requirements.
