Degrees Obtained In Science Subjects Through Distance Not Valid For Promotion, Higher Studies: SED

    [ad_1]

SRINAGAR: School Education Department Wednesday said that a high level committe at University of Kashmir has categorically resolved that degrees acquired by the candidates in Science subjects via distance mode are neither eligible for appointment as lecturers at Plus-2 level nor for admissions to M.Phill or Ph.D programmes.

Principal Secretary, School Education Department, Alok Kumar said this in reference to the petitions filed by different respondents seeking inclusion in the seniority list of Environmental Science discipline and for promotion to the post of Lecturer Environmental Sciences.

Quoting department news agency KNO reported that, “It has been found that the claim of the petitioners does not merit consideration based upon the observations and findings and as such the claim of the petitioners for their inclusion in the seniority list of Environmental Science discipline and consequent claim for promotion to the post of Lecturer Environmental Sciences is hereby rejected.”

“Environmental Sciences falls within the category of Science Stream where practical are the part of curriculum and therefore such degrees are necessary to be obtained through regular mode only unless such courses are allowed specifically through Distance Mode by Distance Education Council (DEC) or All India Council for Technical Education (AICTE),” reads the judgement.

It also said that the issue regarding validity of degree acquired through distance mode was taken up with the University of Kashmir.

In reference to referral, the Department was conveyed that, “The University in this regard has categorically communicated the decision regarding the distance mode degree, it is resolved by the high level committee that candidates holding masters degree in science subjects awarded through the distance mode from other universities are neither eligible for appointment as lecturers in the Higher Education Department (Plus-2) level nor for admissions to the M.Phill or Ph. D programmes.”

Stating the reason as to why the degrees cannot be perused, KU has said, “The laboratory component which forms an indispensable part of the curriculum and requires a continuous guidance for the whole period of 4 semesters is not given its due importance in the distance mode learning.”

“Hence in light of the facts, it is clearly evident from the records and rules that the distance mode degree of PG in Ecology and Environment is neither recognized by the University nor equivalent to the corresponding PG Degree of Environmental Science, University of Kashmir, Srinagar,” it reads.

Over 30 lakh Indians went abroad during 2017-22 for higher education: Govt

    [ad_1]

New Delhi: More than 30 lakh Indians went abroad for higher education during 2017-2022, the Ministry of Education told Lok Sabha on Monday.

The information was shared by Subhas Sarkar, the Union Education Minister of State, in a written response to a question by JD(U) MP Rajiv Ranjan Singh alias Lalan Singh and others.

“Ministry of Home Affairs’ Bureau of Immigration, maintains departure and arrival data of Indians. But there is no index for capturing the category of Indians going abroad for higher education purpose. Purpose of Indians going abroad for higher education is captured manually based either on their verbal disclosure or the type of visa of the destination country produced by them at the time of immigration clearance,” he said.

Sarkar said 7.50 lakh Indians disclosed their purpose of visit as study or education while going abroad in 2022.

    The number in preceding years was — 4.4 lakh (2021), 2.59 lakh (2020), 5.86 lakh (2019), 5.17 lakh (2018) and 4.54 lakh (2017).

The minister was also asked if it is a fact that the money being spent by Indian students abroad is more than the education budget of the country, and if the government has any proposal to establish “International University of
high standard” to save the said funds.

Responding to this part of the question, Sarkar said, “as of now there is no proposal to set up International University in the country”.

“However, University Grants Commission (UGC) has drafted enabling Regulations to facilitate establishment of campuses of Foreign Higher Educational Institutions in India.

“The draft University Grants Commission (Setting up and Operation of Campuses of Foreign Higher Educational Institutions In India) Regulations, 2023 was placed in the
public domain seeking feedback, suggestions, comments etc from all stakeholders by January 18, 2023. However, in view of the requests received from stakeholders, the last date for receiving comments on the draft Regulations has been extended till February 20,” he said.

IIH to provide higher education, foster research on India’s heritage, conservation: Govt

    [ad_1]

New Delhi: The government has decided to set up the Indian Institute of Heritage in Uttar Pradesh’s Noida which will provide higher education and research on country’s heritage and conservation, the Rajya Sabha was informed on Thursday.

Union Culture Minister G Kishan Reddy was asked whether the government is establishing new central universities of culture in the country, to which he replied, “no” in a written response.

“However, the government has decided to set up ‘Indian Institute of Heritage’
(IIH) as a deemed to be university as per UGC (Institutions Deemed to be Universities)
Regulations, 2019 at Noida, Gautam Buddha Nagar, Uttar Pradesh.

“It will be one of its kind in the country providing higher education and research in the fields of Indian heritage and conservation,” he said in his response.

In July 2021, Reddy had said in a written response in Lok Sabha that the IIH will be a “world-class university” that would focus on the conservation and research in India’s rich tangible heritage, while offering research, development and dissemination of knowledge, excellence in the education of its students and activities associated with heritage that contribute to the cultural, scientific and economic life of India.

The minister was also asked whether it is possible for the government to convert the Manipur Cultural University as a full-fledged central varsity.

Replying to the query, he said, “Ministry of Education has confirmed that there is no such proposal under consideration to convert Manipur Cultural University as a full-fledged central University”.

  • Sensex, Nifty close higher in volatile trade as IT, oil shares recover

Sensex, Nifty close higher in volatile trade as IT, oil shares recover

    [ad_1]

Mumbai: Benchmark BSE Sensex and Nifty closed higher in a highly volatile trade on Monday, riding on the back of a recovery in IT, oil and financial stocks after a two-day fall even as investors remained cautious ahead of the Union budget and policy announcement by the US Federal Reserve.

The 30-share Sensex recovered 169.51 points or 0.29 percent to settle at 59,500.41 as 17 of its constituents ended in the green. During the day, it rose by 313.34 points or 0.52 percent to 59,644.24.

The broader NSE Nifty gained 44.60 points or 0.25 percent to end at 17,648.95 as 29 of its stocks advanced. The index moved in a range of 17,709.15 to 17,405.55 during the day.

Shares of Adani group firms closed on a mixed note with flagship Adani Enterprises climbing 4.21 percent.

However, Adani Transmission dropped 14.91 percent, Adani Green by 20 percent, Adani Total Gas by 20 percent, Adani Power by 5 percent, and Adani Wilmar by 5 percent, a day after the group released a 413-page response to allegations of wrongdoing brought by a US-based short seller Hindenburg Research.

“The response by Adani had a mixed effect on the stock group and market. The saga is likely to continue as a hanging risk in the minds of the investors in the medium-term. Now the focus of the market will be on Budget and Fed policy,” said Vinod Nair, Head of Research at Geojit Financial Services.

“Volatility continued to be the order of the day, as benchmark Sensex gyrated nearly 1000 points intra-day before staging a smart comeback in late trades on selective buying. Two big events, the interest rate decision by the US Federal Reserve and the Union Budget are keeping investors nervous,” said Shrikant Chouhan, Head of Equity Research (Retail), Kotak Securities Ltd.

Among Sensex stocks, Bajaj Finance rose the most by 4.61 percent on positive quarterly results. Ultratech Cement rose by 2.51 percent, Bajaj Finserv by 2.22 percent and NTPC by 1.53 percent.

IT stocks also recovered with HCL Tech rising by 1.85 percent, Infosys by 1.37 percent and TCS by 0.72 percent. Reliance Industries, Maruti, Wipro, M&M, Kotak Bank, Sun Pharma, ICICI Bank also gained.

Among losers, Power Grid fell the most by 3.38 percent, IndusInd Bank by 2.56 percent, L&T by 2.11 percent, Tata Steel by 1.62 percent, HUL by 1.55 percent and Tata Motors by 0.45 percent.

State Bank of India and HDFC were also among the laggards.

In the broader market, the BSE midcap gauge dipped 0.22 percent and smallcap index fell 0.10 percent.

Among sectoral indices, utilities slumped 5.74 percent, power declined 5.30 percent, oil & gas (4.06 percent), energy (3.12 percent), capital goods (1.30 percent) and metal (1.19 percent).

IT, teck, consumer durables, telecommunication, consumer discretionary and commodities were the winners.

Elsewhere in Asia, equity markets in Seoul and Hong Kong ended lower, while Tokyo and Shanghai settled in the green.

European markets were trading lower during mid-session deals. Markets in the US had ended higher on Friday.

International oil benchmark Brent crude dipped 0.25 percent to USD 86.44 per barrel.

Foreign Institutional Investors (FIIs) offloaded shares worth Rs 5,977.86 crore on Friday, according to exchange data.
