    “The curriculum and the standards taught in an academic classroom have nothing to do with the school’s compassion and being able to provide services to individual students,” Education Commissioner Manny Diaz said at the meeting in Tallahassee. “They’re not being shunned, none of this is being addressed here.”

    “We shouldn’t be asking our teachers to be teaching mental health or providing that,” Diaz added. “They should be more of a conduit to pass that on.”

    Gov. Ron DeSantis, who is expected to announce a bid for president soon, defended last year’s “Don’t Say Gay” legislation and signed it into law in March 2022, saying at the time that “In Florida, we not only know that parents have a right to be involved — we insist that parents have a right to be involved.” At the time, Democrats and LGBTQ advocates decried the law and warned that it could marginalize LGBTQ students and their families.

    DeSantis’ support for the legislation also sparked a yearlong fight with the Walt Disney Co., which opposed the bill and law. The governor pushed the GOP-controlled Florida Legislature to curtail the California-based entertainment giant’s authority over its central Florida theme parks, though the company and state are still feuding over it.

    The changes backed Wednesday bolster a rule the board initially established in October carrying out the controversial bill from last year. This policy outlined that teachers “shall not intentionally” lead instruction on sexual orientation or gender identity in kindergarten through grade 3.

    Now, it stipulates that instruction on those two topics is also prohibited in pre-kindergarten and grades 4-12 unless the lessons are required by state standards or required for a reproductive health course, which parents can opt-out students.

    These provisions are baked into Florida’s professional code of conduct for educators that are meant to hold teachers accountable. As such, the state education commissioner can pursue disciplinary action against the license of any teacher who violates that code, including the expansions approved Wednesday.

    LGBTQ advocates opposed the rule change, contending it unfairly targets and bullies the LGBTQ community. They also argued that it puts the careers of educators in jeopardy for violating what some consider vague policies.

    “This rule is by design a tool for curating fear, anxiety and the erasure of our LGBTQ community,” Joe Saunders, former state legislator and Equality Florida’s senior political director, told the board Wednesday.

    The rule also had its supporters at the meeting, including conservative groups such as the Christian Family Coalition, Florida Citizens Alliance and Moms for Liberty. Members of Moms for Liberty contended the policy would strengthen relationships between parents and their children, and that it’s necessary to ensure teachers are leading lessons approved by the state.

    “The crowding out of academic learning, which his already deficient, by inappropriate sexual classroom content should be considered educational malpractice,” Yvette Benarroch, who leads the Collier County chapter of Moms for Liberty, told the board.

    The parental rights expansions approved by the state board go beyond grade-level scope of legislation GOP lawmakers are currently advancing in the Legislature.

    One bill that already passed the House, FL HB1069 (23R), would broaden the state’s prohibition on teaching about sexual identity and gender orientation from kindergarten through third grade to pre-K through eighth grade. It also restricts how school staff and students can use pronouns on K-12 campuses.

    The measure is part of the push by Florida conservatives to uproot what they say is “indoctrination” in schools and is one of several bills taken up this session focusing on the LGBTQ community and transness.

    SRINAGAR: The High Court of Jammu and Kashmir has quashed the detention of Ashiq Hussain Teli, a resident of Watrina Bandipora who was lodged in Agra jail under the Public Safety Act (PSA).

    Teli, who worked as a cook, was arrested by police in Bandipora in January 2022 on charges of stone-pelting.

    However, his lawyer, Advocate Bashir Ahmed Tak, argued that the detaining authority did not attribute any specific allegation against Teli and that he was arrested on old cases and fake charges.

    Justice Sanjay Dhar, presiding over the case, ordered Teli’s release from the Agra Jail.

    London: Global demand for oil this year is on track to rise to a record 101.9m barrels per day as China leads an economic surge among developing nations, the world’s leading energy body has forecast, a media report said.

    The International Energy Agency’s predicted daily average for 2023 is 2m bpd higher than last year’s figure. The price of a barrel of oil rose from $85.62 to $86.10 on Friday morning after the IEA’s report was published, The Guardian reported.

    The agency warned that a recent decision by the world’s biggest oil exporters to cut their production could drive oil prices higher, in a blow to efforts to reduce inflation and reset economic growth in developed countries, The Guardian reported.

    “This augurs badly for the economic recovery and growth,” the IEA said. “Consumers confronted by inflated prices for basic necessities will now have to spread their budgets even more thinly.”

    Oil market prices soared by $7 a barrel earlier this month after OPEC, led by Saudi Arabia, and other allied oil-producing nations, led by Russia, agreed to deepen their production cuts to 2m bpd this year despite concerns that China’s economic rebound could drive higher demand for oil, The Guardian reported.

    The move has angered western leaders because higher oil prices would make it harder for major economies to return to growth, and would provide extra revenues for the Kremlin as its war against Ukraine continues.

    The expected increase in global oil demand has also dashed hopes among climate campaigners that the Covid-19 pandemic had hastened the end of the world’s rising oil demand.

    London: A University of Oxford developed and Serum Institute of India (SII) manufactured and scaled up “high efficacy” malaria vaccine has been licensed for use in Ghana by Africa’s Food and Drugs Authority, the university announced here on Thursday.

    The R21/Matrix-M vaccine, leveraging Novavax’s adjuvant technology, has been approved for use in children aged 5 to 36 months the age group at the highest risk of death from malaria. It marks the first regulatory clearance for the R21/Matrix-M malaria vaccine for use in any country.

    “This marks a culmination of 30 years of malaria vaccine research at Oxford with the design and provision of a high efficacy vaccine that can be supplied at adequate scale to the countries who need it most,” said Professor Adrian Hill, Chief investigator of the programme and Director of the Oxford University’s Jenner Institute at the Nuffield Department of Medicine.

    “As with the Oxford-AstraZeneca COVID-19 vaccine, our partnership with the Serum Institute of India has been key to successful very large-scale manufacturing and rapid development,” he said.

    The R21/Matrix-M malaria vaccine is a low-dose vaccine that can be manufactured at a mass scale and modest cost, enabling as many as hundreds of millions of doses to be supplied to African countries which are suffering a significant malaria burden.

    “Malaria is a life-threatening disease that disproportionately affects the most vulnerable populations in our society and remains a leading cause of death in childhood. Developing a vaccine to greatly impact this huge disease burden has been extraordinarily difficult,” said Adar Poonawalla, CEO of the Serum Institute of India.

    “The licensure of the R21/Matrix-M Malaria Vaccine for use in Ghana is a significant milestone in our efforts to combat malaria around the world. We remain steadfast in our commitment to scaling up production of the vaccine to meet the needs of countries with high malaria burden and to support global efforts towards saving lives,” he said.

    The R21/Matrix-M vaccine was initially designed and developed at the University of Oxford and has undergone clinical trials in the UK, Thailand, and several African countries, including an ongoing Phase III trial in Burkina Faso, Kenya, Mali and Tanzania that has enrolled 4,800 children. Results from these trials are expected to be reported later this year.

    The vaccine contains Novavax’s Matrix-M, a saponin-based adjuvant that enhances the immune system response, making it more potent and more durable. The Matrix-M adjuvant stimulates the entry of antigen-presenting cells at the injection site and enhances antigen presentation in local lymph nodes. This technology has also been used in Novavax’s COVID-19 vaccine and is a key component of other development-stage vaccines.

    John C Jacobs, President and Chief Executive Officer, Novavax said: “We’re thrilled that Novavax’s Matrix-M adjuvant has contributed to the success of this promising and much-needed malaria vaccine.

    “It is our intention to unlock the potential of our adjuvant, both in the near term and over time, to continue to improve public health.”

    Meanwhile, SII is said to have already established potential manufacturing capacities of more than 200 million doses annually. The scientists behind the project see this as a critical step towards reducing over half a million malaria-related deaths annually and improving the health outcomes of millions of people in Africa and beyond.

    SRINAGAR: Union Home Minister Amit Shah is set to chair a high-level meeting in the national capital on Thursday to review the security situation in Jammu and Kashmir. The meeting is expected to be held at 3 pm in the North Block office of the Ministry of Home Affairs.

    As per media reports, the meeting will be attended by Jammu and Kashmir Lieutenant Governor Manoj Sinha, Home Secretary Ajay Bhalla, Director General of Police Jammu and Kashmir Dilbagh Singh, and other senior officers from the Ministry of Home Affairs and Central Armed Police Forces. Director Intelligence Bureau Tapan Deka and Central Central Reserve Police Force Director General SL Thaosen will also be present.

    The purpose of the meeting is to review the functioning of the security grid and various aspects related to security, and to give necessary directions to follow the policy of zero tolerance against terrorism. Matters related to various developmental works being implemented in Jammu and Kashmir are also expected to be on the agenda.

    The meeting comes amid an encounter that broke out between terrorists and security forces at the Chakoora area of Shopian in south Kashmir. Over the years, several civilians and security force personnel have been targeted by militants in Jammu and Kashmir, and many personnel have lost their lives in such attacks.

    This is not the first time the Home Minister has reviewed the security situation in Jammu and Kashmir. In October last year, he visited the Union Territory for three days and held a review meeting. He also held a review meeting in New Delhi on December 28, 2022, over the security situation and development aspects of Jammu and Kashmir.

    U.S. consumer inflation eased in March, with less expensive gas and lower food prices providing some relief to households that have struggled under the weight of surging prices for nearly two years.

    The government said Wednesday that consumer prices rose just 0.1% from February to March, down from 0.4% from January to February and the smallest increase since December.

    Measured from a year earlier, prices were up just 5% in March, down sharply from February’s 6% year-over-year increase and the smallest rise in almost two years. Much of the drop resulted from price declines for goods such as gas, used cars and furniture which had soared a year ago after Russia’s invasion of Ukraine.
