Andhra Pradesh CM launches helpline to redress people’s grievances

    [ad_1]

Amaravati: Andhra Pradesh Chief Minister Y. S. Jagan Mohan Reddy on Tuesday launched a new programme, ‘Jaganannaku Chebudham’ aimed at redressing individual grievances pertaining to government services or schemes.

The Chief Minister launched a toll-free helpline number 1902 which allows citizens to directly call and raise their individual problems with the Chief Minister’s Office.

It is an upgraded version of ‘Spandana’ that aims to proactively reach out to citizens, gather their grievances in a focused manner, and address them in a mission mode. The Chief Minister launched this initiative in the presence of over 1 lakh government officials who were connected via a video call that was arranged in all village and ward secretariats across districts.

“Climbing the ladder brings with it great responsibility. I am not here to rule, but to serve. Starting with me, every government official from top to bottom will be at your service through Jaganannaku Chebudham,” Jagan Mohan Reddy said in his address.

Reiterating his government’s commitment to the public, he said: “The government is moving towards finding a solution to every problem that a citizen can have. This grievance redressal helpline under the Jaganannaku Chebudham program aims to resolve individual grievances relating to any government service or schemes in the most effective manner. Calling 1902 brings the grievance directly to my attention and I consider your problem as mine.”

With this toll-free number, individuals can quickly and easily raise governance-related grievances that are impacting them and their families. In addition to lodging grievances, citizens can also make inquiries about government services and welfare schemes from the comfort of their own homes.

The government claimed that through this initiative it has provided an effective option for individuals to simply call and share their concerns directly with the CM’s Office.

The government has also formed PMUs (Project Monitoring Units) to ensure timely and effective resolution of citizens’ issues. These special monitoring teams will work at various levels of government from the state-level to the mandal-level to regularly follow up and monitor the redressal process.

These teams are directly scrutinized by the Chief Minister’s Office, ensuring that every grievance receives the attention and action it deserves. With the support of PMUs, the government aims to address all citizen grievances raised on the helpline to be promptly taken up by the authorities concerned with the utmost care and attention. The citizens are also given a follow-up feedback call after their grievance has been resolved, officials said.

Furthermore, if a citizen feels that their issue needs to be revisited, the government will reopen the case and escalate it to a senior officer to ensure that every concern is addressed in the best possible manner, they added.

Atleast 20 dead since May 3

At least 20 people have lost their lives in Manipur carnage since May 3, a government official said here on Saturday.

Manipur government’s newly appointed security advisor Kuldiep Singh, a former CRPF Chief, said that at least 18 to 20 people were killed in the series of ethnic violence in different districts of the state.

“Over 100 people were injured in these countless attacks. Over 500 houses, a large number of vehicles, shops and other properties were either burnt down or damaged in these attacks, arsoning, vandalisation since May 3,” Singh, a retired IPS officer, told the media in Imphal.

He said that 23 police stations in different districts were identified as “most vulnerable” and the Army and Central Armed Police Forces were adequately deployed in these areas.

However, unconfirmed reports have put the toll between 50 and 55.

Army and Assam Rifles flag marches have been continued in more than four districts, specially in the most volatile Churachandpur district, he added.

In view of the prevailing widespread unrest in the state, the Central Government in a significant move has imposed Article 355 in the state to control the situation.

Article 355 is a part of emergency provisions contained in the Constitution that empowers the Centre to take all necessary steps to protect a state against internal disturbances and external aggression.

Director General of Manipur Police, P. Doungel while talking to the media said that after reviewing the overall situation, Article 355 has been imposed in the entire state allowing the Centre to take all necessary steps to bring the situation under control and protect the lives and properties of the people.

The police chief said that some miscreants looted arms from a police station in Bishnupur district and he urged them to return the same failing which stern action would be initiated against them.

“The situation in Manipur is expected to be brought under control in a day or two,” the DGP said.

A defence spokesman said, “Indian Air Force ferried additional Army and Paramilitary troops from two airfields in Assam employing C17 Globemaster and AN 32 aircraft. Domination and evacuation of civilians of all communities from affected areas continued.”

The Manipur government on Thursday appointed Additional Director General of Police (Intelligence) Ashutosh Sinha as the overall Operational Commander to control the situation and bring normalcy to the state.

Police said that over 25,000 affected people of different communities have been evacuated and sheltered in safer places. “We urge the people not to fall prey to any rumour and if they need any assistance contact the nearby police stations and the government authorities,” Sinha said.

Meanwhile, more than five Deputy Inspector General (DIG) rank officers and seven senior superintendents of police (SSP) and SP-rank officers of the CRPF have been tasked to coordinate the deployment of various security forces in violence-infested Manipur.

A senior official of Manipur Home Department said that Union Home Minister Amit Shah is closely monitoring the situation in Manipur round the clock.

More than 600 people fled to neighbouring Assam

People of different ethnicities have crossed the inter-state border, and taken shelter at Lakhinagar panchayat area of the district, they said.

Violence had erupted in Torbung area in Manipur’s Churachandpur district during a ‘Tribal Solidarity March’ on Wednesday to protest the demand of Meiteis for Scheduled Tribe(ST) status and escalated throughout the state.

Meiteis account for about 53 per cent of the population in Manipur and live mostly in Imphal Valley. Tribals, who include Nagas and Kukis, account for another 40 per cent of the population and live mostly in the hill districts which surround the valley.

Imphal Valley remained peaceful but tense on Friday. There were, however, intermittent gunfights between militant groups and security forces reported from the hill districts surrounding the valley.

The Manipur government has given ‘shoot at sight’ orders to contain the violence and Chief Minister N Biren Singh has said the violence was a result of “misunderstanding” in the society and that his administration was taking all measures to bring the situation under control.

  • JK’s Tele MANAS Mental Health Helpline Receives Over 10,000 Calls

    [ad_1]

SRINAGAR: In a significant achievement towards providing quality mental healthcare for all, the UT level Tele-Mental Health Assistance and Networking Across States (Tele-MANAS) cell, established at the Institute of Mental Health and Neurosciences (IMHANS) in Srinagar, has received more than 10,000 calls since its launch in Jammu and Kashmir on November 4, 2022.

The first-of-its-kind mental health helpline is a three-tier system that has mental health counsellors, clinical psychologists, and psychiatrists available for patients’ calls. Doctors at IMHANS informed that since its launch, they have received 10,000 calls related to stress, drug addiction, suicidal tendencies, and anxiety.

Secretary of Health and Medical Education (H&ME), Bhupendra Kumar, elaborated on the significance of the Tele-MANAS cell in the UT, saying that telemedicine is a broader concept and teleconsultation is part of it. “People can call on the toll-free number and seek advice on mental health issues. Since its launch, the number of calls has increased, and the quality of calls has also. People who took the first consultation are calling for follow-ups also with psychologists and psychiatrists,” he said.

The Secretary added that Tele-MANAS would also be linked to the e-Sehaj portal where doctors can prescribe medicine. “We want people to use this facility, and Tele-MANAS is the way forward. It is more important for remote and far-off places where there is a shortage of doctors and specialists,” he added.

Mission Director, NHM J&K, Ayushi Sudan, said there is a lot of stigma attached to mental health issues and, with Tele-MANAS, people are coming forward with these issues. “The individual calls reach one or two hours, and it is available 24/7. A lot of mental health issues occur during nighttime. We have been able to cover a lot of people. It is accessible and free. We want to expand it in the future at the district level as well,” she said.

Ayushi Sudan said the NHM J&K is also planning to expand mental health coverage across the districts to cover mental health issues, but the approach may be different from Tele-MANAS. “We will be having district mental health plans. Tele-MANAS is beginning in our initiative. We are also planning to integrate the suicide helpline,” she said.

As an extension to the service delivery framework of the existing Tele-MANAS helpline, they have developed the Tele-MANAS Chatbot, the first of its kind in the entire country. It will enable users to chat directly about their basic mental health problems for a solution, and subsequently, patients can be referred to the Tele-MANAS cell.

Dr. Qazi Haroon, State Program Manager Mental Health J&K, said Tele-MANAS is being linked to the District Mental health program across all the districts of JK UT. A comprehensive communication strategy/IEC formulated has actually helped us to reach so extensively to common people in such a short period.

Pertinently, J&K stands at rank 2 in the whole country as far as daily calls received by Tele-MANAS Cells are concerned.(GNS)
