    Chandigarh: Haryana Chief Minister Manohar Lal Khattar on Tuesday said his government is not afraid of criticism and will keep introducing governance reforms.

    His comments came in the wake of opposition parties targeting the state government’s flagship Parivar Pehchan Patra (family ID) scheme and several sarpanches opposing the e-tendering system in development works in rural areas.

    “We are not afraid of criticism, will keep introducing governance reforms. We took challenge of bringing changes in system. We will not be deterred by the opposition to our good works,” he said in his two-hour reply to the debate on the Budget in the state assembly.

    The CM, who also holds the finance portfolio, had presented the state Budget for 2023-24 in the assembly last month.

    The Budget was unanimously passed in the House after the chief minister’s reply on its estimates.

    Khattar had on February 23 presented the Rs 1.83 lakh crore Budget, announcing many new initiatives while laying emphasis on various sectors especially social and agriculture and also proposed no fresh tax.

    During his reply, Khattar announced that now MLAs can spend an amount of Rs 2 crore being given under the ‘Vidhayak Adarsh Gram Yojana’ for the development works in the urban areas as well.

    “Earlier the MLA used to spend the said grant in rural areas only but now this amount can be used for the development works in the urban areas as well,” he said.

    He also announced to rename this scheme as ‘Adarsh Nagar Evam Gram Yojana’. The director, panchayat will be the nodal officer for this, he said.

    Khattar also announced that the women’s college to be constructed at Balsamand, Hisar will be named after former chief minister late Bhajan Lal.

    He also said that apart from already announced 4,000 playway schools in the year 2022-23, an additional 4,000 such schools would be further opened in the state.

    He took on Leader of the Opposition Bhupinder Singh Hooda, who was not present in the House due to illness, saying the former CM has been giving contradictory figures about state debt.

    The CM also touched upon steps taken for water conservation. Water table is going down every year, he said, while adding the government has started several schemes to conserve water.

    During Khattar’s reply, some Congress members kept interrupting him on various issues.

    He sought to clarify the definition of debt, and said that in the public debt three different heads are included. The Opposition should not confuse one with the other while calculating the final debt figures, he said.

    The State Public Enterprises loan figure in 2014-15 was Rs 69,922 crore, while in the year 2021-22, the figure was Rs 47,211 crore. The debt graph of the state at present has declined, he claimed.

    Khattar said Haryana is in the third position in the country in terms of investments after Karnataka and Maharashtra.

    The chief minister said that for 2023-24, Rs 7,314 crore was allocated for agriculture and allied sectors, which is 3.9 per cent of the total Budget.

    He stated that in 2014-15, the total allocated budget for this sector was Rs 2,156 crore which was only 3.4 per cent.

    Responding to an issue raised by the Opposition regarding why Haryana gets less financial help from the Centre as compared to neighbouring states, the chief minister said the Centre follows the formula that “the more progressive a state is, lesser the financial grant will be”.

    He said the government is focused on making panchayats and civic bodies financially independent. They have been directed to prepare their budgetary allocation and ensure the same is spent on carrying out various development works, he said.

    Khattar also said that the local audit system would be meticulously implemented. Whatever public money will be spent on development works, local audit would be conducted for the same, said the chief minister.

    He said that before finalizing the Budget, suggestions from all the stakeholders were taken, and out of around 700 suggestions, those which were feasible have been incorporated.

    Chandigarh: With a manhunt underway for radical Sikh preacher and Khalistan sympathiser Amritpal Singh in Punjab, Haryana has intensified checking of vehicles along the border with the neighbouring state.

    Punjab Police on Saturday launched a major crackdown against Amritpal and suspended internet and SMS services till Monday noon. It has arrested 78 members of ‘Punjab Waris De’, an outfit headed by him.

    At the Shambhu border with Punjab, Ambala police have been put on high alert, officials said on Sunday.

    Additional checkpoints have been set up and a large number of police personnel have been deployed there, they said.

    In some other districts too, including Kurukshetra, Kaithal and Sirsa, which share borders with Punjab, police are maintaining strict vigil and have intensified checking of vehicles, they said.

    CIA-1 incharge of Ambala police Harjinder Singh, who was present at the Haryana-Punjab border near Shambhu, said the situation is normal and peaceful but police are maintaining a vigil.

    In Punjab, security forces conducted flag marches at several places in the state, including Amritsar, Jalandhar and Ludhiana.

    Dubai-returned Amritpal was last year anointed the head of ‘Waris Punjab De’, which was founded by actor and activist Deep Sidhu who died in a road accident in February last year.

    Last month, Amritpal and his supporters, some of them brandishing swords and guns, broke through barricades and barged into Ajnala police station on the outskirts of Amritsar city, and clashed with police for the release of one of his aides. Six policemen were injured in the incident.

    Punjab Police filed an FIR on February 23 in connection with the incident.

    Chandigarh: The Aam Aadmi Party on Saturday launched a mega membership drive in Haryana, under which it plans to enroll 10 lakh members over the next one month.

    Senior AAP leader and party’s Haryana affairs in-charge Sushil Gupta said party workers will cover every nook and corner of the state during the month-long membership drive.

    “Our aim is to enroll 10 lakh new members within a month,” Gupta told reporters here.

    AAP leaders Anurag Dhanda, who was present at the launch, said while party volunteers will be going to every town and village, people can also become a member by giving a missed call on a mobile number, which has been launched for the purpose.

    “Every worker of the party will go to every village and every ward. In the next one month, the policies of Aam Aadmi Party will be disseminated to every person of the state. All 90 assembly constituencies will be covered by party workers.

    “People can also give a missed call on mobile number 76500-88000 and can become active member,” he said.

    The party is aiming to build a strong organisational structure in Haryana, where it will be fighting next year’s assembly polls, Dhanda said.

    Sushil Gupta said that AAP is the only viable alternative in the political scene of Haryana, where people want good education, better health facilities, a corruption-free governance, and good job opportunities.

    He hit out at the BJP-JJP government in the state, saying crime, drug addiction, and unemployment has increased in the state under its rule.

    Party leaders Ashok Tanwar and Nirmal Singh were also present at the launch.

    Chandigarh: Chief Minister Manohar Lal Khattar on Friday said that Haryana, which was once infamous for female foeticide, is now celebrating the birth of every girl child and today, there are 923 girls for every 1,000 boys in the state.

    All this has become possible because of Prime Minister Narendra Modi’s ‘Beti Bachao, Beti Padhao’ campaign which was launched in Panipat on January 22, 2015, he said.

    “The state government, social organisations, khap panchayats, NGOs, and Education, Women and Child Development and Health departments have made tireless efforts to improve the sex ratio in Haryana. Besides, police ensured strict action against those involved in female foeticide.

    “It is only because of these dedicated efforts that today there are 923 girls for every 1,000 boys in Haryana. In 2014, there were 871 girls for every 1,000 boys,” Khattar said.

    Haryana, which was once infamous for female foeticide, is now celebrating the birth of every girl child, he said.

    Speaking at a state-level ‘Samman Samaroh’ in Karnal, the chief minister honoured women who have made remarkable contributions in various fields like education, culture, defence, singing, medicine, social welfare, sports, aviation and mountaineering.

    He honoured some women with the Sushma Swaraj Award, the Indira Gandhi Mahila Shakti Award and the Kalpana Chawla Shaurya Puraskar.

    He also awarded cash prizes to the deputy commissioners of Fatehabad, Ambala, and Jind for the improvement of sex ratio in their districts, according to an official statement.

    The representation of women in police has increased from 6 per cent in 2014 to 10 per cent today. The target is to take it to 15 per cent in the coming years, Khattar said.

    “They say that behind every successful man, there is a woman. My mother has played a big role in my success,” he said.

    He said after he cleared his matriculation exams and wanted to study further, his father did not support him but his mother gave him Rs 300 for his college admission.

    “I dedicate my success to my mother. If she had not given me the money for further studies, then I might have not reached this position,” he added.

    The chief minister also said that International Women’s Day should be celebrated as ‘Mahila Samman Diwas’.

    Chandigarh: The Haryana Sikh Gurdwara Parbandhak Committee will manage the historic gurdwaras in the state and the government will extend all cooperation and assistance, Chief Minister Manohar Lal Khattar said on Wednesday.

    “…If the Haryana Gurdwara Parbandhak Committee needs any cooperation from the (state) government, including construction of educational institutions and hospitals, it will be provided,” Khattar said.

    Last year, the Supreme Court upheld the constitutional validity of the Haryana Sikh Gurdwara (Management) Act, 2014, under which a separate committee was formed to manage gurdwaras in Haryana.

    However, the Shiromani Gurdwara Parbandhak Committee — the apex religious body of Sikhs — has rejected the committee.

    Khattar was speaking after paying obeisance at Sri Thada Sahib Gurdwara in Yamunanagar, according to an official statement issued here.

    Haryana Sikh Gurdwara Parbandhak Committee chief Baba Karmjit Singh felicitated Khattar with a ‘siropa (robe of honour)’.

    During the occasion, Khattar also extended his greetings on International Women’s Day.

    A video showing two men reportedly stealing flowerpots set up for the impending G20 meeting in Haryana’s Gurugram went viral on Tuesday, forcing the city’s development administration to take action against the offenders.

    “It (viral video) has come to our cognizance and action will be taken against them,” SK Chahal, Joint CEO of Gurugram Metropolitan Development Authority told news agency ANI.

    DC Gurugram responded to the tweet and asked the city police to look into the matter.

    The one-minute video shows the two men standing alongside their car, which has a VIP number plate, in Gurugram’s Shankar Chowk, picking flowerpots one after the other and storing them in the trunk.

    At the moment of posting, the video had received over 5 lakh views and over 3500 ‘likes’ on Twitter. Hundreds of comments were left on the post, with many poking fun at the situation and others highlighting the price of the car featured in the video.

    According to District Commissioner (DC) Nishant Kumar Yadav, representatives from 39 nations are anticipated to attend this event where they will discuss the anti-corruption initiatives implemented in their nations, the degree to which they were successful in reducing corruption, and what else needs to be done.

    Thane: All India Majlis-e-Ittehadul Muslimeen chief Asaduddin Owaisi on Saturday attacked the Narendra Modi government for going soft on ‘gau rakshak’ vigilante groups claiming these serve the purpose of the Bharatiya Janata Party.

    Speaking to reporters in Navi Mumbai, where the national executive meeting of his party is being held, the Lok Sabha MP from Telangana also said alliances for the upcoming civic polls, as well as Lok Sabha and Assembly polls in Maharashtra next year will be decided in due course.

    Referring to the killings of two men from Rajasthan in Haryana on February 16, Owaisi said the Modi government had given a long rope to such ‘gau rakshaks’ (cow protectors).

    Nasir and Junaid, both residents of Ghatmeeka village in Bharatpur district of Rajasthan, were allegedly abducted by cow vigilantes on February 15 and their bodies were found in a charred car in Loharu in Haryana’s Bhiwani the next day.

    An FIR was registered on February 16 at Gopalgarh police station against five people under Indian Penal Code sections 302 (murder) 143 (unlawful assembly), 365 (kidnapping), 367 (grievously hurt after kidnapping) and 368 (wrongfully keeping in confinement) and 201 (causing disappearance of evidence).

    “This is nothing but state sponsored violence against Muslims. The activities of such groups further the purpose of the BJP. They (BJP) want to create hatred against Muslims,” Owaisi said.

    The Modi government can take action against the BBC for an adverse documentary, an apparent reference to Income Tax department searches against the new agency, while such “terror groups” go untouched, Owaisi alleged.

    Members of the Muslim community were attacked in two separate incidents on allegations of cow smuggling and beef consumption in Haryana and Bihar respectively.

    Haryana

    Two Muslim youths – Saleem and Mujahid – had gone to Manpur village to buy cattle. Saleem and Mujahid sell cattle to zamindars for a living.

    “Suddenly someone shouted, ‘These two are Muslims’ and we were surrounded by men with axes,” Saleem alleged.

    On seeing the mob, Mujahid said that he started his motorbike but was attacked. “My bike fell to the ground. I ran away to save my life,” Mujahid alleged. Saleem however could not escape. “They tried to aim my head but I raised my hand and got cut. I also got hit on my legs,” he alleged.

    According to Saleem, he heard one of them shouting, “Take him to the room and electrocute him.”

    “I remember one of my attackers is the nephew of the sarpanch,” Saleem said adding, “They took away my watch and Rs 50,000.”

    Fortunately, a man, who was also a Hindu, went to save Saleem. He asked the attackers to stop and told Saleem to run. “He was also a Hindu. He told the attackers that he knows me and asked me to leave the place,” Saleem said.

    Later Saleem lodged an FIR at the Mundkani police station.

    However, Siasat.com spoke to Mundkani police who although agreed there was an FIR lodged by Saleem but denied any such incident took place.

    “There was a small fight between Saleem and the accused – Manish. An FIR was registered and Manish was arrested yesterday,” the police said.

    Manish is currently on bail, police added.

    Saleem and Mujahid are residents of Roopraka village in Haryana. Saleem has six children, the oldest being nine years old.

    Bihar

    On February 20, police arrested a 58-year-old Muslim man – Ansarul Sheikh – on charges of allegedly carrying beef. A video has emerged on social media from Raxaul, Bihar, where a distraught Sheikh can be seen begging a mob that it is not cow’s meat, but buffalo’s.

    A case was registered against Sheikh and he was produced before the court that sentenced him to jail. Sheikh is currently lodged in Motihari jail.

    Siasat.com spoke to Raxaul police station when officials said that the investigation is still on. “We have sent the meat sample to the veterinary doctor who is yet to confirm if it is cow’s or buffalo’s meat,” police said.

    Gurugram: Multiple schemes were announced for Gurugram in Haryana Budget presented by Chief Minister Manohar Lal Khattar on Thursday.

    The Chief Minister while presenting the budget for the financial year 2023-24 said that the Gurugram Metro project has been approved by the Public Investment Board and the construction of Gurugram Metro will start this year as soon as the final approval of the Union Cabinet is received.

    Similarly, a proposal was also made to start new metro links for Gurugram city in the coming financial year. Khattar announced the commencement of work on the metro link from Rejangla Chowk to IGI Airport in Delhi, Southern Peripheral Road (SPT) to Global City, Panchgaon via Manesar.

    He also announced the construction of a 700-bed state-of-the-art multi-speciality district hospital in Gurugram which is under construction.

    It was informed in the budget that the Employees’ State Insurance Corporation (ESIC) has given in-principle approval for setting up a new dispensary at Pataudi. For this project, land has been provided to ESIC for a new 500-bed hospital in Manesar.

    In the budget, Khattar made announcements for the expansion of public transport services in Gurugram. A multi-modal bus port will be built in Gurugram and a city interchange terminal will be set up.

    Along with this, city bus services will be expanded in Gurugram and Manesar. Khattar further noted that 26 acres of land have been made available for the proposed Helihub in Gurugram.

    The opening of two new state-of-the-art Veterinary Pet Clinics in Faridabad and Gurugram was announced by the Chief Minister during the budget speech. Model district-level e-libraries with digital content and maximum facilities will be opened in six districts of the state including Gurugram.

    Regarding the Jungle Safari to be built in Gurugram and Nuh district, the Chief Minister said that the country’s largest Aravalli Park will be developed in partnership with the Union Ministry of Environment, Forest and Climate Change and the Central Zoo Authority.

    Terming the budget 2023 growth-oriented, the Gurugram industry welcomed it.

    “The vision of the Chief Minister towards industries is commendable. A budget provision of Rs 1442 crore has been made for industries that will help the industry recover from the covid-induced challenges,” Deepak Mini from the Federation of Indian Industry said.

    “The mantra adopted in the budget for the upliftment of Haryana reflects the Chief Minister’s vision of a prosperous Haryana. The increase in allocation for industries, the announcement of the Kaushal Mitra Fellowship for the skill development of the youth, as well as the announcement of setting up a venture fund in collaboration with banks and financial institutions to set up new startups are commendable steps,” K.K. Gandhi, President Industrial Development Association, Sector 37 said.

    “In the budget, the Chief Minister’s vision touches every section of the state which includes transportation, education, skill development programmes and infrastructures which is commendable,” Kamal Yadav, BJP State Executive Member said.
