TN adopts resolution to fix time frame for Guvs to approve bills

Chennai: The Tamil Nadu assembly on Monday adopted a resolution urging the Union government and the President to ‘fix a time frame’ for the Governors to give assent to bills that were passed by the House.

The resolution was moved after suspending certain provisions of rule 92(7) and 287 of the Tamil Nadu legislative assembly. The special resolution which needs 3/4th of the votes to be moved in the House was allowed by the Speaker with 144 of the 146 members in the house voting for it.

The AIADMK walked out of the House while BJP MLAs, C. Saraswathi and M.R. Gandhi voted against the resolution.

Chief Minister M.K. Stalin while moving the resolution lashed out against the Tamil Nadu Governor R.N. Ravi and said that the Governor was making it a habit to speak against the state government whenever the Prime Minister was in the state or when he (Stalin) was in New Delhi.

Stalin, while speaking in the House, said, “I don’t want to give a point-by-point rebuttal to the Governor and make the House a political forum. But we can’t remain mute spectators, if the Governor attempts to disturb the House with political intent.”

He also said, “Two resolutions had to be moved against the Governor in a single budget session. Governor has created the compulsion by acting with political intent. Those who must realise it must realise it. This will be the day for realisation. Governor is not ready to be a friend of the people of Tamil Nadu.”

The Tamil Nadu Chief Minister said, “I will not say that the Governor does not know the Constitution. But his political loyalty has superseded his loyalty to the Constitution. Hence he is publicly criticising the policies of the government in violation of the Supreme Court orders.”

Kerala HC quashes Guv’s order withdrawing 15 senate members

    [ad_1]

Kochi: In a huge set back to Governor Arif Mohammed Khan, the Kerala High Court on Friday quashed his order which withdrew 15 nominated senate members to the University of Kerala.

Khan, who is also the chancellor of universities in the state, took the decision to withdraw in October last year, after the nominated senate members by him refused to heed to his directives.

It was against this order that a few senate members who lost their membership approached the high court and after a long drawn legal battle, the court quashed the order.

Congress spokesperson and former senate member Jyothikumar Chamakala said that this directive from the court was expected.

“The Chancellor (Governor) made a mistake of withdrawing four ex-officio members also, which though nominated by him, he doesn’t have the authority. The remaining 11 members can be Aremoved by him, but he did the mistake of removing all 15. We had pointed this out, then itself,” said Chamakala.

Meanwhile sources close to Khan’s office said they are waiting for the order of the court to see the scope for going for an appeal.

  • Telangana govt moves SC against Guv’s delay in approving pending bills

Telangana govt moves SC against Guv’s delay in approving pending bills

    [ad_1]

Hyderabad: A writ petition was filed by the Telangana government officials seeking directions to the state’s Governor for approval of ten pending key bills.

Chief secretary A Santhi Kumari moved the Supreme Court on the state government’s behalf naming Tamilisai Soundararajan in the place of the respondent in her petition.

The petitioner claimed that bills pertaining to the state government were kept pending for more than six months in the Raj Bhavan and were not being cleared by the Governor, who reportedly refused to clarify the inordinate delay.

The Governor’s act of delaying bill approvals that were important for the functioning of state matters was criticised by ministers of the state.

The petition is likely to be heard on March 3.

The rift between the Telangana Governor and the KCR-led government has deepened over the last two years.

The BRS leaders recently anticipated a crisis as seven Bills passed by the Assembly and Council have been languishing at the Raj Bhavan since September 2022.

The state government even knocked on the door of the Telangana High Court in January seeking a direction from the governor to approve the state budget for 2023-24.
