Budget 2023: Grant for IIMs reduced by half

New Delhi: The Indian Institutes of Management (IIMs), which are counted among the noted business schools in the country, have faced a budget cut this year with the Centre reducing their grant by half.
The top institutes, however, believe that the move might hurt new IIMs but not the second or first generation IIMs.
There are 20 IIMs across the country.
In the budget for 2023-24 announced by Finance Minister Nirmala Sitharaman on Wednesday, the funding for IIMs has been brought down to Rs 300 crore from the previous fiscal year’s Revised Estimate (RE) of Rs 608.23 crore, a 50.67 per cent drop, even when the net budget for the fiscal year 2023-24 rose by 8 per cent amounting to Rs 44,094 crores for the higher education sector.
According to the Budget Estimates (BE) for 2022-23, the IIMs were allocated an amount of Rs 653.92 crores.
According to IIM Udaipur Director Ashok Banerjee, the government might be sending signals to IIMs to be more innovative in funding their growth plans.
“The cut in budget allocation for the IIMs may hurt the newer IIMs, the latest IIM is about seven years old though,” Banerjee told PTI.
However, through this cut, the government perhaps is sending signals to the leadership of individual IIMs to be more innovative in funding their growth plans like promoting use of PPP model and also to the industry to support academic institutions of national importance through CSR initiatives and other donations,” he said.

The major cut in the budget for IIMs has been under the support from Gross Budgetary Support (GBS) head.
The allocation for the purpose was Rs 296.81 crore according to the RE for 2022-23 while the BE allocation was Rs 323.50 crore. For the new financial year (2023-24), the allocation under the head has been reduced to Rs 15.17 crore.
“IIM Rohtak has never hung on to any government grant. We generate our total revenue from various training programmes remote and on campus and tuition fees. Though we are a second generation IIM, this halving of funds will not affect us. New generation IIMs might have to depend on government grants,” said Dheeraj Sharma, Director, IIM Rohtak.
Ajit Parulekar, Director of Goa Institute of Management (GIM), said there might not be anything specific for B-school education in India, but the finance minister talking about a National Data Governance framework was one of the highlights of the budget.
“This framework will allow us to get access to a lot of non-personal, anonymous data. Research-intensive institutions will benefit greatly from this because one of the biggest hurdles one needs to overcome during the conducting of research is the lack of data,” he said.
“The only disappointment is that even though there is an increase in the budget for education, it is marginal. It is very low for a country that aims to grow fast. We are underspending on healthcare and education by a very large margin,” he added.
Ashutosh Dash, Associate Professor, Accounting and Finance, Management Development Institute (MDI), Gurugram said, “Though the provisions made in the budget will improve the education infrastructure in the country as a whole, the reduction of gross budgetary support from 323.5 crores in 2022-23 to 15.17 crores in 2023-24 might have a huge impact on the growth and development of newly established IIMs.”
“To implement the NEP 2020 in the true spirit, the best institutions and universities of the country have been given an additional Rs 4,235.74 crore but how much can the share of IIMs be is unknown yet,” he said.

NIT Srinagar’s Gets DST-FIST’s Rs 1.06 Cr Grant

SRINAGAR: The Civil Engineering Department of National Institute of Technology (NIT) Srinagar has been selected for financial support of Rs 1.06 Crores. The proposal was recommended in Level B Category by Department of Science and Technology (DST) based on the recommendations of FIST Advisory Board (FISTAB).
Under the project, the Department of Civil Engineering will get Rs 106 lakhs for Level B under the FIST program to strengthen the research facilities in the department. The duration of the grant is for a period of 5 years.
The Project Implementation Group (PIG) was constituted of faculty members who will be responsible and accountable for the smooth implementation of the DST FIST Project at the Department.

AC Enhances Annuity Grant in favour of Gallantry Awardees from UT

Jammu, Jan 25 (GNS): The Administrative Council (AC) which met here under the chairmanship of the Lieutenant Governor, Manoj Sinha gave its approval for enhancement of Annuity Grant in favour of Gallantry Awardees from the UT of J&K.
Rajeev Rai Bhatnagar, Advisor to the Lieutenant Governor, Dr. Arun Kumar Mehta, Chief Secretary, J&K attended the meeting.
The proposal to enhance the grant to the existing gallantry awardees was made in order to bring it to parity with the other neighbouring states/UTs and keeping in view the inflation, since the last revision of rates was done in the year 2008.
As per the decision, the revised rates for Param Vir Chakra is now Rs. 1,75,000 from Rs. 1,25,000. Similarly, the revised rates for is Mahavir Chakra Rs. 1,50,000, Vir Chakra Rs. 75,000, Ashok Chakra Rs. 1,50,000, Kirti Chakra Rs. 1,50,000, etc.(GNS)

Bilkis Bano’s plea against grant of remission to convicts could not be heard in SC

New Delhi: The hearing on Bilkis Bano’s plea challenging the remission of sentence of 11 convicts in the gang-rape case by the Gujarat government, could not be held in the Supreme Court on Tuesday as the judges concerned were hearing a matter related to passive euthanasia as part of a five-judge Constitution bench.
The petition of Bilkis Bano, who was gang-raped and seven members of her family slaughtered during the 2002 Gujarat riots, was scheduled to be heard on Tuesday by a bench of Justices Ajay Rastogi and CT Ravikumar.
However, Justices Rastogi and Ravikumar were busy hearing, as part of a Constitution bench headed by Justice K M Joseph, the pleas seeking modification of guidelines on execution of a “Living Will or Advance Medical Directive” for permitting passive euthanasia.
A fresh date for hearing will now be notified by the apex court registry..
Bilkis Bano had moved the apex court on November 30, 2022 challenging the grant of remission of sentence to 11 convicts by the state government, saying their premature release has “shaken the conscience of society”.
Besides the plea challenging the release of the convicts, the gang-rape survivor had also filed a separate petition seeking a review of the apex court’s May 13, 2022 order on a plea by a convict.
In its May 13, 2021 order, the apex court had asked the state government to consider the plea of a convict for premature release in terms of its policy of July 9, 1992 which was applicable on the date of conviction and decide it within a period of two months.
All the 11 convicts were granted remission by the Gujarat government and released on August 15 last year.

Her review plea, however, was dismissed by the top court in December last year.
The victim, in her pending plea, said the state government passed a “mechanical order” completely ignoring the requirement of law as laid down by the Supreme Court.
“The enmasse premature release of the convicts in the much talked about case of Bilkis Bano, has shaken the conscience of the society and resulted in a number of agitations across the country,” she said in the plea.
Referring to past verdicts, the plea said enmasse remissions are not permissible and, moreover, such a relief cannot be sought or granted as a matter of right without examining the case of each convict individually based on their peculiar facts and role played by them in the crime.
“The present writ petition challenging the decision of the State/ Central Government granting remission to all the 11 convicts and releasing them prematurely in one of the most gruesome crimes of extreme inhuman violence and brutality by a group of human beings upon another group of human beings, all helpless and innocent people – most of them were either women or minors, by chasing them for days together persuaded by hate towards a particular community,” it said.
The plea, which gave minute details of the crime, said Bilkis and her grown up daughters were “shell-shocked with this sudden development”.
The decision of the government came as a shock to the citizens, nationally and internationally, and the society across segments showed “anger, disappointment, distrust” and protested the clemency shown by the government.
“When the nation was celebrating its 76th Independence Day, all the convicts were released prematurely and were garlanded and felicitated in full public glare and sweets were circulated and this is how the present petitioner along with the entire nation and the whole world came to know about the shocking news of premature release of all the convicts (respondents no. 3-13) of one of the most gruesome crime this country has ever seen of multiple time gang rape of a pregnant woman,” it said.
It referred to wide-virtual public protest in each city, on all social media platforms and news channels, portals.
“It was also reported heavily that Muslims of the area started fleeing away from Rahimabad in fear after release of these 11 convicts,” the plea said.
The top court is already seized of PILs filed by CPI(M) leader Subhashini Ali, Revati Laul, an independent journalist, Roop Rekha Verma, who is a former vice chancellor of the Lucknow University, and TMC MP Mahua Moitra against the release of the convicts.
Bilkis Bano was 21 years old and five months pregnant when she was gang-raped while fleeing the riots that broke out after the Godhra train burning incident. Her three-year-old daughter was among the seven family members killed.
The investigation in the case was handed over to the CBI and the trial was transferred to a Maharashtra court by the Supreme Court.
A special CBI court in Mumbai had on January 21, 2008 sentenced the 11 to life imprisonment on charges of gang-rape of Bilkis Bano and murder of seven members of her family.
Their conviction was later upheld by the Bombay High Court and the Supreme Court.
The 11 men convicted in the case walked out of the Godhra sub-jail on August 15 after the Gujarat government allowed their release under its remission policy. They had completed more than 15 years in jail.
