Pained by Telangana govt’s non cooperation in Centre’s projects: PM Modi

    [ad_1]

Hyderabad: Prime Minister Narendra Modi on Saturday appealed to Telangana Chief Minister K Chandrasekhar Rao-led BRS Government to not allow any obstruction in development being planned for the people of the state, as he expressed ‘pain’ at the alleged non-cooperation of the ruling dispensation towards central initiatives aimed at the southern state.

Speaking at a public meeting here, Modi without mentioning any names, said a handful of people encouraging ‘parivarvaad’ (dynastic politics) are trying to see where they can reap benefits from projects being implemented for the people of Telangana.

He said he was pained at the non-cooperation of the state government in Centre’s projects which according to him is affecting the dreams of the people of Telangana.

“I appeal to the state government to not allow any obstruction in developments being planned for Telangana people,” he said.

“Handful of people who encourage ‘parivarvaad’ are trying to see where they can reap benefits from projects being implemented for the people of Telangana,” the PM added.

He said Parivarvaad’ and corruption are not different and the latter begins to grow where there is ‘parivarvaad.

‘Parivarvaad’ was looting even the ration given to the poor people in Telangana, he alleged and stressed the state’s progress was important for overall national growth.

Modi said due to the covid pandemic and the Russia-Ukraine war, the world was witnessing ups and downs in the economy, but amid this uncertainty India was one of the countries which was investing record amount on infrastructure modernisation.

He said Rs 10 lakh crore was allotted for infrastructure modernisation in this year’s budget.

Earlier in the day, the PM flagged off the Secunderabad-Tirupati Vande Bharat Express train from Secunderabad Railway station here.

He also launched and inaugurated several infrastructure projects from the public meeting venue.

France: Protestors storm BlackRock’s office against govt’s pension reform

    [ad_1]

Protesters stormed BlackRock’s Paris office on Thursday, carrying their protest against the government’s pension reforms to the world’s largest money manager.

Protesters were seen waving red flares and launching smoke bombs as they entered the Centorial office building, which is located near the Opéra Garnier opera theatre.

For around 10 minutes, about 100 protesters, including leaders of different labour unions, chanted anti-reform chants on the bottom level of the building. The BlackRock office is on the third floor.

    MS Education Academy

The 11th day of nationwide protests arrived against the French government’s intention to raise the retirement age for most workers from 62 to 64. Last month, the administration invoked extraordinary constitutional powers to force the contentious legislation through parliament without a vote.

People will have to work longer starting in 2027 to earn full state pension benefits.

The world’s largest asset manager, BlackRock, has taken no involvement in the pension changes. However, workers targeted the firm because of its work for private pension funds, according to Reuters, a protester Françoise Onic said.

In the latest wave of strikes and demonstrations over President Emmanuel Macron’s contentious pension changes, protesters blocked car traffic at Paris’ major airport and police sprayed clouds of tear gas in other French towns on Thursday.

Macron’s push to raise the national retirement age from 62 to 64 has sparked months of popular outrage.

Negotiations between trade union leaders and Prime Minister Elisabeth Borne ended without a resolution on Wednesday, setting the stage for demonstrators to return to the streets.

  • CAG points out several flaws in Gujarat govt’s financial management

CAG points out several flaws in Gujarat govt’s financial management

    [ad_1]

Gandhinagar: The Comptroller and Auditor General of India (CAG) has pointed out several flaws in the financial practices of the Gujarat government and said there was a need to formulate a realistic budget based on the needs of the departments.

The “State Finance Audit Report of the CAG for the year ended March 31, 2022” was tabled on the floor of the Gujarat Assembly on Wednesday, the last day of the month-long budget session.

Pointing out that financial accounts of 2021-22 were “affected” as capital expenditure was overstated and revenue expenditure understated, the CAG said, “The state government needs to formulate a realistic budget based on the needs of the departments and their capacity to utilise the allocated resources.”

“An appropriate control mechanism may be instituted by the government to enforce proper implementation and monitoring of budget so that large savings within the grant or appropriation are controlled, and anticipated savings are identified and surrendered within the specified timeframe,” it added.

The national auditor observed that though departments demand additional funds for different schemes and activities; they “finally end up spending less than the original budget provision and the supplementary provision or parts thereof. As a result, the unutilised funds cannot be made use of”.

The CAG noted that some departments could not utilise more than 50 per cent of the original provision (Rs 50 crore or more), leading to savings of Rs 3,528.83 crore at the end of the year in 21 schemes.

As per the Gujarat Budget Manual-1983, rush of expenditure, particularly in the closing months of the financial year, is a breach of financial propriety, the CAG said.

However, the CAG report revealed that expenditures in March were significantly higher than that of other months during the financial year 2021-22.

In some cases, CAG noted that 50 per cent of the total expenditure for a particular work was spent in March, while nominal funds were spent in the three previous quarters.

The CAG also noted that under 124 sub-heads, 100 per cent expenditure (Rs 4,747.17 crore) was incurred in March 2022.

“Thus, contrary to the spirit of financial regulation, substantial expenditure was incurred by the state government at the end of the financial year, indicating inadequate control over expenditure and poor budgetary management,” it added.

The CAG found a major flaw in the allocation of funds by the Health and Family Welfare Department in running “HLT 29 Epidemics Diseases Programme” in the state.

Though non-communicable diseases (NCD) do not come under epidemics, a provision of Rs 50 lakh was made under HLT 29 for NCD in 2019-20, 2020-21 and in 2021-22.

“Similarly, a budget provision of Rs 20 lakh was made under HLT 29 for Thalassemia every year during 2019-20, 2020-21 and 2021-22 though it is not an epidemics/communicable disease. Provision for NCD and Thalassemia could have been made under the general planning instead of under HLT 29 epidemics,” said the CAG.

The CAG also pulled up the Finance Department over the issue of “non-submission of information as well as accounts regarding grants and loans paid to various institutions”.

“Non-submission of 4,563 Utilisation Certificates amounting to Rs 10,309.47 crore within the specified period not only weaken the financial accountability mechanism but also indicate failure of the departmental officers to comply with the rules and procedures to ensure timely utilisation of grant for the intended purpose,” it said.

Non-submission of accounts by autonomous bodies and authorities violated the prescribed financial rules and directives. These point to inadequate internal controls and deficient monitoring mechanisms of the state government, the report said.

The CAG further suggested that the “state government needs to institute a rigorous monitoring mechanism to ensure that the Departments comply with the prescribed rules and procedures regarding submission of utilisation certificates”.

According to the CAG, Article 205 of the Constitution of India states that no money shall be drawn from the Consolidated Fund except under appropriation made by law by the state legislature.

However, “excess expenditure of Rs 14,367 crore pertaining to the period from 2007-08 to 2011-12 and 2013-14 to 2021-22 had escaped legislative oversight, as it was pending regularisation as per Article 205”, the auditor noted, adding that excess expenditure over provision vitiates the system of budgetary and financial control.

‘Don’t interfere’: SC dismisses UP govt’s plea against job to kin of Hathras victim

    [ad_1]

New Delhi: The Supreme Court on Monday dismissed Uttar Pradesh government’s plea against high court direction to consider giving a job to a family member of the victim in Hathras case and also the relocation of the family, saying “the state should not come up in such matters”.

A bench headed by Chief Justice of India D.Y. Chandrachud and comprising Justices P.S. Narasimha and J.B. Pardiwala told Garima Prasad, additional advocate general (AAG) of Uttar Pradesh, “State should not come up in such matters… Prasad submitted that the state government is ready to relocate the family but they wanted a job either in Noida or Delhi.”

She further added that whether the elder married brother of the victim could be regarded as a ‘dependent’, was a question of law to be considered.

Declining to entertain the state government’s plea, the Chief Justice said, “these are facilities provided to the family. We should not interfere. State should not come up in these matters…”

After the order was pronounced, the AAG urged the apex court to keep the question of law open, the bench said that the order has specified that it is passed in the special facts and circumstances of the case.

In July last year, the high court passed directions in a matter connected with Hathras case, where a 19-year-old Dalit woman was alleged to have been raped and murdered in September 2020 in Hathras.

The high court said the state authorities must abide by the promise, which was made to the family in September 2020, to give employment to one member and also directed the authorities to consider relocation of the family outside Hathras but within Uttar Pradesh.

The high court’s order came on a PIL registered suo motu as Right to Decent and Dignified Last Rites/Cremation in 2020 after victim’s last rites were performed in haste after midnight allegedly in the absence of the consent of the family.

Oppn dubs Yogi govt’s 1st yr of 2nd term as ‘Bulldozershahi’

    [ad_1]

Lucknow: The opposition SP and BSP criticised the ruling BJP in Uttar Pradesh on Saturday for allegedly failing to deliver on promises made to people, saying it should give an account of the work done by it in the past six years instead of gloating over the completion of the first anniversary of its second term.

Samajwadi Party chief Akhilesh Yadav told reporters that the “double engine government” has presented seven budgets so far and it should give an account of all these years and not just one year.

Bahujan Samaj Party chief Mayawati too referred to “six years” of the BJP government and said it would have been better had the tall claims of the dispensation had ground reality.

“Don’t count his one-year term. This is the seventh budget brought in UP. So they should give an account of these seven budgets,” said Yadav in a statement tweeted by SP.

Yadav, the leader of opposition in the assembly, also said the BJP government at the Centre has presented 10 budgets and 10 and seven of UP together make it 17 budgets.

“So BJP people should give an account of 17 budgets,” he said.

He also asked why the government has not delivered on promises made for fulfilling basic facilities related to healthcare, jobs and river cleaning.

In a series of tweets, the SP listed Adityanath’s promises and termed them “incomplete” after six years.

“The promise of providing at least one employment or self-employment opportunity to every family is incomplete. The promise of free life insurance for all construction workers is incomplete,” it said.

It also said that the promise of filling all departmental vacancies and building a metro rail network in Varanasi , Meerut, Gorakhpur, Bareilly, Jhansi and Prayagraj were also incomplete.

Mayawati alleged the government was making “tall claims” though expensive advertisements.

“It would be better if the tall claims being made through expensive and costly propaganda about the completion of six years of the BJP’s double engine government in UP have ground reality. Because it is not so, there is less enthusiasm and more despair among crores of poor and backward people,” she said.

In another tweet, the BSP chief said, “Whether it is a matter of development, employment, rule of law or one-district, one-medical college etc, the claims of ‘UP happy’ being made by the government are mostly on paper and in air. The government should pay attention to the real public interest and public welfare by abandoning political and casteist hatred and communal attitudes etc.”

The CPI(ML) termed the first year of the second term of the Adityanath government “the year of bulldozershahi”.

In a statement, CPI(ML) State Secretary Sudhakar Yadav termed the first year of the second term of the Adityanath government “the year of bulldozershahi” and claimed more development has happened on paper than in reality and figures have been juggled up to show investment in the state.

Adityanath has become the state’s longest-serving chief minister in continuity.

Speaking at an event to mark the first anniversary, Adityanath said people’s perception of Uttar Pradesh as a state of “mafia and gunda raj” has changed in the past six years and the state is registering growth in all sectors under the double-engine government.

BJP calls Delhi govt’s 2023-24 budget directionless’

    [ad_1]

New Delhi: The Delhi BJP on Wednesday rejected the annual budget 2023-24 of the AAP government as “directionless” and “repackaging of old promises”.

Delhi Finance Minister Kailash Gahlot presented the Rs 78,800-crore budget, giving a major push to transport and infrastructure with an allocation of Rs 21,817 crore ahead of the G20 Summit, and announced a comprehensive plan to make the national capital a “clean, beautiful and modern city”.

Delhi BJP chief Virendra Sachdeva claimed that the budget had nothing new to offer.

“Various schemes like road upgradation, Yamuna cleaning, development of lakes and bus procurement were already repeated many times by the Arvind Kejriwal government in the past months and years,” he said.

The entire budget was full of repackaged promises and plans of the government that were not fulfilled in the past, he claimed.

Leader of Opposition in Delhi Assembly, Ramvir Singh Bidhuri said the budget is a question mark on the AAP government’s credibility and that it is directionless.

Gahlot talked about zero tolerance against corruption in his budget speech which was the “worst” joke as two ministers of the Kejriwal government are in jail for their involvement in scams, he said.

The finance minister promised that in 2023-24, there will not be a single broken road or footpath, but this government makes such promises several times a year, he said.

BJP MP Manoj Tiwari termed the Kejriwal government’s budget 2023-24 as a “copy-paste” of the previous budget.

“Kejriwal has no longer any vision, that is why there is nothing new in the budget and people are still suffering from its failures,” he charged.

BJP MLA Vijender Gupta said the budget was an “eyewash” and health and education sectors were in “disarray” despite significant allocations over the years.

“Out of the total budgeted estimate of Rs 78,800 crore, only Rs 21,817 crore (or 27 per cent) is allocated for capital expenditure, while the remaining Rs 56,983 crore is directed towards revenue expenditure. This points to financial mismanagement,” Gupta said.

In the name of G-20 preparations, the finance minister has made several claims. But none of the projects Gahlot spoke about could be completed within six months, when the G20 is supposed to take place, he added.

AAP’s attempt to deceive, hide failure: Oppn parties on Delhi govt’s Outcome budget

    [ad_1]

New Delhi: Delhi BJP and the Congress on Monday termed the Delhi government’s Outcome Budget an “attempt to deceive” the people and “hide their failure”.

Leader of Opposition in Delhi Assembly Ramvir Singh Bidhuri alleged that a “white lie” has been presented in the name of Outcome Budget.

“The AAP government has not not fulfilled its promise to provide 20 lakh jobs in Delhi, yet no action plan was presented for this. They (AAP) did not fulfil their promise to rejuvenate five markets of Delhi and generate employment,” Bidhuri said.

He further alleged that the government “lied” about the pass percentage of class 10 and class 12 in its Outcome Budget.

“The Delhi government had announced to bring 15,000 buses on the roads of the capital, but 250 electric buses were brought in a year. The marshals in the buses have been removed due to non-payment of salaries.

“The Ashram flyover has been described as an achievement, while its work has not yet been completed, nor has it been fully operational,” he alleged.

“The AAP government deceived the people of Delhi through its outcome budget,” Delhi BJP said.

The Delhi Congress alleged that the AAP “wrongly presented the statistics to mislead people”.

Party’s president Anil Chaudhary alleged the AAP government’s Delhi model of education and health care was a “mere stunt”.

“The AAP government is misleading the public by presenting wrong statistics in their outcome budget. Such models do not exist at the ground level,” he alleged.

“The Outcome Budget was a ploy to hide the failures of the AAP government,” Delhi Congress said.

Telangana govt vs Governor: SC to hear govt’s plea over delay in assent to bills

    [ad_1]

New Delhi: The Supreme Court on Tuesday agreed to examine a plea filed by the Telangana government seeking directions to Governor Tamilisai Soundararajan to clear ten bills passed by the legislative Assembly, which are awaiting her assent.

Senior advocate Dushyant Dave mentioned the matter before a bench headed by Chief Justice of India D.Y. Chandrachud for urgent listing, saying that “several bills are stuck”. After hearing brief submissions, the bench agreed to list the matter on March 20.

Earlier this month, the Telangana government had approached the Supreme Court seeking direction to the Governor to give her approval to the bills passed by the state legislature. In a writ petition, the state government has brought to the notice of the Supreme Court that 10 bills are pending with Raj Bhavan. While seven bills are pending since September 2022, three bills were sent to the Governor last month for her approval. The Secretary to the Governor and the Union Law Ministry has been made respondents in the case.

The plea contended that Article 200 of the Constitution empowers the Governor to either assent to a Bill passed by the state legislature or to withhold assent therefrom or to reserve the Bill for consideration of the President and this power is however to be exercised “as soon as possible”.

This is the second time that the Bharat Rashtra Samithi (BRS) government has knocked on the court’s door against the Governor.

Last month, the government moved the Telangana High Court seeking direction to the Governor to give her approval to the state Budget for 2023-24. The court, however, had suggested both sides sort out the issue amicably.

Ban on loudspeakers in mosques: Gujarat HC seeks state govt’s reply

    [ad_1]

Ahmedabad: The Gujarat High Court has sought the state government’s reply on a public interest litigation (PIL) seeking a ban on the use of loudspeakers for reciting azaan’ (call to prayer) in mosques.

A division bench of Acting Chief Justice A J Desai and Justice Biren Vaishnav on Monday allowed Shaktisinh Zala, a Bajrang Dal leader, to join the PIL after the original petitioner Dharmendra Prajapati sought to withdraw it citing threats.

Zala’s lawyer urged the court to allow him to join the litigation in the absence of the original petitioner.

The court listed the matter on April 12 while directing the government to file a reply.

The PIL has sought a ban on the use of loudspeakers for azaan’ at mosques in Gujarat claiming that they add to noise pollution and violate the fundamental rights of citizens.

The petitioner said a muezzin at a mosque in his neighbourhood uses a loudspeaker to recite azaan’ five times a day, causing “great inconvenience”.
