    Delhi court convicts AAP MLA from Seelampur for assaulting a Govt Servant

    New Delhi: The Rouse Avenue Court in Delhi on Saturday convicted a Member of the Legislative Assembly (MLA) from the Seelampur constituency Abdul Rehman, for criminally intimidating and assaulting a Government School Principal in the year 2009. He is a MLA from Aam Aadmi Party (AAP).

    The Additional Chief Metropolitan Magistrate Harjeet Singh Jaspal in the judgement passed on Saturday convicted MLA Abdul Rehman and another accused Asma under offences for Assault/ criminal force to deter public servant from discharge of his duty and Criminal Intimidation with common Intention.

    Court said, “having carefully considered the entire case, the documents placed on record, the police report, the testimonies of the prosecution witnesses, the statement of accused persons, the arguments advanced by both the sides and the provisions of law and the rule of procedure, this court holds that the prosecution has successfully proved its case, beyond reasonable doubts, against accused Asma that she caused simple hurt on the person of a public servant in discharge of her duties”.

    The prosecution has further proved beyond reasonable doubt that both the accused persons i.e.Abdul Rehman and Asma, in furtherance of their common intention, criminally intimidated the complainant and assaulted her, while she was holding the office of the public servant and was in discharge of her duties as a public servant, to deter her from discharging her duties, said the Court.

    Accordingly, both the accused are hereby convicted for the offences under section 353, 506 (Para II) read with sections 34 IPC and additionally, the accused Asma is hereby separately convicted for the offence under section 332 of IPC, Court said in the order.

    According to the Police, the complaint of Razia Begum, who at the time of the incident was employed as a Government Servant, working under the Directorate of Education and on the date of the alleged incident she was holding the post of Principal of a Government School. As per the complainant, on 04.02.2009 while performing duties as a Principal of SKV School, Jafrabad, Delhi, she was slapped by the accused Asma, thus causing simple hurt to the complainant.

    It was further alleged that the co-accused Abdul Rehman alongwith a few other persons, barged into the school after having made preparation of causing hurt. As per the complainant, the accused persons also threatened to kill her and also abused her with the intention to outrage her modesty.

    In the matter, a charge sheet was filed in the court. On the basis of the charge sheet and annexed documents, cognizance of offences was taken and the accused persons were summoned to face trial. After hearing the parties, the charge of offences under sections 451, 323, 506, 509 and 34 of IPC was framed against the accused persons, to which they pleaded not guilty and claimed trial, noted the court.

    Bhopal: Congress leader Digvijaya Singh on Saturday accused the Bharatiya Janata Party (BJP) government in Madhya Pradesh of `commercialising’ the administrative system.

    A minister in BJP-ruled Karnataka had to resign due to accusations of corruption, but the BJP gave him ticket again for Assembly elections, he said, speaking to reporters at Jawad in Neemuch district.

    “Commercialisation of the administrative system is the BJP’s way of functioning as it believes in khoob khao aur khoob khilao" (take bribe and give bribe) though the prime minister had saidna khaunga na khane dunga’ (won’t take bribe, won’t allow others to take bribe),” Singh said.

    The former chief minister cited a recent case where a Janpad Panchayat president was held while accepting bribe from a sarpanch.

    He also alleged that government was recruiting some people without conducting even interviews.

    Asked for a reaction, MP BJP secretary Rajneesh Agrawal said Madhya Pradesh has achieved hundred per cent targets in several flagship public welfare schemes and other states are imitating it.

    It was the BJP government that decided to use the direct benefit transfer (DBT) system, but Singh can not understand all this as he symbolised the worst governance the state had, Agrawal said.

    Aurangabad: As many as 10,000 rain measuring devices will be installed across Maharashtra, which will provide accurate information about weather in real time, state Minister Abdul Sattar said on Saturday.

    The state currently has 2,200 rainfall measuring devices, but the government is planning to take this figure to 10,000, Sattar told reporters after a pre-Kharif season meeting here.

    Talking to PTI, Agriculture Commissioner Sunil Chavan said, “This project is under consideration and we are planning to install 10,000 rain-measuring devices in the state. One machine will be installed for four gram panchayats. The machine will not only provide data about rainfall, but also about wind velocity and other aspects of weather.”

    A private company will be roped in for the project, while the state government will provide land for it, he said, adding that the company will also be free to share the data with crop insurance companies.

    “The state will witness 96 per cent rainfall in the upcoming monsoon season. There will be no scarcity as such of rains this year. The state government will ensure that there is no shortage of urea, seeds and other essentials,” Sattar said.

    In another initiative, drones will be employed to spray nano urea in the state, the minister said.

    “At least 500 gm of nano urea, which is an effective equivalent to 50 kg of urea, will be mixed in water and sprayed with the help of drones. Drones will be provided at subsidised rates and operators will be trained at Rahuri Agriculture University for 15 days,” he said.

    Speaking about the losses faced by farmers due to unseasonal rains, Sattar said, “Nearly 70 per cent of the crop loss survey has been completed. Once the rains stop in some parts of the state, we finish the remaining survey in a week’s time.”

    New Delhi: The Maharashtra government on Friday told the Supreme Court that it has already recommended a CBI probe into the alleged lynching of three persons in Palghar district in 2020.

    Following the state’s submission, the court disposed of four petitions on the issue.

    A bench comprising Chief Justice D Y Chandrachud and Justice P S Narasimha took note of the fresh affidavit of the state government that a communication to this effect (regarding the CBI probe) has already been issued by it.

    “In view of the decision taken by the state government, no further direction is needed on these petitions at this stage. The petitions are disposed of,” the bench said.

    The pleas demanded a probe by the Central Bureau of Investigation (CBI), alleging that the investigation by the state police was being conducted in a biased manner.

    Earlier, the erstwhile Maha Vikas Aghadi government had opposed the plea for a CBI probe into the incident. Later, with the change of dispensation, the state government agreed to the demand.

    Three people from Kandivali in Mumbai were travelling in a car to attend a funeral in Surat in Gujarat amid the COVID-19-induced nationwide lockdown when their vehicle was stopped and they were attacked and allegedly killed by a mob in Gadchinchile village on the night of April 16, 2020 in the presence of police.

    The victims were identified as Chikne Maharaj Kalpavrukshagiri, 70, Sushil Giri Maharaj, 35, and Nilesh Telgade, 30, who was driving the vehicle.

    Three First Information Reports were registered at Kasa police station following the incident, naming a total of 256 persons.

    The accused against whom charge sheet was filed included 16 juveniles. A total of 44 accused are still in judicial custody.

    Srinagar, April 28 (GNS): The Government on Friday accorded sanction to the constitution of Inter- departmental Coordination Committee (IDCC) for recommending policy reforms for implementing Digital Communication Readiness Index (DCRI) framework and recommend policy reforms in J&K.

    Headed by Chief Secretary, J&K, the 12-member committee has also been tasked to conduct quarterly review of progress on the implementation of DCRI framework, according to an order issued by the government, a copy of which lies with GNS.

    As per the order, the Committee is required to start preparatory exercise and undertake initiatives for implementing DCRI framework and recommend the policy reforms in the J&K.

    The members of the committee include Principal Secretary to the Government, Department of Forest, Ecology & Environment; Principal Secretary to the Government, Industries and Commerce Department; Principal Secretary to the Government, Power Development Department; Principal Secretary to the Government, Housing & Urban Development Department; Principal Secretary to the Government, School Education Department; Commissioner/Secretary to the Government, Department of Rural Development & Panchayati Raj; Commissioner/Secretary to the Government, Information Technology Department; Secretary to the Government, Health & Medical Education Department; Chief Executive Officer, JaKeGA-Information Technology Department; Representative of Department Telecommunication, Government of India (Not below the rank of Director LSA, J&K) and any officer/official/expert to be co-opted as Special Invitee with the approval of Chairman.     New Delhi: The Supreme Court on Friday directed the Uttar Pradesh government to submit a status report on steps taken after the killing of gangster-politician Atiq Ahmad and his brother Ashraf in Prayagraj.

    A bench of Justices S Ravindra Bhat and Dipankar Datta also sought a report from the UP government on the police encounter of Ahmad’s son Asad in Jhansi.

    Asad was killed in an encounter by a special task force (ST) team of the UP Police on April 13.

    Two days later, Ahmad and Ashraf were shot dead at point-blank range by three men posing as media persons when they were being taken to a medical college in Prayagraj for a health check-up under police escort.

    Referring to the shooting of Atiq and his brother live on TV, the apex court questioned why they were not taken into the van till the hospital, why were they made to walk and paraded before the media?

    The top court was hearing a plea, filed by advocate Vishal Tiwari, who has sought an inquiry into the 183 encounters that have taken place in Uttar Pradesh since 2017.

    The petitioner stressed that “such actions by police are a severe threat to democracy and rule of law and lead to police state”.

    The plea said extra-judicial killings or fake police encounters do not have a place under the law and further argued that in a democratic society the police cannot be allowed to become a mode of delivering final justice, as the power of punishment is only vested in the judiciary.

    New Delhi: The Delhi government, which is looking forward to takeover the Modern International School here in Dwarka, on Thursday criticised the Lt. Governor, accusing him of not clearing the necessary files, thereby causing a delay to the government’s takeover plans.

    The Delhi government decided to takeover the school in December last year, after expressing dissatisfaction with some issues related to the overall functioning of the institute.

    The Arvind Kejriwal-led AAP government said that the school was not providing free uniforms and stationary, and was also denying admission to EWS students.

    The government said that teachers had been wrongly dismissed while fake and dummy registration were done in Class 11.

    The Delhi government took the decision to takeover the school for failing to comply with the Right to Education Act 2009, Delhi School Education Act and Rules 1973.

    Chief Minister Kejriwal and then deputy CM Manish Sisodia had earlier said that Education does not come under the purview of the L-G, saying he/she can either give a nod to a proposal or send it to the President.

    The Delhi government said “it is quite unfortunate that the file that was sent to the Lt. Governor in January this year is still pending with him, and he is causing a roadblock in the process of takeover”.

    Education Minister Atishi again submitted another proposal after the L-G’s observation and a request was made to allow the takeover of the school.

    Expressing disappointment, Chief Minister Arvind Kejriwal again sent a proposal to the L-G regarding the “unnecessary delay”.

    The Chief Minister has once again requested L-G V.K. Saxena to give his final opinion on whether he wants to refer the matter to the President.
