    New Delhi: The Delhi Legislative Assembly Committee on Welfare of SCs/STs has asked all central and state government departments to fill vacant posts reserved for the communities on priority, a statement said on Saturday.

    The committee chaired by AAP MLA Vishesh Ravi had earlier written to all the departments in Delhi to share the backlog of vacant SC/ST positions.

    A probe into the matter revealed several ‘Group A’ posts could not be filled due to a delay by the Union Public Service Commission and many ‘Group B’ and ‘Group C’ posts were vacant due to delay on the part of the Delhi Subordinate Services Selection Board and state government departments.

    New Delhi: The Congress asked the government on Saturday if it is prudent from a national security perspective for a firm facing serious accusations of money laundering to be allowed to dominate a strategic sector like ports.

    Congress general secretary Jairam Ramesh, in his series of “Hum Adanike Hain Kaun” questions to Prime Minister Narendra Modi, said these queries relate to industrialist Gautam Adani’s rapidly expanding monopoly in the ports sector.

    “Even though it is a Saturday here is HAHK (Hum Adanike Hain Kaun)-7. ‘Chuppi Todiye Pradhan Mantriji’,” Ramesh wrote on Twitter.

    He said the Adani Group controls 13 ports and terminals that represent 30 percent of India’s ports capacity and 40 percent of the total container volume. “It is no surprise that this growth trajectory has accelerated since 2014,” the former Union minister added.

    He said in addition to the Mundra port in Gujarat, recent acquisitions of the business group include the Dhamra port in Odisha (2015), the Kattupalli port in Tamil Nadu (2018), the Krishnapatnam (2020) and Gangavaram (2021) ports in Andhra Pradesh and the Dighi port in Maharashtra (2021).

    “There is a clear strategy at work: Gujarat, Andhra Pradesh and Odisha account for 93 percent of the overseas cargo traffic from India’s ‘non-major ports’. Krishnapatnam and Gangavaram are the largest private ports in the south. The Adani Group has declared its goal as expanding its market share to 40 percent by 2025 and is attempting to acquire even more ports.

    “Do you intend to oversee the takeover of every significant private port by your favourite business group or is there any space for other private firms that wish to invest?

    “Is it prudent from a national security perspective for a firm that faces serious accusations of money laundering and round-tripping by offshore shell companies to be permitted to dominate a strategic sector like ports,” the Congress leader asked.

    He alleged that as with airports, the BJP-led government has facilitated an Adani monopoly in the ports sector too, using all the means at its disposal.

    Alleging that ports that enjoy government concessions have been sold to the Adani Group without any bidding, and where bidding was allowed, the competitors “miraculously vanished” from the process, Ramesh said, “Income Tax raids appear to have helped ‘convince’ the previous owner of the Krishnapatnam port to sell it to the Adani Group.

    “Is it true that In 2021, the public sector Jawaharlal Nehru Port Trust was bidding for the Dighi port in Maharashtra in competition with Adani but was forced to withdraw its winning bid after the ministries of shipping and finance changed their mind about supporting its bid?” he asked.

    The Congress leader said generally, port concessions are negotiated with the special purpose vehicle for each port to segregate risks and protect assets, yet many of these ports are now part of a single listed entity — Adani Ports and SEZ.

    “Has this transfer of assets been done in violation of the Model Concession Agreement for ports? Have the concession agreements been changed to accommodate Adani’s commercial interests?” he asked.

    The Congress has been posing questions to the government on the Adani issue ever since a report of US-based short-selling firm Hindenburg Research levelled allegations of financial irregularities against the business group, leading to a meltdown of its stocks on exchanges.

    The opposition party has also been demanding a joint parliamentary committee probe into the issue.

    Bengaluru: In a setback to the ruling BJP, the Karnataka High Court on Saturday stated that the government can’t act as “a robber of citizens’ land”.

    A bench headed by Justice Krishna S. Dixit made these observations while partly allowing the petition filed by M.V. Guruprasad, Nandini M. Guruprasad and residents of J.P. Nagar locality of Bengaluru.

    The court also objected to the conduct of Karnataka Industrial Area Development Board (KIADB) and its officers fell short of the fairness standard expected from them as it took severe objection to the fact of non-payment of compensation to land owners even 15 years after acquisition of their lands for setting up industries in 2007.

    It maintained that the conduct of KIADB reinforces the shackles of a feudalistic attitude from which the transformative character of our Constitution seeks to liberate.

    The petitioners filed a petition in 2016, questioning the land acquisition and non-payment of compensation by KIADB. In return, the government agency had filed its statement in this regard making a casual intimation to the court that there is delay in payment of compensation, and it would be made soon.

    Chandigarh: Makeup, “funky hairstyles”, and long nails are out for medical and other staff at Haryana government hospitals, and so are T-shirts, denims and skirts, as the state is going to implement a dress code for healthcare professionals.

    Haryana Health Minister Anil Vij said on Friday the dress code being prepared by the state government is in the final stages.

    The dress code must be adhered to by the on-duty staff 24 hours a day, including on weekends, evenings and night shifts, he said, asserting the erring employees will be marked absent for the day.

    The minister said a hospital requires its employees to follow certain conduct, and a dress code is an essential component which gives the organisation a “professional touch”.

    “Funky hairstyles, heavy jewellery, accessories, makeup, long nails during working hours are unacceptable, especially in the healthcare centres,” said the minister, a BJP leader.

    He said jeans of any colour, denim skirts and denim dresses are not considered professional dresses and, therefore, will not be permitted. The employees will have to wear a name badge declaring their designation.

    “Sweatshirts, sweatsuits, and shorts are not permitted. Slacks, dresses, skirts and palazzos shall not be permitted too. T-shirts, stretch T-shirts, stretch pants, fitting pants, leather pants, capris, sweatpants, tank tops, see-through dresses or tops, crop tops, off-shoulder dresses, sneakers, slippers etc will not be permitted. Similarly, footwear must be black, clean, comfortable and free from funky designs,” the minister added.

    The purpose of the dress code policy, Vij said, is to maintain discipline, uniformity and equality among the staff in government healthcare centres.

    “A well-followed dress code policy in a hospital not only gives an employee his professional image but also presents an elegant image of an organisation among the public,” he said.

    All hospital staff working in clinical roles (medics and paramedics), cleanliness and sanitation, security, transport, technical, kitchen, field and other departments should be in a proper uniform during their working hours, the minister said.

    Employees looking after non-clinical administrative work in hospitals shall wear only formals, said Vij. “Every employee is expected to wear neat, clean dress and practice good hygiene.”

    “Hair must be clean, well-groomed and neat. Men’s hair should be no longer than collar length and should not interfere with the patient’s care,” he said.

    “Unusual hairstyles and unconventional haircuts are not permitted. Nails must be clean, trimmed and well-manicured,” the minister stressed.

    Black pants with a white shirt along with a name tag shall be worn by trainees, except for the nursing cadre, he added.

    “When you go to a private hospital, not a single employee is seen without a uniform, while in a government hospital, it is difficult to differentiate between a patient and an employee,” he said, adding the dress code will improve the functioning of the hospitals in the state.

    Government doctors and other staff largely welcomed the government’s move of bringing dress code in the health institutions.

    The Haryana Civil Medical Services Association, Ambala, on Saturday welcomed the decision, with its state president Rajesh Khayalia saying the dress code will give a professional look to the hospital staff.

    A doctor at the civil hospital in Ambala City said on the condition of anonymity that the health department should give at least three pairs of dresses to the staff. There should be separate changing rooms for doctors and paramedical staff in the hospital premises, the doctor said.

    He also said the staff should be allowed to change their clothes at the hospital when they arrive and put their own dress back on after the duty hours.

    In Hisar, the multipurpose health employees of Haryana also welcomed the announcement.

    But the Nursing Welfare Association state president Vineeta said the government should have sought the opinion of the association before implementing the dress code.

    She said the dress code should be enforced on administrative officers also.

    Delhi: Delhi Lieutenant Governor VK Saxena has removed Aam Aadmi Party spokesperson Jasmine Shah and AAP MP ND Gupta’s son, Naveen ND Gupta from the position of ‘Government Nominees’ on the Board of Private DISCOMS.

    The LG Office informed in a statement that they have been removed for “illegally” occupying the positions, and they have been replaced by senior government officers.

    “Delhi LG, VK Saxena had ordered for the immediate removal of AAP Spokesperson, Jasmine Shah, Son of AAP MP, ND Gupta- Navin Gupta and other private individuals, who had been illegally appointed as Govt Nominees on the boards of privately owned DISCOMs- BYPL, BRPL (Anil Ambani) and NDPDCL (Tata),” the statement from the LG Office read.

    As per the LG Office statement, the two had “collaborated” with private representatives on boards of Anil Ambani-owned DISCOMS and “benefitted” them to the tune of Rs 8000 Cr at the cost of the public exchequer.

    The Finance Secretary, Power Secretary and MD, of Delhi Transco will now represent the government on these Ambani and Tata-owned DISCOMS, as per regular practice, followed since Sheila Dikshit’s time as CM, when these DISCOMS came into existence, the statement read.

    “Invoking “difference of opinion” under Article 239AA of the Constitution of India, after the Arvind Kejriwal government persisted upon their continuance on these boards, despite proven misconduct and maleficence on their part, by way of benefiting the Ambani-owned DISCOMS to the tune of more than 8000 crores, at the cost of government exchequer, Saxena had referred the matter to the President of India for a decision.

    He had asked for the removal of the above-mentioned political appointees on the DISCOM boards with immediate effect, pending the President’s decision, and asked for senior Govt officials to replace them on the boards of the DICOMS,” the LG Office statement read.

    Senior government officials like the Finance Secretary, Power Secretary and representatives of Government-owned GENCOS and TRANSCO, had been the norm till Arvind Kejriwal-led AAP Government nominated party functionaries as ‘Government Nominees’ on the DISCOM boards.

    The statement informed that the Delhi government which owns 49 per cent of the stake in the private DISCOMS used to nominate senior government officials so that the interests of the government and people of Delhi could be taken care of, in decisions taken by the DISCOM boards.

    “However, these AAP nominees on the DISCOMS, in a quid pro quo arrangement involving commissions and kickbacks, instead of acting vigilant in the interest of the people and Government of Delhi, acted in cahoots with the BRPL and BYPL boards facilitated a decision by their boards to decrease the LPSC rates from 18 per cent to 12 per cent, and in the process unduly benefitted them to the tune of Rs 8468 crores- an amount that would have gone to the Delhi Government exchequer,” the statement read.

    Kamareddy: Former Minister Mohammed Ali Shabbir was facilitated by the members of Wahidiya Masjid Committee of Vikas Nagar Colony in Kamareddy town after Friday prayers for his in bringing 4% Muslim reservation in Telangana and Andhra Pradesh.

    The Wahidiya Masjid Committee members honoured him describing him as the champion of Muslim reservation. They said that the 4% Muslim quota changed the lives of lakhs of poor Muslims in both the Telugu States of Telangana and Andhra as they have been getting 4% seats in all educational institutions and also 4% quota in all government jobs since 2004-05.

    Speaking on the occasion, Shabbir Ali said that the minorities, especially the beneficiaries of the 4% Muslim reservation should support the Congress party in the next elections. He said Chief Minister K. Chandrashekhar Rao, who came to power on the promise of a 12% Muslim reservation, cheated the minority community by reducing the Muslim quota to 3%. He said KCR Govt has illegally reduced the quota for Muslims in the BC-E category in jobs and education to 3% and it was being done unofficially.

    Shabbir Ali said the previous Congress Government not only provided 4% reservation for Muslims but implemented many schemes for the welfare of minorities. However, he said that the TRS government was only creating hype about minorities’ welfare, but doing nothing. He alleged that the KCR Govt has made all the institutions dealing with the welfare of minorities defunct by not sanctioning funds and not filling vacant posts. He said that Muslims should realise that KCR has caused huge damage to minorities by wearing the false mask of secularism.

    The Congress leader said that the TRS has always supported the BJP Govt at the Centre and indirectly strengthened the BJP in the State by damaging the Congress party in Telangana. He announced that the Congress party would soon launch a campaign to expose these facts before the people.

    Shabbir Ali said that about 10-12 lakh youth belonging to minority communities were unemployed in Telangana. He said that the minority youth did not receive a single rupee of aid or loan from the BRS Govt in the last eight years. “We will start a movement with these unemployed youth to put pressure on the TRS government for subsidized loans and other facilities,” he said.

    He said if the minorities want to protect their places of worship, Waqf properties and Urdu language and get a share in the welfare programmes like housing for weaker sections, education, health, etc., then they should ensure the return of Congress Govt in Telangana in the next elections. He said that the BRS was not a secular party and it has cheated the minorities by damaging their institutions, schemes and places of worship.

    Kolkata: As the fresh political equation in the hills of Darjeeling involving the trio of Bimal Gurung, Ajay Edwards and Binoy Tamang is becoming a major threat to the Bharatiya Gorkha Prajatantrik Morcha (BGPM)-Trinamool Congress alliance, quick granting of land deeds to the people of the hills is going to be the tool for the later to combat the trio.

    After returning to the hills on Friday from Kolkata after a series of meetings with Chief Minister Mamata Banerjee and other ministers of the state cabinet, the BGPM chief and Gorkhaland Territorial Administration (GTA)’s chief executive Anit Thapa told the media persons that the state government has assured him of quick beginning and completion of the process of granting of prajapattas (land deeds) to the tea garden workers residing on the land leased by the garden owners from the state government.

    “The process of the review on this count will be completed in the next 10 days, following which the distribution of the prajapattas will start. The chief minister has personally assured me on this count. This is great news for the tea garden workers, whose demand for prajapattas was long standing,” Thapa told mediapersons.

    It was learnt that since the majority of the tea gardens are located on land leased by the state government, there were some technical problems in granting land deeds to the workers residing there.

    Before every election, there had been promises of granting land deeds in the hills, which were hardly fulfilled.

    However, estranged Trinamool Congress leader, Binay Tamang claimed that this promise of granting of land deeds was yet another gimmick by the state government and BGPM before the panchayat polls this year.

    Hamro Party founder Ajay Edwards too said that since GTA has failed in fulfilling each and every promise it made before, the people of the hills have no trust in the fresh promise, on granting of land deeds.

    “What GTA and the state government has done is sheer politics and playing with the sentiments of the tea garden workers,” he said.

    SRINAGAR: Jammu and Kashmir Government has unveiled a scheme to give Rs. 2.5 lakh to inter-caste marriages involving a dalit.

    The scheme has been unveiled after the Administrative Council gave a go-ahead for the same. The scheme has been framed for implementation of the Protection of Civil Rights Act, 1995 and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities), Act 1989.

    To avail benefits of the scheme, one of the spouses in the inter-marriage caste should belong to Schedule Caste community as mentioned under Scheduled Caste List (out of 13 Castes) specified in the Constitution (Scheduled Castes) Order, 1950 for J&K and the other is a non-Scheduled Caste Hindu.

    As per guidelines of the scheme, the marriage should be valid as per the law and duly registered under the Hindu Marriage Act 1955 and a registration certificate to this effect issued by the competent authority must be furnished by the beneficiaries.

    The case for assistance shall only be valid if submitted strictly within six months from the date of marriage, as indicated on the marriage registration certificate produced at the time of submission of application.

    The total amount of incentive will be released to the eligible couple in a single installment through Direct Benefit Transfer (DBT) mode to the joint account of the couple in any government/nationalized bank in the form of fixed deposit (FD) with a lock-in period of three years.
