    Thane: All India Majlis-e-Ittehadul Muslimeen chief Asaduddin Owaisi on Saturday attacked the Narendra Modi government for going soft on ‘gau rakshak’ vigilante groups claiming these serve the purpose of the Bharatiya Janata Party.

    Speaking to reporters in Navi Mumbai, where the national executive meeting of his party is being held, the Lok Sabha MP from Telangana also said alliances for the upcoming civic polls, as well as Lok Sabha and Assembly polls in Maharashtra next year will be decided in due course.

    Referring to the killings of two men from Rajasthan in Haryana on February 16, Owaisi said the Modi government had given a long rope to such ‘gau rakshaks’ (cow protectors).

    Nasir and Junaid, both residents of Ghatmeeka village in Bharatpur district of Rajasthan, were allegedly abducted by cow vigilantes on February 15 and their bodies were found in a charred car in Loharu in Haryana’s Bhiwani the next day.

    An FIR was registered on February 16 at Gopalgarh police station against five people under Indian Penal Code sections 302 (murder) 143 (unlawful assembly), 365 (kidnapping), 367 (grievously hurt after kidnapping) and 368 (wrongfully keeping in confinement) and 201 (causing disappearance of evidence).

    “This is nothing but state sponsored violence against Muslims. The activities of such groups further the purpose of the BJP. They (BJP) want to create hatred against Muslims,” Owaisi said.

    The Modi government can take action against the BBC for an adverse documentary, an apparent reference to Income Tax department searches against the new agency, while such “terror groups” go untouched, Owaisi alleged.

    Shivamogga: In a setback to the ruling BJP, Karnataka Government Employees Union has announced that the government employees will go on an indefinite strike from March 1 in the state if their demand for implementation of the seventh pay commission is not met.

    C. S. Shadakshari, the President of the Union, stated that all government employees have decided to not to attend duty and launch the protest across the state.

    Speaking to reporters in Shivamogga, Shadakshari said, “Chief Minister Basavaraj Bommai has turned a blind eye towards the government employees. The attitude of CM Bommai has saddened nine lakh government employees.”

    The protest will be observed by the government employees by remaining absent from work in schools, colleges, and hospitals and other institutions, he said.

    The protest would be recalled only if the government passes interim orders for implementing recommendations of the seventh Pay Commission.

    “If not, we will continue the agitation,” Shadakshari added.

    Amaravati: Andhra Pradesh Endowments Minister Kottu Satyanarayana said the government will take measures to ensure 4,700 acres of disputed forest land will go to Srisailam Devasthanam.

    For the development of the Devasthanam, Satyanarayana said the Forest Minister and Revenue Minister have discussed this issue with officials.

    A dispute between the revenue and forest departments over the land had been going on for some time.

    In a press release on Friday night, the minister said land coming under the Endowments department has been demarcated and highlighted this as a big victory in the temple board’s history.

    Already, four acres of land has been allotted for the establishment of a bus depot in the temple town while the authorities are looking for further suitable proposals.

    However, he observed that land allocations to Srisailam temple are not fetching revenues as desired, necessitating the introduction of a new policy.

    Moreover, Satyanarayana noted that community-wise inns or ‘kula satralu’ will be created under the aegis of the Devasthanam, with the income to be shared between the concessionnaire and the temple in a 60:40 ratio respectively.

    The minister contended that the government has resolved to develop 3,000 temples this year and asserted that under Y S Jagan Mohan Reddy’s rule, temples are being developed like never before.

    “As part of developing the temples, each temple is being given Rs 10 lakh funds on the basis of priority,” the minister added.

    SRINAGAR: The government on Saturday said that imposing property tax is aimed at ensuring better facilities for the people.

    Addressing a news conference today at TRC meeting hall here, Divisional Commissioner, Kashmir V K Bidhuri, who was accompanied by SMC Commissioner, Athar Aamir Khan clarified that 1/3rd of the population are already exempted from the property tax as their property area is less than 1000 square feet.

    He added that the Jammu and Kashmir is last in the country where the property tax is being imposed. “Unlike other places, the property tax is very less. The property tax will be collected from those whose houses are built at more than 1500 square feet,” he said. He also said that the tax to be paid only once in a year.

    He added that the collected amount will be used for the people and the amount will remain in the account of corporation and municipal committees only.

    Bidhuri further stated that there was no option other than imposing property tax, which would be acceptable to the people, for ensuring better facilities to them.

    The SMC Commissioner, while interacting with media persons, said that the tax that would be collected from people from April will be used for better facilities to people. “At present SMC’s revenue is just ten per cent compared to its requirement. This will help in ensuring better services and facilities to the people as the tax cannot be transferred to the central or state government and used for developmental purposes only,” he said.

    Whereas, the Director School Education Kashmir vide letter No. DSEKF-97/CC-200584 dated 20.06.2022 has forwarded the joint application of Mr. Ishtiyaq Ahmad Lone look after ZEO Gurez and Mohd Maqbool Samoon look after ZEO B.K Pora Budgam with the request to consider their request on the merits of the case under rules.

    Whereas, a copy of communication No.PS/Adv(B)/389/2022 dated
    29.09,202 has been received from the office of Advisor (B), alongwith a copy of joint repr sentation of Mr. Ishtiyaq Ahmad Lone and Mohd Maqbool Samoon regarding mutual transfer wherein it has been conveyed that son of Mr. Ishtiyaq Ahmad Icne is suffering from Cerebral Palsy and needs periodical medical check-up. On the oth r hand Mr. Maqbool Samoon is a resident of Gurez and is presently posted in B.KPo Budgam.

    Whereas, the matter has been examined in the Department and the case of these two officers for mutual transfer found genuine on medical grounds. Therefore, in view of above position, following transfers and postings are ordered with immediate effect:

    J&K govt teacher suspended for Facebook post

     

    Days after Chief Secretary warned employees against misuse of social media, a teacher in J&K’s Ramban district has been suspended for a Facebook post allegedly critical of the government.

    The suspension order to this effect has been issued by District Magistrate Ramban, Mussarat Islam.

    “Pending enquiry and for violations of directions passed by the government regarding criticism of policies of the government by its employees on social media platforms, Joginder Singh, teacher GPS Chanderkote, is hereby placed under suspension with immediate effect,” the order read.

     

    The order stated that the teacher shall remain attached to the office of the Chief Education Officer, (CEO) Ramban.

    The District Magistrate has also ordered for constitution of an inquiry Committee headed by Additional District Development Commissioner, Ramban to probe the matter.

    The other members of the committee include Chief Education Officer, Ramban, Zonal Education Officer, Batote and Headmaster HS Chanderkote.

    “The Inquiry Committee so constituted shall initiate an indepth enquiry and submit a detailed/ comprehensive report in the matter, along with specific recommendations, by or before March 25 of 2023,” the order read.

    J&K Chief Secretary, during the meeting chaired on February 17 of 2023 directed all Administrative Secretaries for monitoring of social media networks on regular basis and identify government employees criticizing or commenting adversely on government policies and achievements on various social media platforms.

    “Some Facebook posts were found making rounds on social media networks on which the policies and achievements of government were criticized and after securitizing the said Facebook page(s), it has been found that the Facebook account is in the name of person Joginer Singh, who happens to be a Teacher in School Education Department, Ramban, presently posted at GPS Chanderkote, Education Zone Batote,” the order said.

    It read that the report was sought from the CEO Ramban for ascertaining the facts as to whether said Joginder Singh is working as Teacher in School Education Department, District Ramban or otherwise.

    “The Chief Education Officer, Ramban, sought a detailed report from the Zonal Education Officer, Batote regarding the said Facebook page of the aforementioned person and the Zonal Education Officer, Batote, submitted his detailed report to the Chief Education Officer, Ramban and the same was endorsed

    to this office vide No.CEO/R/23/24775-76, dated February 22 of 2023 , by the Chief Education Officer, Ramban,” the suspension order read.

    After perusal of the said report, it has been confirmed that Joginder Singh is presently working as Teacher in GPS Chanderkote and is presently deployed in MS Sawni, Zone Batote, the order reads.

    “It has been revealed that his pay was kept withheld for misuse of social media in 2020 also by the Chief Education Officer, Ramban and the same was released after submission of written apology from the said Teacher,” the order informed.

    “It has been found that the said teacher has posted various posts criticizing and commenting adversely about the Government policies on his Facebook page. Besides, he has concealed his identity and made fake Facebook ID with a profession as socio-political activist and not a Government Teacher,” the order read.

    The order stated that after proper scrutiny of the social network account, it has been found that four Facebook pages are running on the name of the said Teacher and amongst them only in two pages the said teacher has written his designation as Teacher and in others he has written his designation as socio-political activist.

    “The said teacher was transferred from Higher Secondary School Rajgarh to Government Girls Primary School, Chanderkote, during the previous ATD, but the PRIs of Panchayat Kunfer (Chanderkote) objected to his posting in GPS Chanderkote due to his doubtful character,” the order read.

    New Delhi: The Delhi Development Authority (DDA) told the Delhi High Court on Thursday the government land in Ladha Sarai village, which falls within Mehrauli Archaeological Park, where the authorities have started a demolition drive, has been encroached upon and Google images of 2014 show it was completely vacant.

    The DDA said it is the mandatory and fundamental duty of citizens to ensure protection of the heritage as well as composite culture of the city, which obligation requires the authorities to protect all old monuments, archaeological sites and remains, and make them free from encroachments by unscrupulous people.

    The DDA’s submissions were made in an affidavit filed in response to a petition by residents of Green Apartments in Mehrauli, which along with various other properties, has been identified to be demolished as part of the ‘anti-encroachment’ drive.

    Justice Manmeet Pritam Singh Arora was informed by DDA counsel Shobhana Takiar that the agency has filed a detailed counter affidavit in the lead petition along with a demarcation report of December 2021.

    The counsel said short affidavits of the DDA responding to facts of each of the petitions shall be filed by February 27.

    The high court, while listing the matter for March 9, said the interim order of maintaining status quo on the properties of those who have approached the court shall continue till then.

    Advocate Siddhant Kumar, the counsel for one of the petitioners, has said the building of his client is situated in Khasra No. 1151/3 in Mehrauli which is not mentioned in the demolition order but the demolition action was still proposed against it.

    “The petitioners have encroached on the government land of village Ladha Sarai which falls in Mehrauli Archaeological Park. It is submitted that as per the Google images of 2014, the land under reference was completely vacant,” the DDA said in the affidavit.

    “The land in question falls in Mehrauli Archaeological Park which forms part of the Southern Central Ridge where a large number of historical world famous monument exists which are protected/ unprotected and maintained by the Archaeological Survey of India in order to protect Indian Heritage and Culture,” it said.

    It said as per the land records maintained by DDA, the land that is the subject matter of this petition falls in Khasra number-209 and 210 of village Ladha Sarai and it was acquired and placed at the disposal of the DDA by a July 1, 1975 notification.

    “This land has been earmarked as Green’ in the Master Plan of Delhi since beginning and is to be developed and maintained as Green’ and to be conserved under the Mehrauli Heritage Zone. It is submitted that the area is notified as Reserved Forest vide Notification . dated May 24, 1994 issued under the Indian Forest Act, 1927 being situated at the western side of the road going to Andheria More from Qutub,” it said.

    The land owning agency said attempts were made by many people in the past to encroach upon this parcel of DDA land and it had been preventing such attempts of the land grabbers.

    The DDA also referred to a July 2019 order of a division bench of the high court which had directed the authorities to take all necessary steps to ensure the Mehrauli Archaeological Park is free from encroachment.

    It said in compliance with various orders of the high court the Delhi government prepared a demarcation report on December 21, 2021 for the seam-line between village Ladha Sarai and Mehrauli.

    “After the demarcation report duly verified by the revenue department of Delhi government, DDA has issued notice on December 12, 2022 for removal of encroachments in Mehrauli Archaeological Park falling in village Ladha Sarai which is a government land ,” the DDA said.

    Regarding the sale deeds of land submitted by the petitioners, the authorities said such sale is void and barred under the provisions of Delhi Land Restriction on Transfer Act and other documents in the nature of property tax do not confer any right, title and interest in the property.

    The high court has been hearing a batch of petitions challenging the demolition action.

    The counsel for the residents of Green Apartments in Mehrauli had earlier said there are 62 families residing in 62 flats in the apartments and the entire action of DDA is illegal because the authorities are going ahead with the drive without giving any opportunity to the residents to be heard.

    He had said the residents of the apartments have got their title deeds registered by the registrar and DDA, along with the Delhi government, has gone ahead with the demarcation exercise without notifying those residing there which is not allowed as per law.

    A large number of residents of the area have approached the high court with separate petitions against the action being taken on their individual properties.

    On February 10, the high court had directed the authorities to maintain status quo on 400 jhuggis of Ghosiya Slum Colony in Mehrauli, which were also to be demolished.

    The DDA, on February 10, started a demolition drive in Mehrauli amid police security. However, on February 14, Delhi Lieutenant Governor V K Saxena directed the DDA to stop the anti-encroachment drive in Mehrauli and Ladha Sarai villages till further instructions.

    The drive was launched a month ahead of a proposed G20 meeting at the park in south Delhi.

    According to the DDA, the old park has about 55 monuments under the protection of the Archaeological Survey of India, state archeological department and the urban civic body.

    The land on which the alleged encroachment was done belonged to multiple agencies including DDA, Waqf Board, and Archaeological Survey of India, it has been claimed.

    Dehradun: The Uttarakhand Tourism Department on Thursday signed an agreement with two private firms to construct a ropeway to Yamunotri, situated at a height of over 10,000 ft in the Garhwal Himalayas.

    The agreement between the department, SRM Engineering and FIL Industry Pvt Ltd was inked in the presence of Uttarakhand Chief Minister Pushkar Singh Dhami and state tourism and culture minister Satpal Maharaj.

    The ropeway to connect Yamunotri with Kharsali, where Goddess Yamuna is worshipped during winter, will be 3.38 km long, an official release said.

    It will be a mono cable detachable ropeway with a capacity of carrying across 500 people in an hour.

    To be built in accordance with European standards, the ropeway will spare devotees the trouble of trekking for 2 to 3 hours to reach the temple, Dhami said, adding they will traverse the distance in the ropeway car in just 10-15 minutes.

    Jammu, Feb 23 : In a meeting chaired by the Chief Secretary to deliberate upon misinformation created regarding property tax in Jammu and Kashmir, it was clarified that all the poor, marginalized having small houses having built-up area up to 1000 square feet have been exempted by the government from paying any property tax to be levied from April onwards this year.

    The meeting was attended by Additional Chief Secretary, Home; Principal Secretary, H&UDD; ADGP Jammu/Kashmir; Deputy Commissioners; SSPs; Commissioners of Jammu and Srinagar Municipal Corporations and other concerned officers.

    It was informed that levy of property tax is essential part of urban sector reforms. Jammu and Kashmir is one of the last States/UTs to levy property tax and non-imposition of the tax was depriving local bodies to become self sustaining. Urban Local Bodies (ULBs) are required to render multiple civic services in their jurisdiction and need resources. The levy of this tax will improve the financial health of these institutions and improve services, besides creating employment.

    While explaining the methodology of levying this tax in the UT, the Principal Secretary, H&UDD, Rajesh Prasad stated that there is no tax liability for those having built-up area of their houses less than 1000 sft besides the proportion of taxes is considerably lesser here than that levied in other parts of the country.

    Similarly, all places of worship, including Temples, Masjids, Gurudwaras, Churches, Ziarats, Cremation grounds, Burial grounds etc are exempt from payment of property tax.

    It was further informed that the Tax is proposed to be levied at just 5% of Taxable Annual Value (TAV) of the property in case of a residential property and at 6% of TAV in case of Non-Residential property. It was also apprised that the tax rates, even in the Corporations are one of the lowest in the country, almost half that of Himachal, and one fourth to one sixth, overall, of other progressive States like Gujarat Maharashtra, Karnataka and Delhi. Tax to be paid in Municipal Committees shall be much lower than that of Municipal Corporations. There is no property tax in rural areas. Besides the property tax is to be assessed and paid on annual basis.

    Elucidating further the Commissioner, Jammu Municipal Corporation, Rahul Yadav informed that the tax is progressive in nature with low tax on smaller assets and is linked to circle rates – lower the circle rate, lower is the tax liability of the owner. The tax also takes into account factors like age of the property, usage type and construction type etc to arrive on TAV for realistic capturing of value of property.

    Cases illustrating such as property tax to be levied on a 35 year old residential house with built up area of 4500 Sft in Gandhi Nagar is assessed to be Rs.5758 for one year.

    Similarly, a 25 year old residential house in Sarwal with built up area of 2000 Sft will have to pay only Rs1063 as property tax. A 5 year old residential house with built up area of 3500 Sft in Channi area would be assessed to Rs5374 property tax for one year.Small shops shall have to pay very small amounts with the example of a small shop in the old city area of Jammu with area of about 200 Sft which is only 0-20 years oldwould be liable to pay tax of only Rs 838 per annum.

    In this regard Dr Mehta directed the DCs to create awareness in their areas by giving such real examples of calculation of the tax for different properties in their ULBs of the district. He observed that the misinformation created among people should be addressed by taking them along. He asked them to involve the elected representatives and civil society members in dissemination of the information and actual objectives of imposing this tax here.

    On the occasion the Chief Secretary also impressed upon the officers to create awareness among public for removing misconceptions. He told them to create a helpline for the masses which would disseminate the correct information about this matter. He urged them to come up with a simple ‘Property Tax calculator’ for people so that they themselves are able to assess the actual amount they are liable to pay.

    It was also mentioned that economy of J&K has been doing well and unemployment rate as per GoI data has shown healthier trend. The per capita income of people of J&K is amongst better States/UTs.

    Dr. Mehta emphasised on the fact that people should be made aware that it is not permitted to direct ULB resources for any other purposes. The property tax paid by people shall be used in their own areas. The accumulations of the tax money will be collected by the ULBs, retained by them and used for their development needs exclusively. The tax to be collected from the people shall be spent only for their betterment, improving their quality of life.

    Regarding its implications it was said that the Property Tax is to be levied annually and can be paid in two equal installment. Further, 10% rebate can be availed by early payment of the Property Tax.

    The payment of property tax shall also facilitate common people in availing various facilities and services through their concerned local bodies with the expenditure of funds collected by levying this tax. (GNS)
