    Medico’s suicide case: Telangana govt transfers KMC HoD

    Hyderabad: In the case of PG medico Dr Preethi’s suicide case, on Thursday, the Telangana government transferred the head of the department at Kakatiya Medical College, Hanumkonda, Dr K Nagarjuna Reddy.

    With immediate effect, Reddy was transferred to the role of professor of anesthesia at the government medical college in Bhupalpally. Health Secretary SAM Rizvi directed the Director of Medical Education and the college’s principal to take appropriate measures.

    Dr. Preethi’s family had urged action against the HoD, alleging that he had failed to act in a timely manner after being informed of the alleged harassment by the senior doctor.

    Her father, Narender, stated that there would be no genuine investigation and that justice could not be served if the HoD remained in office.

    Hyderabad: Taking cognisance of the dilapidated facilities at the government junior college in Saroornagar, the Telangana High Court on Thursday directed the state government to submit a report.

    A bench headed by chief justice Ujjal Bhuyan and justice N Tukaramji was hearing a Public Interest Litigation (PIL) over one toilet, in a dilapidated condition, being available to 700 girl students in Saroornagar government college.

    Issuing notices to the state government (represented by the chief secretary), principal secretary of education, commissioner of Intermediate education, and the college principal, the bench adjourned the hearing to April 25.

    Background of the case:

    Nallapu Manideep, a law student, sent the chief justice a letter along with a clipping of a news report on December 31, 2022, headlined ‘Protest erupts as Government Junior College has 1 defunct toilet for 700 females’.

    The letter was converted into a PIL by the PIL Committee.

    The PIL revealed that there was only one toilet for over 700 girl students and poor infrastructure on the campus giving scope to infections.

    Further, the girl students complained of being unable to attend college during their menstrual periods since there are no taps or running water while the boys claimed that they resorted to open urination and had to go outside the campus since there was no toilet facility provided for them.

    The report also revealed that 300 students of the college boycotted classes due to substandard campus amenities and several other students were using pills to interrupt their menstrual cycles and some avoided drinking water.

    The student in his report further wrote that the demands for immediate relief had fallen on deaf ears and urged the judges to direct the authorities to provide all essential amenities at the government junior college.

    New Delhi: Tamil Nadu Government on Friday told the Supreme Court that they are not totally against the RSS route march but can’t permit it in sensitive locations.

    Rashtriya Swayamsevak Sangh (RSS) on Friday also assured the Supreme Court that it is not going to hold any route march on March 5 in Tamil Nadu as the organisation has decided to postpone the rally.

    Senior Advocate Mahesh Jethmalani, appearing for RSS, told the Supreme Court the organisation is not going to do anything till March 11 or March 12.

    Senior Advocate Mukul Rohatgi, appearing for Tamil Nadu Government, hence urged the top court to post to March 17. The state government also agreed to present the inputs before the bench in a sealed cover and also the proposed routes.

    Tamil Nadu Government also said that they will have a dialogue with the RSS on proposed routes for march as they are not totally opposed of it.

    A bench of justices V Ramasubramanian and Pankaj Mithal thereafter adjourned the matter for March 17 for hearing a plea by the Tamilnadu government appeal against the Madras High Court order permitting RSS for its route march in the state.

    Senior Advocate Mukul Rohatgi, appearing for Tamil Nadu Government, said that they are not totally opposing the route march and public meetings by RSS across the state but it cannot be permitted in every street and mohalla.

    Senior Advocate Rohatgi apprised the court that the government denied holding route marches in the sensitive areas, which have faced PFI incidents and have border areas with disturbances. The lawyer said that the government had had some intelligence reports.

    Tamil Nadu Government lawyer submitted the court cannot shut its eye to the bomb blasts in Coimbatore, PFI incidents etc. On this the court remarked that one is a language of democracy and one is the language of power and which language you speak depends on where you are.

    The lawyer for Tamilnadu Govt stressed that they are not fully opposed to the procession but to the manner in which it is proposed to be done.

    RSS lawyer replied that the ground the state government mentioned is that PFI was banned by Central Govt and it is a threat to the organisation. They are not able to control terrorist organizations and that is why they want to ban the route march, the lawyer said.

    Tamil Nadu Government has moved the top court against the Madras High Court order permitting the Rashtriya Swayamsevak Sangh (RSS) to take out its route march in Tamil Nadu on rescheduled dates.

    On February 10, Madras High Court directed Tamil Nadu police to grant permission to Rashtriya Swayamsevak Sangh (RSS) to take route marches in various districts across the State on public roads.

    Telangana govt moves SC against Guv’s delay in approving pending bills

    Hyderabad: A writ petition was filed by the Telangana government officials seeking directions to the state’s Governor for approval of ten pending key bills.

    Chief secretary A Santhi Kumari moved the Supreme Court on the state government’s behalf naming Tamilisai Soundararajan in the place of the respondent in her petition.

    The petitioner claimed that bills pertaining to the state government were kept pending for more than six months in the Raj Bhavan and were not being cleared by the Governor, who reportedly refused to clarify the inordinate delay.

    The Governor’s act of delaying bill approvals that were important for the functioning of state matters was criticised by ministers of the state.

    The petition is likely to be heard on March 3.

    The rift between the Telangana Governor and the KCR-led government has deepened over the last two years.

    The BRS leaders recently anticipated a crisis as seven Bills passed by the Assembly and Council have been languishing at the Raj Bhavan since September 2022.

    The state government even knocked on the door of the Telangana High Court in January seeking a direction from the governor to approve the state budget for 2023-24.

    7th Pay Commission: The Central government employees who are waiting for their salary hike, here’s a big update for you. They are likely to get a hike in salary, Dearness Allowance (DA), and Dearness Relief (DR) under the 7th Central Pay Commission (CPC).     The ET report suggested that the Centre is planning to revise the DA and fitment factor after March 8. Currently, the common fitment factor is at 2.57%, which means an employee who receives Rs 15,500 in 4200 Grade Pay, would get a total pay of Rs 39, 835, by multiplying (Rs 15,500 x 2.57) as per 6th Central Pay Commission.

    Earlier, the 6th pay commission had recommended the fitment ratio at 1.86 %, while the 7th CPC recommended 2.57%, at which the Central government employees are being paid at present. The central government employees, however, now demand that the fitment factor should be hiked to 3.68.     The price of 14.2 kg domestic liquefied petroleum gas (LPG) cylinder has been increased by Rs 50 with effect from today. With this, the domestic cylinder will cost Rs 1,103 per cylinder from today in Delhi, reported news agency ANI citing sources.

    Meanwhile, the price of 19 kg commercial cylinders has been hiked by a massive Rs 350.50 and will now be retailing at Rs 2,119.50 in the national capital.

    From today onwards commercial LPG cylinder will be available in Delhi for Rs.2119.5 instead of Rs.1769.It was 1870 in Kolkata, now it has become 2221.5.Its price in Mumbai has increased from 1721 to 2071.50 now. The cylinder which was available for 1917 in Chennai will now be available for 2268.

    The prices of domestic cooking gas vary from one state to another due to local taxes. The fuel retailers revise the prices of LPG cylinders at the beginning of every month.

    The revised rates are applicable from today, March 1.

    This is the second hike in commercial LPG cylinder prices this year. Earlier, on January 1, commercial cylinder prices were increased by Rs 25 per unit, after which it was being sold at Rs 1,768 in Delhi, Rs 1,721 in Mumbai, Rs 1,870 in Kolkata and Rs 1,971 in Chennai.

    Jammu, Feb 28 (GNS): Lieutenant Governor, Manoj Sinha gave a green signal to pose JKCIP to the Department of Economic Affairs (DEA) for financing through IFAD for project implementation in J&K.

    The project shall contribute towards sustained increase in incomes of rural households by improving pre-production, production and post production verticals of agriculture. The project objective is to improve the competitiveness of the famers through a value chain approach with emphasis on export of high value agricultural commodities and development of business incubation centers and start-up support.

    Competitiveness Improvement of Agriculture and Allied Sectors in the Union Territory of Jammu and Kashmir (JKCIP) comprises of 4 components which inter alia included value chain support with export focus, incubation and start-up support, support to vulnerable communities and project management. The project implementation would spread over 7 years (2023-2030) across all districts of J&K.

    “The project will have a number of positive outcomes which will further complement the growth of agriculture & allied sectors in J&K, including export promotion of potential agricultural commodities and GGAP practices that would encourage export promotion like GI tagging, promotion of niche crops, certifications, quality control, laboratory/logistic support, branding facilities, marketing platforms and development of an organized value chain”, said Atal Dulloo, Additional Chief Secretary (ACS), Agriculture Production Department. “The project will also support activities focusing on tribal and other vulnerable communities which inhabit some of the most vulnerable landscapes such as hillsides, rangelands, semi-arid and arid lands and rely on climate-sensitive natural resources to make a living. IFAD shall promote environmentally sustainable and climate resilient agricultural practices for them”, he added.

    Implementation of JKCIP is a part of the government’s larger efforts to look beyond the objectives of Holistic Agricultural Development Plan (HADP) to capture the opportunities in global trade by tapping the competitive advantage of J&K viz agro-climatic diversity, monopoly in production of default organic crops (Walnut, almond, cherries), year-round vegetable production, niche crop advantage & pristine climate which catalyzes the opportunity to export high value agricultural commodities. Besides provisions of HADP, concerted measures shall be implemented through JKCIP to create an enabling environment to reform agricultural sectors and better price realization. APD in collaboration with the Apex Committee under the chairmanship of Dr Mangla Rai has prepared an export promotion plan which is scheduled for ratification with the Apex Committee during 1-3 March, 2023 at SKUAST-Jammu. The plan after ratification shall construe an integral part of the IFAD project.

    The project shall also encourage complementarily and convergence with the Holistic Agriculture Development Plan through identification of common activities for financing with focus on augmentation of livelihood of tribal and other vulnerable communities. Another major goal of the IFAD project is to establish incubation centers to undertake skilling of more than 2.5 lac entrepreneurs targeted under HADP projects, besides giving adequate focus on extension of support for training of trainers, demonstration set ups, entrepreneurship development and facilitating partnership with research institutions like ICAR, NFDB, NDDB. It shall also enable & foster establishment of agri start-ups.

    The project includes a range of interventions to support commercialization & sustainability of agriculture through promotion of 300 new agri-tech start-ups, establishment of 60 vegetable, 117 Aromatic/Red rice, Guchi, Kashmiri Chilli, saffron and medicinal plant production clusters besides establishment of 20 vegetable seed, 20 potato seed and 40 oil and pulse seed clusters.

    The project aims to create 6 mini-Centers of Excellences with 24 satellite centers for niche agri products and 4 mini-Centers of Excellences for fruit and nut crops besides establishment of 3 Export Hubs and 2 Business incubation centers. Additionally, it aims to establish 60,000 integrated farming models for fringe and nomadic communities and establishment of 200 horticultural nurseries. The project would also undertake GI tagging, aggregation, processing and marketing of at least 6 agriculture and minor forest produce.(GNS)
