    SRINAGAR: Director of the Department of Ayush Dr Mohan Singh on Saturday inaugurated the ultrasonography and spirometry facilities for the general public at Government Unani Hospital at Shalteng here.

    Speaking on the occasion, Dr Singh said that the installation of ultrasound and spirometer machines was a long-pending demand of patients who come from far-off places to avail the specialized treatment methodologies of the Unani system of medicine.

    He said that patients suffering from gastrointestinal, renal, and liver disorders or chronic lung diseases can now avail of diagnostic facilities at the hospital for nominal charges.

    Dr Singh thanked Secretary to the Government Health and Medical Education Department Bhupinder Kumar under whose regular monitoring the Ayush Sector is achieving new heights concerning patient care in the UT.

    He advised the Unani medical officers to further promote Unani treatment among people. He emphasized lifestyle management and treatment of non-communicable diseases (NCDs) by utilizing the principles and practices of age-old Ayush systems.

    Shinde visits govt hospital, asks officials to provide better facilities to doctors

    Thane: Maharashtra Chief Minister Eknath Shinde on Saturday expressed displeasure about the conditions in which doctors at the Chhatrapati Shivaji Maharaj Civic Hospital (CSMH) in Kalwa area here work.

    Speaking after a visit to the hospital, Shinde, who is an MLA from Thane, said the doctors must be provided better working conditions and facilities.

    He also directed Municipal Commissioner Abhijit Bangar to take strict action against erring officials.

    Doctors at the hospital were working hard but they were not getting good facilities, Shinde noted.

    His government had vowed to make Mumbai pothole-free within two years and Thane, its twin city, can not be left behind, the chief minister said.

    Shinde on this occasion launched road repair works worth Rs 391 crore in the city and inaugurated an underground parking facility at Gamdevi Maidan among other projects.

    New Delhi: The Congress on Saturday alleged that the government has granted “monopolies” to the Adani Group, allowing it to “fleece” consumers who need to use essential infrastructure services such as airports and electricity.

    The opposition party also said that persistent demand for a JPC on the Adani issue was not to embarrass Prime Minister Narendra Modi but to unravel its full dimensions.

    Posing a set of three questions to Prime Minister Narendra Modi as part of the party’s “Hum Adani ke Hain Kaun” series, Congress general secretary Jairam Ramesh said the focus of the posers was on how the “monopolies granted” to the Adani Group have allowed it to “fleece” consumers who need to use essential infrastructure services like airports and electricity.

    The Congress is persisting with its attack on the government weeks after Adani Group stocks took a beating on the bourses after US-based short seller Hindenburg Research made a litany of allegations, including fraudulent transactions and share-price manipulation.

    The Gautam Adani-led group has dismissed the charges as lies, saying it complies with all laws and disclosure requirements.

    In his statement addressed to the prime minister, Ramesh claimed that the Adani-operated Chaudhary Charan Singh International Airport in Lucknow, India’s 11th busiest airport, has proposed an “exorbitant increase” in the user development fee (UDF) paid by passengers.

    “If approved by the Airports Economic Regulatory Authority (AERA), user fees will rise from Rs 192 to Rs 1,025 for domestic passengers and Rs 561 to Rs 2,756 for international passengers by the fiscal year 2025-26,” the Congress general secretary claimed.

    AERA has already approved a six-fold fee increase for domestic passengers and a 12-fold fee increase for international passengers flying out of the Adani-operated Ahmedabad airport by 2025-26, he said.

    “And AERA outdid itself in the case of the Adani-operated Mangaluru airport by not only hiking user fees for departing passengers but also imposing them on arriving passengers,” Ramesh claimed.

    Is this not the “inevitable outcome of the PM’s decision to grant an airports monopoly to his friend Gautam Adani by handing him six out of six airports over the objections of the NITI Aayog and the Ministry of Finance”, the Congress leader asked.

    “Will customers have to pay out of their pockets for the electoral bonds that your cronies are transferring to BJP coffers?” Ramesh said.

    He also claimed that in 2008, Adani Power signed a power purchase agreement (PPA) with Haryana’s state-owned power distribution companies to supply 1,424 megawatts (MW) of electricity for 25 years at a levelised tariff of Rs 2.94 per unit.

    But it began to default on its power supply obligations from December 2020, forcing Haryana to buy spot electricity at Rs 11.55 per unit, he claimed.

    “Far from recovering what it was due, the Manohar Lal Khattar government decided to approve a supplementary PPA on June 27, 2022 through which it will procure a reduced 1,200 MW from Adani at Rs 3.54 per unit and will source the remaining 224 MW at a far higher price from Adani,” he alleged.

    “Did you pressure CM Khattar to bail out your cronies yet again? How many thousands of crores of rupees will be fleeced from Haryana consumers by Adani to pay for the BJP’s electoral bonds?” Ramesh said.

    He also claimed that on March 1, 2023, Adani Power made a disclosure to the Bombay Stock Exchange and the National Stock Exchange that it had signed supplementary PPAs with Haryana’s two power distribution companies.

    However, no such PPA had been signed at that time, he alleged.

    Was this a crude attempt to shore up flagging Adani share prices, Ramesh asked.

    “Will this be yet another case of SEBI turning a blind eye to blatant violations and deceptions by your favourite business group?” he said.

    Responding to a media report which quoted senior lawyer Harish Salve as saying that the demand for a joint parliamentary committee (JPC) probe was aimed at only embarrassing the Centre, Ramesh tweeted, “My friend Harish Salve with whom I worked closely as environment minister is completely wrong.

    “The persistent demand for a JPC on the Adani scam is not to embarrass the PM but to unravel its full dimensions, which no technocratic committee can or will be willing to do.”

    Chandigarh: The Punjab government has told the high court that granting frequent parole to Dera Sacha Sauda chief Gurmeet Ram Rahim Singh, who is serving a 20-year jail term for raping two disciples, may lead to law and order problems in the state.

    The Punjab government’s response to a Shiromani Gurdwara Parbandhak Committee (SGPC) petition against giving parole to the dera chief is in contrast to the Haryana government’s reply to the petition.

    Supporting parole for Ram Rahim Singh, the Haryana government had said in the Punjab and Haryana High Court that he does not fall under the definition of a hardcore prisoner and cannot be termed a serial killer. He has also been convicted in two murder cases.

    The dera chief was granted 40-day parole on January 20.

    The SGPC, an apex gurdwara body, had recently challenged the parole order in Punjab and Haryana High Court.

    The Punjab government has cited the “mayhem” created by supporters of the Dera chief in Haryana’s Panchkula when he was convicted in the rape case in 2017 as a reason for its stand.

    It also told the court that some sections of society may compare the frequent temporary parole to the dera chief to the cases of some people who have been in jail for a long time. Several Sikh bodies, including the SGPC, have been demanding the release of ‘Bandi Singhs’ (Sikh prisoners), which they claim are lodged in jails despite having completed their sentences.

    “In the present case, respondent number-9 (the dera chief) has been granted parole a number of times in the last year. That information has been obtained from concerned quarters as per which the temporary release of respondent number 9 from custody is likely to create disturbance in the law and order situation in the state of Punjab,” Punjab ADGP (Law and Order) Arpit Shukla said in an affidavit filed in the court.

    According to the Punjab government, granting frequent parole to Ram Rahim Singh has led to resentment in a particular religious community and has created a “festive and celebratory atmosphere” among the dera followers, which is highly resented by some sections of the society.

    “That there is an apprehension of disturbance to law and order situation in the state of Punjab as persons opposed to the respondent no 9 may hold protests in the state of Punjab which may extend to activities like burning effigies/traffic jams/dharnas to express displeasure against the temporary release of respondent no -9,” the Punjab government told the court.

    In 2021, the dera chief, along with four others, was also convicted for hatching a conspiracy to kill Ranjit Singh, a dera manager. The dera chief and three others were convicted in 2019 for the murder of a journalist more than 16 years ago.

    Hyderabad: The Government Fever Hospital in Hyderabad where most dog bite cases in the city are reported has started seeing a surge in dog bite cases with almost 100 cases being reported in a day.

    The Professor of medicine at the Government Fever hospital, Dr Kondal Reddy informed us that dogs will be more furious during this season and the hospital is receiving around 90 to 110 cases each day.

    The doctor said, “In regard to the increasing number of dog bites in our area the first thing is that prevention is better than cure. Actually, there is no cure for rabies. It has 100 per cent mortality.

    Whatever may be the case, we should follow appropriate steps to escape from dog bites. If there are more street dogs, they should be notified to the authorities for sterilization and appropriate water facilities must be provided for them.

    Mostly during the summer months, the dogs will be in a more furious state causing unnecessary bites to passerby people including children. People especially children should stay away from a group of street dogs.”

    The doctor further spoke about the steps to be taken once a dog bite happens.
    He said, “Dog bite injuries are mainly of three types. Grade 1 is a slight scratch, Grade 2 is a deeper injury and Grade 3 is where underlying muscles are exposed.

    Whether it is a domestic dog bite or a street dog bite, earlier we used to observe the animal whether it is alive or dead for a period of 10 days. However, now we are giving immunization for most dog bite cases higher than Grade 2.

    When a dog bite happens, immediately wash the wound under running tap water for a period of 10 to 15 minutes using soap or detergent. This will prevent rabies from occurring up to 80 per cent.

    This is a crucial step that we can do at home. Simply putting a bandage on a dog bite wound is not correct. After this, the patient should be taken to the nearby hospital.”

    “Here at our hospital, the government has supplied free RIG (Rabies Immunoglobulin) and also monoclonal antibodies. We are also administering active immunization here during the night time and during the daytime.

    We have also sent the cases to IPM for active immunization. There is no way to escape from death, once rabies has occurred in a person. Rabies can occur by the bite of a dog, domestic cat, wild cat or monkey.

    Rabies vaccine should definitely be administered if a person is bitten by any of these animals. Here we give the human monoclonal antibody immunoglobulin that is Rabishield immediately to patients based on their body weight.

    Later we will give active immunization on the following days that is 0, 3, 7, 14 and 28, a minimum of five doses. In case a second bite occurs in this time period, we still have to follow the schedule. During the summer months, the dogs will be more furious. The number of cases in our hospital is ranging from 90 to 110 now.”

    A patient named Chinna, who came for dog bite treatment, said, “I have come to the hospital after a street dog had bitten me. I took a total of four injections here. There have also given me a schedule for further injections.”

    Notably, the recent dog bite incident in Amberpet, Hyderabad where a small boy died from a dog bite had shaken the conscience of the people of Hyderabad.

    Tangmarg, Mar 3 (GNS):  Union Minister of Fisheries, Animal Husbandry and Dairying, Parshottam Rupala, during his visit to Baramulla for Public Outreach programme has made operational the Aquarium cum Awareness centre established at Trout Fish Farm Tangmarg for the upcoming summer season.

    Union Minster inspected the Trout Rearing Unit Tangmarg and reviewed various Fisheries development schemes and activities being implemented in the district.  He also had an exclusive interactive session with farmers.

    He distributed fishing material among 39 beneficiaries including 14 women covered under beneficiary oriented schemes of PMMSY.

    On the occasion, Union Minister instructed the officers to prepare estimates and submit DPR for upgradation of Fish Farm Bella, Baramulla, which was damaged during the floods of 2014.

    Earlier, Union Minister distributed sanction orders amounting Rs. 193.1 lakh in favour of 28 beneficiaries of Baramulla under various components of PMMSY/UT CAPEX scheme

    Deputy Commissioner, Baramulla was also present during the function.

    Union Minister was briefed that fish production in J&K has reached 25.40 thousand tons. The UT has the monopoly of Trout culture and the Trout Production here has reached to 1663 tons. During the year 2021-22, the department has produced 148 lakh of Trout seed and 14 lakh Trout seed was exported to other cold water states of the country. For providing working capital to the fishers, the department has sanctioned 696 KCCs in Fisheries Sector. Keeping in view the success of Trout Culture in Private sector, the department has kept Trout fish under One district One Product scheme (ODOP) in Anantnag and Baramulla districts. The department also contemplates to register Trout Fish products for GI tagging to project UT in the world map as a hub of Trout production, he was further informed.

    Union Minister was told that the department is going to implement a project in Fisheries sector with a total cost of Rs. 232.85 crore during the next five years under Holistic Development of Agriculture plan (HADP) with an aim to double the fish production in the UT. Apart from increasing fish production and productivity, the project envisages creation of direct and indirect employment for about 2.50 lakh youth of UT. The major technological interventions under the project included introduction of modern Technology of fish culture viz RAS, Biofloc, establishment of feed mill, Hatcheries, Ice plant etc under private sector in a big way besides upgradation and strengthening of Departmental Fish farms to exploit their full potential, he was informed. To improve the genetic vigour, growth rate and survival of Trout, the department is procuring 100 lakh of genetically improved eyed of Rainbow and Brown Trout under HADP.

    Parshottam Rupala emphasized the need of adopting fish farming activity as it can contribute significantly in increasing the farmers’ income in J&K.

    While describing the importance of Kashmir region as an epicenter for development of cold water fisheries, Union Minister said that under the leadership of Prime Minister, Narendra Modi, various steps are being taken up by the Central Government for enhancing the productivity as well income of the fishers and special subsidy component has been kept for the Cold water states/UTs to attract more farmers for adopting this profitable venture.

    Union Minister said that farmers would be made more resourceful through implementation of various schemes for marketing of Trout and also for its export to other states to get remunerative prices for their produce.

    Appreciating the Department of Fisheries, he said that J&K is the leader in production of Trout and successful implementation of various centrally and UT Sponsored schemes and proposed  technological interventions under HADP clearly reflects the pro-farmer approach of the present government in the UT.

    Mohammad Farooq Dar, Director Fisheries, Purnima Mittal, Director Animal Husbandry, Kashmir and other senior officers of the department were present on the occasion.(GNS)

    Thiruvananthapuram: Kerala Chief Minister Pinarayi Vijayan on Friday reacted sharply on Prime Minister Narendra Modi’s statement that his BJP will form a government in Kerala after doing well in the Assembly polls held in three northeastern states.

    “Modi’s statement is an overambitious statement. People who live here know the trials and tribulations of the minority communities and also know who is responsible for it. The minority communities here, who are under duress from the Sangh Parivar, just cannot take a pro-BJP stand. If there are stray incidents where some for vested interests make compromises, it should not be a generalised and if done it is going to be a big blunder,” said Vijayan in a statement.

    He went on to point out that the Kerala soil is not a fertile ground for communal forces and has been proved also and the secular model adopted by Kerala is now slowly becoming the order of the day across the country.
