    New Delhi: On International Women’s Day, Prime Minister Narendra Modi on Wednesday lauded the role of women in India’s progress and said his government will keep working to further women’s empowerment.

    “On International Women’s Day, a tribute to the achievements of our Nari Shakti. We greatly cherish the role of women in India’s progress,” Modi said in a tweet.

    “Our government will keep working to further women empowerment,” he said using the hashtag ‘Nari Shakti for New India’.

    The prime minister also shared on Twitter a compilation of women achievers whose life journeys were chronicled in ‘Mann Ki Baat’.

    Sharing President Droupadi Murmu’s article on the indomitable spirit of Indian women on International Women’s Day, Modi tweeted, “On the way back from Tripura I read this article and found it very motivating. I would urge others to read it as well.”

    “On Women’s Day, it chronicles the life journey of a very inspiring person who devoted her life to service and rose to become India’s President,” he said about the president’s article ‘Her Story, My Story Why I am hopeful about gender justice’.

    Defence Minister Rajnath Singh recalled the glorious contributions of ‘Nari Shakti’ in all walks of life.

    “The government under the leadership of PM Narendra Modi is relentlessly working towards women empowerment through its various effective schemes and programmes,” he said.

    “From being operationally deployed in Siachen, the highest battlefield in the world, to being posted on warships, Indian women are breaking barriers in almost every field in the Armed Forces,” Singh tweeted.

    External Affairs Minister S Jaishankar said, “On International Women’s Day, applaud the efforts and the accomplishments of our Nari Shakti.”

    “Their contributions are indispensable to Atmanirbhar Bharat’s growth story,” he said.

    Amaravati: Chairman of the Public Accounts Committee (PAC) and Telugu Desam Party MLA Payyavula Keshav attacked the state government for leveling baseless charges with regard to the skill development project. He said his party is ready to take the legal route.

    The Crime Investigation Department (CID) had earlier alleged that funds for the Skill Development project were being deposited into the accounts of TDP leaders

    Talking to media persons through Zoom on Wednesday, Keshav said, “I would like to ask the CID to give details of their accused TDP leaders. The Skill Development project which was introduced by the TDP government for the bright future of young people of Andhra Pradesh has been destroyed by the current state government.”

    “When TDP was in power, it along with six other state governments entered into an MoU with the conglomerate corporation Siemens. Are you telling em that the chief minister of all these six states are involved in corruption charges?” Keshav questioned.

    Mentioning a report that stated the chairman of Siemens Suman Bose had benefited some politicians Keshav challenged how is Chandrababu Naidu related to it.

    Keshav warned the state government that if the baseless charges continue, the latter has to pay a heavy price.

    He further alleged that the Skill Development project issue is just a diversion from the ongoing investigation into the murder of Vivekananda Reddy (paternal uncle of CM Jagan Mohan Reddy).

    “The Chief Minister is now worried as their MP Avinash Reddy was summoned by the CBI. Hence they have created baseless charges against the TDP to divert public and media attention,” Keshav alleged.

    SRINAGAR:  The government on Wednesday constituted Union territory Level Committee and District Level Committees for monitoring the implementation of Bio-Medical Waste (BMW) Rules, 2016 in Jammu and Kashmir.

    The Union Territory Level Committee comprises Administrative Secretary, Health and Medical Education Department as Chairman and its members include the Director, Ecology, Environment and Remote Sensing, J&K, Representative of Housing and Urban Development Department (not below the rank of Additional Secretary), Representative of DMRRR (not below the rank of Additional Secretary)and Secretary, J&K Pollution Control Board.

    “The Member Secretary, J&K Pollution Control Board shall act as Nodal agency for coordination and compliance,” reads the order, a copy of which lies with GNS, adding, “The Committee shall be free to co-opt any other experts/agency for its assistance and shall meet within two weeks in the first instance and thereafter once in a month.”

    Similarly, the district-level committee (s) will be headed by Deputy Commissioners concerned and members include the Principal, Government Medical College or other reputed Medical College in the area, Representative of SSP concerned, Chief Medical Officer and Regional Officer, J&K Pollution Control Board, the order reads. The Regional Officer, J&K Pollution Control Board shall act as the Nodal agency for coordination and compliance. The Committees, it said, shall be free to co-opt any other experts/agency for its assistance. The Committees shall meet within two weeks in the first instance and thereafter once in a fortnight initially till the situation improves and at longer intervals thereafter as may be found necessary, the order added.     Mumbai: Nationalist Congress Party (NCP) president and former Union minister Sharad Pawar on Wednesday recalled resistance he faced from certain quarters while implementing decisions related to women empowerment, including inducting female officers into the armed forces, but said when an administrator is strong policies get eventually executed.

    The veteran parliamentarian held key portfolios of defence (1991-1993) and agriculture (2004-14) as a Union minister and also served as chief minister of Maharashtra four times during his decades-long political career.

    Pawar recalled that as defence minister when he visited the United States, he was given a guard of honour by an all-woman contingent of the American armed forces.

    When he returned home, Pawar discussed the idea of inducting women into the armed forces with all the three services chiefs, but faced opposition to his proposal.

    “I again brought this (induction of women) issue (with them) for discussion one or two months later and received the same answer. After four to five months I told them (services chiefs) ‘the people have elected me as the defence minister and it is my job to take a decision and your job is to implement it’. From next month, women should get 11 per cent reservation,” he said.

    The Rajya Sabha member was speaking at an event organised by the Maharashtra State Commission for Women on the occasion of International Women’s Day.

    Pawar said after two years he sought a report on induction of women officers into the armed forces and it was brought to his notice that accidents involving aircraft have come down and attributed this drop to the caution displayed by female pilots.

    “When an administrator is strong then decisions are implemented,” added the NCP leader.

    Pawar said while serving as chief minister of Maharashtra, he chose to handle the women and child welfare department instead of crucial portfolios like the home which changed people’s perspective about his administration.

    Pawar said many decisions taken by him while in government were not appreciated by his male colleagues, including his move to give equal share in family property to women.

    The former CM, however, asserted that despite facing opposition, he went ahead with decisions that empowered women.

    Chandigarh: The Haryana Sikh Gurdwara Parbandhak Committee will manage the historic gurdwaras in the state and the government will extend all cooperation and assistance, Chief Minister Manohar Lal Khattar said on Wednesday.

    “…If the Haryana Gurdwara Parbandhak Committee needs any cooperation from the (state) government, including construction of educational institutions and hospitals, it will be provided,” Khattar said.

    Last year, the Supreme Court upheld the constitutional validity of the Haryana Sikh Gurdwara (Management) Act, 2014, under which a separate committee was formed to manage gurdwaras in Haryana.

    However, the Shiromani Gurdwara Parbandhak Committee — the apex religious body of Sikhs — has rejected the committee.

    Khattar was speaking after paying obeisance at Sri Thada Sahib Gurdwara in Yamunanagar, according to an official statement issued here.

    Haryana Sikh Gurdwara Parbandhak Committee chief Baba Karmjit Singh felicitated Khattar with a ‘siropa (robe of honour)’.

    During the occasion, Khattar also extended his greetings on International Women’s Day.

    Dhaka explosion toll raises to 18, Bangladesh govt sets up probe

    Dhaka: Bangladesh’s Home Minister Asaduzzaman Khan said Wednesday that the country has sufficient expertise to carry out an investigation into the powerful explosion that ripped through a multi-storey building in a crowded area here, killing 18 people.

    The “earthquake-like” explosion at the seven-storey building at Old Dhaka’s crowded Gulistan area on Tuesday also injured over 150 people, officials said.

    The cause of the explosion could not be known immediately, but local residents suspected chemicals illegally stored inside the building, mostly used as an office and business complex, might have sparked the blast.

    Talking to reporters after visiting the explosion site on Wednesday, Khan said members of bomb disposal units and police, army and fire service personnel will conduct the probe into the incident.

    “But if the country’s experts fail (to investigate), we will seek assistance from foreign experts,” he said.

    “The investigation must be impartial. There is no reason for the investigation to be partial,” he was quoted as saying by the Daily Star newspaper.

    Everything regarding the investigation will be made public, Khan said.

    On Tuesday, hospital authorities confirmed 17 deaths while one more victim succumbed to his wounds overnight, raising the death toll to 18. The number of wounded people is estimated to be over 150, officials said.

    A four-member probe body headed by Lt Col Mohammad Tajul Islam Chowdhury, director of Fire Service and Civil Defence (Operation and maintenance), has been formed to look into the cause of the explosion.

    The committee has been tasked to submit its report within five working days, said Shahjahan Sikder, an official at the Fire service and Civil Defence headquarters.

    Meanwhile, three firefighting units started the rescue operation for the second day on Wednesday.

    Although the fire service resumed rescue and recovery efforts for a second day at the blast site, the work is moving slowly because of the risky condition of the building.

    “It became risky to carry on the extensive rescue searches since the explosion has weakened the building. We are waiting for the safety clearance from the concerned experts to restart our full-scale operation,” fire service’s deputy director Babu Chakrabarty told reporters.

    He added that rescuers were kept ready to enter into the building, where the explosion took place.

    The fire service had suspended the rescue campaign after fire chief Brigadier General Mohammad Mainuddin Tuesday night said that the “the building appeared vulnerable after the explosion” that occurred on its ground floor and badly damaged two upper floors.

    Witnesses said the building, which mostly housed several sanitary hardware shops and some business offices, was bending on one side while the fire officials said the blast damaged most of the pillars on the ground floor making it risky for anyone to enter into it.

    The beams and pillars in the basement of the building are damaged, and operating heavy machinery in the area, such as excavators, could create vibrations that might cause the building to collapse, said Zafar Hossain, deputy commissioner of the Lalbagh zone of DMP.

    “The experts are already holding a meeting. They will come here and will give further instructions. The rescue work is still incomplete,” he was quoted as saying by the Dhaka Tribune newspaper.

    Once the fire service fully resumes its operation and removes the debris, only then it will be possible to confirm if anyone is trapped there, he added.

    Officials fear the death toll is likely to go up as many of those rescued are critically injured.

    Meanwhile, authorities handed over the bodies of the 17 people who died in the explosion to their relatives on Wednesday, said Inspector Bachchu Mia, in-charge of the state-run Dhaka Medical College and Hospital police outpost.

    Among the injured, 11 people have been undergoing treatment at the Sheikh Hasina National Institute of Burn and Plastic Surgery, United News of Bangladesh reported.

    According to media reports, at least three people were still missing but several more were feared to be trapped under debris.

    “We cannot confirm yet if the blast was the outcome of any sabotage. But our bomb disposal unit along with military and police bomb disposal teams are working,” RAB director general M Khurshid Hossain told reporters on Tuesday.

    Prime Minister Sheikh Hasina, who is currently in Doha for the United Nations Conference on the Least Developed Countries, has prayed for the peace of the departed and urged authorities to take prompt action to ensure better treatment of the injured.

    Tuesday’s explosion occurred two days after another exposition at a building in Dhaka’s Science Laboratory area that killed three people and injured several others.

    Last week, seven people were killed in an explosion at a private oxygen plant in the southeastern port city of Chattogram, injuring dozens of others.

    SRINAGAR: The government has asked all administrative departments not to refer the posts under direct recruitment quota, which have remained unfilled for more than two years, to the recruiting agencies.

    “The Departments shall obtain the prior concurrence of the Finance Department for revival of such posts before referring them for recruitment, in unavoidable cases,” reads a circular by Finance department.

    The Finance department recalled that on July 15, 2021 circular instructions were issued regarding creation, deemed abolition, revival and continuation of posts was issued.

    These instructions, among others, provide as under that all posts, except newly created posts kept in abeyance or remaining vacant for a period of more than two years in any Department, Attached Office, Subordinate office, Statutory body, would be considered as ‘deemed abolished’ unless an exemption has been given at the time of sanctioning the post.

    A post falling into the category of ‘deemed abolished’, cannot be filled up prior to obtaining its revival, from Finance Department.

    Revival of posts would be considered in rare and unavoidable circumstances only, the 2021 circular had said.

    Proposals for revival of posts were to be referred to Finance Department on file along with the prescribed checklist issued by the Department.

    Separate checklist was to be prepared for each post. “Proposals received without proper checklist would not be considered.” (GNS)

    Hyderabad: Taking a jibe at chief minister K Chandrashekar Rao and Bharat Rashtra Samithi (BRS) government, Bharatiya Janata Party (BJP) state president, Bandi Sanjay, on Monday alleged that Telangana had become the only state that “steals dead bodies” in order to alter the outcome of controversial deaths.

    In a dharna conducted at the BJP party office in the city, Sanjay asserted that the BJP after taking over the Telangana with full power, would follow the Uttar Pradesh model, bulldoze the houses of those involved in crimes against the women,” adding, “He had never seen any government steal dead bodies so they could keep the truth out”.

    Sanjay cited slain PG medical student Dr D. Preeethi, who died by suicide on February 26 allegedly due to continuous harassment by her senior classmate.

    Preethi, a first-year postgraduate (MD) student in the Department of Anesthesia at Kakatiya Medical College (KMC) in Warangal attempted to end her life on February 22 allegedly due to harassment by a senior.

    When her situation turned critical, Dr Preethi was brought to Nizam’s Institute of Medical Sciences (NIMS).

    Warangal police have registered a case under SC/ST (Prevention of Atrocities) Act against the senior and took up an investigation.

    Mohammed Saif, who was accused in Preethi’s suicide attempt, was booked by the police in the Warangal district.

    Sanjay alleged that the haste and secrecy surrounding the police escorting her body from the NIMS hospital for a post-mortem examination and compelling the family to rush through the funeral is the state government’s ‘conspiracy’ to portray a murder case as a suicide.

    “She was not alive when brought to NIMS but the government enacted a drama of ‘treating’ her for four days. The police used the dead girl’s hand for fingerprints to unlock her phone and deleted anything that could implicate the accused,” alleged Sanjay.

    Bandi on occasions earlier had termed the suicide a murder and alleged a “love jihad” angle. “They are targeting women and harassing them in the name of ‘love-jihad’. In order to dilute the case, they are charging the culprit with ineffective cases,” Bandi had stated communalising the medico’s death and slamming the state for their alleged attempt to cover it.

    He further slammed the state government over the exgratia amount of Rs 10 lakh announced for the family of the deceased. “This is not even equal to the value of the wristwatch that costs Rs 20 lakh worn by KCR’s daughter,” remarked Sanjay.

    “Every atrocity against women in Telangana has the involvement of either a BRS leader or an AIMIM leader or their relatives. The Chief Minister does not even react or respond be it the gang rape of a girl in Jubilee Hills, a BRS leader raping a girl in Nirmal, or the action of the BRS MLA from Khammam that forced a family to commit suicide. Women do not feel safe in Telangana. KCR’s focus is on saving his daughter from the Delhi liquor scam,” he alleged, slamming the BRS.

    Hyderabad: A class seven student of a Telangana social welfare residential school hanged herself to death from a fan in the classroom on Monday evening in Nagar Kurnool district.

    The student Nikhita, 13, studied at the school in Manamor village of Amrabad mandal. The student hanged herself to death using a scarf in her class when no student or teacher was around. The officials are trying to ascertain the reason.

    A small issue between some students of the school might be a reason, the management told the police. The Amrabad police booked a case and an investigation is underway.

    Meanwhile, Dr R S Praveen Kumar, Bahujan Samaj Party (BSP) state president and former Secretary of TSWREIS (Telangana Social Welfare Residential Educational Institutions Society and Telangana Tribal Welfare Residential Educational Institutions Society) expressed his condolences to the family.

    He tweeted, “Sorry for this, but heart broken to share image of Nikitha who ended her life in classroom today in welfare school in #Telangana. While we are demanding for counsellors in every school/college, our rulers are busy in racing cars&scams. ⁦ @TelanganaCMO ⁩are you still awake?”
