    New Delhi: Bharata Rashtra Samithi (BRS) MP K. Keshav Rao today moved a notice under rule 267 for suspension of business in the Rajya Sabha to ‘abuse’ of central agencies like CBI and ED by the government.

    On the other hand, Lok Sabha Congress MP Manish Tewari has moved the notice on the issue of Chinese transgressions, and Manickam Tagore’s notice is on the issue of hike in LPG prices.

    In the Rajya Sabha the suspension notice was given on post-poll violence in Tripura by Binay Vishwam, CPl MP.

    Congress President and Leader of Opposition in the Rajya Sabha, Mallikarjun Kharge, who met Vice President and Rajya Sabha Chairman Jagdeep Dhankhar on Sunday ahead of the second part of the Budget Session, said that they want discussion on every burning issue.

    “We, as Opposition parties, are keen to play a constructive role in making the government accountable and would want discussion on every burning issue facing the nation,” he said.

    New Delhi: The second leg of the Budget session will commence on Monday with the government asserting that its priority is to pass the Finance Bill and the Opposition planning to raise issues like the action of central agencies against the BJP’s political rivals and allegations against the Adani group.

    Leader of Opposition in Rajya Sabha and Congress President Mallikarjun Kharge asserted that they want to play a constructive role in making the government accountable and sought a discussion in the House on “every burning issue facing the nation”.

    Rajya Sabha Chairperson Jagdeep Dhankhar sought views of leaders of various political parties on ways to curb disruptions in the House at a meeting held on Sunday.

    Opposition members raised the issue of alleged misuse of central agencies against non-BJP governments and the move to appoint Dhankhar’s personal staff on parliamentary committees.

    The opposition parties will meet on Monday morning to evolve their strategy in both Houses of Parliament after protests by them on the Hindenburg-Adani issue overshadowed most of the first half of the Budget session.

    Manickam Tagore, Congress Whip in Lok Sabha, told PTI that his party wants the Opposition to take a united stand.

    “We will continue to raise people’s issues – price rise, LPG cost, Adani, misuse of agencies, farmers issues, governors’ intervention. We will continue to work with all like-minded parties. Tomorrow’s meeting is called for the purpose as we want the Opposition to be united.”

    Congress leader K Suresh maintained that his party would continue to demand answers from the government on the Adani-Hindenburg issue as it has been keeping a studied silence.

    The principal opposition party has been pressing for a Joint Parliamentary Committee (JPC) probe.

    The opposition parties are also likely to vociferously raise the issue of recent raids by the CBI and the ED against their leaders, some of whom were questioned and even arrested in various cases. They have accused the BJP-led government at the Centre of misusing the central agencies to target leaders of the BJP’s rival parties.

    Minister of State for Parliamentary Affairs Arjunram Meghwal told PTI on Sunday that the top-most priority for the government is the passage of the Financial Bill.

    He said discussions will be held on demands for grants of ministries including Railways, Panchayati Raj, Tourism, Culture and Health. Speaker Om Birla will later apply the guillotine, after which all the outstanding demands for grants, whether discussed or not, will be put to vote and passed.

    “Then we will get the Finance Bill passed. After that we’ll look into the demands of the Opposition… the first responsibility of the government is to get the Finance Bill passed. Then we will hold discussions on issues the Opposition’s demands,” he said.

    The session, which began on January 31, is likely to conclude on April 6. Parliament is meeting after a month-long recess which allows various parliamentary panels to scrutinise allocations made in the Union Budget for different ministries.

    On Monday, Finance Minister Nirmala Sitharaman will present Supplementary Demands for Grants – Second Batch for 2022-23.

    She will also table the budget for the Union Territory of Jammu and Kashmir for the year 2023-24 in Lok Sabha. The UT is at present under central rule.

    The two items are listed in the order paper of Lok Sabha for Monday.

    Leader of the Opposition in Rajya Sabha Kharge and Dhankhar also had a one-on-one meeting on Sunday.

    “Met @VPIndia, ahead of the forthcoming session of the Parliament to seek his cooperation,” Kharge said in a tweet.

    “We as Opposition parties are keen to play a constructive role in making the Government accountable and would want discussion on every burning issue facing the nation,” he said.

    Kharge had on Friday accused the Narendra Modi government of making “sinister attempts to kill democracy” by misusing probe agencies against opposition leaders, as he slammed the Centre over the ED searches on the premises of former Bihar chief minister Lalu Prasad’s family.

    The Samajwadi Party, the Left and the DMK were among those who protested against the alleged attack on the federal structure and the “misuse” of institutions.

    The Trinamool Congress will raise in Parliament issues such as LIC and SBI’s risk exposure, price rise of essential commodities, unemployment and “misuse” of central agencies during the second phase of the session, its Rajya Sabha floor leader Derek O’Brien had recently said.

    He said LIC’s risk exposure and price rise affect the lives of the common man and their savings and should be highlighted.

    The TMC will also raise the issue of “political vendetta” against non-BJP ruled states in Parliament and also question the Union government on “holding back of funds for schemes such as MNREGA”, O’Brien said.

    At the meeting with Dhankhar, several floor leaders raised the issue of the appointment of his personal staff on parliamentary committees.

    The vice president responded by saying that the sole purpose behind the move was to achieve optimisation of human resources and the output of committees.

    The staffers were not participating members of the committee and are just there to assist, facilitate and provide research material, he was quoted as saying.

    Dhankhar, sources said, asserted that he was committed to improving the functioning of the committees.

    At the all-party meeting, AAP raised the issue of alleged misuse of investigative agencies and the Adani-Hindenburg matter.

    Its leader and former deputy chief minister of Delhi Manish Sisodia has been recently arrested by the CBI and the ED in cases related to the alleged Delhi excise policy scam. Former Delhi health minister Satyendar Jain is already in jail on charges of money laundering.

    The opposition parties are also gearing up to corner the government on issues such as the China border row and unemployment.

    New Delhi: Activists and members of the LGBTQ+ community have criticised the Centre’s opposition to granting recognition to same-sex marriage, saying despite India’s plurality and diversity the government still believes that marriage rights can only be given to heterosexuals.

    In an affidavit before the Supreme Court which is scheduled to hear the matter on Monday, the Centre has said legal validation of same-sex marriage would cause a complete havoc with the delicate balance of personal laws and accepted societal values.

    It, however, added that non-heterosexual forms of marriages or unions between individuals though not recognised are not unlawful.

    Reacting to the Centre’s affidavit, equal rights activist Harish Iyer and a member of the community said India is a nation of plurality not homogeneity.

    “Unity in diversity is a lesson we learn in our schools. Everyone is equal in the eyes of law. Yet we afford marriage rights only to the majority and not us minorities. The state in its stance has confirmed that they believe that marriage is only between a biological man and a biological woman and their offspring,” Iyer told PTI.

    Iyer further slammed the language used by the Centre in the affidavit.

    “The very language reveals that the state needs a crash course on sex, sexuality and gender. The correct terms are cis man and cis woman. Now that the Supreme Court has written down Section 377, I would like to know from the state how they define LGBT families,” Iyer said.

    In its affidavit, the government submitted that despite the decriminalisation of Section 377 of the Indian Penal Code, the petitioners cannot claim a fundamental right for same-sex marriage to be recognised under the laws of the country.

    A queer scholar and PhD candidate at the University of St Andrews in Scotland, who prefers to be identified as Q, said queer intimacies predate the Indian State by many centuries and the State has always been fundamentally heterosexual.

    “The Centre stated that the traditional heterosexual family unit is foundational to the existence and continuance of the State. This is partly correct. The State has always been fundamentally heterosexual; its institutions, its laws, its capitalist structures, even its borders veered toward the cis-heterosexual upper caste male. The State is also drenched in its masculinity. That being said the Centre hides within these truths one distinct untruth – that the continuance of the State has never been in question,” Q said.

    Q further rued that the State will persist regardless of whether or not gay marriage exists, simply because the State exists now.

    “Gay marriage is an institutionalisation of existing relationships. What the Centre perhaps meant by that affidavit is that heterosexual marriage is foundational to the continuance of the present regime…,” Q said.

    The Supreme Court had struck down the draconian Article 377 that criminalised gay sex and since then many petitions have been filed in the apex court to legalise same-sex marriage too.

    Shubhankar Chakravorty, a Bengaluru-based consultant who identifies as a gay man, said rights and freedoms have seldom been provided in advance of a mass struggle or in anticipation of a sizeable demand and especially when it’s a matter as complex as marriage law that involves a host of related laws, there needs to be a solid case of favourable public impact.

    “India has an LGBT+ population of at least 50 million (less than 5 percent of 1.4 billion) and still you’d struggle to find a few thousand same-sex couples in present need of marriage rights. While it’s a very real need for many people currently in long-term relationships/civil partnerships, same-sex parenting, etc., the number isn’t high enough to put pressure on the government.

    “So, much like the movements preceding the amendment of Section 377, there need to be large-scale activities and campaigns to relay the importance of marriage equality and how it impacts hundreds of thousands of real people,” he told PTI.

    “Till then, as unfair as the government’s stand is, there isn’t much to counter it with. The LGBT+ community, which is still trying to make sense of what it means to have rights and freedom around gender, sex, and sexuality post the Section 377 ruling, needs to do more to assert the real-life outcomes of those rights and freedoms,” he added.

    Islamabad: PTI chief Imran Khan on Sunday postponed his party’s election rally in Lahore till March 13 after the interim government in Punjab province imposed Section 144.

    Khan, the former Prime Minister of Pakistan, on Saturday night had announced a rally today (Sunday).

    However, citing concerns in the wake of a Pakistan Super League (PSL) match in Lahore, the district administration banned public gatherings invoking Section 144 in the city, Dawn reported.

    Protesting the interim government’s move, the PTI approached Election Commission of Pakistan, and later postponed the rally.

    Taking to Twitter, Khan posted: “It seems again Sec 144 has been imposed illegally solely on PTI election campaign as all other public activities are ongoing in Lahore. Only Zaman Park has been surrounded by containers & heavy police contingent. Clearly, like 8 March, Punjab CM & police want to provoke clashes.”

    “To file more sham FIRs against PTI ldrshp & workers & to use as pretext for postponing elections. Elec Schedule has been announced so how can Sec 144 be imposed on pol activity? I AM TELLING ALL PTI WORKERS NOT TO FALL INTO THIS TRAP. Hence we have postponed rally till tomorrow,” his tweet read.

    Ludhiana: The BJP on Sunday targeted the AAP government over the law and order situation, saying it has “failed” to take action against self-styled Sikh preacher Amritpal Singh and his supporters in the recent Ajnala incident.

    “Till today, no action has been taken by the Punjab government against the violators,” said BJP leader Kewal Singh Dhillon here while referring to the Ajnala incident.

    Last month, radical preacher Amritpal and his supporters, some of them brandishing swords and guns, broke through barricades and barged into the Ajnala police station on the outskirts of the Amritsar city, clashed with police for the release of one of Amritpal’s aide.

    During the incident, six policemen, including a Superintendent of Police rank officer, suffered injuries.

    BJP leader Dhillon further said, “The law and order is a state subject and responsibility of its maintenance cannot be shifted upon anyone else.”

    He claimed that as a result of “deteriorating” law and order, industrialists of the state are feeling insecure and are contemplating to shift their businesses to other parts of the country.

    Punjab BJP general secretary Jeewan Gupta accused the Bhagwant Mann government of not taking any step to boost industry in the state.

    Port Blair: A PIL seeking 100 percent government job reservation for the local people in Andaman and Nicobar Islands will be heard on Monday at the Calcutta High Court’s circuit bench here.

    Referring to the union territories of Jammu and Kashmir and Ladakh, where the respective administrations have decided to reserve 100 percent government jobs for the local people, Andaman and Nicobar Territorial Congress’ Campaign Committee chairman TSG Bhasker had on March 8 filed the public interest litigation, demanding a similar provision for islanders.

    Bhasker’s counsel PC Das said, “In last few years, the number of unemployed youth is rising in the archipelago. Lack of private industries and struggling tourism sector, which is yet to recover from the COVID-19 impact, have became a concern among the domiciles of Andaman and Nicobar Islands when it comes to jobs.”

    In the midst of these challenges, securing administrative Group C’ and Group B’ (non-gazetted) jobs in Andaman and Nicobar by applicants from other parts of India has aggravated the problem of unemployment in the union territory, he claimed.

    Recently, job aspirants of Andaman and Nicobar Islands expressed resentment over a large number of candidates from other parts of the country appearing for examinations for more than 500 ‘Group C’ posts and successfully clearing the tests.

    A division bench comprising Justice Abhijit Gangopadhyay and Justice Aniruddha Roy will hear the PIL on March 13, he said.

    Speaking to the PTI, Bhasker said, “I have full faith in the judiciary and I am hopeful that the verdict will be in favour of the youth of Andaman and Nicobar Islands. Due to limited educational support and coaching, our youth finds it difficult to compete with applicants from the mainland in competitive exams.”

    Jodhpur: AIMIM chief Asaduddin Owaisi on Saturday urged Muslims to participate in politics to get justice and to evolve from being “vote givers” to “vote givers.”

    Owaisi, who was in Jodhpur for a day, has been exploring possibilities for his party in Rajasthan, which is up for elections at the year end.

    “Muslims only give votes and do not take votes like many other communities such as Jat, Rajputs, Gujars etc. These communities have not only given votes but taken votes too and have solved many of their problems unlike Muslims,” said Owaisi.

    He said Muslims need to learn from these communities and build their leadership.

    “Democracy is not just about casting your vote. You also need to participate in it. Only then you will be able to do something for yourself,” he said.

    “We want to offer Rajasthan a political alternative, where BJP and Congress are engaged in a musical chair game,” he said.

    Owaisi said Congress government in the state has disappointed Muslims miserably, and referred to the murder of Junaid and Naseer in Haryana by cow vigilantes.

    “Why did Ashok Gehlot and other Muslim legislators of Rajasthan not visit the families of victims when they could have done it instantly. It took Gehlot a long time to visit them and that too after we criticised them,” he said.

    Owaisi also criticised the BJP-led Haryana government over its handling of the Junaid and Naseer murder case and called one of the prime accused in the case, Monu Manesar, a “Darling of RSS.”

    “Monu and all other accused are RSS-backed. Monu is the darling of RSS so there is no question of action against him. How can the BJP government of Haryana take action against him,” he said.

    Owaisi alleged that Monu and his gang, with the patronage of RSS, are doing extortion, murders, terrorism, and firing in the name of gau-raksha.

    “They are a militia. Criminals are being promoted. I would not be surprised if Monu is given a ticket by the BJP in the next election,” he said.

    The Hyderabad-based leader also accused the BJP of trying to appease Muslims only to impress the Arab world.

    “Had it not been so, it would have given the Pasmanda Muslims a status of Dalit. They have to just amend a 1950 presidential order,” he said.

    Owaisi called Congress leaders arrogant, self-obsessed, and removed from reality.

    “Congress is losing due to internal fights, ideological compromise. It has no strength and vision left. The party is altogether engaged in politics of opportunities and convenience,” he said.

    Coimbatore: Tamil Nadu Chief Minister M K Stalin on Saturday assured both handloom and powerloom weavers that their long-pending demands would be fulfilled soon.

    Speaking at a function organised by a weavers’ association near here, Stalin said the DMK always stood by the weavers since its inception.

    He recalled that his father and former CM late M Karunanidhi had sold handloom products, carrying them on his shoulder on the streets of Tiruchy and Chennai, to help the weavers back in 1953.

    Listing out various schemes implemented for the benefit of the weavers, including old age pension, the Chief Minister said his government will soon set up a textile park in western Tamil Nadu.

    Similarly, steps have been initiated to establish a textile city in Chennai at a cost of Rs 30 crore and a handlooms and handicrafts museum in Mahabalipuram, he added.

    With regard to power connections, Stalin said the state government has provided 1.50 lakh free electricity connections to the farmers in the last 20 months, compared to 2.2 lakh connections during the entire 10-year rule of AIADMK.

    He also assured to take up with the Centre the issue of increasing yarn prices and the need to amend the Handloom (Reservation of Articles for Production) Act.

    SRINAGAR: Anjuman Auqaf Jama Masjid Srinagar on Friday criticized the government for the three and a half years of ‘illegal and arbitrary detention’ of its President Mirwaiz-e-Kashmir Molvi Muhammad Umar Farooq who was barred from offering 185th consecutive Friday prayers today.

    The Anjuman in a statement said that due to the illegal detention, Mirwaiz-e-Kashmir is prevented from delivering the Friday sermons and Friday prayers from the pulpit of the Jama Masjid which is a direct interference with the religious rights of the Muslims of the valley by the Authorities

    The continuous detention of Mirwaiz Umar Farooq is a serious concern for Anjuman Auqaf as well as the people, the statement read, adding that public anxiety against his unjustified detention is increasing with each passing day. Severe disappointment is seen among the worshipers at the historic Jama Masjid Srinagar who come from cities and towns to benefit from the wise sermons of Mirwaiz-e-Kashmir, the statement added.

    The Anjuman urged the authorities to ensure the unconditional release of Mirwaiz-e-Kashmir on the arrival of the month of Ramadan so that he can fulfill his religious obligations in this blessed month.
