    Srinagar, Mar 18: Former chief minister of erstwhile J&K state and National Conference (NC) vice president, Omar Abdullah on Saturday said that the present government in J&K is not for the people, but to appease the Prime Minister’s Office (PMO).

    Reacting to the Conman from Gujarat arrested in Srinagar, Omar while addressing a gathering in Kulgam, said that it is the worthlessness of the present government, who was busy in appeasing the fake conman from Gujarat.

    According to the news agency—Kashmir News Observer (KNO), he alleged that it is the fourth such incident, adding that it has been heard that three have already left for their places.

    “How worthless this government is. The conman was given security, chaired meetings of officers and also visited Line of Control in Uri. Without confirming from the PMO office, the administration was busy in appeasing the conman. This government is not for the people, but to appease PMO,” he said, adding that this is the difference between the present government and elected government—(KNO)

    SRINAGAR: Soon after a video went viral on social media, Kulgam Police arrested at least seven people involved in illegal mining and thrashing mining officials as well as lease holders in Khrewan area of South Kashmir’s Kulgam district, officials said on Saturday.

    Sources told the news agency KNO that a video went viral on social media in which the accused people were seen thrashing government employees on duty and lease holders in Khrewan Ashmuji.

    They said several mining officials and lease holders suffered injuries in the incident.

    The accused were also involved in illegal mining in the area, which is a threat to the environment, they said.

    “Acting tough upon the video, Kulgam Police arrested all the seven accused involved in the incident and an FIR has been registered at Kulgam Police Station,” they added. (KNO)

    Patna: The Bihar government granted permission to Muslim employees and officials to come to office one hour before the scheduled time and leave office one hour before the scheduled time during the month of Ramzan, said State General Administration Department on Friday.

    The General Administration Department of the state government on Friday issued a circular in this regard.

    “Keeping in view the convenience of Muslim employees and officials, the government has granted permission to come to the office one hour before the scheduled time and leave the office one hour before the scheduled time during the month of Ramzan,” the official circular released by the General Administration Department stated.

    According to Islamic beliefs, Ramzan is observed by Muslims worldwide as a month of fasting to commemorate the first revelation of the Quran to the Prophet Muhammad.

    Ramzan is the ninth month of the Islamic calendar, which involves rigorous fasting for about 30 days.

    During this month, Muslims do not consume food or water from dawn to dusk. They eat Sehri (a pre-dawn meal) and break their day-long fast with ‘Iftar’ in the evening.

    Eid ul-Fitr is celebrated on the first day of Shawwal, the 10th month of the Islamic lunar calendar.

    The festival is celebrated by sharing a delightful dish Seviyan (Vermicelli) that comes under different varieties like ‘Hath Ka Seviyan’, ‘Nammak Ka Seviyan’, ‘Chakle Ka Seviyan’ and ‘Laddu Seviyan’.

    All these variants can be used in the dish called ‘Sheerkurma’, which is also prepared on Eid and distributed among friends and relatives.

    Bengaluru: The Narendra Modi government’s target is to increase electronics manufacturing capability to Rs 24 lakh crore by 2025-26, which will also help create over 10 lakh jobs, Union Minister of State for Electronics and IT, Rajeev Chandrasekhar, said on Friday.

    Addressing a gathering of students here as part of the ‘New India for Young India Initiative’, the minister said that young Indians are driving the country’s progress in India’s ‘Techade’.

    “There are more than 90,000 startups, including 110 unicorns, in which Young Indians are playing a big part. They have achieved their success due to their hard work and efforts and not because of any connections or famous last name, ” he told a packed audience.

    Chandrasekhar had an interactive session with students in which, he answered their queries ranging from skilling, R&D and innovation ecosystem, entrepreneurship opportunities and Microsoft co-founder Bill Gates’ recent meeting with him.

    On a query about the Silicon Valley Bank (SVB) crisis and Indian government’s role to mitigate the woes of the startups, the minister said, the country’s banking system is much more resilient and stronger in comparison to any other country’s banking system.

    “The startups should, therefore, opt for Indian banks as their preferred banking partners,” he added.

    The minister had earlier said that over a billion dollar worth of capital “attributable to Indian startups” was stuck in deposits at SVB when it collapsed.

    Chandrasekhar also informed that over $250 million have been transferred from SVB to GIFT City banks in the last few days.

    SRINAGAR: The government on Friday constituted Committees at Administrative Department Level and District and Directorate Level for verifying the service records in respect of employees in whose cases initial appointment orders are available, albeit, the promotion orders are not available.

    The administrative Departmental level Committee will be headed by Special Secretary/Additional Secretary as Chairman, Director Finance/FA&CAO, and Nodal Officer JKHRMS.

    District/Directorate level Committee comprises Deputy Commissioner/Head of the Department Concerned as Chairman while the Director of Finance /FA&CAO/Accounts Officer and an officer not below the rank of Deputy Secretary shall be its members, according to a government order, a copy of which lies with GNS.

    The committees have been asked to verify the promotions of the employees following their entries recorded in service books vis-a-vis their promotion orders and another service record available with the Department/ Directorates. “The committees shall furnish report along with its recommendations to the Administrative Department on case to case basis, with explicit reasons, where discrepancy concerning promotions is observed,” the order reads, adding, “Salaries shall be drawn only after the approval of concerned Administrative Secretary, in respect of only those employees whose initial appointment orders are available and promotions are in order.”(GNS)

    Over 7,000 women personnel serving in Army: Govt

    New Delhi: Over 7,000 women personnel are serving in the Indian Army at present followed by 1,636 in the Indian Air Force and 748 in the Navy, according to details provided by the government in Lok Sabha on Friday.

    Replying to a question, Minister of State for Defence Ajay Bhatt said 7,093 women are in the Army, which included 6,993 in the Army Medical Corps, Army Dental Corps and Military Nursing Service (MNS). Hundred women are serving in other ranks.

    Bhatt said, currently women are serving in officer’s cadre only in the Indian Air Force (IAF) and their strength as on March 1 (excluding medical and dental branches) is 1,636.

    “As on date, women are employed in the Navy in the officer’s rank. The strength of women officers in the Indian Navy, as on March 9 is 748, including medical and dental officers,” he said

    Bhatt said employment in the Indian armed forces is gender neutral. “There is no distinction in the deployment and working conditions of male and female soldiers in the arms and services in which they serve,” he said.

    “The postings are as per organisational requirements and employment is as per qualifications and service qualitative requirements,” he said.

    Referring to the Army, the minister said consequent to grant of Permanent Commission to women officers, a gender neutral career progression policy covering employment and promotional aspects was promulgated on November 23, 2021, providing equal opportunities to women officers.

    About the IAF, he said women officers are empowered to hold key appointments, including commanding officers, in combat units of various field units.

    “The rules in this regard are gender neutral and provide them equal opportunities. Their medical fitness and medical conditions are also factored prior to their effective utilisation,” he said.

    On employment of women in the Navy, Bhatt said officers are given opportunities for spouse co-location, re-settlement posting and compassionate grounds posting in a gender neutral manner.

    To a separate question, he said a proposal for creation of Non-Lapsable Defence Modernisation Fund (DMF) is under consideration with the Ministry of Defence.

    “The DMF will be available for modernisation of defence forces and would supplement the regular yearly budgetary allocations by eliminating any uncertainty in provisioning of adequate funds for various defence capability development and infrastructure projects,” he said.

    “A suitable mechanism for operationalising the fund is being worked out in consultation with the Ministry of Finance,” he said.

    Various parliamentary panels had also recommended the constitution of the DMF so that the unspent budgetary allocation to the three services can be retained even after the end of the fiscal year.

    New Delhi: The Supreme Court on Friday said it will hear on March 24 the appeal of the Gujarat government and the bail pleas of several accused who are serving life imprisonment in the 2002 Godhra train burning case.

    A bench comprising Chief Justice D Y Chandrachud and Justices P S Narasimha and J B Pardiwala, meanwhile, directed the counsel for the Gujarat government and the convicts to provide a soft copy of the consolidated chart containing details such as actual sentences awarded to them and the period spent in jail till now.

    The bench adjourned the hearing after it was apprised that Solicitor General Tushar Mehta, representing the state government, was then unavailable.

    “We will have it on Friday,” the bench said.

    On February 20, the state government had told the top court that it will be seeking award of death penalty to 11 convicts whose sentences in the 2002 Godhra train burning case were commuted to life imprisonment by the Gujarat High Court.

    “We will be seriously pressing for award of death penalty to the convicts whose death penalties were commuted into life imprisonment (by the Gujarat High Court). This is the rarest of rare cases where 59 people, including women and children, were burnt alive,” the solicitor general had said.

    “It is consistent everywhere that the bogey was locked from outside. Fifty-nine died, including ladies and children,” he had added.

    Giving details, the law officer had said 11 convicts were sentenced to death by the trial court and 20 others granted life term in the case.

    The high court upheld total 31 convictions in the case and commuted the death penalties of the 11 convicts to life term, Mehta had said.

    On February 27, 2002, 59 people were killed when the S-6 coach of the train was burnt at Gujarat’s Godhra, triggering riots in the state.

    The state government has come in appeal against the commutation of death penalty into life term for 11 convicts, Mehta said. Several accused, he added, have filed pleas against the high court upholding their convictions in the case.

    The top court has granted bail to two convicts in the case so far. Seven other bail pleas are pending adjudication in the matter.

    The bench noted that a large number of bail applications have been filed before it in the case and said, “It has been agreed that the AORs (advocates-on-record) on behalf of applicants along with advocate Swati Ghildiyal, standing counsel for Gujarat, shall prepare a comprehensive chart with all relevant details. List after three weeks.”

    The Supreme Court had on January 30 sought the Gujarat government’s response on the bail pleas of some of the convicts sentenced to life imprisonment in the case.

    The court issued notice to the state government on the bail pleas of Abdul Raheman Dhantia alias Kankatto and Abdul Sattar Ibrahim Gaddi Asla, among others.

    The state government, on the other hand, said it was not “merely a stone pelting” case as the convicts had bolted a bogey of the Sabarmati Express, leading to the death of several passengers on the train.

    “Some are saying their role was just stone pelting. But when you lock a bogey from outside, light it on fire and then pelt stones, it is not just stone pelting,” the solicitor general had said.

    On December 15, last year, the top court granted bail to Faruk, who was serving a life sentence in the case and noted that he had been in jail for 17 years.

    Faruk, along with several others, was convicted for pelting stones at a coach of the Sabarmati Express.

    New Delhi: The Supreme Court Friday sought a response from the Andhra Pradesh government on a plea filed by a convict undergoing life sentence in a 2011 murder case, seeking a direction to the state to verify his claim of juvenility.

    The petitioner, confined in central prison Hyderabad and whose conviction and sentence were upheld by the high court concerned in November last year, has claimed that going by the school certificate, his date of birth is recorded as August 10, 1994, and he was almost 17-year-old at the time of the offence in December 2011.

    The matter came up for hearing before a bench comprising Justice S K Kaul and Justice Aravind Kumar.

    Advocate Rishi Malhotra, appearing for the petitioner, said the petitioner has already undergone more than 11 years in custody and as per the certificate of school which he had first attended, he was a juvenile at the time of the offence.

    “Have you raised this issue before the high court? You have filed an Article 32 petition here. You are saying that plea of juvenility can be raised at any stage,” the bench observed.

    Malhotra said the petitioner has undergone custody of over 11 years though the maximum sentence prescribed under the Juvenile Justice (Care and Protection of Children) Act, 2000, is only three years.

    “Issue notice,” the bench said.

    In his plea, the petitioner said it has been filed solely on the ground of juvenility and he does not intend to challenge his conviction under section 302 (murder) of the Indian Penal Code.

    The plea said it is only confined to a limited prayer that if upon due enquiry, it is found that the petitioner was indeed a juvenile at the time of the incident, then the sentence awarding life imprisonment needs to be set aside and he deserves to be released forthwith.

    “In the instant case, the date of the incident is December 12, 2011, and as per the school certificate (first attended), the date of birth of the petitioner was recorded as August 10, 1994. Meaning thereby, the petitioner was almost 17 years as on the date of incident and thus, was a juvenile,” the plea said.

    It referred to section 7A of the Juvenile Justice (Care and Protection of Children) Act, which deals with procedures to be followed when the claim of juvenility is raised before the court, and section 20 which pertains to special provisions in respect of pending cases.

    “Moreover, section 12 mandates that any person who is apparently a juvenile has to be released on bail as the word used is ‘shall’ and not ‘may’. Furthermore, section 16 of the Act categorically stipulates in no eventuality a juvenile can be sentenced either for a death sentence or for life imprisonment,” the plea said.

    The plea said the interest of justice demand that the petitioner be immediately released on bail and the apex court may direct an enquiry about the veracity of the documents placed on record by him about the claim of juvenility and further call for a report within a specified period so that his miseries come to an end.

    It said the petitioner was born in August 1994 which fact is established by virtue of study and conduct certificate of July 22, 2000, issued by the headmaster of the school. The plea said the petitioner only attended class I and thereafter, due to poverty, left the school and did not study further.

    The petitioner said the trial court had convicted him in December 2013 and he was sentenced to undergo life imprisonment in a case of murder of a 70-year-old man and that order was later upheld by the high court.

    Hyderabad: The Telangana government on Friday announced exgratia of Rs 5 lakh each to the kin of victims who died in the Swapnalok Complex in Secunderabad on Thursday evening.

    A major fire broke out at the famous complex in Secunderabad, killing six of which, two were males and four were females. Another three victims were critically injured after they jumped from the complex to escape the fire.

    Firefighters swung into action and evacuated as many as possible people from the building. More than ten fire tenders were pressed into service. High-rise cranes to rescue the public present in the building.

    The firefighters successfully rescued at least eight persons who were stuck in the complex and raising hues and others crying for help from the top of the complex.

    The public present near the commercial complex witnessed the smoke billowing from the 7th and 8th floors. Later the fire engulfed the two floors of the building.

    The traffic came to a standstill after the incident took on the busiest commercial area. The traffic police diverted the vehicular traffic in the area.

    South Zone Additional DCP speaking to ANI, said that the fire break out at 7:30 pm due to a short circuit. Minister Talasani Yadav reached the location and supervised the rescue operation.

    GHMC Mayor Gadwal Vijayalaxmi also arrived and spoke with Disaster Response Force (DRF) Chief Y Prakash Reddy.
