    Chandigarh: The Punjab government has informed the Akal Takht that 348 of the 360 people taken into preventive custody during a police crackdown against radical preacher Amritpal Singh have now been freed.

    The Akal Takht Jathedar’s personal secretary Jaspal Singh on Thursday said a message was received from the state government that the rest would also be released soon.

    Earlier this week, Akal Takht Jathedar Giani Harpreet Singh had given an ultimatum to the state government to release all Sikh youths held during the police crackdown against Amritpal Singh and his aides.

    The Jathedar had also condemned the state government for invoking the National Security Act against a few people during the police crackdown.

    A few days prior to the Jathedar’s ultimatum, the Punjab Police had said that out of those detained, nearly 30 were hardcore criminals. The rest would be released after verification, a senior police official had said.

    Meanwhile, police have stepped up security in and around Amritsar and Bathinda amid reports that Amritpal Singh may surrender after entering any of the two Sikh shrines the Golden Temple in Amritsar or the Takht Sri Damdama Sahib in Bathinda.

    Vehicles are being checked at several places in other districts, including Hoshiarpur, in search of the head of ‘Waris Punjab De’.

    Amritpal, who has been on the run since March 18 when the police crackdown was launched, appeared in a video on Wednesday.

    In the undated clip, he urged the Akal Takht to summon a “sarbat khalsa” a congregation of Sikhs to discuss issues concerning the community.

    The Punjab Police on Tuesday night launched a massive search operation in a Hoshiarpur village and many adjoining areas following inputs that radical preacher Amritpal Singh and his aides could be in the area.

    Prayagraj: The Allahabad High Court has issued notices to the Centre and Uttar Pradesh government seeking their reply on alleged illegal operations of meat shops and slaughter houses in Ghaziabad.

    Notices have also been served to the Food Safety and Standards Authority of India (FSSAI), animal welfare board of India, commissioner of food safety, Uttar Pradesh, Ghaziabad municipal corporation, Uttar Pradesh Pollution Control Board (UPPCB) and the Central Pollution Control Board (CPCB).

    Hearing a PIL filed by Ghaziabad councillor Himanshu Mittal, a division bench comprising Chief Justice Pritinker Diwaker and Justice Saumitra Dayal Singh directed the above-mentioned respondents to file their respective replies by May 3.

    The PIL has raised state-wide non-compliance of the food safety and standards Act 2006, prevention of cruelty to animals Act, 1960, environment (protection) Act, 1986 and MOEFCC guidelines and various apex court orders.

    Appearing for the petitioner, his counsel Akash Vashishtha submitted before the court that in Ghaziabad, out of nearly 3,000 meat shops and slaughterhouses, only 17 have licences under section 31 of the Food Safety and Standards Act, 2006.

    “Only 215 meat establishments are registered with the food safety department under the Act and only 62 improvement notices have been served upon them,” the plea stated.

    “None of the meat shops and slaughter houses in the district has mandatory consent to establish and operate under section 25 of the Water Act,”, alleged the petitioner in his PIL.

    The petitioner’s counsel further submitted that the perpetual cruelty to animals is being caused in violation of laws.

    In the Laxmi Narain Modi matter, the Supreme Court constituted a committee on slaughter houses for each state.

    “Such committees are completely defunct across the state. The society for prevention of cruelty to animals, to be constituted in each district, is either non-existent or defunct in most of the districts,” added counsel for the petitioner.

    Gandhinagar: In the wake of recovery of mobile phones from some jails during a recent search operation in Gujarat, the state government on Wednesday informed the Legislative Assembly that it has now decided to install more powerful jammers that can block even 5G mobile signals.

    In a mega overnight operation on March 25, the Gujarat police conducted simultaneous searches at 17 jails across the state, during which mobile phones were recovered from three jails, said Gujarat Minister of State for Home, Harsh Sanghavi, in the Assembly on the last day of the Budget session.

    The police teams had found 16 mobiles, 10 electronic items, 29 lethal objects and even narcotics during the mega drive, he said.

    The minister was speaking on this issue under rule 116 of the Assembly, which deals with “matters of urgent public importance”.

    During this surprise search operation across the state, police teams also found tobacco products and a pen drive from the prison barracks. Of the total 17 jails searched, including Ahmedad’s Sabarmati central jail, nothing suspicious or illegal was found from five jails, Sanghavi said.

    “At present, jammers which can block 2G mobile signals are installed in our jails. Such jammers have their limitations because phones available in the market today are even 5G-enabled. Hence, for better security, we have decided to install jammers that can block even 5G signals in our jails,” he told the House.

    The search operation, in which 1,700 police personnel were involved, began on Friday night. The intention behind the move was to check if any illegal activity was taking place there and also to ensure that the inmates are getting facilities they are entitled to as per the law, the minister added.

    According to him, the home department has already initiated a probe against officials of those jails where such illegal items were recovered from the inmates.

    Bhubaneswar: The opposition BJP and Congress members on Wednesday created a ruckus in the Odisha Assembly once again over then Odisha Health Minister Naba Kishore Das’ murder case.

    The House witnessed several adjournments during the pre-lunch session as the Opposition members stalled the proceedings.

    On the passing of two months of the murder of the then health minister, the Opposition members raised the issue during the zero hour and alleged that the state government is trying to cover up the issue.

    The BJP legislators also held a dharna near the entrance of the Assembly in protest against the slow probe process.

    “Two months have passed since the murder of Naba Das. But it is still unclear what the motive was and who was behind the murder. The murder was committed as part of a conspiracy,” said Leader of Opposition Jayanarayan Mishra from BJP.

    He said the police are trying to cover up the case as “many bigwigs are involved”.

    “Odisha Police are telling new stories. There was no result in the investigation. When the Assembly session gets over, the government will suppress this incident like the Mahanga double murder case and any other incident,” Mishra alleged.

    Supporting the LoP, Congress Legislature Party Leader Narasingha Mishra said that the doctors’ team has already made it clear that Gopal Das, the prime accused in the murder case, is not mentally unstable. He also criticised the government for not “declaring Gopal Das mentally unstable”.

    Senior BJD legislator Arun Sahoo, meanwhile, said the Opposition is unnecessarily making it an issue.

    New Delhi: NGOs based in Delhi received the highest amount of foreign funds, followed by those based in Karnataka, Maharashtra and Tamil Nadu out of the over Rs 55,600 crore contribution sent to India from abroad in the last three years, Rajya Sabha was informed on Wednesday.

    Union Minister of State for Home Nityanand Rai said as per the Foreign Contribution (Regulation) Act 2010, every Non-governmental organisation which receives foreign contributions has to submit an annual return along with the income and expenditure statement, receipt and payment account and balance sheet for every financial year.

    Rai said during 2019-20, 2020-21 and 2021-22, a total of Rs 55,645.08 crore was received by Indian NGOs as foreign contributions.

    Among these, Delhi has received Rs 14,062.77 crore in the said three financial years, Karnataka received Rs 7,241.32 crore, Maharashtra received Rs 5,606.01 crore and Tamil Nadu received Rs 6,804.07 crore, he said in response to a written question.

    All NGOs in the country received Rs 16,359.48 crore in 2019-20, Rs 17,166.34 crore in 2020-21 and Rs 22,119.26 crore in 2021-22.

    The minister said between 2020 and 2022 and the current year, the FCRA registration certificate of 1,828 NGOs has been cancelled for violation of the provisions of the act.

    As on March 10, 2023, there were 16,383 FCRA-registered organisations in the country, officials said.

    Srinagar, Mar 29: The Government on Wednesday ordered a time-bound inquiry into the various aspects related to the visits of “Shri Kiran Patel” who conned the security establishment in Jammu and Kashmir into believing him to be a PMO official and enjoyed five star protocol “brazenly” for a considerable period of time prior to his arrest earlier this month.

    “Sanction is hereby accorded to the appointment of Shri Vijay Kumar Bidhuri, IAS, Divisional Commissioner, Kashmir, as Inquiry Officer to inquire into the various aspects related to the visits of Shri Kiran Patel to Kashmir during the past months and security arrangements made thereof,” reads an order by J&K’s Home Department. “The Inquiry Officer shall identify the lapses on the part of the Officers/ Officials concerned and submit a detailed report within one week,” the order, a copy of which lies with GNS, reads.

    Patel was on his third visit to the Kashmir Valley when he was nabbed by security officials from a five-star hotel in Nishat area of Srinagar on March 2.

    As per the police report, Patel has prima facie forged and manufactured some documents including some visiting cards on the basis of which he has defrauded not only a single or group of person but “extremely elevated class of the society including high officials of the civil administration and police authorities.” At the end of the day, the police said, Patel succeeded in getting Z Category Security, bullet proof vehicle and enjoyed five star protocol “brazenly” for a considerable period of time.

    “The documents, visiting cards and cell phone of the accused person have been sent for FSL examination, on the basis of which alleged Crime has been commuted, however the FSL examination report has not been received by the investigating agency,” the police had said in a report to court.

    The police further said that investigation conducted so far has suggested that the accused has visited most “sensitive locations and areas of Kashmir Valley” which are highly protected and extremely sensitive as far as present security scenario of Kashmir is concerned. Hence, the police said, this aspect of the matter has necessarily to be probed thoroughly by the investigating machinery as to how and with what motive and object the accused visited these locations and areas.

    “There is enough material available on the file, suggestive of the fact that while meeting different and variety of people and conducting meeting with highly elevated officials of civil administration and police the accused may have received hefty amount for different purpose which areas seem not to have been investigated so far,” the police had said, adding, “further no recoveries have been made by the investigating agency so far, hence a detailed and thorough investigating is also required to be conducted as far as this area of the matter is concerned.”

    Furthermore, the police had said, the meticulous and careful perusal of case diary file and material available on record reflects that during this all period some more persons have remained closely connected with the accused person whose nexus with the accused person requires proper investigation. 5.

    As far as “sophisticated and well planned criminal activities of the accused (Patel) are concerned”, the police said, a well knit network of the accused cannot be ruled out in terms of investigation so far conducted.

    “More surprisingly the accused has posed to be Additional Director (Strategy and Campaign) PMO, New Delhi which in normal course has not to be taken lightly. Hence again a thorough investigation is required to be conducted as to what could be the other possible connection of the accused which can be checked, scanned and controlled at the initial stage, so that an ugly situation is not again erupted,” the police had said.

    Srinagar, Mar 29 : Directorate of School Education Kashmir (DSEK) has ordered change in school timings for Kashmir province from April 1.

    According to an order issued by DSEK, the new timings for the government and the recognized private schools falling outside Srinagar Municipal limits will be from 10.00 am to 4.00 pm.

    “The order/instructions shall be adhered to strictly by all the concerned institutions,” the order reads, adding, “Any deviation in this regard shall be viewed seriously.”

    There is no mention about timings for schools located within the Srinagar Municipal Limits and it appears that it shall remain from 9.00 am to 2.00 pm. (GNS)

    Aurangabad: The process to effect a change of government in Maharashtra started on the instructions of BJP leader Devendra Fadnavis, Health Minister Tanaji Sawant has claimed.

    The Uddhav Thackeray-led Shiv Sena-NCP-Congress government in Maharashtra collapsed in June 2022 with the rebellion of Sena leader Eknath Shinde, who then formed the new government with BJP’s Fadnavis as deputy chief minister.

    “We (Shiv Sena leaders of the Shinde camp) and Devendra ji had meetings. I and current chief minister Eknath Shinde held 100 to 150 meetings in two years (for bringing down the Thackeray government),” Sawant told reporters in Osmanabad on Tuesday.

    “On Devendra Fadnavis’s orders, Shiv Sena and BJP came together in Osmanabad Zilla Parishad….It started from there,” Sawant said.

    Reacting to Sawant’s statement, Leader of Opposition in Maharashtra Legislative Council Ambadas Danve said it made clear that the “seeds of betrayal” were already there in the minds of the MLAs of the Shinde group.

    The reasons given for the rebellion such as Thackeray not meeting party MLAs regularly or Sena ministers and MLAs not getting funds were hollow excuses, said Danve, a Thackeray loyalist.

    Jaipur: Medical services in Rajasthan are likely to be seriously affected on Wednesday with government doctors and faculty members at medical colleges announcing a one-day mass leave in solidarity with private doctors agitating against the Right to Heath Bill.

    Emergency services, however, will be exempted.

    Private hospitals and nursing homes in Rajasthan have been shut for several days due to a strike by private doctors, leading to a rush of patients in government hospitals.

    Private doctors have been striking to demand the withdrawal of the bill, which was passed in the assembly last week.

    On Tuesday, the All Rajasthan In-Service Doctors’ Association announced the one-day strike in support of the agitating private doctors.

    Association general secretary Dr Shankar Bamnia said more than 15,000 in-service (government) doctors will go on a one-day mass leave in support of the private doctors’ movement against the Right to Health Bill. Resident doctors and medical college faculties will also join the strike.

    “All doctors will be on a one-day mass leave in support of the (private doctors’) movement,” Bamnia said.

    Bamnia, however, said emergency services will not be affected.

    The protesting doctors have claimed that the bill will increase bureaucratic interference in their functioning.

    According to the bill, every resident of the state will have the right to emergency treatment and care “without prepayment” at any “public health institution, health care establishment and designated health care centres”.

    Dr Vijay Kapoor, secretary of the Private Hospitals and Nursing Homes Society, said their agitation entered the 11th day on Tuesday.

    Claiming that Chief Minister Ashok Gehlot has not yet called them for talks, Kapoor said he should directly speak with the agitating doctors instead of spending lakhs of rupees on advertisements.

    Chief Secretary Usha Sharma and senior state officials held a meeting with a delegation of the agitating private hospital operators on Sunday and assured them to hold a discussion on their suggestions regarding the bill.

    However, the doctors were adamant and said any discussion would be possible only after the bill was withdrawn.

    The bill was passed following the recommendations by a select committee.

    Before the bill was amended, the draft mentioned “any health care provider, establishment or facility, including private provider, establishment or facility, public health institution, health care establishment and designated health care centres, qualified”.

    According to the amended bill that was passed, “designated health care centres” mean health care centres as prescribed in the rules, which are yet to be framed.

    The private doctors said their one-point demand is the bill’s withdrawal and any discussion on the points in it will be held only after the government fulfills the demand.

    Health Minister Parsadi Lal has already clarified that the bill will not be withdrawn because all the suggestions from doctors have already been incorporated and hence the demand was not justified.
