    Historic Mah Laqa Bai Chanda complex falls on bad times; Govt should wake up to its upkeep

    Hyderabad: The tomb of Mah Laqa Bai Chanda, a courtesan, poet and a philanthropist who lived between 1768 and 1824, has once again become victim of vagaries of time.

    A young Mah Laqa Bai Chanda had shifted to Hyderabad from Aurangabad. She was brought to Hyderabad by her mother Raj Kanwar Bai during the times of the Second Nizam, Nizam Ali Khan also known as Sikander Jah.  Chanda was a baby with a ‘moon like face’ grew into multi-talented woman. She became a singer, dancer, courtesan and poet. She was also well versed in art of warfare and accompanied the Nizam on a few expeditions. Because of her beautiful looks and talents she had sway over the Nizam and at least three of his highest ranking nobles, all at the same time.  She was granted large tracts of land that stretched from Maula Ali up to Vidya Nagar. The Arts College building of the Osmania University is said to have been built over her jagir.

    The tomb complex after remaining neglected for decades was restored between 2010 and 2011 through the US Ambassador’s Fund for Cultural Preservation. This was the first constructive intervention of the US embassy and subsequently by the US Consulate General in Hyderabad.  The fund was small—only Rs 40 lakh–as compared to the magnitude of the project and had no follow up provision when it was given.

    Its renovated version was opened for public. The renovation was so good that the Indian National Trust for Art and Cultural Heritage acknowledged it by a citation.

    Soon after the renovation the then AP Government decided to declare it a protected monument and the Department of State Archeology was appointed a caretaker.

    But for some unknown reasons the government stopped paying for the monthly salary to the caretaker.  A few months later it cancelled his appointment altogether.

    A recent visit to the tomb complex revealed that it has fallen on bad times one more time. There is no maintenance of the complex.  After this writer went around looking at the condition of complex a person in civilian clothes came in. In an informal chat he said that he is the watchman and looks after the upkeep of the garden areas within the complex. He also does the cleaning of the floor around the graves of Chanda and her mother.

    That chowkidar had nothing to do with the worsening condition of the complex which is not visited by any government officials in long years.

    Asked why the building on the southern side is locked out he said he has no idea about it.  But some visitors to the mosque that is located within the complex revealed that some Shia community leaders had laid claim to complex and had occupied that area.  The police intervened, cleared the place of those persons and locked it up. It happened a few years ago and since then that portion of the complex remains out of public reach.

    “Under the US Ambassador’s Fund, we received about Rs 40 lakh for the restoration work. As it did not cover the garden and mosque, we are trying to rope in other interested organisations for the same,” said Sajjad Shahid, secretary, Centre for Deccan Studies (CDS) that has spearheaded this restoration project had told this writer at that time.

    “CDS decided to take it up because we were drawn by the historicity  and poetry of Mah Laqa Bai and the brilliant architecture of the structure,” had said Scott Kugle, an American historian who was also associated with the restoration project. Kugle had added, “The tomb should be promoted by the state tourism department as a must-see destination of Hyderabad.

    Shahid who is associated with several restoration projects in the city including the Seven Tombs in the vicinity of Golconda Fort said since the government of Telangana is trying to work on many historical projects it should devise means to keep the structures intact.  “Since Mah Luqa Bai Chanda complex is one of the distinct projects, it should be revived and open for public,” he said.

    Jaipur: The BJP on Saturday held a protest here against the Congress government in Rajasthan, blaming it for the acquittal of four accused in the 2008 Jaipur serial bomb blast case in which 71 people were killed.

    The opposition party alleged that due to the state government’s “appeasement politics”, the prosecution did not put up a strong case in the Rajasthan High Court which set aside the 2019 lower court order of capital punishment to the accused.

    The acquittal has come as a great shock and the victims are still waiting for justice, the BJP said.

    The Rajasthan High Court, which on Wednesday acquitted the four accused, had also pulled up the probe agency for its “poor” investigation. The state government has decided to challenge the high court verdict in the Supreme Court.

    “The judgment puts a question mark on the intention of the state government which had a weak prosecution in the high court and this led to the acquittal,” former minister Rajpal Singh said during the dharna at Badi Chaupad, one of the sites rocked by the serial blasts.

    He said that the victims were waiting for justice.

    “The acquittal is the outcome of the appeasement policy of the Congress government,” he said.

    Jaipur MP Ramcharan Bohra, former BJP state president Arun Chaturvedi, Rajya Sabha MP Ghanshyam Tiwari and other leaders were present in the dharna.

    Meanwhile, Chief Minister Ashok Gehlot told reporters in Kota that the state government has already decided to file an SLP in the Supreme Court against the high court decision.

    A lower court in December 2019 awarded death sentences to Mohammad Sarwar Azmi, Mohammad Saif, Mohammad Salman and Saifur Rahman and acquitted the fifth accused Shahbaz Hussain while giving the benefit of doubt.

    The state government challenged the acquittal of Shahbaz Hussain in the High Court. At the same time, all four who were awarded capital punishment had filed an appeal against the sentence.

    A division bench of justices Pankaj Bhandari and Sameer Jain on Wednesday acquitted the four accused. The court, in its order, also confirmed the acquittal of a fifth person – Shahbaz Hussain – by the trial court. It cited shoddy investigation in its verdict.

    Jaipur was rocked by serial blasts on May 13, 2008 at Manak Chawk Khanda, Chandpole Gate, Badi Chaupad, Chhoti Chaupad, Tripolia Gate, Johri Bazar and Sanganeri Gate.

    The explosions left 71 people dead and 185 injured.

    One live bomb was recovered near Ramchandra Temple which was defused by a bomb disposal squad.

    Jaipur:The Rajasthan government has decided to challenge in the Supreme Court the acquittal of four accused in the Jaipur serial blasts case by the High Court, an official said.

    Chief Minister Ashok Gehlot said the government will file a Special Leave Petition (SLP) in this matter in the top court.

    An official spokesperson said the decision was taken at a high-level meeting chaired by Gehlot at his residence Friday night.

    Gehlot said the state government is determined that the culprits are given the harshest punishment.

    A Special Leave Petition (SLP) will be filed in the Supreme Court against the decision of the Rajasthan High Court, he said in the meeting.

    The chief minister also decided to terminate the services of Additional Advocate General Rajendra Yadav, who was appointed to appear in this case, the spokesperson said.

    “After examining in a high-level meeting, a decision has been taken to appeal in the Supreme Court against the High Court’s decision in the Jaipur bomb blast case. The state government will ensure justice to the victims by engaging the best lawyers,” Gehlot tweeted.

    Chief Secretary Usha Sharma, Principal Secretary (Home) Anand Kumar, Director General of Police Umesh Mishra and other officers were present in the meeting.

    The Rajasthan High Court on Wednesday had acquitted the four accused in the case, who were sentenced to death by a special court in 2019. The high court also pulled up the probe agency for its “poor” investigation.

    The special court on December 18, 2019 had convicted accused Mohd Sarwar Azmi, Mohd Saif, Mohd Salman and Saifur Rahman in the case while giving benefit of doubt to Shahbaz Hussain and acquitted him. The state government challenged the acquittal of Shahbaz Hussain in the high court. At the same time, all four convicted had filed an appeal against the sentence.

    A division bench of high court Justice Pankaj Bhandari and Justice Sameer Jain on Wednesday acquitted the four accused. The court, in its order, also confirmed the acquittal of a fifth person — Shahbaz Hussain — by the trial court.

    Ahmedabad: Chicken and other varieties of poultry birds fall in the animal’ category under the Food Safety and Standards Act, the Gujarat Government told the High Court on Friday.

    It prompted senior lawyer Percy Kavina, who is representing chicken shops which have faced action for violation of rules, to say that in that case poultry shops will have to engage veterinary doctors to comply fully with law.

    In January, two NGOs filed a PIL in the High Court seeking a ban on supply of poultry birds to meat shops contending that birds were illegally slaughtered in these establishments instead of being sent to slaughterhouses.

    The HC then directed the authorities to take action against unlicensed meat shops. Civic bodies across the state raided meat shops and issued closure notices to several of them for violation of rules.

    Several chicken shops were also shut during this drive. The owners of these sealed meat shops and chicken shops approached the High Court for relief.

    The bench of Justice NV Anjaria and Justice Niral Mehta was hearing these civil applications. During the hearing on these applications on Friday, Government Pleader Manisha Lavkumar said the definition ofanimal’ under the Act also includes poultry.
    Fish is not included because they are not “slaughtered” but only taken out of water, the lawyer said.

    Advocate Kavina said the inclusion of poultry in the larger category of meat “goes against age old practice of how meat has been sold and consumed.”

    When poultry birds are slaughtered in a small concealed area discreetly, it should not be banned, he said.

    If chicken is considered to be on par with meat, “chicken shop owners need to appoint a veterinarian to do the stamping (as in slaughterhouses),” he said.

    “Inclusion of poultry as an animal ignores the way poultry is sold in retail. You are insisting that poultry is meat and therefore it must be checked pre-slaughter and post-slaughter and then it should be stamped. It is impossible for small chicken sellers. He will have to keep a vet there,” said Kavina.

    Srinagar, Mar 31: In the ongoing academic year, the government-run-schools of all districts in Kashmir valley have recorded an increase in student enrolment by more than 19 percent.

    The official figures accessed by the news agency—Kashmir News Observer (KNO) states that the department has said that there was an increase of student enrolment by more than seven percent in 2023.

    According to the figures maintained by the Directorate of School Education Kashmir (DSEK), more than 49,900 new admissions were recorded by the department in the recently concluded mass enrollment drive.

    The figures reveal that the highest percentage of new admissions was recorded in central Kashmir’s Ganderbal district wherein the student enrolment has increased by 11.55 percent.

    It states that before the enrollment drive, there were a total of 35,773 students enrolled in government-run-schools of the district. However, after the drive, the district has recorded over 4100 new admissions.

    Similarly, in north Kashmir’s Baramulla district, the department has said that there was a hike in student enrolment by 10.72 percent. The district has also witnessed 13,066 new admissions in this academic session.

    Likewise, the north Kashmir’s Bandipora district has recorded increase of student enrolment by 5.89 percent percent followed by frontier district Kupwara with 5.64 percent, central Kashmir’s Budgam district with 6.77 percent, Shopian with 6.48 percent, Pulwama with 7.04 percent and Srinagar with only 3.55 percent.

    Earlier, this month, KNO reported about the migration of nearly 8,000 school students in Kashmir division from private to government schools.

    However, as of now, the number has hiked to more than 11,283 such admissions.

    Pertinent to mention that in the previous academic year, the government-run-schools of all districts of Kashmir valley had recorded an increase in student enrolment by more than 19 percent.

    According to the official figures, the department in the previous academic session had said that there was an increase of student enrolment by 19.02 percent in 2022 with a total of 11,817,6 new admissions—(KNO)

    New Delhi: The State Bank of India (SBI) has been authorised by the government to issue and encash electoral bonds through its 29 authorised branches across the country from April 3 till April 12.

    According to a Finance Ministry notification issued on Friday, the electoral bonds will be valid for 15 days from the date of issue and no payment will be made to any payee political party if the bond is deposited after expiry of the validity period.

    The electoral bond deposited by an eligible political party in its account can be credited on the same day.

    The government had notified the electoral bond scheme on January 2, 2018 and as per its provisions, electoral bonds can be purchased by a person who is a citizen of India or incorporated or established in India. A person being an individual can buy electoral bonds either singly or jointly with other individuals.

    Also, only political parties registered under Section 29A of the Representation of the People Act, 1951 (43 of 1951) and which have secured not less than one per cent of the votes polled in the last general election to the Parliament or state assemblies, are eligible to receive the electoral bonds.

    The bonds can be encashed by an eligible political party only through a bank account with the authorised bank.

    Chennai: In what could be another opposition to imposing Hindi in the state, Tamil Nadu Cooperative Milk Federation known as, Aavin, will use only ‘thayir’ instead of ‘dhahi‘.

    The Food Safety and Standards Authority of India (FSSAI) has directed all the state governments to print the word ‘dhahi’ before August 2023 in all the sachets that sell ‘Curd’.

    Tamil Nadu Chief Minister M K Stalin said that this was another move to ‘impose Hindi’ in the state. State minister for cooperatives, S.M. Nasar said that the state government cooperative will not use the word ‘dhahi’ as directed by the FSSAI and instead would stick on to the local term ‘thayir’ for curd.

    The Tamil Nadu Cooperative Milk Federation officials told IANS that the message of the state government that it would use only the word ‘thayir’ and not ‘dhahi’ has been communicated to the FSSAI.

    Meanwhile, the Tamil Nadu state president of the BJP opposed the move of the FSSAI to use ‘dhahi’ and added that this was not in tandem with the central government policy of promoting regional languages.

    In a tweet, Annamalai said, “The notification released by the FSSAI for the use of the word, Dhahi in curd sachets produced by the state-run cooperative societies is not in tandem with the policy of our Hon PM Thiru@narendramodi avl to promote regional languages. We want an immediate rollback on the notification.”

    The DMK functionaries have also tweeted in large numbers against the FSSAI directive. A twitter hashtag, “DahiNahipoda” (No to Dahi. Go on) is going viral on Twitter.

    It is to be recalled that Tamil Nadu has a long history of fighting for the language and several agitations had taken place in the state for the Tamil language pride.
