    SRINAGAR: The Centre on Wednesday said that 185 persons from outside Jammu and Kashmir bought land in the Union Territory during 2020, 2021, and 2022.

    In a written reply to a question, Union Minister of State for Home, Nityanand Rai, informed the Rajya Sabha that only one person bought land in 2020, while 57 persons bought land in 2021 and 127 in 2022. “Further, as per the information provided by the Union Territory of Ladakh, no land has been bought by persons from outside the UT during the last three years,” he said.

    He said, as per the information provided by the Government of Jammu and Kashmir, a total of 1559 Indian companies, including multinational companies, have made investments in the UT.

    “In the 2020-21 financial year, 310 entities invested, while 175 invested in 2021-22 and 1074 in 2022-23,” he said, adding that as per the information provided by the Union Territory of Ladakh, no Indian companies, including multinational companies, have invested in the UT during the last three years.     New Delhi: Apex investigating agency Central Bureau of Investigation (CBI) has registered 110 cases against 166 Civil Service Officers since the year 2018.

    “During the last five years including 2018, 2019, 2020, 2021, 2022 and 2023 (upto February 28, 2023), CBI has registered 110 cases against 166 number of Civil Service Officers,” said a reply by MoS, Personnel, Public Grievances and Pensions, Jitendra Singh in Lok Sabha on Wednesday.

    The All India Services (Conduct) Rules, 1968 and Central Civil Services (Conduct) Rules, 1964 lay down the Code of Conduct for Central Government employees to which every member of the Service shall, at all times, follow.

    As per the information and data provided by the different ministries, departments and Cadre Controlling Authorities (CCAs), during the last three years including the current year (upto March 17, 2023), a total of 88 officers (Group A and B) has been pre-maturely retired, under the provisions of FR 56(j)/similar provisions, added the reply.

  • Govt Of India Provides Z+Security Cover To Altaf Bukhari

    SRINAGAR: Jammu and Kashmir Apni Party president (JKAP) has been provided ‘Z+’ category armed Central Reserve Police Force (CRPF) security cover by the government of India.

    ANI reported that the businessman-turned-politician and former Minister Altaf Bukhari (65) will be provided ‘Z+’ category security round the clock in Jammu and Kashmir, following a recent security review meeting based on an Intelligence Bureau threat analysis.

    The security was accorded to the Apni Party President by the Ministry of Home Affairs.

    Z+ security is the second highest level of security in India

    The Apni Party, comprising mainly legislators and former ministers, was founded in March 2020, eight months after the abrogation of Articles 370 and 35A. Since then, nearly two dozen legislators have joined it.

    SRINAGAR: On Wednesday, the government decided to postpone the restructuring of the Public Works (R&B) Department until further notice. The restructuring included reorganization of the cadre and rationalization of the jurisdiction of its subordinate and field offices to align with the territorial boundaries of the Jammu and Kashmir divisions, districts, and blocks.

    The government order states, ‘The restructuring of the Public Works (R&B) Department by way of re-organisation of cadre and rationalization of jurisdiction(s) ordered in terms in Government Order No. 22-JK (GAD) of 2023 dated 06.01.2023 is hereby deferred till further orders.’

    As per the January 6 order, the Development Commissioner Works (Ex-officio Secretary Tech. R&B Department) was re-designated as Engineer-in-Chief (Secretary Technical R&B Department). Similarly, the Mechanical Engineering Department Jammu and Kashmir was renamed as Mechanical and Hospital Directorate J/K.

    Also, one post each of Chief Engineer in the Mechanical Wing and Chief Engineer of the Mughal Road Project were transferred to the Civil Wing. The government ordered the conversion of three posts of Chief Engineers, one each from SKUAST-Kashmir, SKUAST-Jammu, and SKIMS Soura, from deputation posts to duty posts by abolishing these posts from the concerned subsumed/merged engineering wings of departments.

    Mechanical Engineers were posted in the Civil Wing of R&B, except in the Jammu zone, for the purpose of snow clearance and other works, as follows: Each Chief Engineer (Civil) R&B (Zonal Office) was to have one Executive Engineer (Mechanical); Each Superintending Engineer (Civil) R&B (Circle Office) was to have one AEE (Mechanical); Each Executive Engineer (Civil) R&B (Division Office) was to have one AE (Mechanical) in their offices, and each Assistant Executive Engineer (Civil) R&B (Sub Division Office) was to have one JE (Mechanical) in their offices.

    The government also ordered the conversion of eight (08) deputation posts of Superintending Engineers (Civil) to duty posts by abolishing these posts from the concerned subsumed department(s) for their adjustment in new territorial jurisdictions identified for these Superintending Engineers (Civil).

    It ordered the conversion of deputation posts of Superintending Engineer (Meeh) (01), Executive Engineer (Meeh) (05), Assistant Executive Engineer (Meeh) (04), Assistant Engineer (Mech) (04), and Junior Engineer (Meeh) (14) from subsumed departments into duty posts by abolishing such posts from the concerned subsumed/merged engineering wings of departments.

    The government also ordered the conversion of deputation posts of Executive Engineers (Civil) (36), Assistant Executive Engineers (56), Assistant Engineers (19), Junior Engineer (82), and Draftsman (Civil) (48) into duty posts by abolishing these posts from the concerned subsumed/merged engineering wings of departments.

    It also ordered the formulation of new cadre strength as per the revised structure for inclusion in the respective Schedule-II of Gazetted/Non-Gazetted Engineering Recruitment Rules by issuance of corresponding notifications, thereby revising SRO-661 (Gazetted) and SRO-654 (Non-Gazetted) dated 25.10.2019, respectively.

    Srinagar, April 5: Government on Wednesday deferred till further orders restructuring of the Public Works (R&B) Department by way of re-organisation of cadre and rationalization of jurisdiction of its subordinate and field offices by making them co-terminus with territorial limits of divisions, districts and blocks of the Jammu and Kashmir.

    “It is hereby ordered that the restructuring of the Public Works (R&B) Department by way of re-organisation of cadre and rationalization of jurisdiction(s) ordered in terms in Government Order No. 22-JK(GAD) of 2023 dated 06.01.2023 is hereby deferred till further orders,” reads a government order, a copy of which lies with GNS.

    By virtue of the January 6 order, the Development Commissioner Works (Ex- officio Secretary Tech. R&B Department) had been re-designated as Engineer-in-Chief (Secretary Technical R&B Department).

    Similarly, Mechanical Engineering Department Jammu and Kashmir had been renamed as Mechanical and Hospital Directorate J/K respectively.

    New Delhi: Congress MP Manish Tewari on Wednesday moved an adjournment notice in the Lok Sabha to discuss reports of the Government searching for new spyware and alleged that it violates Right to Privacy.

    The notice states the Indian Government is in the market for new spyware. “The NSO, the company that manufactures and sells Pegasus, has been blacklisted by some countries.

    “The report further reveals that the Government is willing to spend up to $120mn or around Rs 1000 crore.”

    Around a dozen spyware sellers are expected to bid to the Indian Government.

    “The procurement of such Surveillance Technology without parliamentary oversight has grave implications for the right to privacy of individuals guaranteed under Article 21 of the Indian Constitution.

    “Under these circumstances, the House must adjourn to discuss the matter of the Government reportedly seeking to procure Pegasus-like surveillance technology.”

    The notice says that this House does suspend Zero Hour and other businesses of the day to discuss the reported procurement of Pegasus-like surveillance equipment by the Government.

    SRINAGAR: On April 4, the government of Jammu and Kashmir announced that it has successfully conducted a social audit of works in all 4291 Gram Panchayats in the union territory, aimed at improving transparency and accountability in the implementation of various schemes and programs. This accomplishment was made possible thanks to the unwavering support of Commissioner Secretary RD&PR, Mandeep Kaur, and the tireless efforts of District Resource Persons (DRPs), Block Resource Persons (BRPs), Programme officers (POs), and SHG members from NRLM as Village Resource Persons (VRPs).

    The field team, which included DRPs, BRPs/POs, and VRPs, played a crucial role in the success of these social audits by providing technical support and assistance to the community members and the department. The DRPs and BRPs, with their in-depth knowledge of local context and government schemes and programs, helped verify the records and documents related to the schemes and provided vital inputs.

    The VRPs, on the other hand, acted as a bridge between the community members and the social audit team, and helped identify the issues and difficulties faced by the local inhabitants.

    It’s worth mentioning that the department has also expanded the scope of social audits in the UT by including SBM (G) and PMAY (G) from March 1, 2023, and additional schemes of RDD and other departments are expected to be brought within its purview soon.

    Jaipur: The impasse between the Rajasthan government and doctors, who were on strike for 16 days against the Right to Health bill, ended on Tuesday as both sides came to an agreement.

    Consensus was reached between doctors and the government on eight demands on the Right to Health (RTH) Bill at a meeting of a doctors’ delegation with Chief Secretary Usha Sharma.

    In the meeting, Principal Secretary, Medical Education, T. Ravikanth and the representatives of the Indian Medical Association (IMA), United Private Clinics’ & Hospitals’ Association of Rajasthan (UPCHAR) and Private Hospitals and Nursing Homes Society (PHNS) discussed and agreed on various points.

    According to the agreement, private multi-specialty hospitals having less than 50 beds will be kept out of the purview of this law in the first phase of its implementation. The law will also not be binding on those private hospitals that have not taken any concession from the government or any rebate in allotment of land for the hospital. As per the agreement, this law will be implemented in private medical colleges and hospitals, hospitals running on PPP mode, those hospitals that have been allotted land free of cost or on subsidised rates, and hospitals run by a trust that got land on concession or subsidised rates.

    It was also agreed to consider the regularisation of hospitals functioning in different places in the state as per the ‘Kota Model’, under which relaxation in building rules will be considered for those hospitals that are functioning in residential premises.

    Also, police cases and other cases registered during the agitation will be withdrawn. It will be considered to bring a single window system for licenses and other approvals. Similarly, giving fire NOC to private hospitals every five years will be considered. Along with this, it was also agreed that changes in the rules in the Right to Health law would be made in consultation with the representatives of the IMA.

    Chief Minister Ashok Gehlot welcomed the end of this deadlock, saying: “I am happy that finally an agreement has been reached between the government and the doctors and Rajasthan has become the first state in the country to implement Right to Health.

    “I hope that the doctor-patient relationship will remain the same in future as well.”

    Gehlot said that the state government’s objective to bring in the Right to Health bill was that no one should suffer due to lack of treatment, and expressed satisfaction that the doctors fraternity agreed to the proposals put forth by the state government regarding Right to Health.

    He said that all the people of the state have extended their cooperation to the state government in the favour of the bill and have welcomed this pro-people bill. “Now the doctors agreeing to this important bill is a good sign,” he added, expressing hope that all doctors will immediately join their duty and that private and government hospitals will make the Right to Health, and schemes such as the Mukhyamantri Chiranjeevi Swasthya Bima Yojana and RGHS successful.

    The Chief Minister expressed confidence that the way private and government hospitals had set an example with excellent management of Covid, they will similarly successfully implement these schemes on the ground and present the ‘Rajasthan Model of Public Health’.

    The General Secretariat of the Organization of Islamic Cooperation (OIC) has followed with ‘deep concern’ the acts of violence and vandalism targeting the Muslim community in several states in India during the Ram Navami processions, including the burning of a madrasa and its library by an extremist Hindu mob in Bihar Sharif on 31 March 2023, a press release said.

    The OIC General Secretariat denounced such provocative acts of violence and vandalism, which are a vivid manifestation of ‘mounting Islamophobia’ and ‘systemic targeting’ of the Muslim community in India, OIC said.

    The OIC General Secretariat called upon the Indian authorities to take firm action against the instigators and perpetrators of such acts and to ensure the safety, security, rights, and dignity of the Muslim community in the country.

    Indian government hits back

    India on Tuesday slammed the Organisation of Islamic Cooperation (OIC) for its ‘communal mindset’ and ‘anti-India’ agenda.

    India’s strong reaction came after the OIC secretariat issued a statement alleging the targeting of the Muslim community in several states in India during Ram Navami processions.

    External Affairs Ministry spokesperson Arindam Bagchi condemned the statement issued by the OIC.

    “We strongly condemn the statement issued by OIC Secretariat today regarding India. This is one more example of their communal mindset and anti-India agenda,” Bagchi said.

    “The OIC only does its reputation damage by being consistently manipulated by anti-India forces,” the statement said.
