    Congress slams govt after NGT forms panel to revisit environmental nod to Nicobar project

    New Delhi: The Congress on Friday attacked the Centre over the National Green Tribunal constituting a committee to re-examine the environmental nod to the Great Nicobar Island project, alleging that the Modi government has embarked on “ecocide” and what is being pushed through is an “ecological nightmare”.

    The National Green Tribunal has constituted a high-powered committee to re-examine the environmental clearance granted to the Andaman and Nicobar Islands Integrated Development Corporation (ANIDCO) for the multi-component mega project in the Great Nicobar Island.

    Alongside the development of an international container transhipment terminal, the project also involves the construction of a military-civil dual-use airport, a gas-, diesel- and solar-based power plant, and a township.

    Tagging a media report on the committee’s constitution, Congress general secretary and former Union environment minister Jairam Ramesh said, “When we are applauding 50 years of Chipko Andolan and Project Tiger and 40 years of the historic decision to protect Silent Valley, the Modi government has embarked on ecocide in Great Nicobar.” “What is being pushed through is an ecological nightmare,” Ramesh said.

    The National Green Tribunal was hearing appeals against forest clearance and environmental clearance provided to the project proponent ANIDCO. On January 11, it had sought a response from the Union Ministry of Environment, Forest and Climate Change and the project proponent.

    A bench of chairperson Justice AK Goel along with judicial members Justice Sudhir Agarwal, Justice B Amit Sthalekar and Justice Arun Kumar Tyagi said there was a need for adequate studies on the adverse impact on coral reefs, mangroves, turtle nesting sites, bird nesting sites, other wildlife, of erosion, disaster management and other conservation and mitigation measures.

    New Delhi: Internet firms like Google, Facebook and Twitter may lose protection under safe harbour if they fail to remove content identified by the government-notified fact-checker as false or misleading information, Minister of State for Electronics and IT Rajeev Chandrasekhar said on Thursday.

    He said that fact-checkers are a reference point to fight against misinformation and rejected arguments that it will adversely impact “free speech”.

    “If you want section 79 safe harbour protection as an intermediary then you have some obligation. The obligation is that you have to be proactive on misinformation.

    “If you choose to have a disagreement with the fact checker, you can continue to have that on your platform but then the person who has been aggrieved by that disinformation and you will have a legitimate dispute in the court … section 79 was a safe harbour. That will get removed,” he said.

    Internet platforms and social media platforms such as Google, Facebook, Twitter, and internet service providers etc fall within the ambit of an intermediary.

    The safe harbour clause protects intermediaries from legal action on them for any objectionable content posted online by their users.

    The IT ministry will notify an entity that will flag false information posted online pertaining to the government, Chandrasekhar said.

    While releasing guidelines under the IT rules 2021, the minister said that the work on fact check is still in progress.

    “Government has decided to notify an entity through Meity and that organisation then would be the fact checker for all aspects of content online and only those content that are related to the government,” Chandrasekhar said.

    Chandrasekhar said “Dos and Don’ts” around fact-checking will be shared before it is notified.

    “We will certainly have an outliner on what the organisation will look like. Whether it will be PIB fact check and what will be the dos and don’ts. We will certainly have that shared as we notify,” the minister said.

    He said that PIB needs to be notified to be a fact checker under the IT rules.

    “Odds are that it will be a PIB fact check unit that will be notified. The reason we have not said PIB fact check explicitly under the rule is that it has not been notified under the IT rule,” Chandrasekhar said.

    The minister said intermediaries have asked the government to notify a fact checker on whom they can rely for their due diligence around false information.

    “We will notify fact-checkers under Meity to essentially help intermediaries decide what is misinformation or not. If they are able to do it on their own, fine. If they need help with government information, there will be a fact checker,” Chandrasekhar said.

    The minister said that intermediaries can continue to contest content flagged by the notified fact check entity but they may lose safe harbour protection under the IT Act.

    The government as part of the amendment in the IT Rules 2021 has mentioned that “in respect of any business of the Central Government, is identified as fake or false or misleading by such a fact check unit of the Central Government as the Ministry may, by notification published in the Official Gazette”.

    Lucknow: The Lucknow bench of the Allahabad High Court has directed the Uttar Pradesh government to upload the OBC Commission’s report on OBC reservation in urban local bodies’ polls on the state Urban Development Department’s website within four days.

    The state government had constituted the Uttar Pradesh Backward Classes Commission to study the representation of OBCs in the urban local bodies.

    The responsibility of the Commission was to collect data on the political backwardness of the OBCs.

    A division bench of Justice Rajan Roy and Justice Manish Kumar passed the order on a writ petition filed by Vikas Agarwal.

    Agarwal had challenged the state government’s draft notification issued on March 30, 2023, regarding reservation of Nighasan Nagar Panchayat in the Lakhimpur Kheri district.

    In his writ, the petitioner had submitted before the high court that the Commission’s report was not in the public domain, making it impossible for him to file an objection.

    “As regards other relief made in this petition, we see no reason to interfere at this stage for the reason that the petitioner has already been informed that the ‘Agarwal’ caste does not fall in the OBC category,” the court said.

    “Now, when the petitioner is aware that the seat pertaining to the Nagar Panchayat Nighasan has been reserved for the OBC category and the petitioner does not belong to the same, other relief can be claimed at the appropriate stage as and when the need arises,” the court added.

    The Supreme Court on March 27 permitted the State Election Commission to issue notifications to roll out the election process for local bodies in Uttar Pradesh within two days.

    Thereafter, a draft notification on reservation in the urban local bodies’ polls was issued on March 30 and the government invited objections by April 6.

    Hyderabad: The Telangana police recently served a notice to Huzurabad BJP MLA Eatala Rajender in the SSC Hindi ‘question paper leak case’, which has drawn criticism from BJP Lok Sabha MP and Union Minister G. Kishan Reddy demanded that the government immediately withdraw the notice, stating that the police were unnecessarily dragging the names of BJP leaders into the issue.

    Reddy went on to allege that the police had engaged in vendetta politics, citing the fact that Warangal Commissioner A V Ranganath had initially said there was no paper leak, but later changed his statement. Reddy claimed that Rajender and another BJP leader, Bandi Sanjay, had been booked only because they had received the question paper through WhatsApp.

    The Union Minister also criticized the ruling Bharat Rashtra Samithi (BRS) for organizing a protest during Prime Minister Narendra Modi’s visit to the state, calling it a political stunt to insult the Prime Minister. He accused K Chandrasekhar Rao’s family of having “done a PhD in manufacturing and spreading lies.” Reddy concluded by saying that the people of Telangana were watching everything and that the public was with the BJP, adding that the party would not rest until dynastic parties like BRS were dethroned from power.

    New Delhi: The Union Cabinet on Thursday approved a new formula for pricing of natural gas and imposed cap or ceiling price to rein in runaway prices of CNG and piped cooking gas.

    Natural gas produced from legacy or old fields, known as APM gas, will now be indexed to crude oil price instead of pricing it based gas prices in surplus nations such as the US, Canada and Russia, Union I&B Miniser Anurag Thakur told reporters after a meeting of the Cabinet.

    From April 1, APM gas will be priced at 10 per cent of the price of basket of crude oil that India imports (Indian basket of crude oil). The rate such arrived at however will be capped at USD 6.5 per million British thermal unit as against current gas price of USD 8.57 per mmBtu.

    The price such arrived at will also have a floor of USD 4 per mmBtu.

    Rates will be decided every month instead of current practice of bi-annual revision, he said.

    New Delhi: Veteran Bidri craft artist from Karnataka Shah Rasheed Ahmed Quadri, who received Padma Shri from President Droupadi Murmu on Wednesday, told Prime Minister Narendra Modi that he was wrong in believing that the BJP government would not honour him with the prestigious civilian award.

    After the ceremony to confer the Padma award was over at the Rashtrapati Bhavan, the prime minister along with Union Home Minister Amit Shah interacted with the awardees.

    When Modi wished Quadri and shook hands, he told the prime minister: “I was expecting a Padma award during the UPA government, but I did not get it. When your government came, I thought now the BJP government will not give me any award. But you have proved me wrong. I expressed my sincere gratitude to you”.

    Thane: Shiv Sena (UBT) leader Aaditya Thackeray on Wednesday slammed the Maharashtra government saying that “Mughal rule” was prevailing in the state , and declared that he would contest the next Assembly election from Thane, Chief Minister Eknath Shinde’s bastion.

    He was speaking at a rally organised by the Shiv Sena (UBT), Nationalist Congress Party (NCP) and Congress — which comprise the opposition Maha Vikas Aghadi coalition — in protest against an alleged attack on a woman worker of the Sena (UBT) in Thane city two days ago.

    Sena (UBT) leader and Thane MP Rajan Vichare, NCP leader Jitendra Awhad and Thane city Congress chief Vikrant Chavan participated in the protest march to Thane police commissioner’s office besides thousands of workers of the three MVA parties.

    Aaditya Thackeray in his speech said that the Shinde-led Shiv Sena was not a party at all.

    “It is a stolen party. How can a gang of thieves be a party?….There is now Mogalai' in the state," said Thackeray, a former state minister. The word isMogalai’ is often used to denote tyranny in Marathi.

    “There is no chief minister of Maharashtra, whoever there is, he is the Chief Minister of Guwahati and Gujarat,” he said in a jibe at Shinde, who had taken his flock of Shiv Sena MLAs first to Surat and later to Guwahati after rebelling against Uddhav Thackeray’s leadership last June.

    Saying that the Shinde government would not last long, Aaditya said once it falls, everyone including “traitor” leaders and officials who have misused their positions will face consequences.

    “I would contest from Thane and win,” said Aaditya, who had won the 2019 Assembly election from Worli in south Mumbai. Chief Minister Shinde, notably, represents the Kopri Pachpakhadi constituency in Thane city.

    A woman worker of the Shiv Sena (UBT) was assaulted, but instead of booking the assailants, the police in Thane registered FIRs against her for alleged defamation, Thackeray said.

    Roshni Shinde, activist of the Sena (UBT), had alleged that she was assaulted over a `derogatory’ Facebook post about the chief minister and his ally, the BJP.

    The chief minister kept quiet even after this atrocity took place in his city, Aaditya Thackeray further said.

    He also targeted Shinde over big-ticket industrial projects going to Gujarat instead of Maharashtra.

    `Nari Sanman Yatra’ will be taken out in every district of Maharashtra to fight for women’s honour, Thackeray announced.

    New Delhi: A key financial panel of the Parliament has pulled up the government for paying poor remuneration to Anganwadi workers and helpers, asking it to revise their wages in a manner which is commensurate with their work.

    The Public Accounts Committee (PAC), a key financial panel of Lok Sabha, has also directed the government to provide facilities like drinking water and toilets in Anganwadis in a time-bound manner.

    In its report, presented to the Parliament on Wednesday, the Ministry for Women and Child Development has been asked to revise and increase the remuneration of Anganwadi workers and helpers appropriately.

    It expressed dismay over the fact that despite earlier reminders about salaries of Anganwadi workers and helpers being low and unattractive, the ministry had not done much about it.

    The committee noted that there are large number of vacancies in the posts of Anganwadi workers and helpers on account of meagre wages being paid to them.

    “The critical role played by these Anganwadi workers and helpers during the Covid period cannot be ignored as they were tasked with distributing rations along with carrying out their main responsibilities pertaining to primary health care and immunisation, supplementary nutrition, educating families about family planning measures etc. The committee, therefore feels that it is high time that the Anganwadi workers get due recognition for the selfless and continuous services they have been providing,” it noted in its observations.

    In this context, the panel, which is headed by Congress’ Adhir Ranjan Chowdhury, has asked the government to revise their wages in such a manner that the benefits and salaries being paid to them should be commensurate with the work that they have been performing and for this, the ministry should seek necessary budgetary support also.

    The panel further noted that as many Anganwadi centres are functioning from temporary structures and semi-pucca premises, which may not have toilets or drinking water facilities, the ministry should moot a proposal for providing mobile toilets in states where the Anganwadi centres don’t have them.
