    The above arrangement is purely on Stop-Gap basis and shall not confer any right on the incumbents to claim preferential treatment for their promotion, as and when, the same is made, in accordance with the rules; and further the placements shall be without prejudice to the outcome of Writ Petition(s)/O.As, if any, pending consideration before the Court(s) Tribunal(s) of competent jurisdiction.

    Telangana govt likely to bid for Vizag Steel Plant through Singareni

    Hyderabad: Telangana government is reportedly looking to bid for the Vizag Steel Plant (VCP) through its Singareni Collieries Company Limited (SCCL) while alleging that the Centre is trying to privatise the steel plant.

    According to a report by the Times of India, chief minister K Chandrashekar Rao has reportedly instructed a few officials from the government as well as the SCCL to visit the VSP and prepare a blueprint. The last date for submitting bids for VSP is on April 15.

    TOI termed the move as the first time a state-run company will place bids to secure a PSU in a neighbouring state.

    The Telangana government enjoys a majority stake in SCCL of 51% while the Centre holds the remaining 49 percent.

    BRS working president KT Rama Rao, on April 2, reiterated the party’s support to Vizag Steel Plant workers saying that the BRS would oppose the Central government’s move to privatise the steel plant.

    The BRS party has been opposing the alleged privatisation of PSUs by the Centre in the two Telugu states.

    BRS on Saturday organised a ‘Maha Dharna’ to protest against the Centre’s decision to auction Singareni Collieries Company Limited (SCCL) coal mines during Prime Minister Narendra Modi’s visit to the city.

    The report said that there is a possibility of BRS leaders meeting the VSP union leaders in Visakhapatnam.

    According to the report, AP BRS president Thota Chandrasekhar collated information on ways to stall privatisation by participating in bids after his meeting with the VSP union leaders.

    “If the BRS government’s strategy works out, the Centre may have to support VSP by providing working capital as was done by former prime ministers Atal Behari Vajpayee and PV Narasimha Rao,” a senior BRS leader was quoted by TOI.

    Communist Party of India national secretary K Narayana on Monday welcomed Telangana’s interest in VSP in Andhra Pradesh.

    He said that if VSP goes into the hands of private companies like Adani Group, it would be a great loss to the country and appreciated the CM KCR’s decision to take over the PSU.

    Lakhimpur Kheri: Twenty-eight persons, three named and other unnamed, have been booked for ‘rioting’ and ‘criminal trespass’ by police for allegedly installing loudspeakers and offering mass prayers on a state government property in the Kashi Ram area of Lakhimpur Kheri.

    The incident happened on Sunday.

    The FIR was registered after a purported video of people offering ‘namaz’ in the building complex went viral on social media and a complaint was lodged by a local right-wing activist, Ramgopal Pandey, at the Sadar Kotwali police station.

    Police have named Mohammed Adil, Jumman Khan and Nisha Khan along with 25 other unidentified persons in the FIR and slapped sections 447 (criminal trespass), 147 (rioting) and 298 (deliberate intentions of hurting religious sentiments) of IPC against them.

    The accused are absconding, the police said.

    According to complainant Ramgopal Pandey, “There is a vocational school for children in the Kashi Ram colony which was built by the state. It was encroached upon by some people of a particular faith to offer namaz. They have hurt our religious sentiments. We want strict action against them.”

    Circle officer, Sadar Sandeep Singh, said, “We have sent the video clips to a forensic lab for verification and are awaiting the report. The accused will be identified with the support of evidence gathered so far. Notices will be served to them to join the investigation.”

    New Delhi: The tiger population has gone up in the Shivalik Hills-Gangetic Plains landscape, central India and the Sundarbans but their numbers have dwindled in the Western Ghats and the Northeast-Brahmaputra Plains due to habitat loss, fragmentation and poaching over the years, according to a government report released on Sunday.

    Prime Minister Narendra Modi released the latest tiger numbers at a mega event being organised in Mysuru to mark the completion of 50 years of Project Tiger.

    According to the data, the tiger population in the country increased from 2,967 in 2018 to 3,167 in 2022.

    “The tiger population in the forest divisions of the Shivalik Hills and Gangetic Plains landscape has recorded a substantial increase with a total of 804 unique tigers being photographed, which is higher than the estimated population of 646 in 2018,” the “Status of Tigers Report 2022” said.

    It said photographic evidence of tigers in new areas of Uttar Pradesh and Himachal Pradesh provides hope for range expansion.

    “To ensure their long-term survival, it is necessary to supplement and repopulate the Shivalik Forest Division of Uttar Pradesh and increase protection for tigers in Suhelwa, and pay special attention to the genetically divergent population of Valmiki,” the report said.

    It also said linear infrastructure projects on the congested corridor between western and eastern Rajaji have left the area “functionally extinct” for large carnivores and elephant movement, and the adoption of green infrastructure is needed to recover the tiger population in this fragmented landscape.

    Additionally, Uttarakhand and Uttar Pradesh need to invest in mitigating conflicts between human beings and tigers and mega herbivores due to their increasing populations outside protected areas.

    The data showed a “decrease in tiger occupancy throughout the Western Ghats”, except in a few areas like Kali (Anshi Dandeli). This was attributed to an “increasing overlap between wildlife and humans” in the region.

    The area recorded 824 “unique tigers” in 2022 as compared to 981 in 2018, “indicating a decline in some regions and stability in well-protected tiger reserves”.

    “While tiger populations within protected areas have either remained stable or increased, tiger occupancy outside of these regions has significantly decreased, such as in the Wayanad landscape, BRT Hills, and the border regions of Goa and Karnataka,” the report said.

    The number of “distinctive tigers” captured on camera in the Northeastern Hills and Brahmaputra Plains landscape was 194 as compared to the estimated population of 219 tigers in 2018.

    The report, however, said the tiger population in the region is “secure”.

    “The tiger population of Northeast is genetically unique and is small in size, thus requiring intensive conservation efforts…. The region is currently facing several threats such as habitat loss, poaching and human-wildlife conflict, which necessitate increased conservation efforts,” it added.

    Central India also saw an increase in the tiger population, with 1,161 tigers photographed as compared to an estimated population of 1,033 in 2018.

    Tigers have occupied new areas in Madhya Pradesh and Maharashtra, the report said.

    However, it noted that the “local tiger population has become extinct in several areas, including tiger reserves like Kawal, Satkosia and Sahyadri”.

    While the expansion of tiger habitats is a positive development, there is a need to pay attention and act quickly in these areas to reverse the trend of extinction of small populations and avoid negative human-tiger interactions, it said.

    The report called for serious conservation efforts to help recover the tiger population in Jharkhand, Odisha, Chhattisgarh, Telangana and Andhra Pradesh.

    The images of 100 tigers were captured in the Sundarbans in 2022 as compared to a population of 88 in 2018.

    Officials said the population is steady, with a limited potential to extend its range.

    The tiger population and landscape are both threatened by biotic interference in the form of forest exploration, fishing, palm and timber extraction, and the expansion of waterways. To preserve the ecological integrity of the area, cross-border collaboration and knowledge exchange between India and Bangladesh are imperative, the report said.

    New Delhi: The Supreme Court is scheduled to hear on Monday bail pleas of several convicts serving life imprisonment in the 2002 Godhra train burning case.

    A bench of Chief Justice D Y Chandrachud and Justices P S Narasimha and J B Pardiwala is scheduled to hear along with the bail applications a batch of pleas of the convicts challenging their convictions.

    On March 24, the top court had said it will dispose of the bail applications of the convicts on the next date of hearing of the matter.

    It had taken note of the submissions of Solicitor General Tushar Mehta, appearing for the Gujarat government, that he has to verify certain factual details with regard to some convicts.

    The top court had, however, extended the bail granted to one of the convicts on the ground that his wife was suffering from cancer. Mehta had supported the extension of bail on medical grounds.

    Earlier on March 17, the top court had said it will hear on March 24 the appeal of the Gujarat government and the bail pleas of several accused in the case.

    On February 20, the state government had told the top court that it will be seeking death penalty to 11 convicts whose sentences in the 2002 Godhra train burning case were commuted to life imprisonment by the Gujarat High Court.

    “We will be seriously pressing for award of death penalty to the convicts whose death penalties were commuted into life imprisonment (by the Gujarat High Court). This is the rarest of rare cases where 59 people, including women and children, were burnt alive,” the solicitor general had said.

    “It is consistent everywhere that the bogie (coach) was locked from outside. Fifty-nine died, including ladies and children,” he had added.

    Giving details on the court case, the law officer had said 11 convicts were sentenced to death by a trial court and 20 others granted life term in the case.

    The high court upheld total 31 convictions in the case and commuted the death penalties of the 11 convicts to life term, Mehta had said.

    On February 27, 2002, 59 people were killed when the S-6 coach of the Sabarmati Express was burnt at Gujarat’s Godhra, triggering riots in the state.

    The state government has come in appeal against the commutation of death penalty into life term for 11 convicts, Mehta had said. Several accused, he added, have filed pleas against the high court upholding their convictions in the case.

    The top court has granted bail to two convicts in the case so far. Seven other bail pleas are pending adjudication in the matter.

    The bench noted that a large number of bail applications have been filed before it in the case and said, “It has been agreed that the AORs (advocates-on-record) on behalf of applicants along with advocate Swati Ghildiyal, standing counsel for Gujarat, shall prepare a comprehensive chart with all relevant details. List after three weeks.”

    The Supreme Court had on January 30 sought the Gujarat government’s response on the bail pleas of some of the convicts sentenced to life imprisonment in the case.

    The court issued notice to the state government on the bail pleas of Abdul Raheman Dhantia alias Kankatto and Abdul Sattar Ibrahim Gaddi Asla, among others.

    The state government, on the other hand, said it was not “merely a stone pelting” case as the convicts had bolted a coach of the Sabarmati Express, leading to the death of several passengers on the train.

    On December 15, last year, the top court granted bail to one Faruk, who was serving life sentence in the case and noted that he had been in jail for 17 years.

    Faruk, along with several others, was convicted for pelting stones at a coach of the train.

It has been alleged that Azam Khan is running the party office in the name of the trust.

    BJP MLA Akash Saxena has complained about this to Chief Minister Yogi Adityanath, alleging that Azam Khan has run the office of the Samajwadi Party at this place in violation of the terms of the lease. The demand of the BJP MLA is that the government should take over the land after canceling its lease. The district administration has also started an investigation into the complaint of the BJP MLA. According to the Rampur district administration, the matter is being investigated, and action will be taken based on evidence.

    Azam Khan had taken this land on lease in 2012 as soon as Akhilesh Yadav’s SP came to power in Uttar Pradesh. Two leases were written, one for 25109 square feet area and the other for 16072 square feet area, with the rent for both fixed at only Rs. 100-100 per year. Both these leases were written between Maulana Mohammad Ali Jauhar Trust Chairman Azam Khan (lessee) and the authorized officer (lessor) PN Tripathi, Deputy Secretary, Department of Secondary Education, Government of Uttar Pradesh, Lucknow, on behalf of the Governor of UP.

    This land was given to Azam Khan’s Maulana Mohammad Ali Jauhar Trust to build a university and its office, but the BJP MLA alleges that Azam Khan is continuously conducting his party’s political activities from here and is using it for SP’s district office, which is a violation of rules. Therefore, the lease should be canceled, and action should be taken against Azam Khan for misusing government land.

    Earlier, the office of Murtuja Higher Secondary School and District Basic Education Officer Rampur was established on this land. After taking this land on lease, Azam Khan has run his Rampur Public School in one part and SP office Darul Awam on the other part. However, Maulana Mohammad Ali Jauhar Trust had leased this land for the purpose of opening an office for building a university, which was taken. That’s why now BJP MLAs are demanding that the lease be canceled and the land be handed over to the government.

    On the complaint of the BJP MLA, the district administration has started an investigation of this matter in Rampur. In this matter, Samajwadi Party leader Mashkoor Ali Munna says that all the work of Samajwadi Party is done from Azam Khan’s office Darul Awam in Rampur, and the meetings of the party are also held from there only. However, Azam Khan has not revealed whose land it is until now.

    New Delhi: The government has mulled over the possibility of deactivating Aadhaar of deceased persons. However, no mechanism is currently available to do it, sources aware of the development have said.

    “At present, there is no mechanism to receive the Aadhaar of deceased persons from the registrars appointed by state governments and to deactivate them,” a source in the ministry for electronics and IT said.

    However, the Registrar General of India had sought suggestions of the Unique Identification Authority of India (UIDAI) on draft amendments to the Registration of Births and Deaths Act, 1969, regarding capturing of Aadhaar of a deceased person while issuing the death certificate, for its subsequent deactivation.

    However, no further development has taken place after that, sources said.

    Registrars appointed by states under the Registration of Births and Deaths Act, 1969, register births and deaths in their respective local areas.

    Chandigarh: In a historic decision, Punjab Chief Minister Bhagwant Mann on Saturday announced change in the timings of government offices from the existing 9 a.m. to 5 p.m. to 7.30 a.m. to 2 p.m. in larger public interest.

    Announcing the decision, Mann said that the revised timings will come into effect from May 2 and will remain in place till July 15.

    The Chief Minister said the decision has been taken to benefit the common people for easily getting their work done at government offices during the scorching heat in the ensuing summer season.

    Mann said the decision has been taken after due consultation with all the stakeholders so that the welfare of all can be ensured.

    Giving more details, the Chief Minister said that the move will also enable the common man to finish his work early morning without taking leave from his work.

    Likewise, he said that the decision will also facilitate the employees as they will be able to attend social functions after office hours. Similarly, Mann said that the employees will also be able to spend more time with their children who will also come home from school around the same time.

    The Chief Minister said that this decision will be applicable to all the offices of Punjab government.

    He envisioned that this will also help in saving around 300-350 MW power, as a considerable chunk of power is being consumed by government offices.

    Mann said that as per the data of PSPCL, the peak load of the board starts after 1 p.m.

    The Chief Minister also said that the new timings will ensure that maximum sunlight is utilised by the masses.

    The state government will take more such citizen-centric decisions in the coming days, Mann said.

    Aden: Yemen government officials have gathered in Saudi Arabia to discuss a comprehensive three-year peace plan to end the country’s prolomged civil war, a diplomat said here.

    “Saudi Defence Minister Khalid bin Salman held a meeting on Thursday with Rashad Al-Alimi, chairman of Yemen’s Presidential Leadership Council (PLC), and other high-ranking Yemeni government officials in Riyadh, during which he presented the kingdom’s plan for peace in Yemen,” the diplomat told Xinhua news agency late Friday.

    The proposed plan, which is based on a series of back-channel negotiations between Saudi Arabia and the Houthi militia in Muscat for the past few months, has three main stages that will be implemented over a period of three years, he said, adding the Yemeni officials have already shown their initial support for the plan.

    The first phase of the plan, according to the source, is “a six-month truce between warring factions in Yemen, during which hostilities will cease and efforts will be made to rebuild trust and lay the groundwork for peace”.

    The second phase would entail a dialogue to address key issues and grievances among the various Yemeni factions and reopen the closed roads, airspace and seaports.

    The third stage would be a two-year transitional period during which a new and inclusive government would be established, paving the way for long-term stability and peace in the country, according to the official.

    A truce agreement between the Yemeni government and the Houthi rebel group is likely to be announced in the coming days, the official added.

    Meanwhile, another Yemeni government official confirmed to Xinhua that Muhammad Al Jaber, the Saudi Ambassador to Yemen, along with an Omani delegation, is planning to meet Houthi leaders in Sanaa to discuss the “the final arrangements” of the truce.

    Oman and the UN have mediated previous rounds of negotiations between the Yemeni government, Saudi Arabia, and the Houthi rebels.

    Muscat’s role has been crucial in facilitating talks and maintaining good relations with both parties.

    Yemeni observers hope that the proposed peace plan will be a viable solution to the ongoing conflict and alleviate the country’s humanitarian crisis.

    The UN has been working to broker a political solution to the conflict, but previous attempts have failed due to a lack of trust between the warring parties and continued violence on the ground.

    Yemen has been embroiled in a devastating civil war since 2014, with the Houthis fighting against the internationally-recognised government.

    The Saudi Arabia-led coalition intervened in the conflict in support of the Yemeni government in 2015.
