    JAMMU: Lieutenant Governor Manoj Sinha inaugurated the Forest Resource Management Center (FRMC) at Narwal and launched the National Transit Pass System today.

    The Lt Governor said, the new state-of-the-art facility and the technological advancements will go a long way in ensuring required protection and management of our forests.

    The FRMC has been planned to scale up the use of modern technology such as GIS, Remote Sensing and digital tools like mobile application in protection and management of forests. The FRMC will also play a key role in digitalization of forest boundary as well as for management of forests through geo reference based information and mapping.

    The Lt Governor advised the department to maximise the use of technology in forest protection and climate change mitigation by protecting the natural resources, which will also support meeting of Sustainable Development Goals.

    J&K UT is the third UT/State to implement the National Transit Pass System in the country. It replaces manual paper-based transit system by online transit system, promotes agro-forestry activities that will in turn help in increasing farmer’s income, the Lt Governor noted.

    Forest management and protection is vital to achieve climate stability and sustainable development goals. Reducing deforestation, tackling the loss of forest biodiversity and preservation of our natural heritage is critical for inclusive development, observed the Lt Governor.

    “Nature unites us. I want every citizen to become Green Warrior and take action on climate change. We should have 10-point vision document which will act as an MoU of commitment with the society to protect the nature in the neighborhood,” said the Lt Governor.

    The Lt Governor also shared the efforts of the forest department in safeguarding the ecological wealth and making technological interventions an important factor in forest management.

    In Amrit Kaal our aim is to integrate ecosystem and biodiversity values into development planning and work in a holistic manner for clean air, fresh water, biodiversity conservation and mitigation of human-wild animal conflict, the Lt Governor said.

    Greater use of technology will help the field staff to make effective decisions for protection and management of forests and augment the efforts of the frontline forest field staff in securing this valuable resource, he said.

    Today, Geo-tagging has revolutionized the management of different types of forest assets. GIS technology and Mapping have emerged as powerful instruments in conservation efforts. With GIS mapping and ground-based digitization, we can effectively tackle the challenge of encroachment, added the Lt Governor.

    The Lt Governor appreciated the Forest Department for digitization of all demarcated forests at beat, block, range and division levels. He congratulated PCCF/HoFF Dr Mohit Gera and his team for restoring the original glory of the Char Chinar in the iconic Dal Lake and further stressed upon taking up new initiatives dedicated to environment protection.

    Citing the example from Ecuador which became the first country to grant “legal rights of the nature” in its Constitution, the Lt Governor advised that the sustainable development must recognize earth as a living entity. He also emphasised to expedite FRA cases especially pertaining to Individual Forest Rights and ensure that genuine claims are processed and decided expeditiously.

    Appreciating the efforts of the department on afforestation through Green J&K Drive, the Lt Governor advised the department that such afforestation should lead to creation of livelihood.

    He also directed the department to substantially increase the number of Women Self Help Groups and work towards women empowerment. The department should also take new initiatives under Jan Bhagidari and create volunteers to spread the awareness on climate change.

    On the occasion, the Lt Governor paid tributes to the Martyrs of the Forest Department.

    Dheeraj Gupta, Principal Secretary Department of Forest, Ecology & Environment enumerated various programmes and schemes dedicated to promoting green cover in J&K.

    Dr Mohit Gera, PCCF &HoFF said that Forest Department is actively using Remote Sensing and GIS for forest protection and management activities and with the inauguration of the FRMC, the capability of Forest Department in use of technology will be enhanced considerably.

    R Raghu Prasad, Inspector General of Forests, GoI, said that the roll-out of National Transit Pass System will largely benefit the farmers of J&K.

    Ramesh Kumar, Divisional Commissioner, Jammu; HoDs and other senior officials were present on the occasion.

    Pritzker didn’t mince words.

    “It’s an ideological battle by the right wing, hiding behind a claim that they would protect our children — but whose real intention is to marginalize people and ideas they don’t like,” Pritzker told a joint session of the Illinois General Assembly gathered in the state Capitol for the first live address since before the pandemic. “This has been done in the past, and it doesn’t stop with just snuffing out ideas.”

    Pritzker described “a virulent strain of nationalism plaguing our nation,” and he criticized “demagogues” attacking school board members and library trustees.

    He also invoked historical parallels to the current climate.

    “This is the Land of Lincoln. We have a responsibility to that legacy,” he said.

    Then Pritzker quoted Wiesel, the Holocaust survivor and Nobel Laureate: “We must always take sides. Neutrality helps the oppressor, never the victim. Silence encourages the tormentor, never the tormented.”

    The governor made his comments after laying out a budget agenda focused on education funding.

    “It’s all meaningless,” he said, “if we become a nation that bans books from school libraries about racism suffered by Roberto Clemente and Hank Aaron, and tells kids they can’t talk about being gay. It signals to Black and brown people and Asian Americans and Jews and Muslims that our authentic stories can’t be told.”

    That passage of his speech drew a standing ovation from Democrats seated on his right in the chamber and silence from Republicans at his left.

    Pritzker then invoked his two college-age children.

    “I don’t want them to be lied to,” he said. “I want them to learn our true history, warts and all.”

    Running feud

    The speech follows Pritzker writing the College Board, which oversees Advanced Placement exams, to urge the group not to appease DeSantis by changing the African American studies course.

    Earlier this week, DeSantis doubled down on the issue, threatening to withdraw state support for AP programs.

    DeSantis’ threats and Pritzker’s comments in his Springfield address add fire to a feud between the two governors ahead of the 2024 presidential election. Both have been mentioned as potential candidates for their respective parties.

    DeSantis is all but expected to jump into the GOP primary and face former President Donald Trump. Pritzker has repeatedly said he will be supporting President Joe Biden for president.

    Murphy plans to start New Jersey on the path pioneered by California with a requirement that all new cars sold in the state have zero emissions by 2035.

    The governor is also directing the state Board of Public Utilities to open a proceeding on “the future of the natural gas utility.” It would be similar to other states looking for an orderly way to reduce the burning of natural gas.

    “These bold targets and carefully crafted initiatives signal our unequivocal commitment to swift and concrete climate action today,” Murphy will say, according to prepared remarks of the speech. “We’ve turned our vision for a greener tomorrow into a responsible and actionable roadmap to guide us, and it’s through that pragmatic, evidence-based approach that we will ultimately arrive at our destination.”

    The governor will also:

    — Set a target to electrify 400,000 residential buildings and 20,000 commercial buildings by 2030, which generally means retrofitting them to switch from natural gas to electric heat.

    — Spend $70 million from the Regional Greenhouse Gas Initiative to help companies and local governments buy electric medium and heavy duty trucks, a category that includes school buses, semi-trucks and heavy duty loaders.

    — Move forward on the next phase of climate changed-related rules, particularly ones related to flooding known as the “resilient environments and landscapes” or REAL.

    The governor’s new 100 percent clean energy by 2035 plan is similar to a bill from Sen. Bob Smith (D-Middlesex), chair of the state Senate Environment and Energy Committee, that began circulating widely a few weeks ago. While the governor can set his own target without legislation, the administration plans to keep working with Smith on the bill.

    A clean energy law might ultimately have more staying power in a state where the governor’s office tends to go back and forth between Republicans and Democrats.

    Many of the goals that were once nearly unthinkable and are now fast approaching. But they also stretch well beyond the time that Murphy, a two-term governor, has left in office.

    Whether the announcements will be enough to revive the governor’s flagging reputation among environmentalists remains to be seen. In 2017, he campaigned on a 100 percent clean energy by 2050 goal. In the years since, environmental activists in the state have questioned his commitment and, last month, one prominent group said they no longer considered him America’s “greenest governor.”

    Just a few weeks ago, the state changed its timeline for redoing its Clean Energy Master Plan, delaying it until 2024 because of the time needed for a more robust planning process. Now, though, Murphy is moving ahead on more aggressive targets, like those outlined by Smith’s bill.

    Even though success of the 2035 goals will can’t be measured for years, the administration has compared energy policy to a moving ship. If someone doesn’t put the state on a clean energy course, it may never get there.

    For his part, Murphy, who has been pushing for President Joe Biden to run for another term, did suggest that one Republican governor run for president: “Spencer Cox.”

    Cox, though, said he was running for reelection as governor of Utah.

    Murphy and Cox both said they were proud of the cooperation between America’s governors on a range of issues at last week’s national conference, regardless of their political affiliation. Murphy is the current chair of the National Governors Association, Cox the vice chair.

    “We passionately disagree and we’re best friends,” Cox said of his friendship with Murphy. Cox also said governors are more pragmatic because of their obligation to “get stuff done.”

    The last current or former governor to be nominated by the Republican Party for president was former Massachusetts Gov. Mitt Romney in 2012; Romney lost but is now a U.S. senator from Utah.

    Democrats have not nominated a governor since Bill Clinton of Arkansas in 1992. He won that election and then was elected to a second term in the White House in 1996.

    Thiruvananthapuram: leader and Rajya Sabha member A A Rahim on Sunday criticised the Centre’s decision to appoint retired Supreme Court judge S Abdul Nazeer, who was part of the 2019 Ayodhya verdict, as Governor of Andhra Pradesh saying it was a blot on Indian democracy.

    The move to appoint the retired apex court judge was condemnable as it was not on par with constitutional values of the country, the CPI(M) MP said.

    Justice (retired) Nazeer was part of the five-judge Constitution bench which had in November 2019 cleared the way for the construction of a Ram temple at the disputed site in Ayodhya (Uttar Pradesh) and directed the Centre to allot a five-acre plot to the Sunni Waqf Board for a mosque in a different location.

    “The decision of the Union government to appoint Justice Abdul Nazeer as a Governor is not on par with the constitutional values of the country. It is highly condemnable. He (Nazeer) should refuse to take up the offer. The country should not lose the confidence in its legal system. Such decisions of the Modi government are a blot on Indian democracy,” Rahim said in a Facebook post.

    The Marxist party leader said the retired judge was appointed in the gubernatorial post within six weeks after his retirement.

    “He was a member of the bench which gave the verdict in the Ayodhya case. He had also courted controversy when he took part in the national council meeting of Akhil Bharatiya Adhivakta Parishad (ABAP) at Hyderabad on December 26, 2021. It’s a Sangh Parivar organisation of lawyers,” Rahim said.

    He also pointed out that in a speech at the ABAP meeting, Nazeer opined that “the Indian legal system has been continuously ignoring the legacy of Manusmriti”.

    “His words did not reflect the high degree of impartiality and loyalty to the Constitution that a judge serving in the higher judiciary should possess. Now, he has got the Governor post,” Rahim added.

    Justice Nazeer, who retired on January 4, has been part of several path-breaking verdicts, including those on the politically sensitive Ayodhya land dispute, instant ‘triple talaq’ and the one that declared ‘right to privacy’ a fundamental right.

    He was elevated as an apex court judge on February 17, 2017.

    The Justice Nazeer-led five-judge Constitution benches delivered two separate verdicts this year, including the one which by a majority of 4:1 validated the legality of the Centre’s 2016 decision to demonetise the Rs 1,000 and Rs 500 denomination currency notes, saying the decision-making process was neither flawed nor hasty.

    Earlier in the day, the Central government appointed six new faces as governors, including Justice (retired) Nazeer, who was part of the 2019 Ayodhya verdict, and four BJP leaders, besides carrying out a rejig of the gubernatorial posts in seven states.

    “It is my privilege to welcome the incoming Governor, Sri S. Abdul Nazeer garu, to our beautiful state of Andhra Pradesh. I look forward to working with you in unravelling Andhra Pradesh’s full potential. Welcome Sir!,” Reddy tweeted.

    He also thanked incumbent Governor Biswa Bhusan Harichandan, who has been made the Governor of Chhattisgarh, for the services rendered to Andhra Pradesh.

    “It was a true honour working with Sri @BiswabhusanHC garu, the outgoing Governor of Andhra Pradesh. I thank him for the services he rendered to our State and will always cherish my fruitful association with him. I wish him my best in his new role as the Governor of Chhattisgarh,” Reddy said in another tweet.

    Mumbai: In an anticipated development, President Droupadi Murmu has accepted the resignation of Maharashtra Governor Bhagat Singh Koshyari.

    Simultaneously, the President has transferred Jharkhand Governor Ramesh Bais as the new head of Maharashtra Raj Bhavan, according to an official communique this morning.

    The appointment of Bais, 75 — who has been the previous Governor of Tripura — will take effect from the date he assumes charge in Maharashtra.

    The President has carried out a major gubernatorial reshuffle involving accepting the resignations of one Governor (Maharashtra) and one Lt. Governor (Ladakh), and 13 new appointments/transfers across India.

    The press communique says, “The President of India has accepted the resignations of Shri Bhagat Singh Koshyari as Governor of Maharashtra and Shri Radha Krishnan Mathur as Lt. Governor of Ladakh.”

    It further notifies the following appointments:-

    (1) Lt. General Kaiwalya Trivikram Parnaik, PVSM, UYSM, YSM (Retired) as Governor of Arunachal Pradesh

    BRUSSELS — The governor of the Xinjiang region in China has canceled his controversial trip to Paris and Brussels, three people with knowledge of his plan told POLITICO.

    The cancelation of Erkin Tuniyaz’s tour followed widespread concerns from lawmakers and activists that Europe would be rolling out the red carpet for the man in charge of the Chinese region where extreme measures against the Uyghur Muslim community amounted to what the U.N. calls potential crimes against humanity.

    News of the trip being called off was relayed to people invited to his reception parties planned by Chinese diplomats in France and Belgium. “Due to scheduling reasons … [the event] is postponed,” according to an email sent to the EU guests in Brussels, the text of which was seen by POLITICO.

    The one sent to invitees in Paris cited “an important domestic agenda.” Those sharing the information with POLITICO did so on condition of anonymity because they were not authorized to comment on the Xinjiang governor’s trip publicly.

    An emailed inquiry from POLITICO to the Chinese embassy in London, where Tuniyaz was supposed to begin his tour on Monday, was not answered. It remains unclear whether he will still go to London.

    POLITICO reported on his planned trip to Brussels last week following a report by the Guardian on his London visit. It later emerged that he was also scheduled to go to Paris.

    Critics questioned the British Foreign Office and the EU foreign policy arm for an initial plan to invite Tuniyaz for meetings during his trip. Some threatened legal action against him while he’s on European soil. The EU later defended its decision, saying they turned down Beijing’s requests to meet more senior EU officials.

    The Chinese foreign ministry didn’t confirm Tuniyaz’s initial trip plan.

    On the other hand, it announced that the Chinese foreign policy chief, Wang Yi, will be visiting Russia and four EU countries: France, Germany, Italy and Hungary. He’s also expected to speak at the Munich Security Conference. This will be Wang’s first trip to Europe since his promotion from foreign minister to the Communist Party Politburo late last year.

    In the meantime the EU is expected to relaunch the human rights dialogue with China later this month, the first time since Beijing imposed sanctions on European diplomats, lawmakers and scholars in 2020, according to an EU official on foreign policy.

    JAMMU: The Lieutenant Governor, Manoj Sinha today inaugurated Special Governance Camp for Kashmiri Migrants at Jagti Colony.

    The 12-day long camp at 6 locations is aimed to ensure 100% saturation of Social security schemes for Kashmiri migrants. 18 departments have put up their stalls at the camp including the facilities for enrolment of youth for self employment, skilling and up-skilling.

    Speaking on the occasion, the Lt Governor said, Administration is sensitive to the issues of Kashmiri Migrant families and PM Package Employees.

    “Few unfortunate incidents had occurred. These attacks were not only on individuals but also on the integrity of India. There are a handful of people, who on the behest of the neighboring country are targeting innocent civilians. Under the guidance of Hon’ble Prime Minister Shri Narendra Modi Ji, we are working with full sensitivity and commitment to address all the issues,” the Lt Governor told the gathering.

    The Lt Governor also observed that many PM Package Employees have resumed their duties and the direction has been issued to release their pending salaries without delay.

    The Lt Governor strongly refuted the quote by the Congress Leader Rahul Gandhi, and asserted that he has made no such statement and it has been attributed to him with malicious intent.

    “It is completely fabricated and full of lies. I have never used such words for anyone in my entire life. It is my firm belief that anyone who needs help should always be given priority. My doors are open 24 hours for those who has any problem. We are creating an environment to address your issues, efforts are being made for welfare of your children and families to ensure that entire community can contribute in the progress of J&K like it did in the past,” Lt Governor said.

    The Lt Governor said, directive has been issued to organize such special governance camps for POJK brothers and sisters to ensure saturation of social security schemes, self-employment and skilling.

    He also highlighted that almost all the posts under PM Package have been filled and the UT Government has made all the arrangements for construction of 6000 dwellings.

    “Except two, the construction is underway on all the sites. I am personally monitoring the progress. By this April, 1200 houses and till December 2700 houses will be ready. All the pending promotions were completed recently. The process of promotion from Non-gazetted to gazetted is going on and I hope that it will be completed by the end of this month,” the Lt Governor said.

    He also said that 80% to 85% PM Package employees are posted at district headquarters. Some are posted at tehsil headquarters after the security audit of the areas. We have ensured that no one is posted at any office or school situated in remote isolated area, he added.

    “We are committed to fulfill the expectation of people. Earlier, the laws were formulated to retrieve the properties of Kashmiri Pandit brothers but it was not implemented. We have taken immediate action and out of 8000 applications received on Migrant Portal around 6000 cases have been resolved. The administration and the security forces are working with dedication to ensure your safety,” the Lt Governor said.

    The Lt Governor directed the concerned departments for the up-gradation of community hall and a playground.

    Nazim Zai Khan, Secretary, Disaster Management, Relief, Rehabilitation and Reconstruction; Ramesh Kumar, Divisional Commissioner, Jammu;  KK Sidha, Commissioner, Relief & Rehabilitation and other senior officers were also present.
