    Jammu, Mar 06 (GNS): Lieutenant Governor Shri Manoj Sinha inaugurated LG’s Special Governance Camp for Displaced Persons of PoJK, today at Sports Stadium, Bhour Camp.

    The drive aimed to take the welfare schemes to every house and ensure coverage of all beneficiaries under Centrally Sponsored Schemes & UT Schemes will be held at Udhampur, Rajouri, Jammu, Poonch and Kathua.

    “Displaced families of PoJK have suffered a lot. Hon’ble Prime Minister Shri Narendra Modi ji understood their sufferings and made arrangements for their financial support and settlement. We have organized this camp on the direction of Hon’ble Prime Minister to saturate social security schemes, handholding of youth so they pursue their dreams of becoming entrepreneurs and ensuring that they can avail all facilities like other citizens. Steps will be taken to regularize the colonies of displaced families,” said the Lt Governor.

    The Lt Governor announced that the J&K Government will construct Smriti Bhawan in the memory of martyrs of PoJK. Every effort will be made to preserve and promote the culture & traditions of displaced families. Land has already been identified and soon the construction work will start, he added.

    The Lt Governor also paid homage to the brave civilians who were martyred in the October 1947 militant attack by Pakistan. We remember their supreme sacrifices & understand pain & sufferings of displaced families. It is our responsibility to secure their rights and build an enabling environment to fulfill aspirations of young generation from the community, observed the Lt Governor.

    “PoJK is an integral part of India. Commitment made in Parliament regarding PoJK will soon be fulfilled by the blessings of Mata Vaishno Devi and Baba Amarnath,” said the Lt Governor.

    The Lt Governor said, the development of new J&K is incomplete without complete integration of PoJK Displaced Persons in the mainstream development. We are committed to ensuring the welfare and well-being of all so they can realize their true potential & contribute in nation building, he noted.

    We had started outreach programmes in 2021 for families living outside UT so that no one is left behind in any welfare scheme & focusing on skilling, self employment, social assistance, scholarships, sports, financial inclusion to aid economic development & financial stability, the Lt Governor said.

    The Hon’ble Prime Minister’s Mantra of “Vanchito ko Variyata” is guiding our developmental journey. In the last 30 months, we have ensured governance is inclusive, transparent, effective and accountable and provides equal benefit & equal opportunity to all, the Lt Governor observed.

    On August 5, 2019, the Hon’ble Prime Minister Shri Narendra Modi ended the decades-long injustice, and provided equal opportunities to Valmiki, Gorkha, Safai Karamcharis communities and displaced persons, noted the Lt Governor.

    “Families from West Pakistan were facing discrimination for many decades. Several communities were denied voting rights and other rights of citizens as enshrined in the constitution. Many generations were treated as second-class citizens. After August 2019, they were given equal rights and equal opportunities are being provided to all, said the Lt Governor.

    The Lt Governor expressed gratitude to the Hon’ble Home Minister for making 7 sub-schemes an Umbrella Scheme under “Relief and Rehabilitation of Migrants and Repatriates” and extending the welfare schemes till 2025-26, he added.

    More than 21,000 domicile certificates were issued through camps in Delhi, Chandigarh, Himachal, Punjab, Rajasthan and Uttarakhand. We will continuously run such camps in Jammu Kashmir and other states/UTs so that all the affected families can get the benefits of government welfare schemes, informed the Lt Governor.

    Under ‘One Time Central Assistance’ for the Displaced Persons of PoJK, 33,636 cases were approved and an amount of Rs 1452.33 crore was distributed. This scheme ended on 3st March last year. Somehow, more than 5000 families could not submit the claim within the time frame. The issue will be taken with the Central Government, the Lt Governor noted.

    The Lt Governor further assured that all pending issues of POJK’s displaced families will be resolved.

    The Lt Governor urged the talented youth to avail the benefits of youth-oriented programmes run by the government. Mission youth will extend benefits of all 17 schemes. Sports Council will provide opportunities and all possible help to the promising players in various sports disciplines, he further added.

    Dr Deepak Kapoor, President, PoJK Visthapit Seva Samiti expressed his gratitude towards the government for making dedicated efforts for the welfare of the PoJK Displaced persons.

    Sh Ramesh Kumar, Divisional Commissioner, Jammu; Sh KK Sidha, Commissioner, Relief & Rehabilitation and other senior officers were also present.(GNS)

    Hyderabad: Telangana Governor Dr Tamilisai Soundararajan inaugurated a medical camp on Friday in Medchal-Malkajgiri District.

    The medical camp was organised as a part of the Weeklong Celebrations of Pradhan Mantri Bharatiya Janaushadi Pariyojana (PMBJP) organised by the Indian Red Cross Society (IRCS). 

    As part of the event, the Governor distributed ‘Janaushadhi Medicines and Sanitary kits’ to the needy at Raja Bollarum Thanda.

    The Governor visited the Anganwadi Centre and distributed nutrition food packets to the students.

    KATHUA, MARCH 03: Lieutenant Governor Shri Manoj Sinha today attended the Attestation cum Passing out Parade of Recruit Constables of 29th BRTC Batch at S.Prithinandan Singh Police Training School, Kathua.

    The Lt Governor congratulated and welcomed the new recruits to one of the finest police forces in the country.

    I am confident that you will discharge your responsibility towards the nation with utmost sensitivity, commitment and dedication, added the Lt Governor.

    “The integrity, dedication and professionalism of J&K Police are pivotal in the fight against terrorism. We all take pride in the excellence & professionalism displayed by J&K Police in handling narco-terrorism and enforcing the rule of law,” said the Lt Governor.

    The Lt Governor stressed upon the future-ready policing strategies to tackle the new forms of internal security challenges.

    “These are challenging times for our police forces as the world today is facing conventional & non-conventional threats. We need to be vigilant & determined to neutralise the ecosystem providing ideological and financial support to terrorists,” the Lt Governor said.

    “We believe in ‘Vasudhaiva Kutumbakam’ and peaceful coexistence. There is no place for subversive elements in a civilized society,” observed the Lt Governor.

    Today, Narco-Terrorism has become one of the biggest threats to the society. The UT Administration, J&K Police and our Security Forces are committed to dealing with challenges of narco terror in a comprehensive manner. J&K UT is on the march and is being transformed. It is our sacred duty to provide a safe, secure and right environment to fulfill the aspirations of the common man, he said.

    Noting that the top positions in the batch has been secured by women constables, the Lt Governor said that these achievements show that our women are no less than anyone.

    The Lt Governor further asked the DGP, Sh Dilbag Singh to consider increasing the quota of reservation for women in the police force.

    Speaking on property tax and anti-encroachment drives, the Lt Governor said that the administration is committed to protect the interests of common man.

    The property tax in J&K will be one of the lowest in the country. It is being ensured that no poor will be affected during the anti-encroachment drive, he added.

    The Lt Governor further shared the unprecedented progress registered in sectors like agriculture, industries & tourism.

    Sh. Dilbag Singh, DGP extended his best wishes to the new recruits. The skills, knowledge, values that you have acquired during your training will serve as the foundation for your career in this noble profession, he added.

    The DGP expressed gratitude to the UT Administration for its continuous support in police modernization.

    Sh Roop Raj, Principal, SPS PTS Kathua informed about the training program on various specialized modules and other activities conducted during the training course.

    An oath was administered to the passing out cadets for performing their duties with dedication and honesty.

    The Lt Governor took the Rashtriya Salute and witnessed the spectacular parade and martial art demonstration. He also felicitated the cadets who excelled during their training course.

    R/Ct. Sunali Bhagat emerged as the best all-rounder. Recruit Constables Ms Sarleen Kour, Ms Sapna Saini, Ms Heena Choudhary and Ms Nitika Rajput were also felicitated by the Lt Governor for their excellent performances.

    A total of 480 new recruits, including 49 women recruit Constables have completed their rigorous training today at the PTS Kathua. Out of 480, as many as 330 constables have already served as SPOs, 32 as followers, and 85 have been appointed under SRO.

    Senior serving and retired police & army personnel, PRI representatives, and family members of the passing out cadets were present on the occasion.

    Hyderabad: A day after Telangana government approached the Supreme Court seeking direction to Governor Tamilisai Soundararajan to approve the pending bills, she told Chief Secretary A. Santhi Kumari that Raj Bhavan is nearer than Delhi.

    The Governor also took potshots at the Chief Secretary for not making a courtesy call after taking charge as the top bureaucrat.

    As the Special Leave Petition (SLP) in the Supreme Court was filed through the Chief Secretary, the Governor on Friday took to Twitter to train guns on the top official.

    “Dear Telangana CS Rajbhavan is nearer than Delhi. Assuming office as CS you didn’t find time to visit Rahbhavan officially. No protocol!No courtesy even for courtesy call. Friendly official visits & interactions would have been more helpfull which you Don’t even intend,” reads a tweet from the official handle of Soundararajan.

    “Again i remind you Rajbhavan is nearer than Delhi,” she added.

    Santhi Kumari assumed office as Chief Secretary on January 11.

    The Governor’s tweet came a day after Telangana government filed SLP in the Supreme Court through the Chief Secretary.

    The government told the Supreme Court that the Governor didn’t give her assent to 10 bills. It pleaded with the apex court to direct the Governor to fulfill her constitutional obligation.

    The SLP mentions that seven of these bills have been pending with Raj Bhavan since September while the other three were sent the Governor on February 13 after the budget session of the assembly ended.

    The petition pleaded the Supreme Court to declare as illegal, irregular and unconstitutional the delay by the Governor.

    “As per the mandate of the Constitution, the Governor has to necessarily clear the bills and any inaction to accord assent would lead to lawlessness,” the state government said in the SLP.

    The state argued that if the Governor has any doubts on the bills, she can seek clarifications but she cannot sit on them. “If she raises any issues, we will clarify them. She cannot sit on them and the mandate of the Constitution in this regard is clearly in favour of the state,” the government contended.

    This is the second time that the Bharat Rashtra Samithi (BRS) has knocked the court’s door against the Governor.

    Last month, the government moved Telangana High Court seeking direction to the Governor to give her approval to the state Budget for 2023-24. The court, however, had suggested both sides sort out the issue amicably.

    Counsels of both the state government and Raj Bhavan had agreed to a compromise formula. While the government agreed to begin the Budget session of the Legislature with the Governor’s speech and the latter came forward to approve the Budget.

    In November, the Governor had dismissed the allegations by BRS that her office was sitting on some Bills forward by the state government for her assent. She stated that she is taking time for assessing and analysing the Bills before giving her consent.

    Education minister P. Sabitha Indra Reddy had subsequently met the Governor to clarify her doubts on the Common Recruitment Board Bill.

    Jammu, Mar 02 (GNS): Lieutenant Governor Shri Manoj Sinha chaired a high-level meeting of Public Sector Banks, Administrative Departments & other Financial Institutions, today at Civil Secretariat.

    The Lt Governor reviewed the action taken on the directions passed in the previous meeting on seamless credit to potential entrepreneurs and saturation of other government schemes aimed to facilitate the dreams of aspiring society.

    The Lt Governor directed the Public Sector Banks and other financial institutions for dedicated measures to ensure government benefits directly reach the people and put greater emphasis on lending for potential entrepreneurs, farmers, SHGs and rural development.

    “Banking sector is the backbone of J&K’s growing economy and collective efforts should be made to facilitate common man, farmers, industries, SHGs and young entrepreneurs. Banks need to cooperate & complement government’s efforts in reaching out to beneficiaries of all flagship schemes,” the Lt Governor said.

    He also observed that during the Back to Village-4 and My Town My Pride Programme, J&K Bank ensured a major share of 90% in extending the financial support to 75,000 youth recently, while other banks had merely 10 % contribution.

    “This situation needs to change. All the Banks must increase the lending to promote entrepreneurship amongst youth, women and people from marginalised sections of society,” the Lt Governor further said.

    The Lt Governor also reviewed the progress achieved to extend the benefits of Kisan Credit Cards to all the eligible farmers.

    The banks were instructed to follow the delivery channels of RBI and saturate the distribution of Smart Cards to the KCC account holders by June, 2023.

    The Lt Governor emphasized on support and guidance to the farmers in preparing project reports required by the banks through nodal agencies. He also emphasized on holding regular meetings at the district level with mission youth & other government departments to understand requirements of diverse sectors, the Lt Governor added.

    The Chair was also briefed on the upcoming ‘Citizen’s portal for Government Sponsored Schemes’. The soon to be launched portal, prepared by J&K Bank will ensure that all the Banks operating in Jammu Kashmir seamlessly extend all the benefits of government schemes to the eligible beneficiaries.

    The portal will enable a citizen to apply for a Government Sponsored Schemes directly online with OTP Authentication and check the status of his/her application online.

    It will forward/route the applications from citizens to appropriate departments & teams in an integrated workflow and enable departments & teams to process and forward/route these applications to the concerned financing agencies.

    Further the financing agencies can update status for these applications post processing. It will also facilitate generation of MIS/Reporting Dashboards, it was informed.

    Directions were passed to explore possibilities to integrate all the schemes and other portals on a single platform and make the portal more interactive, multilingual and having a module of grievances redressal mechanism.

    Amaravati: Newly-appointed Andhra Pradesh Governor Justice (retired) S Abdul Nazeer paid a courtesy call on Prime Minister Narendra Modi at the latter’s residence in New Delhi on Sunday.

    The Governor, a retired Supreme Court judge, also called on former president Ram Nath Kovind as part of a spree of visits in the national capital after the swearing-in ceremony in Vijayawada.

    On Saturday, he had called on President Droupadi Murmu and Vice President Jagdeep Dhankar.

    Likewise, Nazeer visited Andhra Bhavan in New Delhi, where he was congratulated by officials on assuming the constitutional office.

    He succeeded Biswabhusan Harichandan, who was appointed as the Governor of Chhattisgarh. Nazeer was a part of the five-judge Constitution bench that gave the verdict on the Ram Janmabhoomi Babri Masjid case, resulting in the 2.77 acre land parcel being given to the temple trust.

    Further, he was a member of the bench which upheld the Central government’s 2016 demonetisation, the triple talaq case and the right to privacy as a fundamental right, among others.

    JAMMU, FEBRUARY 25: Lieutenant Governor Manoj Sinha today chaired a high-level meeting to review the Road Safety measures in J&K, at the Civil Secretariat.

    The meeting was attended by Sh Rajeev Rai Bhatnagar, Advisor to Lt Governor; Dr Arun Kumar Mehta, Chief Secretary; Sh RK Goyal, Additional Chief Secretary, Home Department; Sh Dilbag Singh, DGP; Sh H. Rajesh Prasad, Principal Secretary, H&UDD; Sh Shailendra Kumar, Principal Secretary, Public Works (R&B) Department; Divisional Commissioners, Deputy Commissioners, besides senior officers from Traffic Police and UT administration in person and through virtual mode.

    During the meeting, the Lt Governor took an appraisal of the implementation of directions issued with regard to improving the Road Safety in the UT and steps taken since the previous meeting.

    Sh G. Prasanna Ramaswamy, Administrative Secretary, Transport Department presented the detailed Action-taken report on the status of major infrastructure projects (IDTR Kot Bhalwal & ICC, Samba); enforcement activities by Traffic & Motor Vehicle Department; working of District Road Safety Councils, action taken by road owning agencies for improving the safety of the roads, Installation of CCTVs along roads by NHAI and Police; status of Intelligent Traffic Management System in JMC and SMC, streamlining of Integrated Road Accident Database (IRDA).

    While reviewing the enforcement activities being undertaken by the Traffic and Motor Vehicle Department, the Lt Governor directed for taking strict action against the violators who temper with speed limit devices installed in their Vehicles.

    The Lt Governor also enquired about the completion of works related to identifying black spots along highways and utilisation of the road safety fund.

    The chair was informed that 100 unauthorized cuts have been plugged, besides crash barriers along 98.65 Kms and 3104 speed limit signages have also been erected since April 2022.

    Appreciating the efforts of all stakeholders for their commendable efforts towards improving road safety in UT, the Lt Governor asked them to develop a robust mechanism to check the health status of drivers.

    The Lt Governor further asked the concerned departments to conduct causative analysis of road accidents for multi-pronged road safety strategy. He also issued directions to complete the works of crash barriers installation at the identified spots.

    “All stakeholders to work towards the common goal of road safety & reducing road fatalities,” the Lt Governor said.

    Reviewing the process of installation of CCTVs along roads on National Highways, the Lt Governor asked the concerned agencies to complete the work well within the stipulated timeframe.

    He further stressed on addressing the issues of old vehicles, if any, running on roads, checking overloading and unauthorised hoardings.

    Directions were also issued for completing Inspection and Certification Centre (ICC), Samba, Institute of Driving, Training and Research (IDTR), Kot Bhalwal, Jammu and Intelligent Traffic Management Systems at JMC & SMC and making them functional at the earliest. The Lt Governor stressed upon active cooperation of all the stakeholders and effective measures for road safety and appropriate interventions to reduce road accidents.
