    A balloon upended Blinken’s trip to China. That could be a good thing.

    “This event definitely strengthens the hands of the United States,” said Heather McMahon, a former senior director at the President’s Intelligence Advisory Board. “Anytime an espionage operation is exposed, [it] gives the advantage to the targeted nation.”

    Blinken was preparing to see top officials in China on Sunday and Monday in a follow-up to President Joe Biden’s meeting with Chinese paramount leader Xi Jinping in Bali in November. At the time, Biden pledged to “maintain open lines of communication” with Beijing amid worsening bilateral tensions.

    The Pentagon’s announcement Thursday of an alleged Chinese surveillance balloon hovering over Montana changed that plan. In canceling Blinken’s trip, at least for now, the State Department said the incident “would have narrowed the agenda in a way that would have been unhelpful and unconstructive.”

    Beijing admitted Friday that the balloon was Chinese, reversing its initial claims of ignorance, and said it was a civilian airship used primarily for meteorological purposes that had been blown into U.S. airspace by high winds.

    That admission and the Chinese Foreign Ministry’s rare expression of “regrets” for the incident in a statement published on Friday suggests Beijing is in damage control mode at a time when it’s trying to stabilize ties with the U.S.

    The revelation “has pushed China a little bit on the back foot,” said Zack Cooper, former assistant to the deputy national security adviser for combating terrorism at the National Security Council and now a senior fellow at the American Enterprise Institute.

    And that could give Blinken an edge in his efforts to prod Beijing to deliver meaningful results when he eventually travels to China.

    John Kamm, who has decades of experience negotiating with Chinese officials in his role as founder of the Dui Hua prisoner advocacy organization, said “it puts pressure on China to do something as a goodwill gesture in response to what they’ve done.”

    Much of Blinken’s planned two days with Chinese Foreign Minister Qin Gang — and a possible meeting with Xi — would have been lost to ritual recitations of respective U.S.-China positions on issues ranging from Taiwan and trade tensions to concerns about Beijing’s human rights record, its growing nuclear arsenal and its alignment with Russia’s war on Ukraine.

    In an interview before the balloon was reported, David R. Stilwell, former assistant secretary of State for the Bureau of East Asian and Pacific Affairs, said the meeting was unlikely to produce movement on any of those issues. “Beijing uses ‘talks’ to reduce pressure — while giving nothing of significance — and to humiliate the other side,” Stillwell said.

    Still, some say Blinken could have seized the opportunity to make heavier demands in person.

    “If Tony went now, Xi and the Chinese would be deeply embarrassed, grateful that he came, wanting to put it behind him,” said Danny Russel, a former senior Asia hand in the Obama administration. The balloon incident could have become “a teachable moment,” he said.

    Delaying the trip risks the Chinese becoming more defensive over time, and less inclined to come to a meeting of the minds, said Russel, who nonetheless stressed that he understood the Biden administration’s calculations.

    The Chinese government had recently shifted to a softer diplomatic tone — an effort by Beijing to reduce U.S.-China tensions while it grapples with a disastrous Covid outbreak and an economic downturn.

    Blinken’s indefinite postponement of his Beijing trip until “the conditions are right” has won him measured praise from GOP lawmakers.

    Delaying the trip is “a right call for now,” Rep. Mike Gallagher (R-Wis.) chair of the House Select Committee on the Strategic Competition between the U.S. and the Chinese Communist Party, said in a video he tweeted on Friday.

    The trip postponement “is an appropriate step to underscore the seriousness” of the balloon’s intrusion, Rep. Darin LaHood (R-Ill.) said in a statement.

    Blinken can now see if Beijing’s eagerness for even symbolic gestures of reduced bilateral rancor produces Chinese diplomatic sweeteners for a rapid rescheduling of Blinken’s China travel plans.

    But time may not be on Blinken’s side given the crowded Chinese political calendar.

    “The Chinese have their national legislative session in early March, and House Speaker [Kevin] McCarthy is projected to visit Taiwan around Easter, so the trip may not happen until the late spring, where the bilateral atmosphere arguably will be even more challenging,” said Chris Johnson, president and chief executive of the China Strategies Group, a risk consultancy.

    Regardless of the spy balloon’s short-term diplomatic fallout and the possible short-term advantage Blinken could reap from it, the longer-term prospects for U.S.-China relations remain grim.

    “Beijing is hoping talks provide a timeout from bilateral friction that allows it to focus on domestic issues; the U.S. wants China to agree to guardrails that allow relations to remain abrasive without getting too hot,” said Robert Daly, director of the Kissinger Institute on China and the United States at the Wilson Center. “Those goals are probably irreconcilable.”

    Indore: Senior Bharatiya Janata Party leader Uma Bharti’s move to tie cows in front of a liquor shop as part of her campaign against alcohol in Madhya Pradesh was a “good thing”, state Home minister Narottam Mishra said on Friday.

    Bharti on Thursday tied stray cows in front of a liquor shop in Orchha town, over 450 kilometres from here, and fed them hay as she called upon people to drink cow milk and shun alcohol.

    The former chief minister is spearheading a campaign against liquor consumption in the BJP-ruled state and maintained the government should not cash in on the habit of drinking.

    “It is a good thing,” Mishra said when queried about Bharti’s act in Orchha.

    She had thrown cow dung on the same liquor shop in June last year and had thrown a stone at a liquor vend in Bhopal in March last year.

    While Bharti had started off by seeking total prohibition in the state, she is now demanding regularisation of alcohol sale in the state, where Assembly polls are due by the end of the year.

    On Congress MLA Sanjay Yadav backing Bharti and announcing he would join hands with her to end the rampant sale of illegal liquor in villages under “government protection”, Mishra said the opposition party was latching on other’s efforts as it is devoid of issues to combat the BJP.

    Speaking at a Republic Day function, MP Chief Minister Shivraj Singh Chouhan had said his state would come up with a new excise police that would discourage drinking.

    Meanwhile, Mishra refuted reports of an activist of the banned Popular Front of India being held in Sheopur.

    Queried on the renaming of Islam Nagar in Bhopal as Jagdishpur, Mishra said the move was a reflection of the people’s demand.

    San Francisco: Meta (formerly Facebook) has surprised the market analysts with posting better-than-expected results for its quarter that ended December 31, 2022, and announcing a $40 billion stock buyback.

    The company reported a revenue of $32.17 billion for the fourth quarter (down four per cent Y-o-Y) and $116.61 billion for the full year.

    Meta said that its headcount increased 20 per cent (year-over-year) to 86,482 as of December 31. That number included a large chunk of more than 11,000 workers the company fired in November.

    “Our community continues to grow and I’m pleased with the strong engagement across our apps. Facebook just reached the milestone of 2 billion daily actives,” said Mark Zuckerberg, Meta founder and CEO.

    “The progress we’re making on our AI discovery engine and Reels are major drivers of this,” he added.

    The family daily active people was 2.96 billion on average for December 2022, an increase of five per cent year-over-year.

    The family monthly active people was 3.74 billion.

    The Facebook daily active users were two billion on average for December 2022, an increase of four per cent year-over-year.

    In a statement, the White House called the meeting a “frank and straightforward dialogue” that represented the first of many conversations.

    “President Biden made clear that, as every other leader in both parties in Congress has affirmed, it is their shared duty not to allow an unprecedented and economically catastrophic default,” the White House said. “It is not negotiable or conditional.”

    The White House has insisted that it will not negotiate over the debt ceiling, warning that an extended stalemate could spark a financial crisis and push the U.S. to the brink of default.

    But Republicans view the debt ceiling as an opportunity to extract concessions from an administration dealing with a divided Congress for the first time in Biden’s presidency. While those stances did not appear to change during their closed-door meeting, McCarthy expressed newfound optimism that the two would eventually be able to clinch a deal.

    “I would like to see if we can come to an agreement long before the deadline,” he said. “We have different perspectives. But we both laid out some of our vision of where we want to get to, and I believe after laying both out, I can see where we can find common ground.”

    McCarthy declined to detail what specific proposals he discussed with Biden, outside of saying he believes the pair can eventually strike a potential two-year funding deal.

    But he reiterated the GOP is determined to rein in government spending as part of an agreement to raise the debt ceiling. It remains unclear what programs McCarthy proposes targeting for funding reductions, and the White House has shown little willingness to enter formal negotiations until he does so.

    Biden officials in the run-up to the meeting privately discussed the potential for a compromise that heads off a debt ceiling crisis while separately granting McCarthy small concessions that would allow him to save face with his party — such as creating a commission to study and propose future spending reforms.

    But the White House is unwilling to touch entitlement spending or gut programs central to Biden’s agenda. And while McCarthy has tamped down early talk of cuts to Medicare and Social Security, he acknowledged that the two sides remain far apart and appeared to dismiss the idea of a commission.

    “I don’t need a commission to tell me where there’s waste, fraud and abuse,” McCarthy said. “We don’t need a commission to tell us to do our job that the American public elected us to do.”

    That means that any agreement the White House might consider supporting at this early stage is unlikely to appeal to the GOP.

    “Every indication is that absent radical budget cuts and slashing some of the programs that Biden championed, the right wing of the House Republican caucus is not going to go along,” said one Biden economic adviser. “McCarthy has not yet demonstrated that he can get the maximalists in his party to agree to anything other than the maximal position.”

    Key to the discussions, the White House believes, is establishing some sort of baseline about what type of bill McCarthy could actually get through the House. The GOP has yet to consolidate behind a set of demands, and the White House is reluctant to lend McCarthy any pre-emptive help as he tries to wrangle his fractious caucus.

    Biden officials have gleefully seized on signs of discord among House Republicans, highlighting GOP lawmakers’ own frustration with the party’s lack of a concrete plan.

    “We can’t negotiate with ourselves,” said Rep. Richard Hudson (R-N.C.), a member of GOP leadership, even as other Republicans have pressed for more clarity on the conference’s strategy. “The president has to negotiate with us.”

    The White House also viewed this initial meeting as the first of many over the next several months; an opportunity for both sides to size each other up and establish a starting point for talks that could drag well into the spring and summer.

    Though Biden and McCarthy talked occasionally during the Obama era, the two men are not close. The early sitdown, some aides suggested, is part of an effort by Biden to build a relationship with a House speaker he’ll need to work with on an array of priorities over the next two years.

    “What you’re not going to see is either party move their position,” the Biden adviser said. “This is the meeting where folks scope things out and get a sense of where everybody is.”

    Senior White House officials sought to reinforce their position ahead of time, writing in a memo Tuesday that Biden would press McCarthy to commit to avoiding a debt default and to releasing a budget showing where the GOP wants to rein in funding.

    “Any serious conversation about economic and fiscal policy needs to start with a clear understanding of the participants’ goals and proposals,” top economic adviser Brian Deese and Office of Management and Budget Director Shalanda Young wrote.

    The White House plans to release its budget proposal on March 9, offering what officials hope will provide a clear contrast with Republicans’ demands and sharpen the public debate over lifting the debt ceiling.

    The government hit its borrowing limit in January, and estimates it may only be able to pay its bills into June without an increase. The U.S. has never intentionally defaulted, and Congress in recent years routinely voted to increase its borrowing limit under both the Trump and Biden administrations. Pointing to that track record, Democrats have insisted on passing a clean increase yet again, arguing the need to avoid economic catastrophe is too great to haggle over the debt ceiling.

    The last time the U.S. came close to default, in 2011, the standoff rattled global financial markets and prompted a downgrade of the country’s credit rating. Should the government breach the debt ceiling this time, economists predict it would trigger an immediate recession and tank the stock market.

    Still, House Republicans have relished a fight over the debt ceiling, fueled by a conservative faction that blocked McCarthy’s path to the speakership until he made a series of commitments that included using the debt ceiling to force spending cuts.

    That stance has unnerved Democrats, who question McCarthy’s ability to negotiate on behalf of a GOP majority that includes lawmakers who have already indicated they won’t agree to raise the debt limit no matter what deal the two sides strike.

    “I have a pretty strong suspicion that once the American people see what the Republican MAGA fringe is up to here, and what their hostage-taking demands are, there will be a sudden collapse [in support],” said Sen. Sheldon Whitehouse (D-R.I.), who chairs the chamber’s budget committee.

    He said “Poor story, poorer execution, poorest research. Next time, come and visit us. We are good hosts. Will show you how we look like, dress up and live.”

    The film, which released on Netflix, follows Amandeep Singh IPS, a RAW field operative who heads to Pakistan on an undercover mission to investigate about Pakistan’s involvement in creating nuclear weapons.

    “You’re jumping ahead in your own analysis,” Hochul said after an unrelated event in Albany. “You’re making an assumption that I have not stated to be factual that we’re going down a certain path. I recommend you don’t do that because you will all know everything you need to know in due process and due time.”

    But as time ticks, Hochul appears to be facing a likely losing battle against progressives and unions who quashed LaSalle’s potential ascension as the state’s first Latino chief judge. Opponents said he issued some decisions as a judge that were anti-labor and anti-abortion. LaSalle said that’s not true.

    After the Senate Judiciary Committee rejected her pick, Hochul argued that LaSalle needed a full vote in the 63-member Senate. Senators have said no: The Judiciary Committee’s vote is where the issue ends.

    Legal experts are split on whether Hochul would win a lawsuit over the matter.

    Jerry Goldfeder, a preeminent Democratic election lawyer, wrote Monday that the state constitution indicates a governor’s nominee for the Court of Appeals needs a Senate vote, saying it “requires advice and consent by ‘the Senate,’ not one of its committees.”

    Others have suggested “advice and consent” can end with the committee.

    Even a successful lawsuit to bring LaSalle’s nomination to the floor would put Hochul back in the same place: She is not expected to have enough votes among Senate Democrats to confirm him, meaning he would simply be rejected again.

    Hochul wouldn’t indulge that scenario.

    “As the governor, it is my prerogative to do what’s best for the people of the state of New York after a thoughtful analysis and in consultation — and I assure you, that is my guiding star,” she said.

    Sen. Jamaal Bailey was the only Democrat on the Judiciary Committee who voted to move LaSalle’s nomination without recommendation — meaning he was willing to have it come to the floor, but also didn’t vote in favor of him. Bailey said he remains “comfortable” with his vote, but did not weigh in on what the future holds.

    “The committee decided what it decided. I think that ultimately the next decisions need to be determined by the governor and the leadership about what takes place,” Bailey, a Bronx Democrat, said.

    LaSalle’s supporters, including former chief judge Jonathan Lippman, have made several arguments challenging the legitimacy of the committee decision, including asserting that the formal letter of rejection from Senate Democrats signed by Majority Leader Andrea Stewart-Cousins should have been signed by Lt. Gov. Antonio Delgado, who is the Senate president, per the constitution.

    Stewart-Cousins dismissed that argument, along with the notion LaSalle deserved additional Senate consideration following his five-hour hearing last Wednesday.

    “I’m not arguing about who signed the letter or not,” she told reporters Tuesday. “What happened was that there were not enough votes to bring the nominee to the floor. So therefore the nominee did not go through.”

    Stewart-Cousins said she was “not concerned” a stand off over a potential lawsuit would derail coming budget negotiations between the governor and Legislature, saying both parties have shown they “continue to interact on a professional level.”

    “I have a good relationship with the governor,” she said. “We all do. So we can disagree, but that doesn’t mean we can’t do the work that people sent us to do.”

    But asked whether she’d talked to Hochul personally since LaSalle’s rejection and its fallout, Stewart-Cousins said she has not.

    There are other options for Hochul.

    She could simply withdraw LaSalle’s nomination and pick from among the other six candidates recommended by the state Commission on Judicial Nomination — giving her a new shot at winning Senate approval after a number of lawmakers indicated support for a few others on the list.

    Or the Court of Appeals could rule it doesn’t have a chief judge and ask the commission to go through a monthslong process of selecting new candidates for Hochul to consider. Right now, the court has six members, which for a prolonged period could hurt its ability to reach consensus.

    Again, Hochul dismissed the turmoil and stuck by LaSalle: “I chose the best person from the list of seven.”
