    Goa introduces AI signals to tackle traffic woes, issue e-challans

    Panaji: The Goa government on Wednesday launched the first Artificial Intelligence signal at Merces Junction in North Goa, which is one of the busiest junctions in the coastal state.

    Goa Chief Minister Pramod Sawant, after launching AI signals, said: AI signals will not only help traffic management but will also be helpful for security purposes.

    “In future, along with traffic management, it will support the police from a security point of view. We can catch traffic law breakers and others through this system,” he added.

    The system is developed and implemented by Beltech AI.

    The system shall benefit traffic police to monitor the traffic, issue e-challans and shall benefit with assistance in security purposes.

    The Chief Minister said that the system has been employed on pilot basis at Merces junction on a PPP basis.

    “The government shall expand the scope of implementation on a PPP basis by collaborating with private investment,” he said.

    Sawant appealed to the people to follow traffic rules, which can reduce road accidents and deaths occurring due to it.

    Goa PWD Minister Nilesh Cabral said that this AI signal will monitor the movement of traffic from all sides.

    “It will detect the traffic and based on it signals will appear,” he said.

    He said that the government intends to install AI signals across Goa, so the entire mechanism functions well.

    According to officials, the AI can detect emergency vehicles such as ambulances and fire-trucks and automatically clears the road.

    The AI is designed in such a way that all the signals in the city and state constantly talk to each other, thus optimising traffic at not only junction level, but city and state level.

    AI can also detect vehicles which violate the traffic rules and make the road unsafe for everyone. E-challan is automatically raised to such offenders.

    Panaji: Two persons were arrested in North Goa for allegedly killing a cow and stealing a calf, police said on Sunday.

    Deputy Superintendent of Police Jivba Dalvi said that Rajendra Morajkar from Siolim in North Goa complained that his cow and a calf, which were tied in a field for grazing, had gone missing.

    A police team investigated the matter and arrested the accused, identified as Athanas Rafel Lakda, 30, native of Chhattigarh’s Raigarh, and Manbahal Johan Ekka, 20, from the same state’s Chikatwani.

    “During the investigation, CCTV footage was examined and the accused persons were noticed during the commission of crime. Both accused admitted to the crime,” he said.

    He said that during the investigation, police found a carcass of a cow which was sent for post-mortem examination.

    He said that the chopper used in killing the animal was seized a case under various sections of the Indian Penal Code and the Prevention of Cruelty to Animals Act was registered.

    Goa Police nab 11 for kidnapping two Hyderabad residents

    Panaji: Goa Police have detained 11 people and one of them is alleged to be having links with banned Popular Front of India (PFI) for allegedly kidnapping two persons from Hyderabad and demanding ransom of Rs 4 crore in connection with mining trade, police said.

    Crime branch Superintendent of Police Nidhin Valsan said that the accused persons and the victims have been handed over to the Hyderabad Police.

    He said that the one accused person, namely Altaf Shah Sayed from Margao-Goa, is suspected to be involved with a banned organisation, namely PFI.

    “After getting information, we formed a special team in this connection and nabbed the accused persons. Hyderabad Police were also a part of this operation,” Valsan said.

    “A team of Crime Branch officials rescued two male victims from one office cum residential complex at Bambolim-Goa, who were kidnapped and put in wrongful confinement by 11 accused persons for extortion,” he said.

    Hyderabad Police are further investigating the case.

    Panaji: Stating that BJP and RSS is playing with sentiments of Goa and Karnataka (on Mhadei issue), the All India Congress Committee (AICC) in-charge of Goa, Manickam Tagore, on Saturday said that Chief Minister Pramod Sawant should show courage to condemn remarks of Union Home Minister Amit Shah.

    Addressing a Press conference in Panaji, Manickam Tagore, who was appointed as Goa in-charge last month, said that for BJP more important is an election and for Congress rights of Goa people.

    “BJP and RSS are not sensitive towards Goa’s rights, for them what is important are to win elections. They are playing politics with Karnataka and Goa,” he said, after holding, Political Affairs Committee meeting.

    “Goa Chief Minister Pramod Sawant should show courage to condemn remarks of Amit Shah, who has taken away the rights of people. Congress stands for Goa’s welfare and will be with the people. We will fight for the rights of the people,” he said.

    “Congress has never created rifts between states. We have always dealt with such issues on an emotional level. BJP is doing this (creating rifts) to increase their seats in Karnataka during the Lok Sabha election. They are in a panic situation because they are losing seats there,” he said.

    “Congress is making all preparations to come back to Goa in its original shape and we are rebuilding our organization. We want to win the hearts of people by winning both seats of Goa in the Lok Sabha election in 2024,” he said.

    “I will be with Congress workers who are fighting against the corrupt BJP government led by Chief Minister Pramod Sawant,” he said.

    He said that Congress in Goa is building new leadership by respecting also ‘old’ (senior) leadership. “With the blessings of seniors, we will build Congress again,” he said.

    During a rally in Belagavi on January 28, Shah said: “Sonia Gandhi during a speech in Goa in the year 2007 said that the Congress government will not allow Mhadei water diversion to Karnataka. In 2022, Congress in their manifesto stated that Karnataka will not get a single drop of water from Mhadei. Today, I am here to tell you that the BJP at the Centre has resolved the long dispute between Goa and Karnataka over Mhadei and allowed the diversion of Mhadei to Karnataka to satisfy the thirst of farmers of many districts.”

    Panaji: Goa’s Tourism Department on Friday demolished 16 illegal structures that were erected on beaches at Anjuna in North district and at Colva in South district.

    Sources from the Tourism Department said that the action against these illegal structures was taken after a demarcation survey was conducted by office of Settlement and Land Records.

    In a bid to create better public spaces for the public, and to crack down on illegalities, the department had recently instituted a survey through the Department of Survey, Settlement and Land Records wherein the entire 105-km-long coastline of Goa is being surveyed to check for illegal encroachments in beach area an government property.

    On Friday action was taken against restaurants, shacks, hotels and other properties which have encroached on the government properties.

    Sources said that the action will continue against the remaining illegal structures on other beach stretches of Goa in coming days.

    Panaji: Police in Goa on Friday arrested a man for allegedly possessing recreational drug amphetamine worth Rs 1,20,000.

    According to police, the man, identified as Vinod Kayalvarath, was arrested during a raid conducted in North Goa by the Crime Branch.

    The 47-year-old accused is from Bardez.

    “He was found in possession of one transparent polyphone bag containing in it white colour crystalline substance suspected to be amphetamine, weighing 08.00 grams, valued at Rs 1,20,000,” a senior police official said.

    A case is registered under the NDPS Act 1985.

    Panaji: A Goa court in its three different orders has directed the Crime Branch of the police to release a large quantity of rice and wheat that were seized during raids conducted in November.

    The Crime Branch of Goa Police claimed that they had seized food grains stolen from godowns of the Civil Supply Department. However, Civil Supply Minister Ravi Naik later clarified that there was no ‘mismatch’ in their storage and supply.

    The police had seized 754 rice bags and 253 bags (50 kg each) containing wheat from three places, valued at Rs 7,52,000. Three cases were filed by the police in this connection.

    Civil Supply Director Gopal Parsekar said that they had sought a report of stock from all 11 godowns in the state, which suggested that there was no mismatch in the records of storage and supply.

    Judicial Magistrate First Class in Ponda after hearing applicant Sachin Naik and respondents (Crime Branch and State) ordered to release the seizure on conditions laid down by it.

    Naik stated that the application had been filed for the release of rice and wheat which are perishable items.

    The Crime Branch had arrested five individuals identified as — Hazrat Sayyed, Vinay Kumar Gudimani, Prakash Korishetter, Tausif Mulla and Ramkumar.

    However, two accused persons — Sachin Naik and Virendra Mardholkar were granted anticipatory bail.

    Panaji: The Congress in Goa will distribute letters written by its leader Rahul Gandhi which mention that the party will provide LPG cylinders at Rs 500 if it comes back to power in 2024.

    The Congress launched the ‘Haath Se Haath Jodo’ programme in the capital city of Panaji, which is a follow-up and further programme to the ‘Bharat Jodo Yatra’.

    This programme will continue for the next two months and cover all 40 constituencies of the coastal state.

    According to the Congress leaders, they will cover each and every village in Goa, spreading the message of Rahul Gandhi to fight against communal forces, divisive forces, policies affecting the future of the country.

    “The main focus of this program is to distribute letters from Rahul Gandhi to the people of Goa and also the ‘chargesheet’ on BJP,” Amit Patkar, chief of Congress in Goa, said.

    Patkar said the BJP does not believe in democracy and the Constitution. “There are many examples of this. They have changed the municipal law to satisfy their MLA,” he said.

    “There is inflation in the country. Prices have skyrocketed. Hence, Rahul Gandhi in his letter promised to give an LPG cylinder at Rs 500. We will distribute this letter written by him to every house in Goa,” he said.

    Patkar said that there is unemployment in the country and the BJP has failed to provide jobs.

    “Today’s rate of unemployment is the highest. Never saw such in the last 45 years. Even education fees are increased thrice a time,” Patkar said.

    Member of Parliament Francisco Sardinha said the Congress workers sacrificed their lives for the independence of India.

    “Rahul Gandhi’s Bharat Jodo Yatra is showing how the BJP is destroying the nation. The Constitution has given us rights. But today, the minorities are sidelined. This has never happened in the country. They, too, have contributed to the independence of India. They (BJP) have no right to sideline anyone,” he said.

    Lambasting the BJP government on the price rise, he said the prices of LPG cylinders, petrol and diesel were hiked by this government.

    “GST is levied on medicines and other products to garner money. People are suffering due to this and the BJP is saying they are making progress. A good government always takes care of people and also of progress,” he said.

    “If the nation has to progress, one should not fight over religion and caste,” he said, adding one should respect humanity.

    He also said while the Congress had maintained unity in the country, the BJP had divided the people.

    Panaji: A BBC documentary on Prime Minister Narendra Modi and the 2002 Gujarat riots that has sparked controversy is a “conspiracy” against India, said Goa Governor P S Sreedharan Pillai on Thursday.

    The “character assassination of the prime minister” amounts to an onslaught, insult and a malicious act against the country, said the governor during his address after inspecting a Republic Day parade near Panaji.

    India’s Ministry of External Affairs has criticised the documentary titled “India: The Modi Question” as a “propaganda piece” that lacks objectivity and reflects a colonial mindset.

    Governor Pillai said that the present controversy was “ill-motivated”, adding in the same breath that he was “not criticising Britain which is one of the friendly countries of India now”.

    Unlike a common citizen who can approach the court in case of character assassination, the PM, President, Vice President and ministers have to be represented by public prosecutors in such cases, he said. “This means character assassination of the Prime Minister amounts to an onslaught, an insult, a malicious act against the country. That is why I would like to say BBC’s present act is not good,” he said.

    The governor said that the British Broadcasting Corporation (BBC) is not an independent organisation. “It is answerable to British Parliament. I am not blaming the British government but there’s some conspiracy against India,” he said.

    Pillai said that he does not want to go much into the present circumstances but after PM Modi “became the head of the G20 group”, he has given a call for “one world, one family, one future”.

    India has taken over the presidency – which rotates annually between members – of the Group of Twenty countries.

    Talking to reporters later, the governor said that under the system of law followed by “us and the conventions”, an attack or character assassination of the PM would amount to an attack on the sovereignty of the country.

    In this case, the governor, the “attack” on the PM is also a challenge to the Indian Judiciary. “Indian Judiciary is the finest in the world. They had monitored this case (Gujarat riots) and there is nothing to connect the PM to it, not even a whisper is against him,” he said.

    Members of Akhil Bharatiya Vidyarthi Parishad (ABVP) barged into the campus of St Xavier’s College, one of Goa’s premium colleges on Saturday and disrupted ongoing classes.

    According to Mapusa police, the ABVP members were upset with the principal for not constituting a student council.

    Speaking to Siasat.com, a police officer from the Mapusa police station said, “A few ABVP members were elected as student’s council but they alleged that the principal was purposefully delaying their induction. Hence they demonstrated in front of the principal’s office.”

    Assuring that the situation is under control, the police officer said, “A meeting will soon be conducted between the college management and ABVP student delegations regarding the issue.”

    However, the principal of St Xavier College surrounded by his staff and teachers posted a video describing the incident that took place on January 21.

    He said the incident happened when science practicals were underway in the Chemistry lab.

    “While the classes were in progress, ABVP members barged in shouting slogans, trying to instigate students to leave their classrooms and join them. The students however refused. In order to ensure the safety of our staff and students, the management asked them to leave the campus,” the principal said.

    He thanked the Mapusa police station and Bardez taluka mamlatdar(an officer in charge of a taluka) Dashrath Gawas for restoring peace in the campus.

    Condemning the incident, the principal appealed to his students not to engage in unruly activities.

    NSUI Goa, Congress condemns ABVP’s act

    Condemning what transpired at St Xavier’s College, the president of the State National Students Union of India (NSUI), Naushad Choudhary said that they will file a police complaint against those who created the ruckus.

    Addressing the media on Sunday, Choudhary said, “We have details of students who went to St Xavier’s college and unlawfully disrupted the classes. We will file a complaint against the students on Monday. We will not keep quiet and appeal to all students to stay united and throw such people with disrupted agenda out.”

    Alleging that some of the disruptors were outsiders, Choudhary questioned their access inside the college.

    “Among the ABVP group who barged in the campus five were outsiders and two came from Maharashtra. Who gave them the right to enter the campus? It was an internal matter and they should have resolved it with the students of the college and the management,” he said.

    Meanwhile, the Congress party also condemned the attack and said that such elements should not be allowed entry into any premises.

    “The youth wing of the Bharatiya Janata Party (BJP) stormed into St Xavier’s College in Mapusa and disrupted classes. They were trying to infiltrate and promulgate law and order disturbances and probably violence. The teachers were panicky and the entire staff was worried,” Congress MLA Adv Carlos Alvares Ferreira said.
