    KYIV — Heads are rolling in President Volodymyr Zelenskyy’s expanding purge against corruption in Ukraine, but Defense Minister Oleksii Reznikov is denying rumors that he’s destined for the exit — a move that would be viewed as a considerable setback for Kyiv in the middle of its war with Russia.

    Two weeks ago, Ukraine was shaken by two major corruption scandals centered on government procurement of military catering services and electrical generators. Rather than sweeping the suspect deals under the carpet, Zelenskyy launched a major crackdown, in a bid to show allies in the U.S. and EU that Ukraine is making a clean break from the past.

    Tetiana Shevchuk, a lawyer with the Anti-Corruption Action Center, a watchdog, said Zelenskyy needed to draw a line in the sand: “Because even when the war is going on, people saw that officials are conducting ‘business as usual’. They saw that corrupt schemes have not disappeared, and it made people really angry. Therefore, the president had to show he is on the side of fighting against corruption.”

    Since the initial revelations, the graft investigations have snowballed, with enforcers uncovering further possible profiteering in the defense ministry. Two former deputy defense ministers have been placed in pre-trial detention.

    Given the focus on his ministry in the scandal, speculation by journalists and politicians has swirled that Reznikov — one of the best-known faces of Ukraine’s war against the Russian invaders — is set to be fired or at least transferred to another ministry.

    But losing such a top name would be a big blow. At a press conference on Sunday, Reznikov dismissed the claims about his imminent departure as rumors and said that only Zelenskyy was in a position to remove him. Although Reznikov admits the anti-corruption department at his ministry failed and needs reform, he said he was still focused on ensuring that Ukraine’s soldiers were properly equipped.

    “Our key priority now is the stable supply of Ukrainian soldiers with all they need,” Reznikov said during the press conference.

    Despite his insistence that any decision on his removal could only come from Zelenskyy, Reznikov did still caution that he was ready to depart — and that no officials would serve in their posts forever.

    The speculation about Reznikov’s fate picked up on Sunday when David Arakhamia, head of Zelenskyy’s affiliated Servant of the People party faction in the parliament, published a statement saying Reznikov would soon be transferred to the position of minister for strategic industries to strengthen military-industrial cooperation. Major General Kyrylo Budanov, current head of the Military Intelligence Directorate, would head the Ministry of Defense, Arakhamia said.

    However, on Monday, Arakhamia seemed to row back somewhat, and claimed no reshuffle in the defense ministry was planned for this week. Mariana Bezuhla, deputy head of the national security and defense committee in the Ukrainian parliament, also said that the parliament had decided to postpone any staff decisions in the defense ministry as they consider the broader risks for national defense ahead of another meeting of defense officials at the U.S. Ramstein air base in Germany and before an expected upcoming Russian offensive.  

    Zelenskyy steps in

    The defense ministry is not the only department to be swept up in the investigations. Over the first days of February, the Security Service of Ukraine, State Investigation Bureau, and Economic Security Bureau conducted dozens of searches at the customs service, the tax service and in local administrations. Officials of several different levels were dismissed en masse for sabotaging their service during war and hurting the state.     

    “Unfortunately, in some areas, the only way to guarantee legitimacy is by changing leaders along with the implementation of institutional changes,” Zelenskyy said in a video address on February 1. “I see from the reaction in society that people support the actions of law enforcement officers. So, the movement towards justice can be felt. And justice will be ensured.” 

    Yuriy Nikolov, founder of the Nashi Groshi (Our Money) investigative website, who broke the story about the defense ministry’s alleged profiteering on food and catering services for soldiers in January, said the dismissals and continued searches were first steps in the right direction.

    “Now let’s wait for the court sentences. It all looked like a well-coordinated show,” Nikolov told POLITICO.  “At the same time, it is good that the government prefers this kind of demonstrative fight against corruption, instead of covering up corrupt officials.”

    Still, even though Reznikov declared zero tolerance for corruption and admitted that defense procurement during war needs reform, he has still refused to publish army price contract data on food and non-secret equipment, Nikolov said.

    During his press conference, Reznikov insisted he could not reveal sensitive military information during a period of martial law as it could be used by the enemy. “We have to maintain the balance of public control and keep certain procurement procedures secret,” he said.

    Two deputies down

    Alleged corruption in secret procurement deals has, however, already cost him two of his deputies.  

    Deputy Defense Minister Vyacheslav Shapovalov, who oversaw logistical support for the army, tendered his resignation in January following a scandal involving the purchase of military rations at inflated prices. In his resignation letter, Shapovalov asked to be dismissed in order “not to pose a threat to the stable supply of the Armed Forces of Ukraine as a result of a campaign of accusations related to the purchase of food services.”

    Another of Reznikov’s former deputies, Bohdan Khmelnytsky, who managed defense procurement in the ministry until December, was also arrested over accusations he lobbied for a purchase of 3,000 poor-quality bulletproof vests for the army worth more than 100 million hryvnias (€2.5 million), the Security Service of Ukraine reported.  If found guilty he faces up to eight years in prison. The director of the company that supplied the bulletproof vests under the illicit contract has been identified as a suspect by the authorities and now faces up to 12 years in prison if found guilty.

    Both ex-officials can be released on bail.  

    Another unnamed defense ministry official, a non-staff adviser to the deputy defense minister of Ukraine, was also identified as a suspect in relation to the alleged embezzlement of 1.7 billion hryvnias (€43 million) from the defense budget, the General Prosecutors Office of Ukraine reported.  

    When asked about corruption cases against former staffers, Reznikov stressed people had to be considered innocent until proven guilty.

    Reputational risk

    At the press conference on Sunday, Reznikov claimed that during his time in the defense ministry, he managed to reorganize it, introduced competition into food supplies and filled empty stocks.

    However, the anti-corruption department of the ministry completely failed, he admitted. He argued the situation in the department was so unsatisfactory that the National Agency for the Prevention of Corruption gave him an order to conduct an official audit of employees. And it showed the department had to be reorganized.

    “At a closed meeting with the watchdogs and investigative journalists I offered them to delegate people to the reloaded anti-corruption department. We also agreed to create a public anti-corruption council within the defense ministry,” Reznikov said.

    Nikolov was one of the watchdogs attending the closed meeting. He said the minister did not bring any invoices or receipts for food products for the army, or any corrected contract prices to the meeting. Moreover, the minister called the demand to reveal the price of an egg or a potato “an idiocy” and said prices should not be published at all, Nikolov said in a statement. Overpriced eggs were one of the features of the inflated catering contracts that received particular public attention.

    Reznikov instead suggested creating an advisory body with the public. He would also hold meetings, and working groups, and promised to provide invoices upon request, the journalist added.

    “So far, it looks like the head of state, Zelenskyy, has lost patience with the antics of his staff, but some of his staff do not want to leave their comfort zone and are trying to leave some corruption options for themselves for the future,” Nikolov said.

    Reznikov was not personally accused of any wrongdoing by law enforcement agencies.

    But the minister acknowledged that there was reputational damage in relation to his team and communications. “This is a loss of reputation today, it must be recognized and learned from,” he said. At the same time, he believed he had nothing to be ashamed of: “My conscience is absolutely clear,” he said.

    Istanbul: Germany and Italy have joined the growing list of Western countries having their consulates in Istanbul temporarily closed over security concerns, as Turkey is on high alert against possible retaliation for Quran burning incidents in several European countries.

    The German Embassy in the capital Ankara announced on social media that the consulate in Istanbul was closed on Wednesday for security concerns. Meanwhile, the Italian Consulate General in Istanbul issued a statement on its website saying the consulate would be closed on Thursday.

    The first to close its consulate in Istanbul was the Netherlands, which took the move on Monday, Xinhua news agency reported.

    “The recent demonstrations in Sweden, Denmark and the Netherlands, where a Quran was burned and torn up respectively, can evoke anti-Western feelings and lead to demonstrations and protests,” the Netherlands’ Ministry of Foreign Affairs wrote in a travel advisory to Turkey on Monday.

    “There is also an increased threat of an attack against Western targets, diplomatic representations, and places of worship, particularly in Istanbul,” it warned.

    Britain issued a similar travel advisory on Tuesday, warning of “a heightened threat of terrorist attacks against churches, synagogues, embassies, consulates, and other places frequented by Westerners in Istanbul”.

    As a precaution, the British Consulate General in Istanbul has been closed to the public since Tuesday.

    France and the US have also issued travel warnings for Turkey following the Quran burning incidents.

    On Monday, the Turkish Interior Ministry announced that it had raised its security measures to the highest level against possible Islamic State and al-Qaida retaliation.

    “Evaluations were made against all possible provocations, and our security measures were maximised after the sinister actions against our holy book, the Quran, in Sweden, the Netherlands, and Denmark,” read a statement by the Ministry.

    LONDON — As nations around the world scramble to secure crucial semiconductor supply chains over fears about relations with China, the U.K. is falling behind.

    The COVID-19 pandemic exposed the world’s heavy reliance on Taiwan and China for the most advanced chips, which power everything from iPhones to advanced weapons. For the past two years, and amid mounting fears China could kick off a new global security crisis by invading Taiwan, Britain’s government has been readying a plan to diversify supply chains for key components and boost domestic production.

    Yet according to people close to the strategy, the U.K.’s still-unseen plan — which missed its publication deadline last fall — has suffered from internal disconnect and government disarray, setting the country behind its global allies in a crucial race to become more self-reliant.

    A lack of experience and joined-up policy-making in Whitehall, a period of intense political upheaval in Downing Street, and new U.S. controls on the export of advanced chips to China, have collectively stymied the U.K.’s efforts to develop its own coherent plan.

    The way the strategy has been developed so far “is a mistake,” said a former senior Downing Street official.

    Falling behind

    During the pandemic, demand for semiconductors outstripped supply as consumers flocked to sort their home working setups. That led to major chip shortages — soon compounded by China’s tough “zero-COVID” policy. 

    Since a semiconductor fabrication plant is so technologically complex — a single laser in a chip lithography system of German firm Trumpf has 457,000 component parts — concentrating manufacturing in a few companies helped the industry innovate in the past.

    But everything changed when COVID-19 struck.

    “Governments suddenly woke up to the fact that — ‘hang on a second, these semiconductor things are quite important, and they all seem to be concentrated in a small number of places,’” said a senior British semiconductor industry executive.

    Beijing’s launch of a hypersonic missile in 2021 also sent shivers through the Pentagon over China’s increasing ability to develop advanced AI-powered weapons. And Russia’s invasion of Ukraine added to geopolitical uncertainty, upping the pressure on governments to onshore manufacturers and reduce reliance on potential conflict hotspots like Taiwan.

    Against this backdrop, many of the U.K.’s allies are investing billions in domestic manufacturing.

    The Biden administration’s CHIPS Act, passed last summer, offers $52 billion in subsidies for semiconductor manufacturing in the U.S. The EU has its own €43 billion plan to subsidize production — although its own stance is not without critics. Emerging producers like India, Vietnam, Singapore and Japan are also making headway in their own multi-billion-dollar efforts to foster domestic manufacturing.

    Now the U.K. government is under mounting pressure to show its own hand. In a letter to Prime Minister Rishi Sunak first reported by the Times and also obtained by POLITICO, Britain’s semiconductor sector said its “confidence in the government’s ability to address the vital importance of the industry is steadily declining with each month of inaction.”

    That followed the leak of an early copy of the U.K.’s semiconductor strategy, reported on by Bloomberg, warning that Britain’s over-dependence on Taiwan for its semiconductor foundries makes it vulnerable to any invasion of the island nation by China.  

    Taiwan, which Beijing considers part of its territory, makes more than 90 percent of the world’s advanced chips, with its Taiwan Semiconductor Manufacturing Company (TSMC) vital to the manufacture of British-designed semiconductors.

    U.S. and EU action has already tempted TSMC to begin building new plants and foundries in Arizona and Germany.

    “We critically depend on companies like TSMC,” said the industry executive quoted above. “It would be catastrophic for Western economies if they couldn’t get access to the leading-edge semiconductors any more.”

    Whitehall at war

    Yet there are concerns both inside and outside the British government that key Whitehall departments whose input on the strategy could be crucial are being left out in the cold.

    The Department for Digital, Culture, Media and Sport (DCMS) is preparing the U.K.’s plan and, according to observers, has fiercely maintained ownership of the project. DCMS is one of the smallest departments in Whitehall, and is nicknamed the ‘Ministry of Fun’ due to its oversight of sports and leisure, as well as issues related to tech.

    “In other countries, semiconductor policies are the product of multiple players,” said Paul Triolo, a senior vice president at U.S.-based strategy firm ASG. This includes “legislative support for funding major subsidies packages, commercial and trade departments, R&D agencies, and high-level strategic policy bodies tasked with things like improving supply chain resilience,” he said.

    “You need all elements of the U.K.’s capabilities. You need the diplomatic services, the security services. You need everyone working together on this,” said the former Downing Street official quoted above. “There are huge national security aspects to this.”

    Referring to lower-level civil servants, the same person said that relying on “a few ‘Grade 6’ officials in DCMS — officials that don’t see the wider picture, or who don’t have either capability or knowledge,” is a mistake. 

    For its part, DCMS rejected the suggestion it is too closely guarding the plan, with a spokesperson saying the ministry is “working closely with industry experts and other government departments … so we can protect and grow our domestic sector and ensure greater supply chain resilience.”

    The spokesperson said the strategy “will be published as soon as possible.”

    But businesses keen for sight of the plan remain unconvinced the U.K. has the right team in place for the job.

    Key Whitehall personnel who had been involved in project have now changed, the executive cited earlier said, and few of those writing the strategy “have much of a background in the industry, or much first-hand experience.”

    Progress was also sidetracked last year by lengthy deliberations over whether the U.K. should block the sale of Newport Wafer Fab, Britain’s biggest semiconductor plant, to Chinese-owned Nexperia on national security grounds, according to two people directly involved in the strategy. The government eventually announced it would block the sale in November.

    And while a draft of the plan existed last year, it never progressed to the all-important ministerial “write-around” process — which gives departments across Whitehall the chance to scrutinize and comment upon proposals.

    Waiting for budget day

    Two people familiar with current discussions about the strategy said ministers are now aiming to make their plan public in the run-up to, or around, Chancellor Jeremy Hunt’s March 15 budget statement, although they stressed that timing could still change.

    Leaked details of the strategy indicate the government will set aside £1 billion to support chip makers. Further leaks indicate this will be used as seed money for startups, and for boosting existing firms and delivering new incentives for investors.

    There is wrangling with the Treasury and other departments over the size of these subsidies. Experts also say it is unlikely to be ‘new’ money but diverted from other departments’ budgets.

    “We’ll just have to wait for something more substantial,” said a spokesperson from one semiconductor firm commenting on the pre-strategy leaks.

    But as the U.K. procrastinates, key British-linked firms are already being hit by the United States’ own fast-evolving semiconductor strategy. U.S. rules brought in last October — and beefed up in recent days by an agreement with the Netherlands — are preventing some firms from selling the most advanced chip designs and manufacturing equipment to China.

    British-headquartered, Japanese-owned firm ARM — the crown jewel of Britain’s semiconductor industry, which sells some designs to smartphone manufacturers in China — is already seeing limits on what it can export. Other British firms like Graphcore, which develops chips for AI and machine learning, are feeling the pinch too.

    “The U.K. needs to — at pace — understand what it wants its role to be in the industries that will define the future economy,” said Andy Burwell, director for international trade at business lobbying group the CBI.

    Where do we go from here?

    There are serious doubts both inside and outside government about whether Britain’s long-awaited plan can really get to the heart of what is a complex global challenge — and opinion is divided on whether aping the U.S. and EU’s subsidy packages is either possible or even desirable for the U.K.

    A former senior government figure who worked on semiconductor policy said that while the U.K. definitely needs a “more coherent worked-out plan,” publishing a formal strategy may actually just reveal how “complicated, messy and beyond our control” the issue really is.

    “It’s not that it is problematic that we don’t have a strategy,” they said. “It’s problematic that whatever strategy we have is not going to be revolutionary.” They described the idea of a “boosterish” multi-billion-pound investment in Britain’s own fabricator industry as “pie in the sky.”

    The former Downing Street official said Britain should instead be seeking to work “in collaboration” with EU and U.S. partners, and must be “careful to avoid” a subsidy war with allies.

    The opposition Labour Party, hot favorites to form the next government after an expected 2024 election, takes a similar view. “It’s not the case that the U.K. can do this on its own,” Shadow Foreign Secretary David Lammy said recently, urging ministers to team up with the EU to secure its supply of semiconductors.

    One area where some experts believe the U.K. may be able to carve out a competitive advantage, however, is in the design of advanced semiconductors.

    “The U.K. would probably be best placed to pursue support for start-up semiconductor design firms such as Graphcore,” said ASG’s Triolo, “and provide support for expansion of capacity at the existing small number of companies manufacturing at more mature nodes” such as Nexperia’s Newport Wafer Fab.

    Ministers launched a research project in December aimed at tapping into the U.K. semiconductor sector’s existing strength in design. The government has so far poured £800 million into compound semiconductor research through universities, according to a recent report by the House of Commons business committee.

    But the same group of MPs wants more action to support advanced chip design. Burwell at the CBI business group said the U.K. government must start “working alongside industry, rather than the government basically developing a strategy and then coming to industry afterwards.”

    Right now the government is “out there a bit struggling to see what levers they have to pull,” said the senior semiconductor executive quoted earlier.

    Under World Trade Organization rules, governments are allowed to subsidize their semiconductor manufacturing capabilities, the executive pointed out. “The U.S. is doing it. Europe’s doing it. Taiwan does it. We should do it too.”

    German Chancellor Olaf Scholz said Russian President Vladimir Putin has never threatened him or Germany, following claims by Boris Johnson that Putin threatened the former U.K. prime minister with a missile strike.

    “Putin didn’t threaten me or Germany” in the phone conversations the chancellor has had with the Russian leader, Scholz told German newspaper Bild in an interview published Sunday.

    In a British documentary that aired last week, Johnson revealed that Putin threatened him in a long phone call in February 2022 just before Russia invaded Ukraine. “He said ‘Boris, I don’t want to hurt you but, with a missile, it would only take a minute’ — something like that,” Boris said in the documentary, referring to Putin.

    Johnson said he took the Russian leader’s threat to be “playing along” with attempts to get him to negotiate over Ukraine. The Kremlin has denied any threat.

    Pushed in the Bild interview on whether Scholz had also received similar threats during phone calls with the Russian leader, the chancellor said “no.”

    In his phone calls with Putin, “I make it very clear to Putin that Russia has sole responsibility for the war,” Scholz said. “In our telephone conversations, our very different positions on the war in Ukraine become very clear,” he said.

    The chancellor also denied that Germany’s decision to deliver Leopard 2 tanks to Ukraine was a threat to Russia.

    He said that Germany is delivering battle tanks to Ukraine, along with other allies including the U.S., so that Kyiv “can defend itself.”

    “This joint approach prevents an escalation of the war,” Scholz said.

    Scholz’s comments come as Ukrainian President Volodymyr Zelenskyy warned that “the situation is getting tougher” on the front lines of the war in the east of the country. Moscow is throwing in “more and more of its forces to break our defenses. Now, it is very difficult in Bakhmut, Vuhledar, near Lyman, and other directions,” Zelenskyy said in his nightly address late Saturday.

    The U.K. Ministry of Defense said on Sunday that Bakhmut “is increasingly isolated” following Russian advances in the area. “The two main roads into the city for Ukrainian defenders are likely now both threatened by direct fire, following the Russian advances,” the ministry said in a tweet.

    As battles rage in eastern Ukraine, an early mediator between Russia and Ukraine at the start of the war — former Israeli Prime Minister Naftali Bennett who served for just six months last year — revealed that Putin early in the invasion had promised not to kill Zelenskyy. In an interview with the Associated Press published Sunday, Bennett said that during a visit to Moscow in March 2022 he asked Putin if the Kremlin was planning to try to kill the Ukrainian leader.

    “He said ‘I won’t kill Zelenskyy.’ I then said to him ‘I have to understand that you’re giving me your word that you won’t kill Zelenskyy.’ He said ‘I’m not going to kill Zelenskyy,’” Bennett told the AP. Bennett said that after his meeting, he called Zelenskyy to inform him of Putin’s comments.

    The Kremlin has previously denied Ukrainian claims that Russia intended to assassinate Zelenskyy.

    With war raging in Europe, the race to find NATO’s next chief is on. 

    Jens Stoltenberg was a steady hand as Western capitals rushed to help Ukraine push back invading Russian troops. But as his term expires in September, speculation is growing over who might succeed him. 

    Could it be a woman? Someone from Eastern Europe?

    Moscow’s war greatly complicates the decision, which requires consensus among the leaders of NATO’s 30 member countries.

    The next secretary-general must play a tough balancing act in encouraging capitals to continue supplying weapons to Ukraine and building up NATO’s own defenses — all while formally staying out of the conflict. Few pass muster for this highly sensitive role. 

    The “overall feeling,” said one senior NATO diplomat, is that it is “time for fresh air.”

    But the allies may end up playing it safe after all, and sticking with Stoltenberg.

    The Stoltenberg card 

    A senior European diplomat summed up the buzz around names in three tiers, ranked by intensity of chatter.

    An extension of Stoltenberg’s term is the most-mentioned option. 

    A second tier includes Dutch Prime Minister Mark Rutte, Estonian Prime Minister Kaja Kallas and British Defense Secretary Ben Wallace. 

    A third group of less frequently mentioned names, the diplomat said, consists of Lithuanian Prime Minister Ingrida Šimonytė, Slovakia’s President Zuzana Čaputová and European Commission President Ursula von der Leyen of Germany.

    Since all of NATO’s secretaries-general have thus far been male, there is pressure within the ranks to appoint a woman. 

    “Time for a female Sec Gen,” said the senior NATO diplomat. “If men try to hold their positions forever, fair representation of women will never have a chance.” 

    And some allies have pushed for more regional diversity. Stoltenberg, who has held the job since 2014, is a former Norwegian prime minister. His most recent predecessors were Danish, Dutch and British. 

    The current secretary-general’s term was quickly extended last March after Russia’s invasion of Ukraine. Many officials now believe that another extension for Stoltenberg, even if short, is a serious possibility. 

    The longtime leader is seen as a safe pair of hands. Despite some delegations preferring to see a fresh face soon, Stoltenberg is still perceived as a rare senior official who can keep his cool — and stick to the script — in even the gravest of crises. 

    “Stoltenberg wants to stay,” said the senior NATO diplomat.

    But giving Stoltenberg a short extension could make a future replacement decision collide with the EU’s own top jobs competition in 2024, not to mention the upcoming U.S. presidential election — an outcome some allies would prefer to avoid.

    A NATO spokesperson declined to elaborate on Stoltenberg’s future aspirations. Asked in December about the issue, the current secretary-general told the BBC: “My focus now is on my responsibilities.”

    “I don’t speculate,” he added, “about what will happen after my tenure.” 

    The eastern front 

    Some see candidates from Eastern Europe as particularly suitable.

    Already before Russia’s invasion of Ukraine, there was momentum for the alliance to select a secretary-general from the east. Some officials in the region argue that the war has since strengthened the case for someone from a country like Estonia or Lithuania.

    “For years, the countries of the eastern flank have been warning about Russia’s threat,” said an official from the Baltics. 

    The region’s countries, the Baltic official said, were front-runners in boosting military spending and pushing the alliance to improve its defenses. 

    “It would be very logical and sobering,” the official continued, “to have someone who is experienced in dealing with Russia and who understands Russia’s logic and mentality, to lead the North Atlantic Alliance.”

    Slovakia’s Čaputová ticks both boxes as a female eastern candidate, though her name is mentioned less often in alliance circles. 

    A spokesperson for Čaputová said she was focused on her current job, but said the possibility of a Slovak being floated for the NATO post was “a strong reflection of our foreign and security decisions.” 

    Another figure possibly in the running is Klaus Iohannis, Romania’s president. But he could face obstacles from neighboring Hungary, and opposition from those who would prefer a female candidate. 

    Some western capitals, however, would not support such candidates at the moment, seeing the alliance’s east — and the Baltic states in particular — as too hawkish when war is raging next door. 

    Estonia’s Kallas herself has played down expectations, telling local media in November that “the likelihood of an offer like this being made” is “extremely low.” 

    The Western option 

    Western NATO countries are for some allies a reliable fallback source for possible leadership. 

    Wallace, Britain’s defense secretary, is well respected and has previously said that NATO would be a “nice job.” However, numerous European capitals — in particular Paris — are expected to object to a London name and insist on an EU candidate. 

    One possible compromise being floated in Brussels is yet another secretary-general from the Netherlands. Dutch politicians have traditionally been a popular choice for the role, previously holding the post for three terms covering 21 years in the past six decades.

    The Dutch are seen as serious on defense but not as hawkish as the Baltics — and the names of current Prime Minister Rutte, Deputy Prime Minister and Finance Minister Sigrid Kaag and Defense Minister Kajsa Ollongren are all circulating as possible candidates. 

    Asked about the speculation, Rutte said he wanted to “leave politics altogether and do something completely different.” The two Dutch ministers did not express interest in the job. 

    Commission President von der Leyen, a former German defense minister, is a female candidate who could gain support from western capitals nervous about the prospect of a leader from the eastern flank, but it’s unclear whether she is interested in the role. “We never comment on such speculations,” said a Commission spokesperson. 

    Although her reputation in security circles is mixed, von der Leyen is seen as a strong possible candidate regardless — if the timing aligns and she does not get a second term as European Commission president. 

    Other female politicians floated include Canada’s widely respected Deputy Prime Minister Chrystia Freeland and Foreign Minister Mélanie Joly. Nevertheless, officials say, as the alliance focuses on boosting its defenses, Ottawa’s low defense spending and non-European status mean that a Canadian is unlikely to get the job. 

    Amid all the speculation, some within the alliance dismiss the breathless names game. 

    “This is more a basket of names that came to anybody’s mind,” said a second senior European diplomat, adding: “My guess: Stoltenberg.”

    Iranian figure skating champion Atefeh Ahmadi left her home country and applied for asylum in Germany.

    Ahmadi had travelled to Germany to be able to participate in the Courchevel-Meribel 2023 Alpine Ski World Championships that are organized in France starting February 9, 2023.

    “I left Iran to achieve my goal, but my heart is with Iran. I love my Iran. I love my people. If I could, I would support the people so that together we can achieve freedom,” Ahmadi said in an interview with London-based broadcaster Iran International on Saturday. 

    Iran’s Tasnim news agency quoted Abbas Nazarian, head of the Iranian Ski Federation, as saying that her departure “was a personal decision and seems to have been planned for some time.”

    22-year-old Atefeh Ahmadi, is the only Iranian skier who has managed to be an Olympian by qualifying for the Beijing 2022 Games.

    Atefeh Ahmadi is one of the best female skiers in Asia . She has won five medals at the Asian Winter Games, including a silver at the 2018 Super-G, and has participated in several World Ski Championships.

    Iran’s Atefeh Ahmadi learned to ski soon after she could walk, but the road to the Winter Olympics hasn’t been an easy one for the youngster. As she explained to AFP in 2021, she was only three years old when her parents put her on skis for the first time.

    Atefeh Ahmadi is not the first female athlete to leave Iran. In early January, chess player Sara Khadem fled to Spain after participating in an international tournament without wearing a headscarf.

    In 2020, taekwondo player Kimia Alizadeh, the only Olympic medalist in the history of the sport in Iran, left her country for the Netherlands.

    Protests have raged against the Iranian leadership since mid-September, when the 22-year-old Mahsa Amini, died at the headquarters of the morality police, who detained her for wearing improper headscarf.

    Laws requiring compulsory headscarf have become a flashpoint during the unrest, with a number of female athletes competing abroad without wearing headscarves in public.

    BERLIN — Finally Germany has agreed to allow its state-of-the-art Leopard 2 tanks to be donated to Ukraine, in a marked shift from its leaders’ reluctance to significantly increase military support to help the country fight Russia.

    The announcement by Chancellor Olaf Scholz on Wednesday, coupled with an anticipated decision by the US to send about 30 M-1 Abrams tanks to Ukraine. After Pressure has been building for weeks on German Chancellor Olaf Scholz’s government to send the tanks and allow NATO allies to do the same before expected spring offensives by both sides.

    Scholz told his Cabinet of his decision that Germany will further strengthen its military support for Ukraine, German government spokesperson Steffen Hebestreit said. “The Federal Government has decided to make Leopard 2 battle tanks available to the Ukrainian armed forces,” he said.

    Germany’s decision paves the way for other countries such as Poland, Spain, Finland, the Netherlands and Norway to supply some of their Leopard tanks to Ukraine, going some way towards delivering the hundreds of tanks that Ukraine says it needs.

    The Kremlin warned on Wednesday that if Western countries supply Ukraine with heavy tanks they will be destroyed on the battlefield.

    “These tanks burn like all the rest. They are just very expensive,” Kremlin spokesman Dmitry Peskov told reporters.

    The Kremlin’s warning came as a Moscow-backed official said Russian forces had advanced in Bakhmut, a town in eastern Ukraine that Russia has been trying to capture for months.

    When you’re feeling under the weather, the last thing you want to do is trek from pharmacy to pharmacy searching for basic medicines like cough syrup and antibiotics. Yet many people across Europe — faced with a particularly harsh winter bug season — are having to do just that.

    Since late 2022, EU countries have been reporting serious problems trying to source certain important drugs, with a majority now experiencing shortages. So just how bad is the situation and, crucially, what’s being done about it? POLITICO walks you through the main points.

    How bad are the shortages?

    In a survey of groups representing pharmacies in 29 European countries, including EU members as well as Turkey, Kosovo, Norway and North Macedonia, almost a quarter of countries reported more than 600 drugs in short supply, and 20 percent reported 200-300 drug shortages. Three-quarters of the countries said shortages were worse this winter than a year ago. Groups in four countries said that shortages had been linked to deaths.

    It’s a portrait backed by data from regulators. Belgian authorities report nearly 300 medicines in short supply. In Germany that number is 408, while in Austria more than 600 medicines can’t be bought in pharmacies at the moment. Italy’s list is even longer — with over 3,000 drugs included, though many are different formulations of the same medicine.

    Which medicines are affected?

    Antibiotics — particularly amoxicillin, which is used to treat respiratory infections — are in short supply. Other classes of drugs, including cough syrup, children’s paracetamol, and blood pressure medicine, are also scarce.

    Why is this happening?

    It’s a mix of increased demand and reduced supply.

    Seasonal infections — influenza and respiratory syncytial virus (RSV) first and foremost — started early and are stronger than usual. There’s also an unusual outbreak of throat disease Strep A in children. Experts think the unusually high level of disease activity is linked to weaker immune systems that are no longer familiar with the soup of germs surrounding us in daily life, due to lockdowns. This difficult winter, after a couple of quiet years (with the exception of COVID-19), caught drugmakers unprepared.

    Inflation and the energy crisis have also been weighing on pharmaceutical companies, affecting supply.

    Last year, Centrient Pharmaceuticals, a Dutch producer of active pharmaceutical ingredients, said its plant was producing a quarter less output than in 2021 due to high energy costs. In December, InnoGenerics, another manufacturer from the Netherlands, was bailed out by the government after declaring bankruptcy to keep its factory open.

    The result, according to Sandoz, one of the largest producers on the European generics market, is an especially “tight supply situation.” A spokesperson told POLITICO that other culprits include scarcity of raw materials and manufacturing capacity constraints. They added that Sandoz is able to meet demand at the moment, but is “facing challenges.”

    How are governments reacting?

    Some countries are slamming the brakes on exports to protect domestic supplies. In November, Greece’s drugs regulator expanded the list of medicine whose resale to other countries — known as parallel trade — is banned. Romania has temporarily stopped exports of certain antibiotics and kids’ painkillers. Earlier in January, Belgium published a decree that allows the authorities to halt exports in case of a crisis.

    These freezes can have knock-on effects. A letter from European Health Commissioner Stella Kyriakides addressed to Greece’s Health Minister Thanos Plevris asked him to take into consideration the effects of bans on third countries. “Member States must refrain from taking national measures that could affect the EU internal market and prevent access to medicines for those in need in other Member States,” wrote Kyriakides.

    Germany’s government is considering changing the law to ease procurement requirements, which currently force health insurers to buy medicines where they are cheapest, concentrating the supply into the hands of a few of the most price-competitive producers. The new law would have buyers purchase medicines from multiple suppliers, including more expensive ones, to make supply more reliable. The Netherlands recently introduced a law requiring vendors to keep six weeks of stockpiles to bridge shortages, and in Sweden the government is proposing similar rules.

    At a more granular level, a committee led by the EU’s drugs regulator, the European Medicines Agency (EMA), has recommended that rules be loosened to allow pharmacies to dispense pills or medicine doses individually, among other measures. In Germany, the president of the German Medical Association went so far as to call for the creation of informal “flea markets” for medicines, where people could give their unused drugs to patients who needed them. And in France and Germany, pharmacists have started producing their own medicines — though this is unlikely to make a big difference, given the extent of the shortfall.

    Can the EU fix it?

    In theory, the EU should be more ready than ever to tackle a bloc-wide crisis. It has recently upgraded its legislation to deal with health threats, including a lack of pharmaceuticals. The EMA has been given expanded powers to monitor drug shortages. And a whole new body, the Health Emergency Preparedness and Response Authority (HERA) has been set up, with the power to go on the market and purchase drugs for the entire bloc.

    But not everyone agrees that it’s that bad yet.

    Last Thursday, the EMA decided not to ask the Commission to declare the amoxycillin shortage a “major event” — an official label that would have triggered some (limited) EU-wide action— saying that current measures are improving the situation.

    At an appearance before the European Parliament’s health committee, the Commission’s top health official, Sandra Gallina, said she wanted to “dismiss a bit the idea that there is a huge shortage,” and said that alternative medications are available to use.

    And others believe the situation will get better with time. “I think it will sort itself out, but that depends on the peak of infections,” said Adrian van den Hoven, director general of generics medicines lobby Medicines for Europe. “If we have reached the peak, supply will catch up quickly. If not, probably not a good scenario.”

    BERLIN — Germany and its European partners plan to “quickly” send two Leopard 2 tank battalions to Ukraine — suggesting about 80 vehicles — the government in Berlin announced Wednesday, adding that Germany would provide one company of 14 Leopard 2 A6 tanks “as a first step.”

    Other countries likely to send Leopards to the war against Russia include Poland, Spain, Norway and Finland.

    The decision by Chancellor Olaf Scholz — which emerged on Tuesday evening — marks a decisive moment in Western support for Ukraine in its fight against Russian aggression, which entered its 12th month this week and could soon heat up further as Moscow is expected to launch a new offensive.

    Following Berlin’s move, other European countries like Spain and Norway reportedly agreed to join the Leopard tank alliance.

    Andriy Yermak, the head of Ukrainian President Volodymyr Zelenskyy’s office, welcomed the German announcement as a “first step.”

    “Leopards are very much needed,” he said on Telegram.

    Zelenskyy himself also welcomed the move on Twitter. “Sincerely grateful to the Chancellor and all our friends in” Germany, he said.

    Russia’s Ambassador to Germany Sergei Nechaev said in a statement the decision was “extremely dangerous,” and took the conflict “to a new level of confrontation.”

    Kyiv had long urged Germany and other partners to supply its army with the powerful German-built Leopard 2 tank, but Scholz hesitated to take the decision, partly out of concern that it could drag Germany or NATO into the conflict. He remained adamant that such a move had to be closely coordinated and replicated by Western allies, most notably the United States.

    The news of an imminent announcement by U.S. President Joe Biden to send “a significant number” of American M1 Abrams tanks to Ukraine facilitated the chancellor’s decision. Scholz had come under huge pressure from European partners like Poland, as well as his own coalition partners in government, to no longer block the delivery of the German tank. Since they are German-made, their re-export needed the approval of the German government.

    “This decision follows our well-known line of supporting Ukraine to the best of our ability. We act internationally in a closely coordinated manner,” Scholz said in a written statement. He is also due to address the German parliament at 1 p.m. on Wednesday to further explain his decision.

    “The goal is to quickly form two tank battalions with Leopard 2 tanks for Ukraine,” a German government spokesperson said.

    “As a first step, Germany will provide a company of 14 Leopard-2 A6 tanks from Bundeswehr stocks. Other European partners will also hand over Leopard-2 tanks,” the spokesperson added.

    The spokesperson also said the training of Ukrainian crews on the tanks “is to begin rapidly in Germany.” Berlin would also provide “logistics, ammunition and maintenance of the systems.”

    Moreover, Germany will provide partner countries like Spain, Poland, Finland or Norway, which “want to quickly deliver Leopard-2 tanks from their stocks,” the necessary re-export permission, the spokesperson said.

    NATO Secretary-General Jens Stoltenberg tweeted that he “strongly welcomes” Berlin’s decision. “At a critical moment in Russia’s war, these can help Ukraine to defend itself, win & prevail as an independent nation.”

    Spain, which owns one of the largest fleets of Leopards in the EU, with 347 tanks, has previously said it would send tanks to Kyiv as part of a European coalition, according to El País.

    The Norwegian government is considering sending eight of its 36 Leopard tanks to Ukraine, but no decision has been made yet, Norwegian daily DN reported late Tuesday after a meeting of the parliamentary committee on foreign affairs and defense, quoting sources close to the deliberation.

    Portugal, which has 37 Leopards, could provide four tanks to the assembling European coalition, a source close to the government told Correio da Manhã late on Tuesday.

    The Netherlands, which is leasing 18 Leopards from Germany, is also weighing supplying some of their armored vehicles, Dutch newswire ANP reported, quoting a government spokesperson. On Tuesday, Dutch Prime Minister Mark Rutte said he was “willing to consider” buying the tanks from Germany and shipping them to Ukraine, but that no decision had been made.

    On Wednesday, the Swedish defense minister said that Sweden did not exclude sending some of its own tanks at a later stage, according to Swedish daily Svenska Dagbladet.

    German Chancellor Olaf Scholz doubled down on his rejection of demands by Kyiv to supply Ukraine with fighter jets on the heels of Berlin’s agreement to send battle tanks.  

    “The question of combat aircraft does not arise at all,” Scholz said in an interview with Tagesspiegel published on Sunday. “I can only advise against entering into a constant competition to outbid each other when it comes to weapons systems.”

    His comments come after a top Ukrainian official said on Saturday that Kyiv and its Western allies were engaged in “fast-track” talks on possibly sending military aircraft as well as long-range missiles to help fight the invasion by Russia.

    Scholz last week ruled out providing fighter jets, citing the need to prevent further military escalation. “There will be no fighter jet deliveries to Ukraine,” he said on Wednesday, soon after Germany and the U.S. agreed to provide advanced tanks for Kyiv’s war effort.

    Ukraine renewed its request for the fighter aircraft almost immediately after Berlin and Washington announced the tanks. Berlin said Germany and its European allies will send about 80 Leopard 2 tanks.

    “If, as soon as a decision has been made, the next debate starts in Germany, this does not look very serious and shakes the confidence of the citizens in government decisions,” Scholz told Tagesspiegel. “Such debates should not be conducted for reasons of domestic political profiling. It is important to me now that all those who have announced their intention to supply battle tanks to Ukraine do so,” he said.

    Mykhailo Podolyak, an adviser to Ukrainian President Volodymyr Zelenskyy, said on Saturday that Kyiv was in talks with allies about aircraft, but that some partners have a “conservative” attitude on arms deliveries. Without citing any partners by name, he said this attitude was “due to fear of changes in the international architecture.”
