    Prayagraj: In a first, Shaista Parveen , wife of mafia-turned-politician Atiq Ahmad, and their three sons will now be named as members of his gang registered as IS-227 in police records.

    According to police officials, Shaista Parveen will be the first woman to be included as a member of this gang in police records.

    During the BSP regime, Prayagraj police had prepared Atiq’s gang chart and had named it IS-227.

    “Police investigations have revealed their active involvement in criminal activities and that is why such action would be taken against them,” the officials said.

    This will be the first time when the whole family of a political mafia will be included in the list of an interstate gang.

    Till now, Atiq’s younger brother Khalid Azeem a.k.a Ashraf, a former MLA, was the only family member to be named as member of IS-227 gang.

    Shaista Parveen has four cases registered against her including the murder of lawyer Umesh Pal in Prayagraj on February 24.

    Pal’s two police security guards were also injured in the attack and had died later. Shaista is absconding and a reward of Rs 25,000 has been declared on her arrest.

    Atiq’s third son Asad, has been named among the shooters who shot Umesh Pal dead. A reward of Rs 5 lakh has been declared on all the assailants, including Asad.

    Atiq’s two elder sons Umar and Ali are already in Lucknow and Naini jails for different crimes.

    Police said Atiq’s gang operates across the country.

    “Initially there were around 170 persons in Atiq’s gang. However, the number has now come down to 132 as many have died or become inactive,” officials said.

    After lawyer Umesh Pal’s murder in Prayagraj on February 24, police came to know that Atiq and his brother Ashraf had recruited some new members in their gang.

    Instructions have been issued to identify newer gang members, officials said.

    Mumbai: Shiv Sena (UBT) leader Sanjay Raut on Sunday alleged that Union Law Minister Kiren Rijiju’s remarks that a few retired judges are part of an “anti-India gang” are an attempt to pressure the judiciary and threaten judges.

    Speaking at the India Today Conclave in the national capital on Saturday, Rijiju had claimed that a few retired judges and some activists who are “part of the anti-India gang” are trying to make the Indian judiciary play the role of the opposition party.

    Reacting to the remarks while talking to reporters here, Raut said, “What kind of democracy is this? Does it suit a law minister to threaten the judiciary? It is a threat to judges who refuse to bow down to the government and it’s an attempt to pressure the judiciary.”

    Criticising the government doesn’t mean being against the nation, Raut said.

    The Shiv Sena (Uddhav Balasaheb Thackeray) MP also said that after Rahul Gandhi spoke about the threats to democracy in the country, there is now a move to get the Congress leader suspended from the Lok Sabha.

    To a question on the demand that Gandhi should apologise for his comments, Raut said, “Rahul Gandhi will not apologise and why should he?”

    “Bharatiya Janata Party (BJP) leaders have in fact spoken against the country and its political leaders on foreign soil,” he charged.

    The BJP has been demanding an apology from Rahul Gandhi over his recent remarks he made in London, in which he alleged that the structures of Indian democracy are under attack and there is a “full-scale assault” on the country’s institutions.

    The remarks triggered a political slugfest, with the BJP accusing him of maligning India on foreign soil and seeking foreign interventions, and the Congress hitting back at the ruling party by citing previous instances of Prime Minister Narendra Modi raising internal politics abroad.

    Gurugram: In prompt action, three accused, including a juvenile, in an abduction and gang rape case of a 14-year-old school student in Gurugram have been taken into custody, police said on Monday.

    “Three, including a juvenile, have been apprehended, the juvenile has been produced before Juvenile Justice Board on Monday. The case is under investigation and the remaining accused will be apprehended soon. Strict action will be taken against all those who are involved in spreading the filmed video,” Gurugram police spokesman Subhash Boken said.

    The victim’s father had filed a complaint that his daughter, a Class 8 student, was abducted from her school during a sports programme on December 18 last year by three youths, who took her to a hilly area and took turns to rape her.

    They accused had also threatened to kill her if she disclosed the incident to anyone.

    The three accused also made an objectionable video of the girl and uploaded it on social media.

    Following the complaint, an FIR was registered against three accused under various sections of the IPC and the POCSO Act at Sohna Sadar Police Station on Saturday.

    New Delhi: The Delhi High Court on Thursday directed its Registrar General to transfer the sum paid by media houses as fined for disclosing the Kathua rape case victim’s name to the Victim Compensation Fund maintained by Jammu & Kashmir State Legal Services Authority.

    The amount is for donating the victims or family of deceased victims of sexual violence.

    A division bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad said: “The Registrar General of this court is directed to transmit the amounts so deposited by respondents no.8, 28 (two media houses) and by other respondents (media houses) in the present case, if any such amount is still lying with the court, to the Victim Compensation Fund maintained by the Jammu and Kashmir State Legal Services Authority for disbursement of funds to the victims/families of the deceased victims of sexual violence.”

    In the 2018 brutal gangrape was followed by the victim’s murder, the High Court in the same year took by itself the decision against media houses for their reports disclosing the victim’s name, violating Sections 23 and 228A of the Protection of Children from Sexual Offences Act.

    “The manner of reporting of the incident is also against the public justice,” said the bench.

    The court had issued notices to over 15 media houses and directed them to deposit Rs 10 lakh each.

    With time, more media organisations were asked to pay the compensation.

    Earlier, the court had called the media houses’ move of displaying the photograph of the victim “unfortunate” and “extremely distressing”.

    The incident dates back to January 10, 2018, when the eight-year-old had disappeared from near her home in a village near Kathua in Jammu and Kashmir. A week later, her body was found in the same area.

    Prayagraj: The Allahabad High Court has observed that “no doubt a woman cannot commit the offence of rape but if she facilitates the act then she can be prosecuted for the offence of ‘gang rape’ under section 376D of Indian Penal Code (IPC) in view of the amended provisions”.

    Elaborating the provisions of section 375 (rape) and 376 (punishment for rape) of the IPC relating to the offence of rape, as amended in the year 2013, Justice Shekhar Kumar Yadav rejected the plea that a woman cannot be prosecuted for the alleged commission of the offence of gang rape.

    With these observations, the court dismissed an application filed under section 482 (inherent powers of high court) of criminal procedure code (CrPC) filed by one Sunita Pandey, who had challenged a summoning order passed by the additional district and sessions judge, Siddharth Nagar, to face trial under sections 376D (gang rape), 212 (harbouring offender) of IPC in connection with the alleged rape case of a 15-year-old girl.

    “A woman can not commit the offence of rape but if she facilitated the act of rape with a group of people then she may be prosecuted for gang rape in view of the amended provisions,” observed the court while rejecting the plea of the woman applicant.

    Taking into account the facts of the case, the court, at the outset, noted that the argument that a woman cannot be prosecuted for gang rape is not correct as per the amended provisions of sections related to rape, which relates to the offence of rape.

    The court observed that though it is clear by the non-ambiguous language of section 375 of IPC that a woman cannot commit rape as the section specifically states that the act of rape can only be done by a ‘man’ and not by ‘a woman’, the same is not the case with section 376D (gang rape) of IPC.

    The incident took place in June 2015 and FIR was lodged by the father of the girl against unknown persons in July 2015 under sections 363 (punishment for kidnapping) and 366 (kidnapping, abduction or inducing woman to compel her marriage, etc.) IPC, alleging therein that someone had enticed his daughter aged about 15 years, and took her with him.

    In her statement before the court under section 164 of the Criminal Procedure Code, the victim stated that the applicant was involved in the alleged incident. However, the applicant was not named in the charge sheet.

    Thereafter, the father of the victim filed an application under section 319 CrPC for summoning the applicant and the court below allowed the said plea.

    “If they can’t get anywhere, there are a number of choices, right?” Sen. John Hickenlooper (D-Colo.) said of Biden and McCarthy. But he’s not ready to put on his bipartisan gang gear yet: “I’m a little bit more fiscally conservative than some Democrats. But this isn’t where you negotiate that.”

    If McCarthy and Biden’s talks flounder, that would seem to leave centrists in a strong position. Senate Minority Leader Mitch McConnell (R-Ky.) has sidelined himself and indicated that McCarthy’s in the lead for their party, however, which means his moderates are also taking themselves out of the game to avoid undercutting the speaker. In short, don’t expect one of the Senate’s often-active bipartisan groups to swoop in just yet.

    Still, Sen. Joe Manchin (D-W.Va.) has met with McCarthy and a handful of senators are informally chatting about possible debt-limit solutions. Other centrists are moving more formally: A group of House moderates met for the first time last week to discuss escape hatches if Congress gets too close to busting through the debt limit, expected to potentially hit in June.

    Their discussions, according to three people familiar with them, included the long-shot option known as a discharge petition — which requires a majority of the House to force a debt-limit vote against the speaker’s wishes.

    “The goal is to not have that,” Rep. David Valadao (R-Calif.) said of any potential fallback plans, before adding: “We’re in a dire situation.”

    It will only grow more dire as the weather heats up, and with it the risk of default. And don’t put it past Congress to kick the can a little further, possibly tying the debt deadline to the expiration of government funding at the end of September.

    But when it comes time for a deal, plenty of players are waiting in the wings to assist or supplant the president and speaker.

    The Senate Gang

    During the last Congress, a roving group of Senate centrists cut a series of seemingly improbable deals on same-sex marriage, infrastructure and gun safety. Right now, there’s no such movement on the debt ceiling.

    But that may well change. And some senators are open to establishing a group to wrestle weighty fiscal issues — once the debt ceiling is raised.

    “I’d be more than happy to do that, truthfully. That’s what it’s going to take. Take the debt limit stuff off the table, because it’s playing with fire,” said Sen. Jon Tester (D-Mont.). “I am more than fine with deficit reduction. It has to be separate from the debt ceiling.”

    Though there’s a real possibility that’s where Congress ultimately ends up, few want to admit it now. Sen. Mitt Romney (R-Utah), a frequent member of the chamber’s bipartisan policymaking gangs, said “the Senate is not really talking about getting involved at this point.”

    “This is not a gang discussion,” said Michigan Sen. Debbie Stabenow, a member of her chamber’s Democratic leadership. “Not on the question of whether or not we’re going to crash the economy.”

    The big reason there’s no gang right now: Most Democrats argue that a debt ceiling increase shouldn’t be subject to negotiations, period. And Republicans believe that their position will erode if centrists start breaking ranks with the current GOP position of leaving things to McCarthy.

    Rogue House dealmakers

    House moderates have eyed a possible major role in the volatile debt talks ever since the GOP’s flimsy four-vote majority was sealed in November.

    Now that there’s an empowered bloc of deal-making moderates in both parties, the bipartisan Problem Solvers Caucus is edging its way into the talks. While the full group has yet to meet, a smaller band of its leaders gathered last week to begin preliminary discussions.

    People familiar with the meeting made clear that the Problem Solvers have no intention of getting ahead of their respective party leaders, but pointed to early conversations about possible spending caps or broader fiscal reform that could prove valuable when negotiations kick off in earnest.

    “We should just do a clean debt limit. That may not be realistic given where Republicans are,” said Rep. Scott Peters (D-Calif.), who drafted a bill in recent years with now-Budget Chair Jodey Arrington (R-Texas) that proposed several ideas for Congress to avert semi-annual debt brinkmanship.

    And if the McCarthy-Biden talks flame out, Peters said this bipartisan House cohort wants to be prepared: “There’s a group of people here who want to be prepared.”

    Some Problem Solvers expect the group will ultimately launch a dedicated internal effort to tackle the debt, as they previously have with other policy ideas, such as infrastructure. One big topic likely to be discussed — how to force a debt ceiling bill to the floor that doesn’t have uniform GOP support.

    The idea of a discharge petition is getting floated, though some Hill aides and budget experts see that route as too slow and unwieldy to accommodate a rapidly-changing default deadline. Some members are also discussing procedural gambits that would take less time to bring a bill to the floor, such as a House motion for a “previous question,” which has far more flexible rules.

    Mitch McConnell

    The Senate GOP leader successfully negotiated a debt ceiling detente with then-Vice President Biden more than a decade ago, yielding a decade of spending caps that squeezed both defense and domestic spending. McConnell also struck a 2021 deal with Senate Majority Leader Chuck Schumer that allowed Democrats to advance a $2.5 trillion debt ceiling hike with a simple majority.

    But his work on that debt deal, as well as December’s government funding agreement, spent big political capital and earned him some criticism. So despite McConnell’s vaunted pedigree of negotiating with Biden, he is currently declining to step into negotiations and leaving things to McCarthy — who criticized several bills that McConnell supported last Congress.

    “There’s no way that the House is going to accept something that 60 senators vote on on a bipartisan basis,” said Sen. John Cornyn (R-Texas). “That’s [McConnell’s] position.”

    Some believe that, as Republicans float a variety of fiscal concessions with no clear plan or unifying potential — including another set of spending caps and debt-to-GDP spending targets — that the GOP leader may once again have to step in. McConnell and Biden have maintained their uniquely productive relationship through this year, appearing together at an infrastructure event last month in Kentucky.

    “I cannot imagine there’d be a major deal here and Mitch McConnell isn’t going to be part of it,” said Rep. Tom Cole (R-Okla.). “I suspect he’ll be involved in negotiations when he thinks it’s appropriate.”

    But not yet. Even talking about McConnell’s involvement “would be damaging to” McCarthy during talks with the president, Sen. Kevin Cramer (R-N.D.) said: “I think we’re better off sticking with him as the lead sled dog.”

    Hyderabad: The Cyberabad police on Monday arrested an international gang for allegedly collecting huge payment fees through online gaming and betting applications on fraudulent websites and social media.

    The arrested person are Mohin Pasha, resident of Bengaluru, Karan Arora of Rudrapur Uttarakhand, Sanjeev Kumar of Uttarakhand, Karan Malhotra of New Delhi, Gokul Singh Koranga of Uttarakhand, Sonu Lokesh of Delhi, Mohit Kumar of Delhi and Dinesh Singh of Noida.

    The property seized from the possession of the accused is Rs 24 crores frozen in various banks, mobile phones 193, laptops 21, Point of Sale Device, 21 cheque books 416, and debit cards 233.

    The arrested fraudsters were recruited to interact with the users and collect the details from victims for registration of new user ID’s. The gang collects the screen shot of the transactions made by users and after verifying with bank account they give online gaming and betting services which are banned in Telangana State.

    The fraudsters initially credit nominal returns as profit to users and after gaining their trust they collect huge amounts and cause losses to them by manipulating the game themselves and deciding winners internally.

    Poor and needy people are targeted by giving nominal commission, collect their KYC documents. They get an amount credited into those bank accounts from victims using these online gaming and betting applications. By making multiple transactions, the fraudsters make it seem they are having legitimate business and individuals are receiving regular money, thus legitimizing the money.

    “The gang has procured fraudulently opened bank accounts of various innocent persons and have taken pre-activated SIM cards through fraudulent means. Stringent legal action is being initiated against all persons and organisations who are abusing the system and adopting practices which aid such criminals in the commission of crime,”aid Stephen Raveendra, Cyberabad Commissioner of Police said.

    The police advised the general public not to share personal data for any marketing or advertising reasons without verifying the reasons for which it is being collected. It also advised people against opening your bank accounts or get SIM cards through agents or unknown persons.

    Hyderabad: The Hyderabad police arrested a Kolkata-based gang consisting of four members who are allegedly involved in preparing fake bank guarantees and seized two cheques, five mobile phones, and 60 fake bank guarantees from them.

    The persons who are arrested are Godishala Naga Raju, 45 years, advocate and loan agent from Warangal, Naresh Sharma, 52 years of Rajasthan, Nilotpal Das, of Kolkata, West Bengal, and Subhrajit Ghosal, 31 years a resident of Kolkata, West Bengal.

    Sneha Mehra, DCP (Cybercrimes) Hyderabad said generally for awarding a government contract during documentation to assess the credibility of the applying company bank guarantees are sought from the company.

    In the detected case Harshitha Infra Engineering Private Limited awarded a Bio-Mining contract in Karimnagar Smart City Corporation Limited for which Rs. 1 Crore Bank Guarantee was sought Subsequently, Harshitha Infra Engineering Private Limited also awarded 11 bio-mining contracts by Director of Municipal Administration and the company had to submit bank guarantees Rs. 2.25 crores.

    Nagaraju had acquaintance with the victims Prajwel and Sandeep Reddy of Harshitha Infra Engineering and told them that bank guarantees will be provided on a commission basis.

    Nagaraju contacted Naresh Sharma from Jaipur, Rajasthan who in turn contacted Nilotpal Das and Subrajit Ghosal from Kolkata, West Bengal who had been the mastermind behind the fake bank guarantee document racket operating from Kolkata, West Bengal,” the official said.

    “Nilotpal Das reached out to the company through his friend Naresh Sharma and supplied fabricated bank guarantee documents by charging a 14 percent commission on the BG amount. Each person in this network takes a percentage of the commission. Nilotpal Das and Subrajit Ghosal prepared 12 fake bank guarantee documents for a total worth of Rs. 3.25 crores by using fabricated letters in the name of IndusInd Bank, Park Street Branch, Kolkata, West Bengal, and collected Rs. 47 Lakhs as commission for this work,” said Sneha Mehra.

    Nagaraju also took two cheques worth Rs. 1.1 Crore as security from Harshitha Infra Engineering Pvt Ltd. The company submitted them to Karimnagar Smart City Corporation Ltd and the Director of Municipal Administration, Hyderabad. The advocate had created a fake website and fake name of the IndusInd Branch.

    “When the concerned authorities cross-checked by sending email to the website specified on the bank guarantee documents, the accused responded by sending return fake mail confirming the genuineness of the documents. But when the hard copies of the documents were sent to the specified address for verification, the IndusInd Bank authorities identified them as fake documents and reported the matter to the Police, the DCP added.

    Nilotpal Das and Subhrajit Ghosal prepared fake bank guarantee documents on several occasions in the past in the name of IndusInd Bank and other banks in different states. During the preliminary investigation, it was found that the accused Nilotpal Das and Subhrajit Ghosal have prepared about 60 fake bank guarantees worth Rs. 45 Crores of IndusInd Bank, Bank of India, and Punjab National Bank, and the same has to be probed further.

    Hyderabad: In an incident that took place at Barkas area in Chandrayangutta, two gangs clashed over the parking issue resulting in causing grievous injury to one person.

    Suleman Baom, a realtor by profession runs his office near Peeli Dargah at Barkas, he had an issue over the parking of vehicles with another local identified as Ba Isa. On Friday night both gangs clashed over the parking and the whole incident took place in front of the Chandrayangutta police.

    Police patrolling vans were present at the spot but they could not avert the incident. During the attack Suleman Baom was grievously injured as his rivals attacked him with a sharp edged weapon.

    The incident resulted in a traffic jam in the area, however normalcy was restored after the injured was shifted to a nearby hospital. The video of gangwar went viral on social media.

    The police have registered two separate cases against both the members of the gang and investigation is underway. “There is a old enmity behind the incident, we are gathering all the information against both the parties” said an police official of south zone.
