  • Theatre Festival 2023 Starts At Tagore Hall

    SRINAGAR: Jammu and Kashmir Cultural Academy of Art, Culture, and Languages inaugurates the eight-day long Theatre Festival Kashmir 2023 in presence of Secretary Culture Department Syed Abid Rasheed, OCD Culture Tufail Matto and Incharge Cultural Academy Mirza Farooq Anwar as special guests on Thursday.

    The guests were welcomed by performers of Band Pather headed by Manzoor-Ul-Haque. The programme is aimed to promote the rich cultural heritage in Jammu and Kashmir.  Mirza Farooq Anwar delivered a welcome speech where he spoke about several upcoming cultural programmes.

    While addressing the audience Tufail Matto focused on the need for attachment with culture. He said, “Kashmiri Pandits teach kids Kashmiri language primarily but in Kashmir, it is the least preferred language.” “Theatre has helped people to get international recognition. We should develop the habit of engagement with Kashmiri music, art and culture in our kids to keep it alive,” he added further.

    Syed Abid Rasheed also spoke at the event and promised to work on the revival of theatre in Kashmir. He said, “If we do not revive our culture of language, art and music, we will be left with buildings, roads and infrastructure only. It is important too but cultural heritage is the soul of a society.”

    While interacting with the audience he asked for suggestions for the theatre to evolve with the needs of the present generation. He expressed his views on saving cultural heritage along with incorporating the interests of youngsters by saying, “We should be open to change and evolution.”

    He also mentioned some measures that the Cultural Academy will be taking under his leadership including involvement of stakeholders to take decisions, taking up initiatives for handholding of artists, providing platforms for artists on school level, acceptability of all the true artists and providing international opportunities to artists from Jammu and Kashmir.

    The event is being held in collaboration with Cluster University Srinagar, Government College for Women MA Road, Abdul Ahad Azad Memorial Degree College, Government Degree College Chadoora, and Chief Education Office Budgam. The ceremony was attended by Srinagar Coordinator of the National School of Drama Gulzar Ahmed Ganie, Mohammad Amin Bhat, and Javed Ahmed among hundreds of other people in the audience.

  • Leopard On Prowl Caught On Camera

    SRINAGAR: As the Leopard continues to roam freely in the uptown areas of Srinagar city, the wildlife department Thursday said that they have got some vital clues of the animal by capturing the images in cameras at two places in Srinagar.

    Quoting an official, news agency KNO reported that the department has been largely successful in identifying the track of the animal and that they are trying at multiple levels to track down the roaming animal.

    “We are getting closer now in sorting out the conflict as our cameras have captured the images from Wanibal and the old airport in the Rangreth area and, so far we have got the images of only one animal”, he said.

    He said that people should continue to take precautions and avoid any movement of children during the morning or evening hours, stating that the animal is roaming around the human habitat.

    “Wanibal area has a history of witnessing the movement of wild animals as last year we captured one Leopard from the area. People in the area should move in pairs and should avoid keeping their pets in the lawns as that attracts the animal”, he remarked.

    He added that they have increased the number of trap cages in specified areas after they identified the vital trails leading to the animal.

  • LG Sinha Chairs Meeting On Widening Of Amarnath Yatra Tracks

    SRINAGAR: Lieutenant Governor Manoj Sinha Thursday chaired a meeting of the officers from the UT administration and Border Roads Organization (BRO) at Raj Bhavan.

    During the meeting, the Lt Governor sought the details of the scope of work to be undertaken for the widening, restoration and maintenance of the stretch of yatra track that has been handed over to BRO.

    K N Rai, member of Shri Amarnathji Shrine Board ( SASB); Shailendra Kumar, Principal Secretary, Public Works (R&B) Department; Brig Saket Singh, Chief Engineer, BRO; Akshay Labroo, Additional Secretary to Lt Governor, Rahul Singh, Additional Chief Executive Officer, SASB were present.

    The Lt Governor was apprised on the scope of work, surveyed via drone. The Lt Governor impressed upon the BRO to complete the works within the specified timeframe. (KNO)

  • HC Seeks Report On Implementation Of RTE Act In JK

    SRINAGAR: The High Court of Jammu and Kashmir and Ladakh Wednesday ordered the government to file status report of implementation of Right to Free and Compulsory Education Act, 2009.

    The Court further directed to furnish the list of aided and unaided private schools in the Union Territory.

    The Division Bench of Justice Rajnesh Oswal and Justice Mohan Lal issued the directives on basis of a Public Interest Litigation (PIL) plea filed by an NGO—Young Lawyers Forum (YLF) Kashmir seeking the court’s directions to the government for expeditious implementation of the Right to Education Act in letter and spirit.

    The submission was  made by the petitioner advocate Huzaif Ashraf Khanpori who was appearing before the court on behalf of YLF Kashmir that is a registered society based in Kashmir and advocates for socio-legal justice, in and out of courts.

    The petitioner argued before the court that “It has been more than three years since the Act of 2009 has become applicable to the Union Territory of JK and its applicability had given many hopes to children from marginalized and poor sections of the society to get education in private schools, which is otherwise unaffordable and unimaginable to them.”

    The counsel further submitted that “Even after an interlude of almost three years, the Act is yet to be implemented by the schools in the UT of JK due to the callous attitude of the Government and has deprived the poor students from their statutory right of receiving free and compulsory education under the Act and other rights enshrined therein.”

    According to the PIL, the advocate further highlighted the non-implementation of the mandatory reservation provided under Section 12(1)(b) and 12(1)(c) of the RTE Act which is in a continuing violation of the fundamental right to free and compulsory education under Article 21A available to the large section of children belonging to weaker and disadvantaged sections apart from violating the Statutory mandate under the RTE Act.

    Keeping in view the facts and circumstances, the Court orders, “The respondents shall file status report with regard to the steps undertaken by the respondents for implementation of the Rights of Children to Free and Compulsory Education Act, 2009 positively by next date of hearing with particular reference to the schools as defined under Section 2(n)(ii) and 2(n)(iv) of the said Act of 2009.   • GCE Srinagar Hosts Two Day National Conference On Implementing NEP-2020

    SRINAGAR: Govt. College of Education, Institute of Advanced Studies Srinagar organized a two-day national conference on the Implementation of NEP-2020 in Higher Education Institutions under the initiative of India’s Presidency of G20.

    The two-day national conference on the National Education Policy 2020 kicked off with an inaugural session on March 1st. The event began with Dr Seema Naz, Principal of the host institution, welcoming all the guests. In her address, she highlighted the achievements of the institution in the field of teacher education and its recent Grade A accreditation for the third consecutive time under the 2023 NAAC accreditation.

    Fazl Illahi, the Coordinator of the conference, then read the backdrop of the conference, where he deliberated on the major reforms proposed in the policy and suggested a roadmap for teacher education institutions. The keynote address was delivered by Prof. Manisha Priyam from the Department of Education Policy, Ministry of Education, NIEPA. In her address, she explored the issue of multidisciplinarity in terms of languages and discussed the ‘new precepts in NEP-2020.’

    Prof. Sanjeev Sonawane, Pro Vice Chancellor, Savitribhai Phule University, Pune, in his special address, highlighted the importance of engaging the learner, the need for better teacher preparation for the new role, creation of research ecosystems, and the internationalization of higher education. Finally, Dr. Nazir Ahmad Bhat initiated the vote of thanks, and the session was moderated in chaste Urdu language by Prof. Abdul Gani Kumar.

    The conference aimed to discuss the ground realities, institutional preparedness, curriculum, manpower, institutional goals, research, pedagogy, assessment, infrastructure, courses offered, and ICT integration, among other things. The panel discussions that followed brought together several eminent academics who shared their insights on the operationalization of the National Education Policy 2020.

    The panel discussion on the theme ‘NEP-2020, Making It Happen’ was held on the second day of the conference, and several renowned professors and experts in higher education participated in the discussion. The discussion revolved around the different aspects of NEP-2020, including ground realities, institutional preparedness, curriculum, manpower, research, pedagogy, assessment, infrastructure, courses offered, and ICT integration. The panelists also discussed the challenges and issues in implementing NEP-2020 and how institutional development plans (IDPs) can help customize the needs of higher education institutions for the successful implementation of NEP-2020.

    During the panel discussion, Prof. Yasmeen Ashai, Director of Colleges at the Higher Education Department, emphasized the importance of considering ground realities, institutional preparedness, curriculum, manpower, institutional goals, research, pedagogy, assessment, infrastructure, courses offered, and ICT integration when implementing NEP-2020. She also highlighted the role of the Institutional Development Plan (IDP) in customizing the needs of higher education institutions.

    Other experts, including Prof. Sanjeev Sonawane, Prof. Farooq Masoodi, Prof. Mahmood Ahmad Khan, Dr. K. Ratnabali, and Dr. Geetanjali Kale, spoke about various aspects of implementing NEP-2020, such as the provision of the credit system, learning activities, teaching to research, institutional collaboration, sustainability, collaboration with industry, recruitment of teachers, assessment, student diversity, innovation, and academia-industry linkages.

    In the valedictory session, Conference Coordinator Mr. Fazl Illahi presented a detailed report of the two-day conference. Prof. Yasmeen Ashai highlighted the need for all higher education institutions to have vibrant centers for career counseling and research. She also discussed the initiatives taken up by the Department of Higher Education in Jammu and Kashmir regarding the implementation of NEP-2020.

    The conference provided a platform for experts to discuss the various aspects of implementing NEP-2020 and highlighted the importance of considering ground realities, institutional preparedness, and collaboration with the industry for successful implementation.

    The conference concluded with a valedictory session, where the conference coordinator presented a detailed report of the event, and the Director Colleges, Higher Education Department, Jammu and Kashmir emphasized the need for vibrant centers of career counseling and research in all higher education institutions.

  • ‘Proper Investigation’ Started In Kupwara Man’s Death Case: Police

    SRINAGAR: A day after the body of Kupwara man was found, nearly three months after going missing after being allegedly detained by the Army, the Police on Thursday said that it has started “proper investigation” in the case.

    “On March 1, 2023, Police Station Trehgam received information that one dead body is lying in the forest area of Zurhama-PK Gali,” a police spokesperson said in a statement.

    Accordingly, he said, the Police party rushed to the spot and recovered the body which was later on identified to be of Abdul Rashid Dar son of Mohammad Sadeeq Dar of Kunan Poshpora against whom a missing report was lodged in Police station Trehgam.

    “Pertinently, the family members of the deceased had alleged that on December 15,2022 the said person was taken by some army personnel from his house at Kunan. However, at the same time, the army had revealed that although he was taken for some questioning and subsequent identification of a particular place in the forest of Laderwan-Zurhama area but he jumped over and fled taking advantage of the darkness and topography,” he said, adding, “The Army further informed that they have launched a search to trace Abdul Rashid Dar and requested local police to further take necessary action as per law.”

    In the given circumstances, he said, a proper missing report was lodged in the concerned Police Station and efforts to trace the missing person were on.

    “During the course of investigation besides other procedural formalities, Post mortem was also got conducted through a designated team of doctors and after conducting medico legal formalities the body was handed over to his legal heirs for last rites,” he said, adding, “The Police has started proper investigation in the case to ascertain all facts and circumstances leading to his death. He said further details shall follow with the progress of the investigations.”

    Meanwhile PDP president Mehbooba Mufti said such incidents have been “normalised in the absence of any accountability” after the abrogation of Article 370.

    “Extremely disturbed to see pictures of the mutilated body of Abdul Rashid from Kunan Poshpora. Wasn’t allowed to visit the family under the pretext of security. What transpired after the Army picked him up for questioning months ago is anybody’s guess,” former Chief Minister Mehbooba said in a tweet.

    “In the absence of any accountability such incidents have been normalised after 2019,” she said, adding, “Probes & inquiries fail to nail culprits & deliver justice.

    “Until then the least LG administration & Army can do is to take steps by providing a government job & financial assistance to the victim’s family who have lost their sole breadwinner,” she added. (GNS)

    SRINAGAR: A leopard was killed after getting hit by an unknown vehicle in Achabal area of south Kashmir’s Anantnag district this evening, official sources said.

    They said that the leopard got hit and died subsequently, while it was trying to cross the road at Mohripora village in Achabal Anantnag.

    A Wildlife Department official confirming the incident said that they have lifted the carcass of the leopard from the site and will be buried as per departmental protocol. (GNS)

  • What Is Kashmir’s Wartav and Guli Myiuth?

    Wartav takes two shapes in the Kashmiri community: cash and kind. It can be either or both on given occasions depending upon the proximity and mutuality among the relations.

    Wartav in Kashmiri connotes two different meanings operating in two different contexts. In one context, it is used as a verb and in another context, it is a noun.

    As a verb, Wartav indicates a behaviour, conduct, how one conducts oneself, acts in a given task or assignment or manages an arrangement or how one deals with or treats others through one’s conduct and behaviour.  It is more than equal to Urdu and Hindi word Bartav which means one’s salook with others. You can capture so many sentences in your mind of the verbal use of Wartav. To exemplify, one should always Rut Wartawun with all; it depends upon the host how he will distribute the goodies Chiz Wartavin at the marriage of his son and so on.

    As a noun, Wartav is a socio-cultural custom of giving presents to each other on auspicious occasions of weddings Khandar, betrothals and engagements[ Nikkah Nishani, laying of foundation-stone of new house Ka’in Di’un, job-appointments Nokri Lagun, exam-passing matric, graduation or another exam/imtihan pass Karun, entering a new house Navis Makanas Manz Achun, setting up some business Kahn Business Shore Karinand such like.

    Wartav takes two shapes in the Kashmiri community: cash and kind. It can be either or both on given occasions depending upon the proximity and mutuality among the relations. Under Shariah Law, it is called Hibba Bil Iwaz, a returnable gift. The basic purpose of making Wartav right from the olden days, which used to be invariably in cash, was mutual funding. To help out each other financially, the host who had to incur a lot of expenditure on arrangements for the wedding of his son and daughter was financially helped by cash-wartav.

    The said purpose of Wartav has not diminished from the Kashmiri society but with the passage of time, it has taken new shapes under new traditions, more of a farce competition among show-offs or neo-rich in recent times with respect to the traditional concept of Wartav in the society. To iterate, people do give Wartav on weddings and other auspicious occasions to each other both in cash and in kind. The amount of money in cash Wartav is determined by the factors like the economic status and mutuality of Hi’uin Du’iun in their relations, friendships and other acquaintances. I have been told that in rural Kashmir Wartav is identified with the term Hi’uin Du’iun which is near to the meaning of Hiba Bil Iwaz.

    The kind Wartav comes in the shape of gold ornaments, called Sone Vas, of gold-pound, gold coins, rings, chain pendulums, earrings, bangles, bracelets, tie-pin and buttons, for the bride and the bridegroom. Iterating, it is returnable gifts mostly with additions to the original under social traditions.

    Wartav in Kashmir is also called Guli-Myiuth. Guli means hands, while Myiuth means kiss. Hence, it means kissing on the hands, and forearm, a gold ornament-like bracelet fastened on the forearm of a bride at a wedding by relations and other close friends.

    While doing Watav, it is customary to kiss the hand or forehead of the bride or bridegroom by the wartav-giver and it appears that the term Guli Myiuth has come into use by the juxtaposition of the two terms side by side. It needs a mention here that Gui-Myuth is different from Athe-Myiuth. The latter is referred to as a lady who is very skilled in the preparation of tasty dainties and dishes and we say, she has Athe-Myuith. Guli-Myuth finds mention in some old Kashmiri marriage songs called Wanwun.

    The Pohh Custom

    In rural Kashmir, there was a custom of giving rice on marriage occasions as Wartav which was like a mutual-funding in a highly impoverished Kashmiri community of the olden days. This custom prima facie had roots in a Brahman tradition of Kashmiri Brahmans, Bataas, which is and was called Pohh-Bog.

    From the times of spiritual transformation of the overwhelming Kashmiri community from Hinduism to Islam in the fourteenth century, several pre-Islamic traditions remained intact among the majority community.  Pohh was one such tradition. Here cooked rice and fish were offered to an imaginary tutelary Devta of the house on a Tuesday or Saturday of the dark month of Pohh by Kashmiri Brahmans.

    Etymologically, Pohh Rasm among rural Kashmiri Muslims had roots in Brahman Rasm of PohhBog to Devis and Devtas who were considered as protectors of their households by Kashmiri Brahmans. The rural Kashmiri Muslims’ custom of Pohh was related to marriage occasions only but, obviously, like many other traditions of Musalmans of the valley, it was adopted over a period of time under the cultural influence of Brahmans.

    SRINAGAR: No vehicular movement would be permitted from either side of the Jammu-Srinagar highway between Nashri and the NAVYUG Tunnel from tomorrow morning until Saturday, officials said on Thursday.

    According to a communiqué from the J&K Traffic Police, the government has ordered the National Highway Authority of India to perform repair and maintenance work on NH-44 between Nashri and NAVYUG Tunnel. From 6:00 a.m. on March 3 to 6:00 a.m. on March 4, 2023, traffic from Nashri to the NAVYUG Tunnel and vice versa will be suspended due to this important maintenance work. Also, a similar dry day on NH-44 will be seen on March 10, 2023.

    Keeping in view, the repair and maintenance on NH-44, no vehicular movement shall be allowed from either side on Jammu-Srinagar NHW between Nashri and NAVYUG Tunnel from 06:00 am on 3rd to 06:00 am, 4th March 2023 on Friday.

    SSG Road will also be closed for vehicular movement as per Divisional Commissioner Ladakh UT’s order no. 75 dated 06-01-2023 in view of snow accumulation.

  • FIR Against MC Chairman Pulwama for ‘Misbehaving’ With Doctor

    SRINAGAR: A case has been registered against Municipal Councillor Chairman Pulwama over his alleged misbehaviour with a doctor at District Hospital Pulwama earlier this week.

    A doctor at District Hospital Pulwama said that the police registered a First Investigation Report (FIR) against Municipal Council Chairman Bilal Ahmad Rather over ‘misbehaving’ with a doctor at District Hospital (Pulwama) on February 27, during evening hours.

    “On February 27, 2023 at around 6.30 pm, a man namely Bilal Ahmad Rather, who is chairman of Municipal Council, barged in the duty room of a doctor who was on duty in the emergency department of the hospital. As soon as the person entered the hospital, the person started shouting and barged into the duty room of a doctor. He made a huge hue and cry and misbehaved with the doctor”, the doctor reading out the FIR copy said.

    “There were many sick patients in the hospital at the time when the person made his entry into the hospital and the person shouted & hurled abuse at the doctor and was in a very aggressive mood. He was about to assault the doctor and wouldn’t have managed to stay away from this person. Meanwhile he obstructed the doctor who was discharging his duties towards his patients and made ruckus in the casualty department and was asking for a lock and key to lock the hospital, as seen in the video footage which created disruption in the patient care and could have caused death or serious complications to the critical patients admitted in the hospital”, the doctor added.

    The doctor said, the police were requested to take cognizance of this episode in light of the video footage which has gone viral on social media, so that such ugly incidents don’t happen which will affect the safety of doctors besides working in hospitals and patient care.

    Taking cognizance of the incident, the police accordingly registered an FIR under sections 353/506 IPC in police station Pulwama against the accused”, the doctor further said. (GNS)
