    SRINAGAR: Initiative for Competition Promotion (ICP) Jammu and Kashmir invites applications for residential coaching programme for civil services exam_2023-24.

    According to the statement, total seats available are 30 (Boys and Girls) and candidates who have graduated and are appearing for KAS/IAS Preliminary Exam 2023 may apply by or before March 20th, 2023.

    30 Candidates will be selected on the basis of a Screening Test and the course will commence from the first week of April, 2023.

  • PAAs To Replace Panchayat Secretaries As First Signatory

    SRINAGAR: The department of Rural Development and Panchayati Raj , Jammu and Kashmir  expanded the functions of Panchayat Account Assistants (PAAs) on Friday and appointed them as the first signatories for all the government schemes run by Department in the Union Territory.

    According to an order issued by the RDD and PR, the PAAs shall now replace panchayat secretaries as the first signatories in all government programmes including the Mahatma Gandhi National Rural Employment Guarantee Act (NREGA) scheme.

    Expanding the functions and responsibilities of the PAAs, the rural development department and panchayati raj said the PAAs will now be responsible for uploading approved gram panchayat development plans (GPDPs) on panchayat portal, clearance of audit paras, responding to audit observations and recovering amount, if any, if observed in the audit paras.

    The order said as the first signatory, the PAAs are responsible for ensuring that all financial transactions of the panchayats are correctly recorded, verified and authorised before any payment is made.

    In a novel approach ,to strengthen Panchayati Raj system in Jammu and Kashmir , 2,000 PAA posts were created in the Rural Development Department on June 27, 2019.

    After their appointment, they were assigned roles and responsibilities to maintain all records relating to gram panchayat accounts wherein their primary responsibility was to check the accuracy of all financial transactions, to scrutinise the resolutions passed by the gram panchayat.

    In addition to preparing responses to audit reports, they were also entrusted with the responsibility of reconciliation of revenue, receipt and expenditure figures with the office of principal accountant general office of Jammu and Kashmir.

    SRINAGAR: The Delhi High Court on Friday directed the Passport Authority in Srinagar to take a fresh decision on the request for the issuance of a passport to former JK chief minister and Peoples Democratic Party (PDP) president Mehbooba Mufti within three months.

    The submission was made before a single-judge bench of Justice Prathiba M Singh, wherein the Central government’s standing counsel, Kirtiman Singh, told the court that a decision was taken yesterday on Mufti’s appeal and the matter has been remanded to the passport office in Srinagar.

    Justice Prathiba M Singh noted that the issue has been pending for two years following an appeal against the rejection; it has now been remanded to the passport officer concerned for reconsideration.

    “Considering that the matter has been remanded to the passport officer and the initial rejection was almost two years ago, let the concerned passport officer take a decision expeditiously within three months. The petition is disposed of,” the court ordered.

    Notably, the court order came on a petition by Mufti seeking a direction to the authorities to take an early decision on her appeal regarding the issuance of travel documents.

    In her plea, the former Jammu & Kashmir chief minister stated that there was considerable delay in issuing a new passport to her despite reminders.

    It is pertinent to mention that former chief minister Mehbooba Mufti’s passport expired on May 31, 2019, after which she applied for a fresh/ renewal of her passport on December 11, 2020. However, she was denied the renewal after which she approached the High Court of Jammu & Kashmir and Ladakh.

    In 2021, a single bench of the HC dismissed her petition, and in April same year she moved and appealed before the division bench of the high court which granted her the liberty to approach the appropriate authority to avail the proper remedy available to her.

    “On receipt of the appeal, the authority concerned shall consider and decide the same on its merits, strictly under rules, regulations, and the provisions of the Act, that too un-influenced by the observations made in the judgment impugned dated 29th of March, 2021,” the court said—(KNO)

  • 7 Kg Heroin, Two Crore Cash Recovered From Residential House In Poonch

    SRINAGAR: Jammu and Kashmir Police on Friday busted a narco-terror module in Poonch district.

    “A huge quantity of heroine and cash was recovered from the house of a notorious drug peddler from Poonch namely Rafi Dhana, alias Rafi Lala”, said a police spokesperson.

    The accused, was detained under PSA being a notorious drug smuggler and resides close to the line of control in Poonch.

    “Today, on some inputs Poonch Police team led by Inspector Sunil and components of NCA and CRPF searched the house of Rafi. During search, 7 KGs of Heroine, around 2 crores of cash and a Pistol with 01 Magzine , 10 rounds along with seven rounds of SLR was recovered”, the official said.

    “With this effort, Poonch Police and security forces have been able to bust a huge narco-terror module. The searches are still going on in presence of Magistrate and Prominent citizens.”

    The nexus of this module with Punjab based narcotics smugglers is being investigated. A case has been registered at Police station Mandi and investigation set into motion. (GNS)

  • DAK Warns Against Excessive Use Of Earphones On World Hearing Day

    SRINAGAR: On world hearing day, Doctors Association Kashmir (DAK) on Friday warned against excessive use of earphones.

    “Overuse of earphones at higher volumes over prolonged period of time can result in hearing loss,” said DAK President Dr Nisar ul Hassan.

    Dr Hassan said the younger generation is particularly vulnerable because they are glued to their personal listening devices like earphones, headphones and earbuds.

    They plug these devices into their smartphones and listen to many hours at volumes exceeding the safe limit.

    “Young people often choose volumes as high as 105 decibels,” he said

    “The safe sound levels are around 85 decibels for adults and 75 decibels for children.”

    The DAK President said more people are coming with hearing issues due to the overuse of earphones and headphones.

    “Today’s earphone users are going to be tomorrow’s hearing aid users,” he said.

    “According to a study published in the Journal BMJ Global Health, one billion young people are potentially at risk of hearing loss due to their excessive use of headphones and earbuds.”

    Dr Nisar said hearing is the sense that connects us to the people.

    Taking care of our hearing is key to maintaining healthy relationship(s) and general health and well-being.

    He said there is an urgent need to prioritize safe listening practices to safeguard aural health

    It is always preferable to avoid earphones, but those who need them should take precautions.

    “Limit the usage time, keep the volume low and take breaks,” he said

    “Every year on March 3, world hearing day is observed to raise awareness on ways of preventing deafness and promoting aural care through safe listening,” he added.

    SRINAGAR: Amid the reopening of the schools, the Fee Fixation and Regulation Committee (FFRC) continue to remain headless, raising concerns among the stakeholders about the issue of fee hike in private schools.

    With the reopening of the schools in Valley, the private schools are likely to go ahead with the new admission process for the kindergarten classes wherein they collect hefty amounts as donation and annual charge from the parents.

    The move has raised the concerns among the stakeholders over the government’s intention to put a check on the private schools for collecting donation and annual fees from the parents, in violation of the set norms.

    Notably, the FFRC is headless after the tenure of its chairman Justice (Retd) Muzaffar Hussain Attar ended on November 13 last year. Justice Attar has served on the post since November 9, 2020.

    However, despite the passage of more than three months, there is no headway in the appointment of the Chairman for the FFRC which has left the parents at the receiving end.

    “The delay by the government to appoint the new chairman of the FFRC has put the parents at the receiving end as there is nobody to listen to our grievances. All the complaints registered with FFRC are gathering dust as there is no one to dispose of our complaints,” said a parent.

    The complaints have already started pouring in against some private educational institutions over some issues related to the hike in fees and collection of annual charges.

    Recently, the Private Schools Association Jammu and Kashmir (PSAJK) issued a cap on fees while indirectly hinting about the 10 percent hike in the fees.

    The PSAJK has issued directions to all of its member schools to cap any fee hike at a maximum of 10 percent. The 10 percent hike has been decided till new directions of the FFRC which is currently headless.

    “How can any school hike the fees unless it is approved by the Chairman of the FFRC? No school has any right to take a decision regarding the fee hike. We will not allow any school to take any such decision till the directions are given by the fee panel,” said another parent.

    Meanwhile, the management of the private schools claimed that they cannot wait till the government appoints the new chairman of committee as the salary of the teachers and other staff of the schools have to be enhanced as per the policy matter of the schools.

    “If the government is serious about the issue then there should be no delay in the appointment of the new chairman of FFRC. Presently the committee is headless and it will not serve any purpose to submit the files for approval in the fee hike,” a school functionary said.

    A top official said that the government was in process of appointing a new Chairman for FFRC and the official order will be issued in near future.

    Amid the concerns raised by the parents and the private schools, all eyes are on the government to expedite the process and appoint a new chairman for the committee. (KNO)

    Srinagar: Senior CPI (M) leader Mohammad Yousuf Tarigami on Friday criticized Home Minister’s remarks made during his virtual address to Kashmir Mahotsav organized by Indian Institute of Sustainability, Gujarat University.

    Jammu and Kashmir’s claims of being a model of democracy have been refuted by Tarigami while criticizing the government’s assertions that Panchayat elections were held in the region, stating that similar elections are being conducted in the rest of the country without depriving people of the right to elect their assemblies.

    Tarigami also pointed out that Panchayat Raj Institutions cannot be a substitute for the assemblies, which are the only representative bodies empowered to legislate on public issues. He went on to say that the government has virtually demolished the crucial pillar of democracy in Jammu and Kashmir by not holding assembly elections, even after completing the delimitation process and revising electorates.

    “The legislature remains the crucial pillar of democracy in federal structure, but unfortunately the GOI has virtually demolished this pillar in Jammu and Kashmir. Even after completing the so called de-limitation process and revision of electorates, the government has no temerity to hold the assembly elections.” he added.

    “It is very unfortunate that the Home Minister has ignored the ballooning youth unemployment while beating trumpets about the start-up ecosystem in Jammu and Kashmir.  The growing unemployment has left thousands of educated youth distraught in this region.” Tarigami added.

    “Additionally, if J&K’s  post abrogation situation is presented by the government as a model of democracy then who stops them to replicate it in ‘Gujarat’ or other BJP ruled states ? The unemployment rate in this region has touched a staggering 21.8 percent, which is the highest in the entire country. There is nothing for the Central dispensation or Home Minister that needs to be shouted from the rooftops.” he concluded.

  • Avalanche Alert Issued For 5 Districts

    SRINAGAR: Jammu and Kashmir Disaster Management Authority (JKDMA) on Friday issued an avalanche warning over higher reaches of five districts of Jammu and Kashmir.

    The DMA, as per the news agency GNS, said that a ‘low’ danger level avalanche is likely to occur above 3500 metres above sea level in Doda and Kishtwar districts.

    It similarly expressed apprehension of a ‘medium’ danger level avalanche above 2500 metres in Bandipora, Ganderbal and Kupwara districts.

    People living in these areas have been advised to take precautions and avoid venturing in the avalanche prone areas till further orders.

    SRINAGAR: According to a 12 year report prepared by traffic police, Jammu and Kashmir has witnessed as many as 76,942 road accidents between 2010 and 2022. While the count of injured was reported to be 1,04,983 the total fatalities went up to 12,429.

    In the Covid hit years, 2020 and 2021, the accident graph showed a downward trend with the road accident deaths ranging between 700 – 800.

    However, in 2022, Jammu and Kashmir again witnessed a surge in road accidents and the graph showed an upward trend with the number of accidents shooting up to 6092. The number of people reported to be injured were 8372 and 805 people were killed during this period.

    Many analysts from the Kashmir valley blame the pathetic condition of the roads and the Srinagar-Jammu Highway for the increase in the number of accidents on the highway.

    As per data compiled by the traffic department, in 2010, a total of 1073 persons were killed while 8655 people were injured in 6120 accidents.

    In 2011, 1121 persons were killed and 9944 injured in a total 6644 accidents.

    In 2012, the death toll rose to 1165, while 9755 persons were injured in 6709 road accidents.

    In 2013, 990 persons died, around 8681 persons were injured in 6469 accidents.

    In 2014, 992 persons were injured and 8043 were injured in 5861 accidents.

    In 2015, 917 people were injured and 8142 persons were injured in 5836 accidents.

    In 2016, 958 were killed and 7677 were injured in 5501 accidents.

    In 2017, 926 were killed and the injured persons were 7419 in 5624 accidents.

    In 2018, 984 people were injured and 7845 injured in 5978 accidents.

    In 2019, a total of 996 persons were killed, 7532 were injured in 5796 accidents.

    In 2020 and 2021, the two years of COVID pandemic, 728 and 774 people were killed respectively. As many as 5894 persons were injured in 4860 accidents during 2020 while 6972 were injured 5452 during 2021.

    Recently, during the parliament session Nitin Gadkari, Union minister of road transport and highways in Lok Sabha said that most of the accidents were caused due to human negligence.

    “As per the yearly analysis of road accident data, based on the first information report (FIR) data received from various states and Union territories, road accident deaths occur due to multiple causes such as over speeding, use of mobile phone, drunken driving or consumption of alcohol and drug, driving on the wrong side or lane indiscipline, jumping a red light, non-use of safety devices such as helmets and seatbelts,” the minister said.
