    No Opposition front is possible without Congress: Jairam Ramesh

    New Delhi: No Opposition front to take on the BJP is possible without the Congress and if a coalition is formed for the 2024 general elections, the party will have a central role in it, senior Congress leader Jairam Ramesh has said.

    In an interview with PTI, Ramesh, however, said it was too early to talk about all this right now as the Congress’ first priority was the upcoming elections in Karnataka and the string of state polls this year.

    Ramesh’s remarks come after both Mamata Banerjee’s Trinamool Congress (TMC) and Uttar Pradesh’s Akhilesh Yadav-led Samajwadi Party (SP) said the two parties would stay away from both the Congress and the BJP, and indicated possible talks with other regional players ahead of the 2024 Lok Sabha elections.

    Asked whether the TMC and SP’s actions could jolt Opposition unity, Ramesh said, “The TMC, Samajwadi, people keep meeting, the Third Front, Fourth Front will continue to be formed, but it is necessary to have the Congress in the Opposition.”

    “If an Opposition coalition is formed, the Congress will play a central role in it. No front is possible without the Congress. But it is too early to talk about this,” he told PTI.

    First, there is an election in Karnataka. After that, there are elections in Telangana, Madhya Pradesh, Chhattisgarh, Rajasthan and Mizoram, he noted.

    “This year, we will be completely busy with state elections, we will see about 2024 elections later,” the former Union minister said.

    “Right now meetings will continue, positioning will continue… ‘I will form a third front, I will form a fourth front, I will form a fifth front’, all this will continue,” he added.

    Ramesh asserted that a strengthened Congress is necessary for any opposition alliance, but the party’s priority at the moment was the Karnataka elections, followed by the elections in other states.

    “Our (party) president Mallikarjun Kharge and senior leaders will work on whatever strategy has to be prepared and carry out talks with parties regarding the 2024 elections,” he said.

    Asked whether the TMC staying away from protests by the Opposition on the Adani issue and the NCP not coming all out in support has dented the Opposition unity, he said, “No, I do not think so. The TMC may have its own logic, I do not want to say anything more than that.”

    He said 16 political parties are united on the demand for a joint parliamentary committee (JPC) probe into the Adani issue.

    The Nationalist Congress Party (NCP) did not sign the letter to the director of the Enforcement Directorate, but they were with us in spirit if not in body, he said.

    “There are 16 parties and let me say one thing very categorically that the Supreme Court committee is no substitute for a JPC. The terms of reference of the Supreme Court committee are limited in scope, it is only a JPC that can unravel the full dimensions of this politico-economic scam,” he said on the Adani issue.

    “Whatever Mr Adani has done in India and abroad, he has done with the full blessings, support and patronage of the prime minister. The Supreme Court-monitored inquiry is not going into any of these issues,” he said.

    So far, the Congress party has raised 93 questions, soon we will be reaching 100, Ramesh noted, talking about the party’s ‘Hum Adani ke Hain Kaun’ series under which it has been asking questions to Prime Minister Narendra Modi on the Adani issue.

    “We have raised 93 questions so far. Those types of questions which are highly minute, pointed, granular, and specific, go beyond the terms of reference of a Supreme court-monitored inquiry. So this JPC is absolutely essential. The Supreme Court inquiry is no substitute, it is only an attempt at legitimisation and exoneration,” Ramesh alleged.

    Asked if attempts of a third front would undermine the fight against the BJP, Ramesh said right now the Congress is focused that its demand for JPC is met.

    “Right now efforts are on to ensure that our voices get heard and this false propaganda and canards that are being spread, this intimidation, this harassment that is being attempted against Mr Gandhi particularly, we are able to counter. All other issues can wait,” he said.

    Asked whether the Adani issue will resonate with the people on the ground, Ramesh said, “We have to do what we have to do.”

    The party has held press conferences across the country, raised three questions daily over the last about 31 days and will continue to raise them, the Congress general secretary said.

    “Mr Gandhi has spoken extensively on this in the Lok Sabha, Mr Kharge raised these issues extensively in the Rajya Sabha, although their remarks were subsequently expunged. So we will continue to do what we have to do. We believe these are fundamental issues,” he said.

    The Congress believes in liberalisation and in giving full incentives to private companies and private entrepreneurs, he said.

    “India’s economic growth is going to be fuelled by private investment, by entrepreneurs, by startups, but what the Congress party is against is this type of cronyism where one business group gets complete favourite treatment from the prime minister,” he said.

    The Congress wants liberalisation, decontrol as the country needs faster exports, and vastly greater amounts of private investments, but it is against this type of blind privatisation which we have seen in the case of airports, he said.

    On disruption rather than debate becoming the norm, Ramesh said the Opposition does not have a say as it is also not allowed to discuss issues such as Adani, China as well as economic matters.

    “One of the fundamental rules of parliamentary democracy is that the Opposition must have its say and the government will have its way. We know we do not have the numbers in the Lok Sabha and the Rajya Sabha, but we are not even allowed to have our say,” he said.

    Ramesh also said that the BJP was “worried and rattled” because due to the Bharat Jodo Yatra, there was a “massive change” in not just the Congress party’s image but that of Rahul Gandhi.

    “It (the yatra) has been a booster dose for our organisation and people are looking at Rahul Gandhi from a new perspective. That is why all these efforts are being made to defame the Congress and Rahul Gandhi. This is the BJP’s strategy,” he said in a reference to the BJP’s attack on Gandhi over his remarks in the UK.

    After a winter during which the EU threw constant barbs at the U.S. over Biden’s signature climate law and its $369 billion of green incentives, many on both sides of the Atlantic are hoping the visit signals the beginning of a spring thaw. The message from Biden and von der Leyen was that whatever differences they may still have as they try to favor their own clean energy industries, the U.S. and Europe both need to contain the same threat — China, the industry’s global front-runner.

    In their statement, Biden and von der Leyen spoke about cooperation — a departure from the economic and trade anxiety that dominated relations the past several months — and singled out China’s “non-market policies and practices” in announcing a dialogue on clean energy.

    The dialogue will “coordinate our respective incentive programs so that they are mutually reinforcing,” they said. “Both sides will take steps to avoid any disruptions in transatlantic trade and investment flows that could arise from their respective incentives.”

    In a joint statement, the U.S. and EU leaders said they “will deepen our cooperation on diversifying critical mineral and battery supply chains,” noting that official dialogue between the two on the Inflation Reduction Act “has taken practical steps forward on identified challenges to align our approaches.”

    Both parties will also align interests to push back on Russia for its invasion of Ukraine, with von der Leyen telling Biden the U.S. “helped us enormously when we wanted to get rid of the Russian fossil fuel dependency — you helped us tremendously by delivering more [liquefied natural gas], you helped us through the energy crisis.”

    She called it “great that there is such a massive investment in new and clean technologies” and said the EU wants “to match it” with its Green Deal plan, according to the press pool report.

    “We welcome the Inflation Reduction Act because it is a massive investment in the green transition moving towards a net zero economy,” she later added in comments to the press after her meeting with Biden.

    But while von der Leyen and Biden were talking up cooperation, they continued to circle the wagons back home.

    Von der Leyen’s EU executive branch is preparing to propose new targets next week for the share of its clean tech industry that must be met with domestically manufactured products, along with the amount of strategically important minerals it mines.

    On Thursday, the EU flipped over decades of careful management of state subsidies, carving out huge new exceptions for clean tech. The moves prompted the director of the Bruegel think tank, Jeromin Zettelmeyer, and several colleagues to call Brussels’ approach “crude protectionism and dirigisme.”

    The U.S. climate law is “first of all a battle cry in the competition between economic regions. Who is the strongest at bringing green technologies forward?” German Economy Minister Robert Habeck said Thursday. “If we don’t address it and pass it, we’re going to lose economically as well.”

    Both the EU and U.S. leaders know they are playing catch-up with China — hence the need to jumpstart their domestic industries.

    “The world is entering a new industrial age: the age of clean energy technology manufacturing … Currently there is one country [that] is making major, major inroads. It is China,” the head of the International Energy Agency, Fatih Birol, told a committee in the European Parliament on Thursday.

    But while the will for all-out competition with China is growing, the Americans and Europeans are still trying to work out where they are competing and where they can team up.

    The message from Biden and von der Leyen was that more unites them than tears them apart. Divergence of their respective methods for boosting clean energy briefly clouded the reality that, in the long term, both governments eyed the same end goal of fighting climate change and curtailing China’s control of key industries, materials and supply chains.

    On Friday, the two allies took a step in that direction with their agreement on minerals.

    Europe has been slower to come around to the U.S. worldview that economic cooperation will not sway China on other key matters, said Jake Schmidt, senior strategic director for international climate with the Natural Resources Defense Council. European nations like Germany have been more resistant to closing that door due to their export dependency amid a smaller domestic market, Schmidt said. But he said factors outside the climate space, such as fights over 5G networks and whether China will arm Russian troops in its war in Ukraine, have accelerated the EU’s pessimism about Beijing.

    That same premium on finding overseas trade partners partially explains the EU’s initial strong response to Biden’s climate law, the Inflation Reduction Act.

    The U.S. wasn’t going to enact a national carbon price in time to excuse itself from the EU’s emerging greenhouse gas border tariff scheme — itself designed to buoy European companies paying higher prices under the EU’s cap-and-trade system. When the U.S. responded last year with the IRA, it jolted European governments who worried that their national manufacturing champions would sail across the Atlantic, leaving the old country behind.

    “It’s like stages of grief,” said Joseph Majkut, director of the energy security and climate program at the think tank Center for Strategic and International Studies. “Now we’re over the initial shock.”

    The friction chilled talks elsewhere. A parallel negotiation between the U.S. and EU to finalize an agreement by October aims to create standards that would set aside tariffs for steel and aluminum imports made with fewer carbon emissions. Those talks have hit a pause.

    The concept was originally conceived in 2021 as a way to promote cleaner steel and global overcapacity, though the unofficial U.S. goal is to squeeze Beijing’s dumping of Chinese steel — which is made with far more coal-fired power. But the EU cooled on that after the IRA, said Philip Bell, president of the Steel Manufacturers Association, a U.S.-based trade group. When the Office of the U.S. Trade Representative drew up a detailed proposal in December, the EU criticized the plan during the private negotiations, Bell said.

    “It’s in a difficult place, but we still have got plenty of time,” Bell said, noting that the trade representative’s office and the Commerce Department briefed his organization last month. “I think the temperature will cool down.”

    The Biden administration has tried to manage the relationship, first with a dialogue with EU officials to present opportunities for cooperation under the IRA. And it is now doing some heavier lifting to address where it can still carve out lanes for the EU to take advantage of the IRA.

    The Treasury Department, for example, is conceiving of a workaround to the law’s $3,750 electric vehicle tax credit for battery minerals from nations that have a free-trade agreement with the U.S. — something the EU does not have. But it is not clear that the executive branch can unilaterally grant such wiggle room to the EU, said Emily Benson, a CSIS senior fellow who focuses on trade.

    “Low-hanging fruit is for the EU to acknowledge that the EV tax credit is not as alliance shattering as they’ve made it out to be,” she said. “That will really clear up the pathway for more intensive negotiations elsewhere.”

    Recent analyses have suggested the IRA’s trade effects will be more muted than assumed. Climate research firm Rhodium Group said between 7 percent and 11 percent of the law’s funding directly supports U.S. manufacturing that competes with European firms. It said bonuses for domestically produced and sourced products covers between 9 percent and 15 percent of the law’s spending, though it acknowledged that the electric vehicle incentives created some distortion.

    At the same time, European governments have been hearing from companies that they very much enjoy all the IRA can offer them, said Max Gruenig, senior policy adviser with the environmental think tank E3G. That’s of little comfort to governments that would rather have investment and jobs within their own borders, but companies do not think about those boundaries, he said.

    The U.S. and EU “have to also accept that the other side does it differently,” he said. “They’re both not small countries or blocs, so they’re not going to fold and go, ‘OK.’”

    The police are investigating the case as attempted murder.

    The police representative Johnny Gustafsson confirmed at 9:00 p.m. that the police department’s premises were still cordoned off and that the bomb squad was checking the property for possible explosives.

    Gustafsson told NT that the suspect may have left something at the police station, the origin of which the police had no idea.

    “We want experts to check the premises so that we don’t do something that we might regret later,” said Gustafsson.

    Hyderabad: Telangana director general of police (DGP) Anjani Kumar on Tuesday held a video conference for the first time with 736 officers manning the reception desk at police stations in Telangana.

    During the interaction, DGP Anjani Kumar said that all 17 functional verticals should be introduced with the intention of providing uniform police services across the state and providing better policing to the people.

    Among these 17 verticals, the reception officer vertical is the most important the DGP stated. “Gentleness, politeness and affection are the main qualities that a reception officer should have. He advised them to politely greet the petitioners who come to the police stations with various problems and listen to their problems with patience and register a suitable case. All police officers in every police station should be professional in all 17 functional verticals,” Anjani Kumar stated.

    The Telangana DGP, according to a press release from his office, clarified that women petitioners who come to the police stations on various issues especially at night should be treated with extreme caution and appropriately.

    An FIR should be registered after listening to their problems in the presence of a woman police officer, the DGP added. Also he said that through the functional vertical approach, every police officer will be clear about his duties and the results to be achieved and will work skillfully and get the best results.

    Anjani Kumar reminded the officers that after the formation of the state in 2014, no other state in the country received financial resources as much as the Telangana police department. The department has around 21 thousand police vehicles and the management system of these vehicles is not found in any other state in the country.

    New Delhi: Pakistan’s former flamboyant all-rounder Shahid Afridi feels “even the ICC won’t be able to do anything in front of the BCCI” as far as hosting the 2023 Asia Cup in his country is concerned.

    The BCCI’s refusal to play in Pakistan owing to the political tension between the neighbours has cast doubts over the tournament taking place across the border later this year.

    The continental tourney is significant as it is scheduled just before the ODI World Cup, which India is hosting and Pakistan has threatened to boycott in a tit-for-tat riposte.

    “I have no idea, will India visit Pakistan for the Asia Cup? Will we boycott the ODI World Cup in India? But we need to take a stand at some point or the other,” Afridi told ‘Samaa TV’.

    “In this case ICC’s role becomes crucial, they should come forward, but let me say it even ICC won’t be able to do anything in front of BCCI,” he added.

    Afridi, one of cricket’s biggest entertainers of his time with his power-hitting abilities and quick leg-spinners, said the BCCI is flexing its muscles because it has made itself “that strong”.

    “If anyone is unable to stand on his own feet and then the decision to make such strong calls is not easy. They have to look at plenty of things. India agar aankhe dikha raha hain (If India is flexing its muscles) or taking such strong stance, then they have made themselves that strong.

    “So they are able to talk like this, otherwise they wouldn’t have the courage. At the end it’s about making yourself strong and then take decisions.”

    Afridi’s remarks came following seasoned India off-spinner Ravichandran Ashwin’s take on the contentious issue.

    “Asia Cup was supposed to take place in Pakistan. But India has announced that if it takes place in Pakistan, then we won’t be participating. If you want us to participate do change the venue. But we would have seen this happen many times.

    “When we say that we won’t go to their place, they will say that they will also not come to our place. Similarly, Pakistan has said that they will also not come to the World Cup. But however, I think it is not possible,” Ashwin had said in a video shared on his YouTube channel.

    “The final call might be that the Asia Cup is moved to Sri Lanka. This is an important lead-up to the 50-over World Cup. Many tournaments have taken place in Dubai guys. I will also be pleased if it is moved to Sri Lanka.” Ashwin added.

    The BCCI and the Pakistan Cricket Board (PCB) have been at loggerheads regarding the Asia Cup venue.

    SRINAGAR: An elderly man who lost both legs yesterday after allegedly attempting suicide by jumping in front of a moving train in South Kashmir’s Anantnag, succumbed to his injuries at SKIMS Soura on Tuesday morning.

    Quoting an official the news agency KNO reported that the man from Mattan allegedly tried to commit suicide when he jumped in front of a moving train at Sadora area and lost both legs.

    He said he was shifted to GMC Anantnag in a critical condition where from he was referred to SKIMS Soura for specialised treatment, however, today morning he succumbed.

    Meanwhile, Jammu and Kashmir Railway Police have issued an advisory, asking people not to use the railway tracks for walking and also warned of action against trespassers.

    “We appeal to the general public against walking, sitting on railway tracks and grazing livestock. If any person is found involved in such activities, strict legal action will be taken against him. He shall be personally responsible,” reads the advisory.

    SRINAGAR: A man lost both of his limbs after ‘attempting suicide’ on coming on tracks of a moving train in Sadura area in south Kashmir’s Anantnag district, officials said.

    Quoting officials news agency GNS reported that a man ‘jumped in front’ of a moving train, on way from Banihal to Baramulla, near Sadura, resulting in him losing both his limbs.

    The official identified the person as Mohammad Ashraf Itoo a resident of Gopal Pora Mattan.

    The police has taken cognizance of the incident for necessary investigations.
