    The officials said they have not seen any indication — such as satellite imagery or other intelligence — that shows Russia is moving forward with an immediate plan to deploy nuclear weapons. The officials represent both U.S. and European governments and were granted anonymity to speak freely about a sensitive national security issue.

    National Security Council spokesperson John Kirby made similar comments to reporters on Monday.

    “We haven’t seen any movement of any tactical nuclear weapons or anything of that kind since this announcement, and we certainly haven’t seen any indication that Mr. Putin has made some sort of decision to use weapons of mass destruction, let alone nuclear weapons inside Ukraine,” he said.

    The assessment and comments by U.S. and European officials underscore the degree to which Western governments are batting down Putin’s messaging despite previously warning about the Russian president’s potential use of nuclear weapons earlier on in the conflict.

    John Bolton, a national security adviser during the Trump administration, said on Monday that even if Putin made good on moving the weapons, “it really wouldn’t make that much difference in my view.”

    During an appearance on CNN, Bolton noted that Russia has already staged nuclear missiles and other weaponry in the exclave of Kaliningrad on the Baltic Sea.

    “That’s a place which has long been basically a Russian military facility,” he said. “So the capabilities Russia already has in the Kaliningrad enclave are the ones that could be most threatening. I don’t think the idea of moving some tactical nuclear weapons into Belarus changes that balance.”

    Belarus is among Russia’s closest allies and is a supporter of Putin’s invasion of Ukraine. Leaders from the two countries have previously spoken about staging advanced weaponry, including nuclear weapons, in Belarus. Putin’s comments follow previous statements he made during a December press briefing in Minsk in which he said that Russia was training pilots from Belarus to fly aircraft capable of carrying a “special warhead.”

    The Russian president’s most recent comments come as the Russians and Ukrainians are locked in an intense battle in the city of Bakhmut. Both sides have lost a significant number of troops and ammunition in recent weeks.

    One of the Western officials described the fighting as a battle of yards and one that is likely to continue for weeks if not months. Putin’s threats about sending nuclear weapons to Belarus are “meant to distract from Russia’s failures on the battlefield,” that official said.

    An adviser to the Ukrainian Ministry of Defense said the country’s intelligence services are monitoring Moscow’s activities closely, but said Ukrainian troops would continue to focus their efforts on countering the Russian forces in the eastern part of the country.

    Western officials have not completely ruled out the possibility that Putin could resort to not only sending nuclear weapons to Belarus but also using those weapons if his forces continue to lose ground.

    Over the past year, Putin has threatened the use of nuclear weapons on several occasions.

    In a September speech, he claimed NATO and the West were engaging in “nuclear blackmail.” “To those who allow themselves to make such statements about Russia, I would like to remind you that our country also has various means of destruction,” he said. “And if the territorial integrity of our country is threatened, we will certainly use all the means at our disposal to protect Russia and our people. This is not a bluff. ”In the weeks that followed, Western officials scrambled behind the scenes to respond to the threat. U.S. officials discussed with allies the validity of Putin’s remarks, warned about Russia’s increasing threats and pushed back against Moscow’s messaging. Since then, warnings about Russia’s potential use of nuclear weapons have quieted, and concerns among Western officials about Moscow’s threats have also dissipated.

    One of the European officials described the reaction among their country’s national security officials as “calm.” “It’s being seen as another scare tactic by Putin,” the official said.

    Meanwhile, in Ukraine, officials are focused on continuing to push its Western allies for additional funding and weapons to fund its operations in Bakhmut and elsewhere in the country. A delegation of Ukrainian parliamentarians is in the United Kingdom lobbying officials there for additional resources, including jets, according to a person with direct knowledge of those conversations.

    Srinagar, Mar 25: Rains lashed plains while upper reaches including world famous skiing resort of Gulmarg received fresh snowfall, meteorological department here said on Saturday.

    According to an official of the MeT department, in last 24 hours till 0830 hours today, Srinagar received 8.7mm of rain, Qazigund 9.8mm, Pahalgam 9.4mm, Kupwara 4.8mm, Kokernag 13.6mm, Gulmarg 8.2mm, Jammu 22.3mm, Banihal 33.0mm, Batote 47.2mm, Katra 29.2mm, Bhaderwah 34.8mm and Kathua 37.8.
    Gulmarg received 3.8 cms of fresh snowfall during the time, the official told GNS.

    The Met department also forecast scattered to fairly widespread light rain/thunders in plains and snowfall over upper reaches in Jammu and Kashmir during the next 24 hours. For subsequent two days, the weather department predicted mainly dry weather with possibility of “isolated very light rain and thunders”.

    Regarding temperature, the MeT official said, Srinagar recorded a low of 5.0°C against 5.3°C on the previous night and it was 0.8°C above normal for the summer capital.

    Qazigund, he said, recorded a low of 4.6°C against 4.0°C on the previous night and it was 0.9°C above normal for the gateway town of Kashmir.

    Pahalgam, he said, recorded a low of minus 0.5°C against 0.6°C on the previous night and it was 0.9°C ‘below’ normal for the famous tourist resort in south Kashmir’s Anantnag district.

    Kokernag recorded a low of 3.8°C against 4.7°C on the previous night and it was 0.5°C above normal for the place, the officials said.

    Gulmarg recorded a low of minus 1.0°C against 0.0°C on the previous night and it was 0.6°C above normal for the world famous skiing resort in north Kashmir’s Baramulla district, he said.

    In Kupwara town, he said, the mercury settled at 3.4°C against 4.0°C on the previous night and it was 0.2°C above normal for the north Kashmir area.

    Jammu recorded a low of 13.2°C against 14.9°C on the previous night. It was 2.3°C below normal for J&K’s winter capital, he said.

    Banihal, he said, recorded a low of 2.2°C (below normal by 3.1°C), Batote 3.5°C (below normal by 4.6°C), Katra 10.0°C (2.5°C below normal) and Bhadarwah 3.0°C (0.9°C below normal).(GNS)

  • Parliamentary Panel Recommends Fresh Mapping Of Dal Lake

    SRINAGAR: A parliamentary panel has recommended to the JK Union Territory administration to conduct fresh mapping of Dal Lake.

    In its report, the department-related parliamentary standing committee on Ministry of Home Affairs has recommended to the UT administration to conduct fresh mapping of Dal Lake.

    “The Committee recommends that the UT administration may conduct fresh mapping of Dal Lake to get an understanding about the percentage of the lake’s water which is relatively clean or severely degraded. This will help the UT administration to make a conservation plan for Dal Lake as well as in removing encroachments,” reads the report which was tabled in the Parliament during the ongoing budget session.

    The panel has recommended that the cleaning of the water-body should be completed within a time frame. “Additional allocations, if required, may be sought from the Ministry of Finance at the Revised Estimates(RE) stage for this purpose,” the report states.

    Briefing the panel about the steps taken for the restoration of Dal-Nagin lake, the UT Administration on Feb 16, 2023 informed them that the  work for the preservation of both the water bodies spread over an area of 25.01 sq. km. and in the catchment area of 337.17 sq. km has been undertaken in a mission mode.

    “Numerous other steps including de-weeding and lake cleaning on a large scale have been taken up for the conservation of the lake to restore it to its pristine glory,” the JK administration told the panel.

    In 2022-23, the Ministry of Home Affairs allocated Rs 273 crore for the rehabilitation of the Dal-Nagin Lake.

    The committee, in its report, said that it notes that while Rs 273 crores was sanctioned in BE 2022-23, the UT administration has not provided details regarding its utilization.

    The panel observed that there are large number of encroachments in the Dal lake area.

    “Weeds, silt and untreated sewage are increasingly choking the beautiful lake, which draws tens of thousands of tourists each year. The waste discharge from houseboats also adds to the pollution in the lake. The committee observes that the visible outcome of the projects are yet to be seen,” the report further states. (KNO)

    Teachers’ scam: CBI files fresh FIR against anonymous beneficiaries

    Kolkata: The Central Bureau of Investigation (CBI) has filed a fresh FIR in West Bengal’s multi-crore recruitment scam of teaching and non-teaching staff against anonymous beneficiaries of the proceeds of the scam.

    CBI sources said that the fresh FIR has been filed following an instruction from the the bench of Justice Abhijit Gangopadhyay of Calcutta High Court.

    “Justice Gangopadhyay gave the instruction considering that names of more brains behind the scam are yet to surface. Hence, as per instruction, we have filed a fresh FIR in the matter naming anonymous beneficiaries,” a CBI source said.

    The source also said that it has been mentioned in the FIR that these anonymous beneficiaries include some insiders in the West Bengal School Service Commission (WBSSC).

    As per initial estimates of the CBI, a total of 16,500 individuals, which included both teaching and non- teaching staff, were appointed illegally against monetary considerations.

    During a hearing in the matter on March 2, Justice Gangopadhyay pointed out that in 2014, an entity named S. Basu Roy got the contract for evaluation of the answer sheets of candidates appearing for the written examination. He also said that that the charge is that there had been irregularities in the evaluation process where ineligible candidates were granted higher marks.

    Justice Gangopadhyay directed the CBI to investigate the reasons behind giving so many important assignments to that entity and why the said entity had access to the confidential section of the WBSSC.

    CBI sources said that all the members of the WBSSC’s the-then ad hoc committee responsible for giving these assignments to the said entity will be summoned and questioned by the central agency sleuths and if necessary, will be taken into custody.

    On March 2, Justice Gangopadhyay also directed the Enforcement Directorate (ED) to become part of the investigation on this count.

    New Delhi: India recorded a single-day rise of 918 new Covid cases in the past 24 hours pushing the active cases to 6,350, according to the Union health ministry data on Monday.

    Meanwhile, the country also reported four Covid deaths — two in Rajasthan, and one each in Karnataka and Kerala. With this, the total death toll stands at 5,30,806.

    Recovery of 479 patients in the same period took the cumulative tally to 4,41,59,182. Consequently, the recovery rate stands at 98.80 per cent.

    Meanwhile, the Daily Positivity rate has been pegged at 2.08 per cent, while the Weekly Positivity Rate stands at 0.86 per cent.

    Also in the same period, a total of 44,225 tests were conducted across the country, increasing the overall tally to over 92.03 crore. As of Monday morning, a total 220.65 crore vaccines have been administered against Covid that includes 1,246 doses in the past 24 hours, said the ministry.

    Mumbai: Bollywood megastar Salman Khan has received a fresh death threat in an e-mail following which the police in Mumbai have lodged a case and started an investigation, sources in the know of things said on Sunday.

    The e-mail threat, sent to a close associate of the actor, referred to the mafia don Lawrence Bishnoi’s recent interview with a chilling claim, that “his life’s aim was to kill Salman Khan”.

    The Bandra Police swung into action, geared up security outside Salman’s home in Bandra West and began a probe into the latest developments, booking Bishnoi and his associate Goldy Brar.

    The e-mail in Hindi, came from one Rohit Garg, who also wanted to talk with the actor and the police have booked him also following a complaint from ‘Team Salman’.

    The e-mail advises that if Salman had not seen the Bishnoi interview, then he should watch it, and if he wanted to close the matter, he must speak with Garg and Brar, face to face, and he would arrange it.

    There has been no word from Salman on the latest ultimatum to eliminate him so far and it was not known if he was in Mumbai or not.

    Chandigarh: A fresh FIR has been lodged against fugitive preacher Amritpal Singh and some of his associates in connection with possession of illegal weapons, said a senior police officer on Sunday.

    Amritsar Rural Senior Superintendent of Police Satinder Singh said seven of Amritpal’s associates have been arrested under the provisions of the Arms Act.

    “We registered a fresh FIR last night under the Arms Act in which Amritpal is the key accused. All seven are also accused in this fresh FIR,” the SSP told reporters in Amritsar.

    Police had on Saturday launched a major crackdown against Amritpal, arresting 78 members of an outfit headed by him.

    However, the hunt is on to catch Amritpal who gave the police a slip when his cavalcade was intercepted in Jalandhar district on Saturday.

    Police had earlier registered an FIR against Amritpal and his associates in the February 23 Ajnala incident.

    The SSP said Amritpal’s seven associates, who were part of his convoy, were arrested from a place near Mehatpur in Jalandhar on Saturday evening.

    Six illegal 12 bore guns and 193 live cartridges were seized from the possession of the seven accused, identified as Ajaypal, Gurvir Singh, Baljinder Singh, Harminder Singh, Gurlal Singh, Suvereet Singh, and Amandeep Singh, said the SSP.

    “We will produce them before a court for police remand,” he said. The officer said Harminder Singh was caught with a weapon and 139 cartridges.

    During questioning, he told police that Amritpal had procured these cartridges through another person named Gurbhej.

    Asked whether “any cross-border connection” has come to the fore during their investigation, the SSP said, “I will not be able to comment on this now as investigations are under progress.”

    Asked why it took them so long to register an FIR in the Ajnala incident, SSP said “The FIR was registered the very next day. How we have to act is our internal matter. We have to act keeping in view various things and we have been successful in this.”

    He asserted that the law and order situation is under control and peaceful in Punjab. “We appeal to the public not to lend ear to rumours.”

    The SSP said Amritpal’s house in his native village was also searched as part of the crackdown. “Two MUVs have been recovered so far,” he said.

    Rifle, live cartridges found in an abandoned car

    Punjab Police on Sunday came across an abandoned car in Jalandhar district with a rifle and several dozens of live cartridges inside it.

    Police seized the ammunition and said the black-coloured multi-utility car was most likely part of Amritpal’s convoy on Saturday. A rifle, 57 live cartridges, a sword, and a registration number plate were among the articles recovered from the vehicle.

    The vehicle was found in an abandoned state in Salema village in Jalandhar’s Shahkot, said Jalandhar Rural Senior Superintendent of Police Swarandeep Singh.

    Interacting with reporters, Singh said, “The key of the vehicle was also lying there. A private walkie-talkie, a .315 bore rifle and 57 live cartridges were found.”

    Hyderabad: Telangana State Public Service Commission (TSPSC) ordered the cancellation of an examination held on March 5, this year in view of a paper leak.

    The TSPSC said a fresh date for conducting the examination will be announced later.

    “Commission after careful examination of FIR No. 95/2023, Dt: 14/03/2023 registered by Central Crime Station, Hyderabad District, with regard to leakage of question papers, has decided to canel the examination held on 5/3/2023. The fresh date for conducting of examination will be announced later,” read the official notice.

    Earlier on Tuesday, leaders of OU Bahujan Students Federation held a rally in Osmania University in protest against the leak of the Telangana State Public Service Commission’s (TSPSC) exam paper.

    Speaking to the mediapersons at the rally, Student Federation state president OU JAC Kothapalli Tirupati demanded the resignation of TSPSC chairman Janardhan Reddy.

    OU JAC, Kothapalli Tirupati, told reporters, “Junior Engineer and Town planning exam papers were leaked. Many students had been waiting for these exams and studying hard for many years at Osmania University.”

    “We came from villages and had been studying hard for SI and Constable coaching, Group 1, Group 2 and others in the hope of getting a job. However, a few rich people bagged these jobs by paying Rs 5 to Rs 10 lakh to the TSPSC. We demand that the TSPSC chairman, Janardhan Reddy, resign immediately and all the accused, including Praveen, be suspended. We also demand that new notifications be issued and the exams conducted again. Strict action should be initiated against those behind the leak. They may even include higher officials,” he added.

    Further investigation of the Assistant Engineer Recruitment Test paper leak case, which was reported on Monday, was transferred to SIT, said the City Police Commissioner on Tuesday.

    According to a statement by the Hyderabad police, “The further investigation of the Assistant Engineer recruitment test leakage case reported on 13-3-2023 vide Cr.No. 64/2023 U Sec.409,420, 120(B) IPC, 66B, 66C,70 of IT Act, Sec.4 of Telangana Public Examination (Prevention of Malpractices and unfair means) Act 1997 of Begumbazar Police Station, Hyderabad City, is hereby transferred to SIT CCS, Hyderabad City for further investigation under the direct supervision of Addl.CP Crimes and SIT Hyderabad City with immediate effect. SHO Begumbazar PS and Addl. CP Crimes and SIT will take necessary action accordingly and report compliance.”

    Hyderabad police arrested nine people for their alleged involvement in Telangana State Public Service Commission’s (TSPSC) public exam paper leak, officials said on Tuesday.
