    Telangana BC study circle to provide free coaching for Group-I exams

    Hyderabad: The Telangana State Backward Classes Employability, Skill Development, and Training Centre, better known as BC Study Circles, has issued an open call for applications for free coaching for Group-I service recruitment. From March 29, 200 applicants will be taught in the BC Study Circle on the Osmania University (OU) campus.

    Candidates with first-class marks in their intermediate and bachelor’s degrees are eligible to apply.

    According to a press release, candidates who qualified for Group-I Main before would be granted weightage, in addition to a weightage of 50% for degree grades and 20% each for intermediate and SSC marks in the selection for the coaching programme.

    The candidates’ annual parental income should be less than Rs.5 lakh. Interested candidates should apply in person at the BC Study Circle on the OU campus, together with attested copies of their educational, income, and caste credentials.     SRINAGAR: Anantnag and Pulwama districts have achieved tuberculosis-free status under India’s sub-national certification program for TB elimination, officials said here on Tuesday.

    Dr Adfar Qadri, the State Tuberculosis Officer, informed the news agency KNO that Anantnag and Pulwama districts have been declared tuberculosis-free, adding two more districts to the list.

    She announced that Srinagar was awarded the gold medal, while the Union Territory received the bronze, and the majority of other districts have maintained their current status. Additionally, she proudly stated that the region now has three districts with TB three status, with Budgam having achieved this status in 2021.

    “Kashmir received three gold medals last year, and now we have achieved an even higher level of success with the declaration of Pulwama and Anantnag as tuberculosis-free.” She added.

    “TB incidence is declining in Kashmir. We will achieve TB elimination by 2025 as we are doing intensified and active case finding and case screening,” she said.

    Notably, there are 4 categories of recognition in achievement of reduction of case targets, the top spot being TB-free status meaning 80% reduction.

    The other categories include gold medal category (over 60% reduction), silver medal category (over 40% reduction) and bronze medal category (over 20% reduction).

    Budgam was the first district to be declared TB free. Sub-national certification is an initiative to mark the progress of districts, states and UTs towards TB free status, which was initiated in 2020 to achieve the target of TB free India by 2025. (KNO)

    Srinagar, Mar 21: Anantnag and Pulwama districts have been declared as tuberculosis free under the sub-national certification for TB elimination of India, officials said here on Tuesday.

    State Tuberculosis officer, Dr Adfar Qadri told the news agency—Kashmir News Observer that two more districts-Anantnag and Pulwama have been declared TB free.

    She said Srinagar has got gold medal while the UT has got bronze and most of other districts have maintained the status-quo. “We now have the distinction of having three districts with TB three as Budgam was declared TB free in 2021,” she said.

    She added last year Kashmir had got 3 gold medals and now they have got upgraded and Pulwama and Anantnag have been declared TB free.

    Competition is rapidly intensifying in the higher revenue-generating postpaid mobile business segment. Bharti Airtel has just launched a new postpaid family plan variant, priced aggressively at Rs 599, and also unveiled two new variants of its all-in-one Airtel Black plans priced at Rs 799 and Rs 998, in moves clearly aimed at fortifying its postpaid family offerings and countering Reliance Jio.

    The Sunil Mittal-led telco’s latest postpaid offerings come on the heels of its recent unlimited 5G data offer (launched last Friday) that was also aimed to hold on to its higher-paying postpaid flock and take on Jio’s new postpaid plans announced last week.

    Airtel’s new Rs 599 postpaid family plan, which will directly counter Jio’s recently launched Rs 699 premium family postpaid offer, allows users to add up to two extra SIM cards to the plan at no additional cost. The new family plan variant also includes Amazon Prime/Disney Hotstar subscriptions, a 105 GB monthly data allowance and data rollovers. It is also a composite price postpaid pack with no hidden costs towards deposits, taxes or activation.

    The new Airtel Black pack variants, priced at Rs 799 and Rs 998, also allow users to add two extra postpaid SIMs (read: mobile connections) at no additional cost and include over-the-top (OTT) content via Amazon Prime/Disney Hotstar subscriptions and a 105 GB monthly data allowance. Further, the Airtel Black plan priced at Rs 799 offers a DTH connection while the more premium Rs 998 variant comes with a broadband connection (but no DTH). Both plans will allow consumers to accumulate unused monthly data, via rollovers. The company, though, will keep the base Airtel Black plan, priced at Rs 699, which continues to offer broadband and DTH, but won’t offer extra SIMs available on the new higher-priced variants.

    At present, around 6% of Airtel’s over 332 million subscribers use postpaid plans, while it’s roughly 10% of Vi’s 228.6 million users. For Jio, its postpaid base is under 5% of its overall 430 million-plus subscriber base.

    “The new Rs 599 family plan and the new Airtel Black variants are aimed at broadening the company’s bouquet of family postpaid offerings, growing its postpaid user base and boosting ARPU.” a top Airtel executive told ET. He added that Airtel’s new postpaid plan variants with the additional SIMs offerings, are being primarily targeted at delivering more value to smallish young families where some members may be working away from their hometowns.

    Jio’s recently launched Rs 699 family postpaid plan includes Netflix and Amazon Prime subscriptions. But users will have to shell out an extra Rs 99 for each additional SIM. Last Tuesday, Jio had also unveiled two new individual and family postpaid plans, starting at Rs 299 and Rs 399, respectively. The Rs 399 Jio plan allows postpaid users to add up to three extra SIM cards, but each at a cost of Rs 99.

    Analysts said Airtel’s two-stage counter is aimed at thwarting market leader, Jio from poaching its higher revenue-generating postpaid users.

    Airtel’s initial unlimited 5G data offer was made available to all postpaid users as well as prepaid ones with data plans of Rs 239 and above, encouraging its 4G users to upgrade to the next-gen wireless broadband service. ( ET Telecom)

    Aadhaar Card update: If you also want to update your Aadhaar, then this news is for you. Yes, till now you had to pay Rs 25 for updating Aadhaar. But now it will not seem.

    The Unique Identification Authority of India (UIDAI) has given the facility to update the Aadhaar document online for free till June 14. That is, now you will not have to pay the fixed amount on the earlier side. This information was given to UIDAI in an official statement.

    Till now people had to pay 25 rupees to update their documents on the Aadhaar portal. According to the official statement, ‘The Unique Identification Authority of India (UIDAI) has decided to allow people to update their Aadhaar documents online free of cost. This step will benefit lakhs of people. The free service is available for the next three months i.e. from March 15 to June 14, 2023.

    There will be a fee of Rs 50.

    As per the Aadhaar Enrollment and Update Regulations, 2016, Aadhaar number holders can update their supporting documents at least once every 10 years from the date of enrollment for Aadhaar. The statement said that this service is free only on the Aadhaar portal and a fee of Rs 50 will continue to be paid at physical Aadhaar centers as before.

    “It’s dead at the federal level, and what does the free community college movement do, just keep pounding on the same message that’s not working?” said Alex Perry, organizer of the College in High School Alliance, a coalition of national, state and local organizations that support dual enrollment and early college programs.

    “Or, do they reset and start thinking about how do we find things that resonate with both Democrats and Republicans and have the byproduct of providing students with free community college?” he said. “In my mind, I’ve just described dual enrollment.”

    Nearly all states have dual enrollment policies. Schools, districts or states fund about 78 percent of these programs, according to the Education Department. In 26 states, dual enrollment tuition is free to students through public funding, while families in 12 other states shoulder the costs for the program.

    Although many school districts are seeking out partnerships with local colleges on their own, some states are looking to bolster programs. In Arizona, Democratic Gov. Katie Hobbs announced in January a $20 million dollar increase in funding to support dual enrollment throughout the state. The Washington state legislature is weighing bills to expand access to dual enrollment.

    And in Florida, Republican Gov. Ron DeSantis has proposed a scholarship program for K-12 teachers to teach dual enrollment courses on high school campuses to expand access, and has even floated it as an alternative to Advanced Placement courses amid his public feud with the College Board.

    “[Dual enrollment is] a win-win all the way around, and it really is looking at redesigning the high school experience of the future,” said Miami Dade College President Madeline Pumariega, who added that the programs could make a degree more affordable, especially since some states offer the courses at no extra charge to students.

    Dual enrollment has nearly doubled between fall 2011 and fall 2021, an increase of about 510,000 students, according to the Community College Research Center. One in five community college students nationally are dual enrollment participants. And since the onset of the pandemic, colleges and school districts have been working to ease requirements that previously restricted which high school students could enroll in their courses.

    The resulting uptick in dual enrollment students has spurred a small increase in overall community college attendees from the last academic year — a much needed boost after those institutions faced the worst enrollment plunges due to the pandemic.

    Pumariega said Miami Dade’s program has seen unprecedented growth this year largely because of Florida’s embrace of the policies. During the pandemic, the state ran a pilot program that allowed students to qualify to take the classes without the PERT, a state-issued standardized test for college. Additionally, school districts and the Florida College system’s joint partnership makes it so that those credits are offered to families at no charge.

    Some students may even be able to complete an entire associates degree while in high school, and it allows students to earn college credit through their coursework rather than a test, such as the exam required after completing an Advanced Placement course.

    Similar to Florida, Louisiana also eased its requirements to participate in dual enrollment because barriers, including standardized tests requirements, transportation and cost, often can make the program less accessible for underrepresented students.

    “The ACT was a sole requirement for students to access dual enrollment,” said Tramelle Howard, Louisiana state director for The Education Trust, a nonprofit that advocates for advancing equity in education. “Historically, for students of color, for example, if the ACT requirement in Louisiana was a 19, and the average ACT score of Black students was 16.5, just from the eligibility requirements alone, you were keeping out a large portion of students.”

    For years, Gov. John Bel Edwards has been pushing to expand access to dual enrollment. After the Democratic governor’s failed bid to make the courses free for high school juniors and seniors because of discussions on how to pay for it in 2019, the state legislature passed a bill to create a Statewide Dual Enrollment Task Force.

    How to fund the program is something the state is still working through, Howard said, and The Education Trust will be pressing the state legislature for $25.3 million to support dual enrollment.

    In South Carolina, the state uses lottery funds to help waive some tuition costs for some students, but tuition costs and fees for dual enrollment are also covered by families. Some colleges and districts are taking on partnerships to share the cost of providing the programs.

    Greenville Technical College entered a new agreement with its local Greenville County School District after the pandemic which has boosted its dual enrollment program by 38 percent, according to Larry Miller, the college’s vice president for learning and workforce development. The college also saw significant increases in Black and Latino students, who have been underrepresented, enrolling in the program when they changed their admissions process like Florida and Louisiana have.

    The college has also been key in providing access to courses in welding and other hands-on technical education to help high schoolers build skills that they can apply to a job or a certificate, a path Republicans in Congress have long touted as an alternative to a traditional college.

    This week, President Joe Biden urged Congress to fund what his administration called the “Career-Connected High Schools initiative,” which would dole out $200 million for programs that align high school and college by expanding access to dual enrollment, work-based learning and college and career advising for students in high school.

    But on the federal level, there has not been much innovation to advance dual enrollment beyond an Obama-era experiment that allowed some low-income high school students to use Pell Grants to fund college coursework. The Education Department said it is still working on a final report on key findings from the experiment.

    Lawmakers on both sides of the aisle have been cautious about expanding Pell Grant eligibility to high school students, especially since the program has a lifetime Pell eligibility cap of about six years.

    “While we are supportive of expanding the Pell Grant for high-quality credentials that prepare students for the workforce, the Pell Grant should remain a resource for low and middle-income Americans pursuing postsecondary education options,” Education and the Workforce Committee Chair Virginia Foxx (R-N.C.) told POLITICO. “Expanding Pell Grants to high school students would be an inappropriate expansion of the federal government.”

    The way dual enrollment is funded varies by state. And for some colleges, it can be costly to provide those programs, according to the CCRC, because some colleges offer dual enrollment courses at a lower tuition rate to high school students. But dual enrollment can become “more efficient as the numbers enrolling in DE grow,” researchers said.

    “There needs to be some kind of funding to support the community college costs,” Perry, the organizer with the College in High School Alliance, said. “But I think we have a long way to go in terms of figuring out how to do this in a way that not just works for students, but also unlocks the ability for high schools and for colleges to offer these courses, particularly for underrepresented student populations who don’t have access right now.”
