    Jaipur: The four men who were acquitted by the Rajasthan High Court earlier this week in the 2008 Jaipur serial blasts case are yet to be set free as a related case is pending against them in a trial court, officials said.

    The pending case pertains to the recovery of an unexploded bomb after the serial blasts in Jaipur which had claimed 71 lives and left 185 injured.

    Their lawyer S S Ali said a bail application of the four will be moved in the trial court on Monday.

    On Wednesday, the Rajasthan High Court acquitted Mohammad Saif, Mohammad Salman, Saifur and Mohammad Sarvar Azmi, who were given the death sentence by a lower court in December 2019 for the serial blasts, and slammed the investigating agencies for their “shoddy investigation”.

    It also affirmed the acquittal of a fifth accused, Shahbaz Hussain, by the trial court.

    While Shahbaz Hussain is currently on bail, the four are lodged in a jail in Jaipur.

    According to lawyer Ali, a charge sheet in the bomb recovery case was filed against the five men.

    They have been charged under Sections 307 (attempt to murder), 124-A (sedition) and 120-B (criminal conspiracy) of the IPC and relevant provisions of the Explosives Act and the Unlawful Activities (Prevention) Act.

    In the serial blasts case, the trial court had awarded capital punishment to the four and acquitted Shahbaz Hussain in December 2019. The state government had filed an appeal against his acquittal. At the same time, the four challenged the verdict in the high court.

    Jaipur was rocked by a series of blasts on May 13, 2008 when bombs went off one after another at Manak Chawk Khanda, Chandpole Gate, Badi Chaupad, Chhoti Chaupad, Tripolia Gate, Johri Bazar and Sanganeri Gate.

    The explosions in the evening left 71 people dead and 185 injured.

    One live bomb was recovered near Ramchandra Temple which was defused by a bomb disposal squad. The case which is currently going on is related to this.

    Meanwhile, the state government will challenge the high court verdict in the Supreme court, a government counsel has said.

    BJP national general secretary and state in-charge Arun Singh targeted the Congress government over the acquittal of the four, saying that it happened due to weak prosecution.

    “Seventy-one people lost their lives and hundreds of people were injured. Many affected families are still struggling but the Rajasthan government could not field big lawyers in the court and could not follow the whole matter properly,” he told reporters in the party office here.

    The employers and individuals had standing to sue, O’Connor wrote, because “compulsory coverage for those services violates their religious beliefs by making them complicit in facilitating homosexual behavior, drug use, and sexual activity outside of marriage between one man and one woman.”

    The employers argued that recommendations made by the U.S. Preventive Services Task Force can’t be enforced because its members are private medical experts who advise the government, not government employees.

    “The Appointments Clause says major policy decisions have to be made by an ‘officer of the United States,’ and can’t be made by just somebody off the street,” explained Nicholas Bagley, a professor at the University of Michigan whose research focuses on the implementation of the Affordable Care Act.

    Judge O’Connor agreed, in part, but did not grant two other requests — one based on religious rights and another based on secular cost concerns — to block the ACA’s contraception mandate. The challengers have said they plan to appeal that decision.

    The decision also does not affect access to free vaccines, which are covered under a different piece of the law.

    The ruling comes four years after the same judge found all of Obamacare unconstitutional, a decision that was later overturned by the U.S. Supreme Court. It is also the latest salvo in a years-long fight by conservatives to undo the former president’s signature health law by chipping away at its requirements.

    The Biden administration, which is expected to appeal to the conservative leaning 5th U.S. Circuit Court of Appeals, made several arguments in defense of the landmark health reform law that the judge dismissed, including that the accessibility of PrEP and other sexual health preventive services is key to the fight against the spread of HIV, particularly after the country lost ground on testing and treating patients during the Covid-19 pandemic.

    Though he acknowledged that there is a “compelling government interest in inhibiting the spread of a potentially fatal infectious disease like HIV,” O’Connor said the government does not have to compel private insurance companies to cover drugs like PrEP in order to achieve its public health aims.

    O’Connor also rejected the DOJ’s argument that the challengers can’t prove they were harmed by the preventive care mandate and thus don’t have standing to sue.

    The decision notes that when Biden administration attorneys asked the challengers how much more the coverage of preventive services increased their insurance premiums, “Plaintiffs responded that they could not quantify the increased costs, but that they knew their premiums had become too expensive to afford.”

    O’Connor had already sided with the challengers on preventive care and PrEP in September, but had not said whether his ruling would apply only to the people suing, to everyone in Texas, or nationwide, and requested a further briefing. O’Connor ultimately granted the pleas for a “universal” ruling, potentially upending the national insurance market.

    While 15 states require insurance companies to cover these types of preventive services regardless of federal law, those rules don’t apply to self-insured employer plans, which cover most people who have private insurance.

    The Justice Department did not immediately respond to a request for comment. White House press secretary Karine Jean-Pierre told reporters Thursday that the Justice and Health Departments are reviewing the decision and said the administration sees it “yet another attack on the Affordable Care Act” and “yet another attack on the ability of Americans to make their own health care choices.”

    Democratic leaders on Capitol Hill pleaded with the administration to swiftly appeal what they called a “reckless decision,” warning that it “will put lives at risk if people are forced to forgo routine screenings and treatment.”

    “I am also calling on all health care insurers to commit to continuing to cover all preventive services without cost-sharing while this case is litigated and until final disposition of the lawsuit,” said Frank Pallone (D-N.J.) ranking member of the Energy and Commerce committee.

    Health insurance experts say that while the ruling is unlikely to have an immediate effect, patients could be deterred from seeking out services for fear of being hit with a medical bill.

    “Most insurance plans are locked in through the end of the year and thus the impacts would not be felt immediately, but that doesn’t apply universally,” cautioned Bagley. “There’s a ton of uncertainty.”

    Congress, he added, could easily rectify the situation with a one-line bill saying: “Whatever the USPTF recommends has to be covered, subject to approval by the HHS Secretary.” But prospects for passage are grim with the House currently under GOP control.

    The case could ultimately reach the Supreme Court, which has upheld the Affordable Care Act multiple times but chipped away at significant portions of the law, including its contraception coverage requirements and Medicaid expansion.

    New Delhi: Elon Musk-run Twitter has launched its new paid API (Application Programming Interface) platform with free, basic, and enterprise access tiers.

    The company shared the information on Twitter via its Twitter Dev account: “Today we are launching our new Twitter API access tiers! We’re excited to share more details about our self-serve access.”

    Initially, the company had planned to shut down free access to its API on February 9, but later extended the deadline to February 13 and then again postponed it.

    Moreover, these three levels include a basic free level primarily intended for content posting bots, a $100 per month basic level, and an expensive enterprise level.

    In addition, subscribing to any level gets access to Ads API at no additional cost, according to the company.

    “Introducing a new form of Free (v2) access for write-only use cases and those testing the Twitter API with 1,500 Tweets/month at the app level, media upload endpoints, and Login with Twitter,” the company said.

    The company launched the Basic (v2) access tier for “hobbyists with 10,000 GET/month and 50,000 POST/month, two app IDs, and Login with Twitter for $100/month”.

    Further, the microblogging platform encouraged businesses or scaled commercial projects to apply for its Enterprise tier to get managed services, complete streams, and access that meets their specific needs.

    It also stated that old access tiers such as Standard (for v1.1), Essential and Elevated (for v2), and Premium will be phased out over the next 30 days.

    Hyderabad: Telangana State Road Transport Corporation (TSRTC) is offering free bus travel to students who will be appearing for their Secondary School Certificate (SSC) examinations from April 3 to April 13, 2023.

    Regardless of their distance and origin, students can avail of this free bus travel facility anywhere across the State. However, to avail of the free travel facility, students must produce their exam hall ticket and bus pass.

    A total of 4,94,458 students have registered for the SSC examinations that will be conducted at 2,652 centers spread across the State. The timings of examinations are from 9.30 am to 12.30 pm.

    Meanwhile, Education Minister Sabita Indra Reddy recently reviewed the preparations for the SSC examinations through a video conference with district collectors. She appealed to the students to participate in the examinations without any pressure or confusion.

    To ensure the smooth conduct of the exams, CCTV cameras have been installed at the examination centers, and a special control room comprising officials has been set up.

    Hall tickets have been sent to the respective schools, and candidates can also download them online.

    BRUSSELS — A top European Union official is leaving his role in charge of transport policy, following POLITICO’s revelations that he accepted free flights on Qatar Airways while his team negotiated a major aviation deal with the Gulf state.

    Henrik Hololei, director general of the European Commission’s transport department, faced an internal investigation into the flights, and whether he was right to clear himself of any conflict of interest.

    On Wednesday, POLITICO revealed Hololei will leave his job as director general of the transport department, known in the Brussels lexicon as DG MOVE, and will become a political adviser with no management responsibility in DG INTPA, the Commission’s department in charge of international partnerships. 

    A spokesperson for the Commission later confirmed to reporters that Hololei would move to his new role on April 1.

    Hololei himself announced his job switch in an email to staff. “Dear friends and colleagues,” Hololei wrote. “I wanted to let you know myself that Friday will be my last day at DG MOVE. I am sure that you have seen the recent press coverage of my participation in international conferences.

    “This has become a distraction, and is preventing DG MOVE from moving forward with the files that are so important for the safer, more sustainable, smarter and more resilient transport system that Europe needs and deserves,” he said. “I have asked to be moved to another position, which I will take up at DG INTPA.”

    POLITICO reported a month ago that Hololei flew business class for free on Qatar Airways nine times between 2015 and 2021, according to details obtained through freedom of information requests. Six of the free flights occurred while the market access agreement between the EU and Doha was being put together, and four of these were paid for by the government of Qatar or a group with links to Qatar.

    The disclosures immediate triggered a storm of criticism, calls for an inquiry and demands to overhaul the rules. The Commission initially insisted Hololei had not broken any rules, but then later moved to tighten those same rules to make sure his behavior could not be repeated in future. An internal investigation is under way into the flights, after officials confirmed that Hololei himself had been the person who signed off on the ethical question of whether they represented a conflict of interest.

    In recent days, POLITICO has reported on calls from within the Commission for Hololei to step aside.

    The episode comes at a highly sensitive time for the EU. The Brussels institutions are already battling to save their reputation amid a corruption scandal involving allegations that Qatar and other foreign governments paid MEPs and others to do their bidding in the European Parliament.

    Ursula von der Leyen, president of the Commission, vowed in light of the so-called Qatargate scandal to crack down on corruption, throwing her weight behind the idea of an ethical oversight body that would be able to probe and penalize misdeeds across all EU institutions.

    While the Parliament is undergoing reforms to avoid future corruption problems, the Commission and the Council of the EU have not been involved in the scandal and stopped short of announcing any internal changes as a result.

    But the Hololei case, which centered on a senior official closely involved with a major transport deal crucial to the Gulf state, widened the focus of scrutiny to include the European Commission, which is in charge proposing EU legislation.

    “Why is the file related to free electricity not being shown to the elected government of Delhi? Are the LG and the officials conniving with the power companies and hatching some big conspiracy?” Atishi asked.

    Atishi said that a special audit of power companies will expose the conspiracies to stop the free electricity being given to the people of Delhi by the Arvind Kejriwal government. It will be clear from the special audit that the money given to the power companies for free electricity has not been misused, she added.

    “The file related to the scheme which came out from the LG office 15 days ago, has yet to reach the Chief Minister, the Electricity Minister, or the cabinet. This delay is highly suspicious and suggests that a significant conspiracy is underway to obstruct the provision of free electricity to the people of Delhi.

    “The deliberate hiding of such an essential file from the Chief Minister and the cabinet raises alarming questions. Why are some officials preventing the file from reaching the concerned authorities? Is there any attempt to prevent the continuation of the free electricity scheme in Delhi?” Atishi said.

    Jerusalem: A free trade agreement between Israel and the United Arab Emirates (UAE) has come into effect, the first such economic deal the Jewish state reached with an Arab country.

    Officials from both countries signed a customs agreement on Sunday, enabling the free trade agreement signed in May 2022 to come into effect, an official statement said.

    The customs agreement was signed by Israeli Foreign Minister Eli Cohen and UAE Ambassador to Israel Mohamed Al Khaja in the presence of Netanyahu, reports Xinhua news agency.

    According to the statement, the free trade deal is expected to reduce customs duties and lower the cost of living while increasing business between the two countries.

    Additionally, Israeli companies will gain access to UAE government tenders, it added.

    “The taking effect of the free trade agreement is important news for the Israeli economy, for the strengthening of ties with the UAE and is further testament to the importance of the Abraham Accords,” Cohen said.

    The Abraham Accords are a series of US-brokered deals Israel reached with the UAE, Bahrain and Morocco in 2020 to establish diplomatic relations.

    According to the Israeli Foreign Ministry, the UAE is Israel’s 16th largest trading partner, with bilateral trade volume reaching over $2.5 billion in 2022.

    Israel is currently in talks with Bahrain to sign a free trade agreement.

    Hyderabad: Telangana State Road Transport Corporation (TSRTC) will launch AC sleeper buses for the first time with high-tech features for the comfort of passengers.

    In the first phase, 16 AC sleeper buses are being put into use. These buses, which have been designed to compete with private buses, are available to passengers from Monday.

    The Corporation will run these 16 new AC sleeper buses on the routes of Bengaluru and Hubli in Karnataka, Visakhapatnam and Tirupati in Andhra Pradesh and Chennai in Tamil Nadu.

    The corporation has recently launched new super luxury 630 buses, 8 non-AC sleeper cum seater buses and 4 non-AC sleeper buses with the intention of providing better and quality services to the passengers.

    The corporation said that these buses are getting a good response from people. “It is in this context that the management of TSRTC has decided to make available new AC sleeper buses with state-of-the-art facilities to reach more people going to distant places. Like the non-AC sleeper buses, the AC sleeper buses are christened as ‘Lahari-Ammaodi Anubhuthi’,” a press release informed.

    The inauguration ceremony of these new AC sleeper buses will be held on Monday at 9.30 am on the Vijayawada route in LB Nagar, Hyderabad.

    Telangana transport minister Puvvada Ajay Kumar will be present as the chief guest and will flag off the new buses. TSRTC Chairman, MLA Bajireddy Govardhan, TSRTC MD VC Sajjanar, IPS and other high officials are attending this program.

    Free Wi-Fi, panic button facilities

    For the first time, the latest technology has been added to the AC sleeper buses that are being introduced, TSRTC said.

    Keeping in mind the safety of the passengers, the buses have been provided with a tracking system and panic button facility. They will be connected to the TSRTC control room. TSRTC control room will be informed by pressing the panic button if the passengers face any problems. Officials will respond and take action quickly through this information.

    The 12-meter-long AC sleeper buses have a capacity of 30 berths with lower 15 and upper 15. There will be a water bottle facility along with a mobile charging facility at the berths. Reading lamps have been installed at each berth. Free Wi-Fi facility is also available on these buses.

    There are LED display boards in the front and back of the bus to show the details of the destinations. For the safety of the passengers, the buses are equipped with security cameras and each bus also has a reverse parking assistance camera. State-of-the-art Fire Detection and Alarm System (FDAS) has been installed. It alerts immediately when a fire breaks out in the bus. The new AC sleeper buses will have a public address system to convey information to the passengers.
