    Patna/New Delhi: Bihar Chief Minister Nitish Kumar, who met Congress President Mallikarjun Kharge and senior leader Rahul Gandhi, as well as his Delhi counterpart Arvind Kejriwal and other opposition leaders is working with the plan to unite the opposition to challenge the BJP in the 2024 Lok Sabha election, his JD-U said.

    “The Nitish formula for 2024 for opposition unity is One Seat One Candidate (OSOC). It has come into effect in the country. The discussions with all opposition parties are completed now and its result will be visible soon,” senior JD-U leader K.C. Tyagi said on Thursday.

    “Some issues coming into the media about what happened to Mamata Benerjee, Arvind Kejriwal and K Chandrashekhar Rao, and these will be addressed soon. Arvind Kejriwal has already given full support to the initiative of Nitish Kumar,” he added.

    Bihar Finance Minister Vijay Kumar Chaudhary, who is considered one of closest to Nitish Kumar, said: “Media always asks about who would be the PM face of the opposition parties? The idea behind this question is to derail the initiative. BJP always claimed that there is no vacancy for Prime Minister in the country… we will assure them that we will create a vacancy of the same.”

    The BJP, over the years, is ruling in the country only with 37 per cent of votes, due to division of votes as opposition parties are contesting against each other. Now the one seat, one candidate formula, if implemented, could reduce the division of anti-BJP votes in the country.

    How will be the new formula-

    The new formula to increase the salary of the employees has not been approved yet, but it is believed that it may be completely based on DA. According to sources, under the new formula, as soon as the DA of the employees increases by 50 percent, there will be an automatic increase in their salary. This can be named as automatic pay revision, which will benefit 68 lakh central employees and about 52 lakh pensioners.

    Not the officers, but the employees will get big benefit.

    The maximum benefit of this formula of the government will be given to the small level employees. However, the formula is yet to be finalised. But, it is believed that after the implementation of the new rule, the salary of low-level employees will increase more. Under this, the minimum basic pay of the employees of Level Matrix 1 to 5 will be Rs 21 thousand.

    7th Pay Commission

    In the month of July, 2016, AK Mathur headed the Seventh Pay Commission and submitted a report on it to Finance Minister Arun Jaitley. The report suggested a 23.55% hike in pay and allowances of government employees. If the 7th pay commission is implemented, government employees will benefit from a pay hike and other benefits.

    The Government of India is planning to implement the 7th Pay Commission’s recommendations by January 2017. Uttar Pradesh has already approved the 7th Pay Commission and have announced that it will be implemented by January 2017.

    Govt changes gas pricing formula, caps rates to rein-in CNG, piped cooking gas prices

    New Delhi: The Union Cabinet on Thursday approved a new formula for pricing of natural gas and imposed cap or ceiling price to rein in runaway prices of CNG and piped cooking gas.

    Natural gas produced from legacy or old fields, known as APM gas, will now be indexed to crude oil price instead of pricing it based gas prices in surplus nations such as the US, Canada and Russia, Union I&B Miniser Anurag Thakur told reporters after a meeting of the Cabinet.

    From April 1, APM gas will be priced at 10 per cent of the price of basket of crude oil that India imports (Indian basket of crude oil). The rate such arrived at however will be capped at USD 6.5 per million British thermal unit as against current gas price of USD 8.57 per mmBtu.

    The price such arrived at will also have a floor of USD 4 per mmBtu.

    Rates will be decided every month instead of current practice of bi-annual revision, he said.

    Think of fast sports cars and driver. The one name which immediately comes to mind is Michael Schumacher and Formula One Ferrari.

    That Formula One Ferrari which made Michael Schumacher a household name is going to come under the hammer.

    International auctioneer Southeby has announced the auction of Ferrari F1-2000, Chassis 198, as part of its sale to celebrate 50 years of Sotheby’s in Asia, in Hong Kong, between April 3 – 12.

    Schumacher remained world champion from 2000 to 2004 by winning Formula One World Drivers’ Championships five times back-to-back.

    Some credit of his win definitely goes to the Technical Director Ross Brawn’ engineering skills that helped create the unbeatable  Formula One Ferrari.

    Ross Brown played a vital role in the sport of FormulaF1 for four decades. He was behind 16 constructor’s and driver’s world titles.

    Ross Brown spotted Michael Schumacher’s extraordinary driving skills and tied up with him for many successful races. Ross Brown later also became the Managing Director of Formula One.

    A significant role was also played in the team by car engineer and designer South African Rory Byrne who was keen on motor sport.

    The cars designed by him have won ninety-nine Grands Prix, making him one of the most successful Formula One designers.

    The 1998 Formula 1 car  was Byrne’s first design, and the following year the team took the constructors’ crown.

    In 2000, Schumacher became the first Ferrari driver.

    Formula One’s success was helped by the state of the art wind tunnel and unlimited testing which  perfected the car’s performance.

    In 2004 season, Formula One secured 15 victories from 18 races. What was more Schumacher himself as the driver won 13 of them.

    Bryne’s mantra for success was not to bring in some fancy equipment from outside but dedicatedly trying to evolve the existing vehicle by looking at each of its part in detail and improving wherever possible. Thus, trying to slowly change the vehicle bit by bit  to take the best out of it. 

    Bryne was very hard-working with high work ethics  and preferred drawing board over any computer aided design .

    He created the legendary Ferrari F1-2000 which created benchmark as far as its engineering and performance is concerned.

    It had the latest aerodynamics and a redesigned 90-degree V-10 engine that allowed engineers to lower the car’s centre of gravity.

    Ross Brawn felt it was the “best car” made by the group. The F1-2000 won in 11 grand prix.

    Chassis 198, proved vital to the success of Schumacher’s Championship-winning 2000 season.

    In Monte Carlo this car and Schumacher again won which was the last time for Schumacher in a Ferrari at Monaco.

    Once chassis 198’s Ferrari’s career had drawn to a close, in March of 2001, it was displayed at the Geneva Motor Show on Ferrari’s stand.

    It was sold to Ferrari collector Kevin Crowder of Texas. The present owner got the vehicle from Crowder which is clearly  one of the cars from the golden periods of Formula One.

    Reckitt had found Cronobacter sakazakii in a batch of formula made at its Zeeland, Mich., plant, during internal testing conducted in early September. The batch that tested positive was destroyed, but the FDA later determined that not enough cleaning had been done following the positive test. Two batches of formula made right after the contaminated batch would ultimately be recalled on February 20 — more than five months after the products had been distributed nationally, including in Guam and Puerto Rico.

    The revelation that this recall took months to announce comes more than a year after a massive infant formula recall from Abbott Nutrition, renewing questions about FDA’s oversight of formula and whether enough has changed in the wake of this crisis to prevent another one. There have been four formula recalls over Cronobacter contamination in the past year — more formula recalls than there have been in the last decade combined.

    The Reckitt recall in February was relatively small compared to the Abbott recall — which was likely the largest in history — and both FDA and the company maintain there have been no reports of illness related to this incident. For food safety advocates, however, it feels like a test that the agency didn’t pass.

    “It’s stunning that it’s almost identical to what happened in 2021,” said Mitzi Baum, CEO of STOP Foodborne Illness, a group that advocates on behalf of victims of outbreaks, referring to the lengthy timeline from positive test to recall. “Lessons have not been learned.”

    “FDA continues to be reactive,” Baum added. “It’s the internal processes that have not been fixed, if this is happening again.”

    A House oversight subcommittee has scheduled a hearing on the agency’s handling of the infant formula crisis on Tuesday. Food safety advocates are eager for Congress to look into the problems, though they are wary of the issue becoming partisan. The committee also last week sent a letter to top agency officials seeking a trove of documents and communications.

    Reckitt did not respond to multiple requests for comment.

    The FDA, for its part, has over the last year been taking a closer look at formula makers’ own records during food-safety inspections as a response to last year’s incident, which was initially set in motion by reports of four infant illnesses, including two deaths, from Cronobacter infections. FDA officials later found serious food safety violations at Abbott’s Sturgis, Mich., plant, which was shuttered for months for cleaning and upgrades, fueling a national shortage and a major disruption to the market because the plant had once made roughly a fifth of the U.S. supply. The FDA also found Cronobacter in 20 places in the plant, though none of the strains matched the illnesses.

    One of the biggest unanswered questions remaining from the formula crisis of last year is why FDA inspectors had missed major food safety problems at Sturgis, including things like roof leaks — conditions that FDA Commissioner Robert Califf later characterized as “egregious.”

    The agency has not provided a full explanation for why these issues were not found during a routine inspection five months prior to the recall. The FDA also did not heed a detailed warning from a whistleblower about the plant, a revelation that was first reported by POLITICO.

    In the case of Reckitt’s Zeeland plant, FDA inspectors initially “made note” of the positive Cronoacter test in November while they were in the facility for a “limited inspection” that was sparked by a “non-illness” complaint FDA had received related to the plant, the agency said.

    The formula recall didn’t happen, however, until FDA inspectors went back to this plant for a follow up inspection in February — a visit that was scheduled because agency inspectors found food-safety problems when they were in the plant for a routine inspection in July, the agency said.

    It was during this February follow-up visit that inspectors “obtained additional information which, when combined with the positive sample, led to the agency’s concerns about the adequacy of cleaning in relation to the production of these two product lots that are the subject of the recall,” a spokesperson said.

    The FDA determined the plant did not perform a sufficient “sanitation break” — an industry term for a thorough cleaning — to essentially make sure all food contact surfaces were properly sanitized after the contamination.

    The FDA said it didn’t follow up more fully on the issue in November because it was a “limited inspection” and the company was still investigating the root cause of the contamination when inspectors were there.

    Food safety experts POLITICO spoke with described the agency’s timeline as “baffling” and “inexcusable” and said the fact that the company was still investigating shouldn’t have prevented further action from the agency.

    The FDA, for its part, said that inspections provide “only a single snapshot in time of the operations, preventive controls, and compliance at a firm. The firm ultimately has a responsibility to implement a constant system of sanitation and food safety controls to produce a safe product in compliance with FDA regulations.”

    FDA declined a request for an interview about the agency’s timeline of its oversight of infant formula.

    “They need to do better,” said Sarah Sorscher, deputy director of regulatory affairs at the Center for Science in the Public Interest. Sorscher pointed to the fact that the FDA had waited six months to re-inspect the Zeeland plant after having found significant food safety problems in an earlier inspection last July.

    At that earlier inspection, the Zeeland plant was cited for failing to maintain the building in “a clean and sanitary condition” and for not establishing a full system of process controls “designed to ensure that infant formula does not become adulterated due to the presence of microorganisms in the formula or in the processing environment,” per FDA inspection records. The citations were serious enough to warrant what’s known as an OAI, or official action indicated.

    “If something like that is coming up, FDA should be back in there sooner to ensure that the corrective actions were adequate,” Sorscher said. “That’s a problem.”

    Reckitt said in its recall announcement that the company had “identified the root cause” of the contamination, which was “linked to a material from a third party.”

    “We have taken all appropriate corrective actions, including no longer sourcing this material from the supplier,” the company said in February.

    A spokesperson for FDA argued that the recent uptick in recalls — earlier this month, Perrigo recalled some Gerber formula over the same bacteria — were essentially a sign of an improved system because the recalls were smaller than the historic recall and plant shutdown last year.

    “As part of the FDA’s oversight to ensure safe and nutritious infant formula, the agency’s more recent engagements with manufacturers through inspections and ongoing meetings has limited the scope of these recalls and minimized disruptions to the market,” a spokesperson said. “Compared to the Abbott recall and the temporary closure of the Sturgis facility, the recent recalls are much narrower in scope, only impacting a few weeks of product with no additional facility closures.”

    Following the slew of Cronobacter recalls over the past year, FDA this month wrote to infant formula manufacturers and others in the industry urging them to follow federal safety rules. The agency also asked companies to voluntarily report any positive tests for Salmonella or Cronobacter to the agency, even if the product hadn’t shipped out — something that could have prevented the delayed Reckitt recall.

    FDA officials contend this reporting is also important because positive tests can be an early sign of larger problems in a facility.

    “The FDA remains committed to strengthening the resiliency and safety of infant formula in the U.S., however there are significant gaps in data and authority that we have identified and are seeking support to address,” wrote Susan Mayne, director of FDA’s Center for Food Safety and Applied Nutrition, in a recent op-ed defending the agency’s work on the issue.

    The FDA has determined the agency does not have the authority to require this reporting, and no formula companies have yet said publicly whether they will voluntarily comply with the agency’s request. The agency recently asked Congress for this authority in the Biden administration’s budget request. Asked why the agency did not request this authority earlier, a spokesperson said the agency’s “thinking on this need evolved following our investigation at Sturgis and other facilities.”

    FDA said in a statement that it lacks the authority under federal law to mandate the notification unless the product has been shipped. “Congress alone can change that provision, not the FDA,” the spokesperson said.

    Some consumer advocates, however, disagree with the agency’s assertion that it doesn’t already have this authority.

    Thomas Gremillion, director of food policy at Consumer Federation of America, believes FDA’s lawyers are interpreting the law far too narrowly, essentially concluding that inspectors can have access to testing records only when they are physically present, not upon request, or otherwise.

    “Consumer groups support expanding FDA’s authority to require infant formula pathogen testing records, but it would be nice if FDA just used its existing authority,” Gremillion said.

    The FDA has insisted repeatedly the agency does not have the authority to mandate this reporting and that Congress must change the law.

    A spokesperson for FDA said that the statutory language Gremillion is looking at “identifies a manufacturer’s obligation to retain records and provide those on request, not to the manufacturer’s obligation to proactively notify the agency of a possibly adulterated or misbranded product.”

    Gremillion said he doesn’t accept the agency’s interpretation of the law and has raised this issue directly with top officials over the past several months, he said.

    “They have the authority to tell the plants to hand over their testing records,” he said. “FDA has bent over backwards to interpret the law in a way that justifies the inaction.”

    Rep. Steve Womack (R-Ark.), a former GOP budget chief, summarized the goals for his party by saying that Republicans should write “a ‘Hippocratic’ budget, that does no harm to our majority,” but one that also stays “responsible enough” to force a reckoning over spending.

    Womack also warned, accurately, of the political risks in a budget that reaches too far:

    “That likely becomes the next 30-second television ad against you.”

    The lack of cohesive GOP vision so far is an ominous sign as McCarthy and his team wade knee-deep into talks on their own budget, which — along with Biden’s blueprint — raise the curtain for this year’s multiple high-stakes spending dramas in Washington. And there’s already tangible proof of House Republicans’ struggle, as their timetable for a budget release slips later into the spring, following Biden’s own budget delay.

    Republicans and Democrats alike are most worried about the brewing fight over the nation’s debt limit, which could get ugly as a new speaker navigates one of the House’s narrowest majorities in decades with the U.S. credit rating hanging in the balance. And while the GOP’s budget resolution is unlikely to contain an exact prescription to resolve the debt limit, it would still be the first real movement in Biden and Republicans’ long-frozen discussion on where to go next.

    House Budget Committee Chair Jodey Arrington predicted his panel’s blueprint would take “at least” 30 more days to finish, while also stressing there’s “no timeline” for a release. But Arrington said he’s confident he can navigate both the narrow margin of his own panel and, more critically, on the floor. Even in his committee, Republicans can lose just two votes.

    “We’re working on it,” Arrington (R-Texas) said. “218 is absolutely doable, but it’s going to take some work.”

    Privately, some senior Republicans are digging up their budgetary playbook from 2011 — steered by then-House budget chief Paul Ryan — as a kind of model for future action.

    Specifically, they’re discussing the party’s 2011 bill, known as “cut, cap and balance”, which that year’s GOP-led House passed amid Congress’ famously fractious Obama-era “fiscal cliff” debate. That bill, which included more than $1 trillion in cuts and capped federal spending to a set percent of the U.S. gross domestic product, never became law.

    Still, GOP leaders saw it as a critical marker in talks with the Democratic-controlled Senate and White House that ultimately led to a massive 10-year spending cap deal.

    “We’ll figure out something we can all vote for,” one GOP lawmaker familiar with the discussions said of the path forward for the House budget, requesting anonymity to speak candidly. “No way the Senate will take it up, but it’ll force them to respond.”

    As for the GOP budget itself, Republicans are looking to a more recent era: the Trump one. Former President Donald Trump’s former budget chief, Russ Vought, has been advising Republicans in both chambers as they plot fiscal strategy.

    Any conversation about specifics, though, is likely still weeks away. Instead, much of the early discussions have centered on where exactly to propose cuts. McCarthy himself has led the talks, which include top GOP lawmakers from various factions of the party, in a group he calls his “five families” — an apparent reference to “The Godfather.”

    (Some Republicans are working on their own plan: the bipartisan House Problem Solvers Caucus will meet Friday on the issue of the debt limit, a venue for its 64 members can begin to pitch their own ideas to resolve the looming stalemate.)

    And while many conservatives had plenty to complain about in Biden’s budget, few were willing to suggest where the GOP might look for their own cuts. Asked about his preferred way to slash domestic spending, Rep. Chip Roy (R-Texas) instead trashed Biden’s budget for its lack of fiscal trims.

    “I think the real question that’s on my mind — he can’t identify any savings whatsoever? No savings?” Roy said. When asked how much further the cuts should go, he said: “I don’t have a specific number for it. But we’ve got to do real work.”

    “We’re working on it. When we come out with our list, I’ll let you know,” added Rep. Andrew Clyde (R-Ga.), another conservative who fought for fiscal austerity during McCarthy’s speaker race this year.

    Clyde, who is also a House appropriator, stressed the importance of bringing spending down to fiscal year 2022 levels — a key part of McCarthy’s deal to secure the top gavel earlier this year. But the Georgian acknowledged that another conservative demand, balancing the budget over a decade, could take a little longer: “I think we should work toward that.”

    Some, though, had ideas on where to cut. “The woke, the Green New Deal, some of the military green programs, reallocations, the Covid dollars that we will reclaim,” said Freedom Caucus member Rep. Ralph Norman (R-S.C.), another original McCarthy dissenter during the speaker race. “This is gonna be the most transparent budget that’s been put out in a long time.”

    Any cuts to the Pentagon budget, however, won’t be an easy sell across the GOP conference.

    “People need to realize the DoD budget hasn’t been keeping pace with the other federal budgets. So that shouldn’t be the first place we go to look for [cuts],” said Rep. Mike Garcia (R-Calif.), a former Navy pilot who sits on the House spending panel. “I’ve been pushing for military pay increases and taking care of our troops.”

    Still, the California Republican predicted that the GOP’s budget panel would ultimately come up with a blueprint that can get consensus: “I think, eventually, we will get there. There may be an emotional event, but we have no choice, so we’ve got to get there.”

    Most health claims on formula milk ‘not backed by evidence’

    Most health claims on formula milk products have little or no supporting evidence, researchers have said, prompting calls for stricter marketing rules to be introduced worldwide.

    Millions of parents use formula milk in what has become a multibillion-dollar global industry. But a study published in the BMJ has found most health and nutritional claims about the products appear to be backed by little or no high-quality scientific evidence.

    “The wide range of health and nutrition claims made by infant formula products are often not backed by scientific references,” said Dr Ka Yan Cheung and Loukia Petrou, the joint first co-authors of the study. “When they are, the evidence is often weak and biased.”

    Cheung and Petrou, from Imperial College London, added: “We also found that many ingredients were linked to several claims, and some claims were linked to multiple ingredients. It’s essential that the industry provides accurate and reliable information to consumers, rather than using vague or unsupported claims as marketing tools.”

    The study found that existing marketing curbs on formula milk are failing to stop companies from using controversial claims to promote their products. Rules governing the way the products are sold to customers are “failing to effectively limit the use of claims in marketing of breast milk substitutes”, it found.

    The research examined formula products across 15 different countries and found that most products carried at least one health or nutrition claim. The authors highlighted how such claims are controversial and are banned in some countries.

    They assessed how the products were marketed across Australia, Canada, Germany, India, Italy, Japan, Nigeria, Norway, Pakistan, Russia, Saudi Arabia, South Africa, Spain, the UK, and the US. The team examined 814 infant formula products. The products carried an average of two claims each.

    The researchers found that the most common claim types were “helps/supports development of brain and/or eyes and/or nervous system”; “strengthens/supports a healthy immune system”; and “helps/supports growth and development”.

    When references were provided, 56% reported findings of clinical trials while the rest were reviews, opinion pieces or other types of research including animal studies, the BMJ reported. Only 14% of citations that referred to clinical trials were prospectively registered, and 90% of claims that cited registered clinical trials carried a high risk of bias.

    The BMJ added that 88% of registered trials had authors who either had received formula industry funding or were directly affiliated with industry.

    “Multiple ingredients were claimed to achieve similar health or nutrition effects, multiple claims were made for the same ingredient type, most products did not provide scientific references to support claims, and referenced claims were not supported by robust clinical trial evidence,” the authors said.

    They concluded: “Despite previous attempts to change the landscape of infant formula marketing … progress in regulating infant formula claims is slow. Transparency is still lacking about health and nutrition claims linked to infant formula. We have identified a high prevalence of claims on infant formula products in multiple countries that seem to have little or no scientific substantiation.”

    Dr Daniel Munblit and Dr Robert Boyle, senior co-authors for the study from Imperial, added: “There is a clear need for greater regulation and oversight to ensure that these claims are supported by sound scientific evidence and to protect the health and wellbeing of our youngest and most vulnerable populations.”
