  • Police Distributing Census Forms, Seeking Details Across Srinagar

    SRINAGAR: Police have been distributing “census” forms across Srinagar, seeking personal details of people including their phone numbers and occupation, reported Hindustan Times

    Police acknowledged the conduct of the exercise, but refused to cite the reasons for it. Notably, the economics and statistics department said the Government of India has not started any census exercise in Kashmir.

    “Officially the government of India has not yet notified the start of the census,” Srinagar district statistics and evaluation officer Anika Mushtaq said, adding that she went through the forms and they were not part of any census exercise, reported Hindustan Times

    The forms titled “Census Format 2023” with name of respective police station of the area has a blank space where name of the ‘mohalla’ has to be jotted down. Each family has to fill the form with details like house number, name of the family head with cell number, family members, and their relation with family head. There are separate columns for age and occupation, along with two other “lat” and “long” columns.

    The residents of Old City said that police officials have been visiting mohallas and handing over forms to the elderly people and mosque management heads to forward them to residents.

    “Last month, three policemen visited me and handed over the forms. They want people to fill in the details which are there in ration cards besides phone numbers and Aadhar numbers. A few days back, they called again and wanted the forms submitted as soon as possible. We have no idea why they are seeking such details,” he said.

    Another Srinagar resident said the police were dropping such forms in mosques to be handed over to people for submission. “Earlier they asked residents to submit details of tenants which were alright owing to some criminal cases. But this latest form is seeking personal details of everyone and is very disturbing,” he said.

    When questioned about the issue in a message, additional director general of police, Vijay Kumar refused to comment saying he “explained it during a recent Iftar dinner and won’t repeat”. Senior superintendent of police (SSP) Srinagar, meanwhile, Rakesh Balwal remained unavailable for comments despite multiple attempts.

    Such data collection exercises by police are not new in Kashmir. Police had in 2012 issued similar “census” forms, which had elicited harsh reactions from civil society terming it “political and racial profiling”. Police had defended such actions on the pretext of “modern policing”. By 2016, such forms had become more intrusive like residents had to file details like their affiliations to religious sects or ‘maslak’, reported Hindustan Times

  • Govt Forms IDCC For Digital Communication Readiness Index

    Srinagar, April 28 (GNS): The Government on Friday accorded sanction to the constitution of Inter- departmental Coordination Committee (IDCC) for recommending policy reforms for implementing Digital Communication Readiness Index (DCRI) framework and recommend policy reforms in J&K.

    Headed by Chief Secretary, J&K, the 12-member committee has also been tasked to conduct quarterly review of progress on the implementation of DCRI framework, according to an order issued by the government, a copy of which lies with GNS.

    As per the order, the Committee is required to start preparatory exercise and undertake initiatives for implementing DCRI framework and recommend the policy reforms in the J&K.

    The members of the committee include Principal Secretary to the Government, Department of Forest, Ecology & Environment; Principal Secretary to the Government, Industries and Commerce Department; Principal Secretary to the Government, Power Development Department; Principal Secretary to the Government, Housing & Urban Development Department; Principal Secretary to the Government, School Education Department; Commissioner/Secretary to the Government, Department of Rural Development & Panchayati Raj; Commissioner/Secretary to the Government, Information Technology Department; Secretary to the Government, Health & Medical Education Department; Chief Executive Officer, JaKeGA-Information Technology Department; Representative of Department Telecommunication, Government of India (Not below the rank of Director LSA, J&K) and any officer/official/expert to be co-opted as Special Invitee with the approval of Chairman.     According to an order, the UT-level committee is headed by Administrative Secretary, Planning, Development &  Monitoring Department, the members of the committee include Administrative Secretary or Representative not below the rank of Additional Secretary, Housing & Urban Development Department, Administrative Secretary/ Representative not below the rank of Additional Secretary, Department of Rural Development & Panchayati Raj Department, Administrative Secretary/Representative not below the rank of Additional Secretary, Health & Medical Education Department, Director Census Operations, J&K/Representative, Director General, Economics & Statistics, J&K (Chief Registrar, (Births & Deaths), Commissioner Municipal Corporation, Jammu/Srinagar, Regional Director (E&S), (Additional Chief Registrar, Births & Deaths), Jammu Kashmir, Director Rural Development Jammu/Kashmir, Director, Health Services, Jammu/ Kashmir and Director, Urban Local Bodies, Jammu/Kashmir.

    New Delhi: The Congress on Friday attacked the Centre over the National Green Tribunal constituting a committee to re-examine the environmental nod to the Great Nicobar Island project, alleging that the Modi government has embarked on “ecocide” and what is being pushed through is an “ecological nightmare”.

    The National Green Tribunal has constituted a high-powered committee to re-examine the environmental clearance granted to the Andaman and Nicobar Islands Integrated Development Corporation (ANIDCO) for the multi-component mega project in the Great Nicobar Island.

    Alongside the development of an international container transhipment terminal, the project also involves the construction of a military-civil dual-use airport, a gas-, diesel- and solar-based power plant, and a township.

    Tagging a media report on the committee’s constitution, Congress general secretary and former Union environment minister Jairam Ramesh said, “When we are applauding 50 years of Chipko Andolan and Project Tiger and 40 years of the historic decision to protect Silent Valley, the Modi government has embarked on ecocide in Great Nicobar.” “What is being pushed through is an ecological nightmare,” Ramesh said.

    The National Green Tribunal was hearing appeals against forest clearance and environmental clearance provided to the project proponent ANIDCO. On January 11, it had sought a response from the Union Ministry of Environment, Forest and Climate Change and the project proponent.

    A bench of chairperson Justice AK Goel along with judicial members Justice Sudhir Agarwal, Justice B Amit Sthalekar and Justice Arun Kumar Tyagi said there was a need for adequate studies on the adverse impact on coral reefs, mangroves, turtle nesting sites, bird nesting sites, other wildlife, of erosion, disaster management and other conservation and mitigation measures.

    Guwahati: Delhi Chief Minister Arvind Kejriwal on Sunday promised free electricity and jobs if AAP came to power in Assam, while he accused the ruling of BJP of doing nothing but play “dirty politics” in the Northeastern state.

    Aam Aadmi Party governments in Delhi and Punjab are giving free electricity to their states, and it will be the same in Assam, too, if the party forms government, Kejriwal said at a rally here.

    He promised jobs for all unemployed youths of Assam if AAP is voted to power, adding that the party has given employment to 12 lakh people in Delhi in seven years, and 28,000 people in one year in Punjab.

    Kejriwal also assured of providing piped water to all households of Guwahati within a year of the AAP forming government in the state.

    “AAP came to power in Delhi in 2015 and the BJP here in 2016. Today, we have changed the face of Delhi. What has Himanta babu (Assam CM Himanta Biswa Sarma) done for the state in seven years? Nothing, only dirty politics,” Kejriwal alleged.

    On Sarma’s threat of suing him if he raised corruption charges against the BJP leader, Kejriwal said his Assam counterpart has not learnt the culture of people of the state, who accord a warm welcome to their guests.

    “For two days, he has been threatening me that he will put me in jail. Am I a terrorist? I invite Himanta babu to come to my house in Delhi for tea. And if he can make time, also have a meal with me. I will show him around the city, the wonderful work we have done there,” Kejriwal said.

    Sarma had on Friday threatened to file a defamation case against Kejriwal if the Aam Aadmi Party leader alleged corruption cases against him outside the assembly.

    Kejriwal had reportedly said in the Delhi Assembly that there are cases against Sarma.

    Taking a swipe at the Assam CM over the recent Class 10 board exam paper leak, he said: “A government which cannot even keep the question papers safe, how will they run a state? In Delhi or Punjab, question papers never get leaked.”

    “It has to be an insider job. Someone is selling the future of your children,” he claimed.

    Raising the issue of Prime Minister Narendra Modi’s academic qualification, Kejriwal said only an educated person can ensure development of a country.

    “In a poor country like ours, being illiterate or less educated is not a crime. We have no problem with that. But, the prime minister should be educated. If not, it is a dangerous thing,” Kejriwal maintained.

    He asserted that demonetisation and the three farm laws that were later withdrawn are instances of Modi being “fooled” by his advisors.

    “The manager of a company needs degrees to fit his role. The top manager’ of the country would also definitely require some degree,” he said.

    The AAP chief’s comments came in the wake of the Gujarat High Court quashing a seven-year-old order of the Central Information Commission (CIC), which had asked the Gujarat University to provide information on Modi’s degree to him.

    Punjab Chief Minister Bhagwant Singh Mann, who was also present at the rally, said the country needs a “new engine” for growth.

    “They (the BJP) keep talking about some double engine of growth. But, that is not needed. What is needed is a new engine’, one that runs with speed and more importantly remains on track,” he said, pointing towards Kejriwal.

    He also accused the BJP government at the Centre of selling off public assets, attempting to stifle the opposition, and working for the benefit of select corporates.

    “The country is being sold and we cannot even raise our voice or put up posters against it,” Mann said, apparently referring to police action in Delhi over posters demanding removal of the prime minister.

He resigned from the congress party on February 21, 2023, on the Junaid-Nasir issue after visiting their home in Bharatpur, Rajasthan, and citing lack of action by the Gehlot’s Govt. and cold behavior of the congress high command on Muslim issues and lack of willingness on taking a stand on their behalf. He saw a need for a more proactive approach to addressing hate crimes and discrimination in their communities.

    The National Convenor of VAH aims to build a pan-India team that provides legal support to the victims of hate crime all across the country along with raising voices for the rehabilitation of victims and to educate the public about the effects of hate and prejudice on individuals and society as a whole. And to advocate for policies and laws that promote equality and tolerance.

    The network offers resources such as legal support, counseling services, and community outreach programs. Volunteers Against Hate aims to work closely with law enforcement agencies and community organizations to ensure that hate crimes are reported, investigated, and prosecuted.

    Overall, Volunteers Against Hate is a vital organization that plays a crucial role in fighting hate and discrimination in our communities. Through their education, advocacy, and community outreach programs, they are helping to create a more inclusive and tolerant society for all.

    Post announcement of its formation in a very short span of 15 days organization has made more than ten thousand volunteers across the country. In this very short time team has able to form a legal cell including 15 lawyers on board which is headed by Supreme Court Advocate Niteen Kumar Sinha along with Senior Advocate Rais Farooqi of Delhi High Court.

    Volunteers Against Hate has also formed a social media Team of 90 members which is highly active on Twitter against hate crime and trying to bring hate crimes from all over country in the public domain and seeking the administration for their help.

    Volunteers Against Hate has got more than ten thousand retweets praising our efforts and people across the country are seeking help through our medium. In this short span of time, Dr. Meraj Husain has taken the first Volunteers Against Hate meeting in Mumbai on March 20, 2023, in his recent Maharashtra tour.

    His vision is to bring six state teams of lawyers and volunteers along with one national team within the next six months. VAH is focusing on Maharashtra, Haryana, Rajasthan, Uttar Pradesh, Delhi, and Bihar in the first leg of their operation.
