    With the tax-filing deadline for most people hitting at midnight Tuesday, the total amount of money paid out is down too, by 10.6 percent. At $199 billion, that’s less than the IRS had disbursed at this point in 2013.

    Analysts point to a number of reasons for the shrinking payments: The expiration of pandemic-related relief, of course, but other things too, such as bracket creep, where inflation pushes up people’s tax bills.

    Taxpayers are touchy about their refunds, with many looking forward to the payments, even if financial advisers frown on them because it amounts to lending money to the government for free.

    Hoping to head off people’s disgruntlement, the IRS warned early on that payments this year would inevitably be down. And the administration doesn’t appear to be taking heat over the smaller refunds, which have been overshadowed in Washington by its bid to improve IRS services.

    It’s a big change from recent years when the government was handling out a range of benefits and refunds ballooned. This time last year, refunds were running 10 percent bigger — about $300 more than this year.

    Companies that cater to lower-income people like Walmart and Big Lots have told investors they’ve noticed a difference.

    “We’ve seen that decline,” John Rainey, Walmart’s chief financial officer said recently.

    It’s not surprising though when a panoply of pandemic-related breaks expired. People saw the Child Tax Credit alone shrink by as much as $1,600 per child. Another related break for child care expenses fell from as much as $8,000 for two kids to $2,100.

    “A lower refund share than last year would be consistent with the lower amount of refundable tax credits from the expiration of the 2021 tax law provisions,” said Mark Booth, a former tax forecaster for the nonpartisan Congressional Budget Office. “Last year, the larger tax credits were just enough to push some taxpayers into a refund position, which doesn’t happen as much this year.”

    Payments are probably a casualty of inflation too.

    The tax system is only partially indexed for inflation, and only imperfectly. The parts that change with prices didn’t climb nearly as much as incomes, thanks to time lags in how the government calculates the adjustments.

    Nominal wages and salaries went up by nine percent in 2022, while things like the tax brackets and the standard deduction grew by 3.2 percent.

    The administration has announced the standard deduction will grow for the 2023 tax year by seven percent, thanks to inflation, which will likely mean larger refunds assuming, as many economists do, that incomes will grow at a slower clip.

    There are other factors also dinging people’s refunds.

    Without much debate, lawmakers allowed to expire a temporary $600 break for charitable deductions for people who don’t itemize their deductions, which had been a popular write-off. In 2020, it was claimed by 41 million taxpayers. Without it, people who claim the standard deduction, about 90 percent of filers, can’t take a deduction for charitable contributions.

    People who’ve been laid off have to pay taxes on their unemployment benefits and severance payments, which may also cut into their refunds. Some may not realize they owe tax on jobless assistance.

    Bengaluru: Mining baron-turned-politician Janardhana Reddy, who is all set to contest Karnataka Assembly elections by launching a new party, on Monday suffered a setback as a special court has ordered filing of criminal case against him.

    The Special Court for People’s Representatives here has given this order in connection with the illegal selling of iron ore. Investigation Officer Manjunath Annigeri had submitted a private complaint in this regard.

    The court after looking into the complaint ordered filing of the criminal case against 16 persons including Janardhana Reddy and Congress MLA B. Nagendra.

    The court has given direction to lodge a case under the Mines and Mineral (Development and Regulation) Act, 1957, citing Sections 21, 23, 4(1), 41(A) of the act and adjourned the matter to June 24.

    The complaint is regarding the sale of iron ore which caused loss of Rs 211 crores for the state exchequer between 2008 and 2011. The accused came together to avoid payment of royalty, and cess to the state government.

    Presently, Janardhana Reddy has launched a new party in Karnataka to fight the May 10 Assembly elections, and claimed that without his support, the national parties can not form the government.

    Gurugram: A 22-year-old woman was arrested Thursday for allegedly falsely accusing two men of gang-raping her and extorting from them Rs 2 lakh for withdrawing her complaint, police said.

    The woman works as a web designer with a Noida-based private media Management Company.

    She had earlier lodged a similar complaint at Aman Vihar Police Station in Rohini in Delhi, police said, adding she was produced in a city court Thursday and was sent to judicial custody.

    According to police, the woman had filed rape complaints against two men on March 17 at Sector 53 Police Station. She also extorted from them Rs 2 lakh, which was transferred into her account by the brother of one of the victims.

    “She further demanded from them Rs 4 lakh more. A police team led by Inspector Amit Kumar, SHO of Sector 53 Police Station, arrested her during the investigation of the case,” Virender Vij, DCP, east, said.

    According to police, when the woman was produced in the court for recording her statement under section 164 of CrPC, she retracted her statement.

    “Later we got the information that she had also filed a similar rape complaint in Delhi earlier. On suspicion, we started the investigation and her allegations were found to be false,” said Inspector Amit Kumar.

    The woman has been booked under sections 384 (extortion), 385 (putting a person in fear of injury in order to commit extortion), and 389 (putting a person in fear of death or grievous hurt in order to commit extortion) of the IPC at Sector 53 Police Station, said police.

    The woman had filed a complaint against a Facebook friend of hers and his companion, accusing them of taking her to a PG in the Sector 53 area and raping her there.

    Dominion’s court filing released Monday, a response to Fox’s own recent submission in the case, portrays senior executives at the network as widely in agreement that their network shouldn’t help Trump spread the false narrative. Yet, they repeatedly wrestled with how firmly to disavow it without risking their Trump-friendly audience.

    “Some of our commentators were endorsing it,” Murdoch conceded during his sworn deposition, appearing to insist that Fox hosts did not speak for the network. “Yes. They endorsed,” he said.

    “It is fair to say you seriously doubted any claim of massive election fraud?” a Dominion lawyer asked the broadcasting mogul.

    “Oh, yes,” Murdoch replied.

    “And you seriously doubted it from the very beginning?” the attorney asked.

    “Yes. I mean, we thought everything was on the up-and-up,” Murdoch said.

    But as time passed, the network agreed to air Trump’s claims because of their inherent newsworthiness, executives said, while suggesting their hosts would challenge or push back on the false claims. Dominion said that pushback was tepid at best and drowned out by louder and larger embraces of Trump’s claims.

    The filing also underscored the extraordinary linkages between Trump’s White House, his campaign and the network, whose top executives and programmers were regularly in contact about editorial decisions and issues related to political strategy. A series of episodes detailed in the submission suggest not only that the network and its leaders were actively aiding Trump’s re-election bid, but that Trump sometimes took direction from Fox.

    Murdoch, according to Dominion’s filing, said in his deposition that he “provided Trump’s son-in-law and senior adviser, Jared Kushner, with Fox’s confidential information about Biden’s ads, along with debate strategy.

    According to the filing, Trump’s decision to drop controversial lawyer Sidney Powell from his legal team was driven by criticism from Fox.

    “Fox was instrumental in maneuvering Powell both into the Trump campaign and then out of it,” Dominion’s lawyers wrote.

    However, Dominion notes that Fox shows continued to have Powell on as a guest even after Trump disavowed her. The voting machine maker says that her continued presence undermines Fox’s claim in the litigation that it was just relaying newsworthy statements by Trump attorneys and advisers about their thoroughly unsuccessful efforts to challenge the 2020 election results.

    In the immediate aftermath of the election, Murdoch emailed with other Fox executives to underscore this point, specifically worrying that some of the network’s primetime hosts might fail to get the desired message: that the vote was not tainted with fraud.

    In a statement Monday, a Fox spokesperson said much of the evidence Dominion cited wasn’t relevant to the legal issues in the case.

    “Their summary judgment motion took an extreme, unsupported view of defamation law that would prevent journalists from basic reporting and their efforts to publicly smear FOX for covering and commenting on allegations by a sitting President of the United States should be recognized for what it is: a blatant violation of the First Amendment,” the Fox statement said.

    “Dominion’s lawsuit has always been more about what will generate headlines than what can withstand legal and factual scrutiny,” the statement also declared.

    According to the evidence described by Dominion, Murdoch called Senate GOP Leader Mitch McConnell right after the election and urged him to tell other Republican leaders not to embrace Trump’s false fraud claims. Former House Speaker Paul Ryan, a member of Fox’s corporate board, repeatedly pressed internally to steer the network away from “conspiracy theories.” After Jan. 6, Ryan pressed his view even more forcefully inside Fox.

    “Ryan believed that some high percentage of Americans thought the election was stolen because they got a diet of information telling them the election was stolen from what they believed were credible sources,” Dominion’s brief says. “Rupert responded to Ryan’s email: ‘Thanks Paul. Wake-up call for Hannity, who has been privately disgusted by Trump for weeks, but was scared to lose viewers.’”

    But time and again, the executives were confronted with evidence that the network was experiencing a backlash from viewers who felt Fox wasn’t sufficiently supportive of Trump’s claims, a potential threat to the network’s viewer base.

    Dominion’s lawyers argue that Fox officials soft-pedaled their efforts to rein in such statements by their own hosts because Fox leaders remained acutely concerned that their viewers would migrate to platforms that were enthusiastically trumpeting Trump’s claims, like Newsmax and One America News (OAN).

    Fox has sought to assert a “neutral reportage” privilege to argue that it should not be held liable for the accuracy of statements that it attributed to others, like Trump and his attorneys. Dominion says Fox’s hosts failed to challenge those assertions even when Fox officials knew or strongly suspected they were untrue.

    However, Fox’s lawyers argue that the fact that someone at the network regarded particular claims as untrue does not establish that the people uttering them on air knew that. Fox’s defense also appears to contend that the views of corporate level executives — including Murdoch — about the election fraud issues aren’t relevant to Fox’s liability for allegedly defaming Dominion

    “Dominion barely tries to demonstrate that the specific person(s) at Fox News responsible for any of the statements it challenges subjectively knew or harbored serious doubts about the truth of that statement when it was published,” Fox’s attorneys wrote in their own lengthy court filing. “Instead, it lards up its brief with any cherry-picked statement it can muster from any corner of Fox News to try to demonstrate that ‘Fox’ writ large — not the specific persons at Fox News responsible for any given statement — ’knew’ that the allegations against Dominion were false.”

    While the case is pending in a state court in Delaware, a judge said in a preliminary ruling last year that New York law appeared to apply and that state did not recognize the neutral reportage privilege, only a similar protection for statements that are actually uttered in official government proceedings.

    The court filings released Monday contained only excerpts of the statements from various depositions, so the full context of all the statements was not always apparent.

    Guwahati: As the total number of arrests in the continued drive against child marriage in Assam reached 2,528 on Tuesday, the DGP said the biggest challenge for the force now is filing charge sheets within the stipulated timeframe.

    The police during the day arrested 87 more people in the crackdown, which started on Friday.

    “Crackdown continues. Total arrest so far 2528,” Chief Minister Himanta Biswa Sarma said in a tweet.

    Protests against the arrests by women activists were reported during the day from Silchar in Cachar district. Four of them were arrested and released on personal bond, police said.

    The Director General of Police (DGP) G P Singh said that the biggest challenge for the police is now to file charge sheets within a 60 to 90 days period.

    Singh said that the police did not aim to harass anybody but its role was to stop child marriage completely in the state by the next two to three years.

    “We have registered 4,074 cases and over 2,500 people have been arrested till this morning. All the accused in these cases have been identified and they will be arrested and charge sheets filed against them,” Singh told PTI.

    On the 65 accused people already securing bail, the DGP said the focus is on ensuring that charge sheets are filed within the stipulated time frame.

    “Bail is okay. To me, it is not important who stays in jail for how long. It is important that they have to be charge-sheeted and they face the music of law,” he asserted.

    Chairperson of Assam State Commission for Protection of Child Rights (ASCPCR) Sunita Changkakoti told PTI that the crackdown was a much-awaited move and it will send a strong message to the society against this menace.

    “We have been campaigning against child marriage for long and hold regular district review meetings in which we involve all stakeholders, including government departments like the health and education and NGOs. A concerted effort by all sections of society can help in ending the problem,” she said.

    The Assam police had launched the crackdown on child marriage on Friday with over 2,000 arrested within the first two days.

    Chief Minister Himanta Biswa Sarma had earlier asserted that the drive will continue till the 2026 Assembly election.

    Justifying the crackdown, Sarma had pointed out that teenage pregnancy accounted for nearly 17 per cent of over 6.2 lakh pregnant women last year in the state.

    The opposition parties have criticised the manner in which it is being carried out, terming the arrests of teenage husbands and family members as “abuse of law” for political gain and equating the police action with “terrorising people”.

    The state cabinet had recently approved a proposal to book men who have married girls below 14 years of age under the Protection of Children from Sexual Offences Act, 2012 (POCSO).

    Cases under the Prohibition of Child Marriage Act, 2006 will be registered against those who have married girls in the age group of 14-18 years, the cabinet had decided.

    The offenders will be arrested and the marriages declared illegal.

    Assam has a high rate of maternal and infant mortality, with child marriage being the primary cause as an average of 31 per cent of marriages registered in the state are in the prohibited age, according to reports of the National Family Health Survey.

    Of the 4,004 cases of child marriage registered recently, the highest was reported in Dhubri (370), followed by Hojai (255), Udalguri (235), Morigaon (224) and Kokrajhar (204).

    Lucknow: The Allahabad High Court on Friday said it is not mandatory to file a chargesheet in each case lodged under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act after an FIR is registered in the matter.

    “The intention of the legislature is that the investigating officer would file the chargesheet, if, during the probe, he finds adequate evidence against the accused,” the Lucknow bench of the court said.

    A bench of Justices Rajan Rai and SK Pachauri passed the order on a petition filed by Gyanendra Maurya. Dismissing the petition, the bench said the legislative intent has to be understood logically.

    The petitioner had challenged certain provisions of the Act, saying those should be struck down as those mandate that once an FIR is registered, the investigating officer is bound to submit a chargesheet.

    Srinagar, Jan 25 (GNS): The government on Thursday issued a reminder to its employees for filling details of annual property return as well as action over its non-submission by the end of this month.

    “Vide Circular No. 52-JK(GAD) of 2022 dated 22.12.2022, all the employees working under Jammu and Kashmir Government have been advised to file their property returns for the year 2022 on the PRS portal, which is accessible on https://prs.ik.gov.in from 1st of January,2023 to 31 of January, 2023,” reads a fresh government circular, a copy of which lies with GNS.
    However, the circular noted, that that a “sizeable” number of employees are yet to submit their property returns.

    “The last date for filing of property returns is fixed for 31st of January, 2023, beyond which the Portal would automatically not accept the submission of the property returns and moreover, no manual submission shall be accepted in any case,” it said, adding, “It is clarified that non submission of property returns shall invite action against such defaulting employees under relevant provisions of law and shall result in denial of vigilance clearance as well.”

    Accordingly, the government directed all the employees who are yet to submit their annual property returns for the year 2022 to submit the same immediately, well before the specified timeline of January 31.

    “It is further enjoined upon all the Drawing and Disbursing Officers (DDOS) to ensure compliance with regard to filing of property returns by all the employees of their establishment. Further, Administrative Departments shall also assess the progress in this regard,” the circular added. (GNS)
