  • Government Seeks Feedback From General Public On Property Tax

    SRINAGAR: Amid growing criticism over imposition of property tax in Jammu and Kashmir, the administration of the Union Territory has sought feedback from the general public over the proposed tax.

    In a notice, the Housing and Urban Development has sought suggestions/ comments from the general public over imposition of property tax in Jammu and Kashmir.

    “Any suggestions/ comments in this regard are welcome and may be sent to the Housing and Urban Development Department at the email address [email protected] within 10 days,” reads the notice.

    The notice states that UT of JK is levying property tax on residential houses/apartments, commercial establishments, within the municipal areas from April 01, 2023 in terms of two notifications issued by the H&UDD on Feb 21.

    On February 21, 2023, JK’s Housing and Urban Development Department issued two separate notifications for levying, assessment and collection of property tax in the urban areas of Jammu and Kashmir, where 27% of the UT’s population resides as per the 2011 census figures.

    The Jammu and Kashmir Property Tax (Municipal Corporation) Rules, 2023 and the Jammu & Kashmir (Other Municipalities) Rules, 2023, notified by the government, define the procedure for collection of property tax within the limits of municipal corporations, committees and councils in the UT.

    As per these rules, property tax is to be 5% of the taxable annual value (TAV) on residential properties and 6% of the taxable annual value on commercial properties.

    The rules faced widespread criticism, with political parties including National Conference, Congress, Peoples Conference, and Peoples Democratic Party assailing the move. Even the State BJP distanced itself from the move. (KNO)

    New Delhi: The working President of Delhi BJP, Virendra Sachdeva, said on Wednesday that the Arvind Kejriwal government since its inception in 2015 has been hostile towards political opponents whom it wants to suppress.

    Addresssing a press conference here, Sachdeva said that for this purpose, on February 1, 2016, the Kejriwal government had established a Feedback Unit (FBU) to keep an eye on not only political opponents, but Union ministers, MPs, L-G office, media houses, leading businessmen and also on judges.

    Sachdeva claimed that to carry out its anarchic practices, the Kejriwal government set up the FBU without any administrative or financial approval only, but only on the basis of the approval of his own Cabinet. The unit was headed by a retired CISF DIG, he said.

    This FBU was provided with an establishment fund of Rs one crore and it was given the name of ‘Secret Service Fund’ which in itself raises the question as to whom did Kejriwal want to investigate for which a secret fund was created, Sachdeva claimed.

    Funds worth crores of rupees were given from this fund to private investigating agencies, as well as to set up a network of informers, he said.

    From the very beginning, the Vigilance Department had objected to this. In September 2016, when Ashwani Kumar became the Director of Vigilance, he had directly asked FBU for an account of the work done, which it failed to submit, Sachdeva claimed.

    When the Delhi government had sent the FBU file to then Lieutenant Governor Najeeb Jung, the latter had not only rejected it, but also objected to the creation of such a new unit by bypassing the Vigilance Department, Sachdeva said.

    Sachdeva also said that the people of Delhi demand a reply from the Kejriwal government on the formation of the FBU.

    “We want to ask some questions regarding the establishment of FBU for which Kejriwal government is responsible. In spite of the existence of the ACB and the Vigilance Department, why did the Kejriwal government establish the FBU with a retired official as its head?

    “What was the purpose behind the establishment of FBU, and if the purpose was clear, why didn’t the government announce it at the time of establishment? According to us, the objective was to keep an eye on political opponents as it is clear from the CBI report that 60 per cent of its reports were only on political opponents. The CBI investigation has revealed that FBU submitted about 700 reports to the Kejriwal government,” Sachdeva said.

    New Delhi: A row erupted on Wednesday over a CBI report claiming political intelligence gathering by the Feedback Unit (FBU) formed by the AAP after coming to power in Delhi in 2015, with the BJP demanding registration of case against Deputy Chief Minister Manish Sisodia.

    Hitting back, the Aam Aadmi Party (AAP) said the BJP’s allegation that Sisodia was involved in “political snooping” is “completely false”.

    The Kejriwal government claimed in a statement that these all cases are “politically motivated”. “The CBI and ED should rather investigate the dubious relationship between Modi and Adani where the real corruption happened,” it alleged.

    The CBI in its preliminary inquiry report found that the FBU formed through a Delhi cabinet decision on September 29, 2015 indulged in gathering political intelligence.

    Delhi BJP president Virendra Sachdeva alleged that the AAP since its inception has been working with hostility towards its political opponents.

    “The Kejriwal government formed FBU to keep an eye on not only its political opponents but Union Ministers, MPs, LG Office, media houses, leading businessmen and also the judges,” Sachdeva charged in a press conference.

    The CBI in its report submitted to Vigilance department sought approval of the LG who is competent authority in the matter, to register a case against Deputy CM Manish Sisodia who played an “active role” in creation of the FBU.

    The central agency also sought permission of the LG for registering cases against others involved in functioning of the FBU.

    Sources said LG VK Saxena has referred the CBI request to the President through the Ministry of Home Affairs, for registration of a case against Sisodia.

    The LG has also sent the CBI recommendation to Home ministry, regarding registration of cases against then FBU joint director, RK Sinha, and FBU officers Pradeep Kumar Punj and Satish Khetrapa. Approval for the prosecution against then Vigilance director, Sukesh Kumar Jain, an IRS officer, will come from the Finance ministry, they said.

    The approval has, however, been given by the LG for registration of a case against Delhi Chief Minister’s advisor Gopal Mohan, the sources said.

    The AAP in a statement said “the whole country knows political spying is done by Modi not Manish Sisodia. An FIR should be registered against Modi not Manish Sisodia,” the party said in its statement.

    The CBI report said that the FBU was tasked to gather actionable feedback regarding working of various departments of Delhi government and also to do “trap cases”.

    The FBU started functioning from February 2016 and a fund of Rs 1 crore was kept for it under “secret service expenditure”. A rough analysis of nature of reports generated by the unit revealed that while 60 per cent of it was related to vigilance matters, political intelligence and other issues accounted for around 40 per cent, the report said.

    “Scrutiny of such reports during the period from February 2016 to early September 2016 shows that a substantial number of reports submitted by FBU officials were not actionable feedback on corruption in any department, but related to political activities of persons, political entities and political issues touching political interest of the Aam Admi Party,” the report said.

    “The feedback unit was not functioning in the manner and for the purpose approved by the cabinet but was working for some other hidden purposes which were not in the interest of the GNCTD but private interest of Aam Admi Party and Manish Sisodia, the Dy CM, who played an active role in its creation of Feedback flouting established rules of GNCTD and MHA.” charged the CBI report.

    It also alleged that the “unlawful” manner of creation and working of the FBU caused loss of to the government exchequer to the tune of around Rs 36 lakh.

    BJP MP Ramesh Bidhuri charged that the AAP government formed the FBU by misusing public fund and indulging in a “scam”.

    He demanded registration of FIR against Kejriwal and Sisodia charging they had “malafide intention” behind creation of the feedback unit.

    Meanwhile, the Delhi government termed “all allegations” as “completely bogus”.

    “Till now, the CBI, ED and Delhi Police have registered so many cases against us. About 163 cases have been registered against us. However, the BJP has not been able to prove even a single case. About 134 of these cases have been dismissed by the courts and in the rest of the cases also, the BJP government has not been able to provide any evidence,” it said in the statement.

    Jammu, Feb 07: With the launch of two applications today by Chief Secretary, Dr. Arun Kumar Mehta, J&K became first in the country to take online monthly feedback from students of class 6th and above about the performance of their teachers and carry out the GPS based attendance of teachers on daily basis.

    The ceremony was attended by Principal Secretary Education; MD, Samagra Shiksha; Director School Education Kashmir/Jammu, Director Estates, Secretary JKBOSE and many other concerned officers.

    Dr Mehta complimented the department for developing these applications and called them the powerful tools to take the education sector towards much higher efficiency and accountability. He remarked that these applications would ensure that an authentic feedback comes from the grassroots level from the ones who are directly involved in the learning process.

    He enjoined upon the officers to monitor the progress at highest levels so that the results improve substantially. He maintained that the teachers in government sector are best in terms of qualifications and trainings and they just needs to focus more on academic activities to ensure improved results.

    The Chief Secretary advised the department to make this feedback a benchmark while analysing the annual performance reports of the teachers. He said that the teachers who perform well, and are punctual and who also receive good feedback from students should be duly recognized and rewarded by the department. He observed that such teachers should be preferred in career progression and other recommendations.

    The system named as “SAMIKSHA” as it will be reflecting the true performance of the Teachers with respect to their inputs in the actual classroom, leaving no space for subjectivity.

    It was given out that the student feedback forms are designed to get feedback from students on different teaching-learning techniques in the institution. Besides the teachers are given unique usernames and passwords to verify their input and outcomes. The comprehensive report will be visible to all levels viz-Teachers, HOIs, ZEO, CEO, DSEK/J, and at UT level in the hierarchy.

    The department has worked out some 25 parameters (questions) regarding teachers and school ambience, out of which 02 are optional. The school and teacher based questionnaire needs to be filled by the students once on monthly basis grading them on 5-point scale with Excellent, Very Good, Good, Average and Below Average results, as informed during the launch ceremony.

    Another app launched today was ‘JK Attendance-SED’ available for downloading on both Android and iOS. The application will give a peek into the daily attendance of teachers to even Directors and CEOs. The application will capture live location of the employee with Geo Coordinates and even allow his/her time specific tracking.

    The attendance system would reduce paperwork and save time and resources. It would eliminate the duplicate data entries and improve management of attendance across all schools.

    The same application would enable employees to make leave requests online. It would automatically send it for necessary approval and keep his/her leave account safe for viewing by the higher authorities.

    Later on the Chief Secretary also released ‘Whole School Safety’ manual. He called it a very important document prepared by the department. He observed that the safety of our children is all important and should be given priority over every other concern. He declared that this document is important and provides holistic approach for keeping children safe against hazards.

    The Principal Secretary, School Education, Alok Kumar revealed that all of the digital applications besides the safety manual has been prepared in-house by the department employing its own personnel and resources. He gave out that he feels immensely pleased that Directorate of Samagra Shiksha has trained Key Resource Persons in this regard.

    He stated that the necessary orientation of all CEOs/DIET principals and teachers as per the guidelines has also been done, which explicitly elaborate various kinds of vulnerabilities our children are exposed to and their remedies. The SOPs on current pandemic viz-a-viz the role and responsibilities of every individual concerned makes the document a comprehensive reference document.

    The same is also an initiative of Samagra Shiksha which has been designed for creating a safe environment for children, starting from their homes to their schools and back, says the manual.(GNS)
